has clarified about counting of stay on tenure stations which should be actual
stay of 2 years
excluding the extra leave availed other than entitled, and all the transferred
officers in recent orders are to be relieved only after compliance of these
guidelines.

confirmation orders of these Direct recruited JTOs, MH Circle has also issued
instructions to all non recruitee circles, getting

174 DR JTOs their SR and Vigilance clearance report latest by 11th May 2012 to enable MH circle to issue

26th April 2012: BSNL revenue decreased by 2.04% in the year 2011-12: When all other operators recorded 10% to 15% increase in their
revenue (from operations) during 2011-12 comparing to last year 2010-11, BSNL recorded
2.04% decrease in the revenue (from operations) as per the information
available to us.(2010-11 Revenue-Rs 25541.89 Cr and 2011-12 Revenue-Rs 25019.85

year.
It is surprising to note that Punjab Circle registered the
maximum dip in revenue where as the CGM Punjab is selected as the DIR(CFA),
BSNL Board, a big question mark on the performance of our Board of Directors
and their selection process.

HR & Admn Mumbai, wherein Shri. R. R. P. Sinha

Staff, Shri. V. K. Dethe, AD Staff A Mumbai, Shri. V.J. Bhandirge AD Staff B Mumbai were present throughout meeting. Shri. S. S. Chavan, AGM
EST Mumbai, Shri. S. Krishnan AD HRD Mumbai, Shri. Keshava AGM Admn Mumbai were present to
discuss the issues related to their unit.
Shri. G. Jayraman, Sr. GM HR & Admn Mumbai was kind
and free enough to discuss all the issues in detail and in his special approach
to resolve the issues to the depth, he has taken some immediate steps in
resolving the issues raised by delegation and also
issued immediate instructions to all concerned. The marathon meeting which
started at 1100 Hrs, ended at 1600 Hrs.

In the afternoon session, DS Com.M.B.Sangale submitted his DS
Report in which he under the huge Clapping by entire house told that during his
present term he got increased membership
of SNEA(I) Nashik from 134 to 202 members and thus making
it the fourth largest SNEA(I) District in MH. after passing of Treasurer report
and discussion on organizational matters, old body was dissolved and election
for new District body of SNEA(I) Nashik was held in
which entire District body of
SNEA(I) Nashik was elected unanimously and unopposed according to
which Com.A.R.Akhade was elected as District President, Com.S.A.Bhadane was elected as District Secretary, Com.G.G.Borse was elected as District Treasurer and Com.S.A.Chavan was elected as new CEC member from SNEA(I) Nashik. SNEA(I) MH Circle
congratulates and wishes best of luck to
all newly elected office bearers and assures full, total committed support in
achieving expectations and aspirations of our spirited Nashik membership.

Govt to make payments to direct Bank
accounts of the payee: As part of the Government’s commitment of Good governance and
elimination of corruption Ministry of Finance, Government of India in its press
release declared that orders have been issued from CGA that with effect from 1st
April 2012 all the payments above Rs 25000/- to suppliers, contractors, grantee and loanee
institutions shall be directly credited to their bank accounts.

Circle has further extended the 20% discount on Broadband services(usage & Rental) provided to employees of Central Govt/State Govt/PSU to all

17th April 2012: Special Meeting by CGMT MH Circle: In a special approach to meet staff
and officers through association/union leaders, Shri. V. K. Mahindra, CGMT MH Circle, called a special meeting of leaders of
associations and unions in his chamber at 1200 hrs.

The meeting was for
awareness of new services among the staff and officers on the occasion of the
inauguration of Internet Data Center (IDC)
Services by BSNL at Faridabad.
The live streaming of event of the
inauguration of IDC services at Internet Data Centre, Faridabad by Shri. Kapil Sibbal, MOC
& IT, in presence of Shri. Sachin Pilot, MOS &
IT and Shri. R. K. Upadhyay, CMD BSNL was arranged in office of
CGMT MH Circle.

IDC services will be additional source
of revenue as BSNL is setting up ten IDCs in partnership with the Data Centre
Service Provider (DCSPs) on revenue share basis. Out of ten centers, IDC
services are started at nine locations namely Mumbai, Faridabad, Ludhiana,
Ghaziabad, Ahmadabad, Jaipur, Bangalore, Hyderabad,
& Alleppy. The services from these Data Centers
can be provided by all Telecom Circles/Regions anywhere in India.
The IDC services will be available in
three broad categories:
1. Managed Co-Location Services: Customers can house their equipments
in a secure and controlled data centre space environment and also in aged area.
2. Hosted Services: This can
be dedicated or private cloud wherein Customer can hire hardware dedicated to
with powerful compute, storage space and networking capacity with state of art
cooling and power infrastructure.
3. Cloud Services: Through Public cloud services customers can subscribe to on demand
compute, storage, messaging, Desktop Virtualization, Video Conferencing, Web
filtering, Email filtering, Backup, DR & Business Continuity Services,
Managed Firewall & other security services.
The service from IDCs will
be useful to the Govt, Public & private
institutions and individuals who are in need of data storage and wants to keep
data available on fingertips for its customers or employees for the works like
billing, declaration of results or any other purpose which needs immediate
information to be made public.

Density & Market share of BSNL as on 29th Feb 2012: During Feb 12, 8.27 million telephone connections & 8.35 million Wireless connections have been provided in the country taking the
total telephone connections in the country to 944.40 million as on 29th Feb 2012.
During Feb 12, 0.12 million broadband connections were added taking the total broadband
connections in the country to 13.54 million as on 29.02.2012.
For Telephone services:
BSNL added 0.01 million telephone connection during the month of Feb 12. This works out to 0.16% of the total
connection added in the country.
BSNL was at 11th position in the new total connections added in Feb 12 and 8th position during FY
2011-12 (upto Jan. 2012).
In the financial year 2011-12, BSNL has added 3.34 million connections. This works out to 3.41% of the total
connections (98.07 million) added in the country.
BSNL is at 4th position as an
operator with Market share of 12.75%. BSNL market share has
decreased by 0.11% during the month of Feb 12 and during 2011-12 (upto 29.02.2012) by 1.08%.
For Wireless Service:

BSNL has added 0.11 million connections during the month of Feb 12. This works out to 1.37% of the total connection added in the country.
·
BSNL was at 9th position in the new total connections added in Feb 12 and 7th position during FY 2011-12 (upto Feb. 2012).
·
The Wireless industry has grown by 12.38% in terms of connections upto the
month of Feb 12. Relatively, BSNL has grown by 6.44%.
·
In the financial year 2011-12 (upto
Feb 12), BSNL has added 5.92 million connections. This works
out to 5.89% of the total connections (100.49 million) added in the
country. Corresponding period of
previous year, BSNL had added 20.86 million connections which was 10.08% of the total connections (206.99 million) added in the country during that period.

BSNL is at 5th position as an operator with Market
share of 10.72%. BSNL market share has
decreased by 0.09% during the month of Feb 12 and during 2011-12 (upto 31.01.2012) decreased by 0.60%.
For Broadband(DSL) services:
(i)
BSNL has added 0.10 million connections during the month of Feb 12. This works out to 85.94% of the total connection added in the country.
(ii)
The broadband industry has grown by 14.07% in terms of connections upto the
month of Feb 12. Relatively, BSNL has grown by 17.16%.
(iii)
In the financial year 2011-12, BSNL has added 1.29 million connections. This works out to 76.95% of the total connections (1.67 million) added in the country.
(iv)
BSNL is at 1st position as an operator with Market share of 64.81%. BSNL market share has
increase to 0.19% & 1.71% during the month of Feb 12 and during 2011-12 (upto 29.02.2012) respectively.
Summary:
(i)
The overall tele-density in the country is over 76.82% with Kolkata License
area topping at 167.31% and Bihar License area lowest at 44.46%. As on 29.02.2012, the
overall Broadband-density is 1.10% and by BSNL’s Broadband-density is 0.71%.
(ii)
BSNL now holds 1st
position as an operator with total number of telephone connections in 2 license
areas viz. Himachal Pradesh & Kerala Circles.
(iii)
In total number of
mobile connections, BSNL has No.2 position in 3 License areas viz. Himachal
Pradesh, Kerala and Orissa Circles.

April 2012: DPC for promotion from JTO(Civil) to SDE(civl): The
DPC from JTO(C) to SDE(C) under seniority quota completed and promotion orders
will be issued after approval of the competent authority
12th April 2012: GS writes to
CMD, BSNL regarding immediate relieving of repatriated ITS officers working in
BSNL. The
relieving may be started immediately with:
a)
Non performing ITS officers,
b) ITS officers facing corruption charges
and disciplinary actions,
c) ITS officers on the verge of retirement
and functioning as CGMs/SSA Heads, incapable of taking any decision in the
interest of BSNL. Suitable absorbed officers with integrity may be posted in
their place.
d) All ITS officers working as DGMs, since
there are sufficient number of absorbed executives at
DE / DGM level. There is ample scope for promoting DEs as DGMs.
e) In order to protect the interest of ITS
officers and to accommodate them, SSAs having even 10,000 DELs are headed by
GMs. All such SSAs having less than 30,000 DELs
may be downgraded to TDE level, all the SSAs having DELs less than 75,000 may
be downgraded to TDM level as suggested by the United Forum. All ITS officers occupying such
posts may be relieved immediately as the Company can no longer afford such
decorative posts.

11th April 2012: Meeting with Principal Chief Engineer Civil West Zone
Mumbai: SNEA(I) delegation under the leadership
of CS SNEA(I) MH, along with Com. R. R. Rai, DS SNEA(I) CO
Mumbai, Com. S. B. Bhosale, ADS SNEA(I) Mumbai, Com. M. V. Wase, VP SNEA (I) Mumbai & Com. Shivsharan, OS SNEA(I) Mumbai had
meeting with Shri. V. L. Kushare, Pr. CE Civil West Zone Mumbai. SNEA(I)
MH congratulated him with bouquet of flowers on his promotion as Principal
Chief Engineer Civil West Zone Mumbai and also conveyed thanks for his initiatives for completion
certificate & utilisation of newly constructed
& not utilised since last four years Residential
Quarters in Wireless Compound. Apart from general issues the following points were
discussed during the meeting:

Updates on Proposals /projects for revenue generation for BSNL.
·
Progress in case of evaluation and utility of Ganga Yamuna Building Santacruz
(W).
·
Publication of letters and orders from civil wing on MH
Intranet.
·
Publication of waiting list of request transfers on MH intranet.
·
Calling willingness for posting by publication of vacant posts.
·
Consideration of pending request transfers of executives in Civil wing.
·
Implementation of Transfer policy guidelines at par with
telecom.
·
Reliving of Civil Executives for EB works at Pune.
·
Specific guidelines for executives applying for deputation to other
departments and early procedure of grant of such permissions/NOC.
The
meeting was very fruitful as Shri. V. L. Kushare, Pr. CE Civil West
Zone Mumbai , in his natural approach of cooperation and having self
initiative approach in resolving issues of the executives in Civil Wing has
assured that he will look into these issues personally &
all the issues including pending request transfers will be taken care
shortly.
Afterwards the delegation met to Shri. A. Bhattacharya, SE ( P & A ) Mumbai and had detail discussions on general
cadre issues of Civil Executives who also has assured to take care of all
executives in Civil Wing. He apprised us about the present profit loss
calculation of each division of civil wing and stressed upon to have special
steps for revenue generation from civil wing.

9th April 2012: ITS officers repatriated from
BSNL has assigned No work and DOT has paid Rs 25 Crores till now, Ministry
Objects: An official in the ministry
of personnel, public grievances and pensions said that it appears the mass
transfer orders of ITS officers working in BSNL & MTNL were issued in a
hurry without proper assessment on the actual number of vacancies in the
telecom department. The telecom department has failed to assign any meaningful work to
these ITS officers over the past five months. This has enraged the
ministry of personnel, public grievances and pensions, which feels the
department continues to squander central resources by paying salaries to
unproductive staff. Till date, these officers have no work and the government
has already spent 25 crore on salaries and another 6 crore on transfer costs."The decision to move
some 355 of these ITS officers to a surplus cell is a clear indication of poor
handling of the repatriation issue by the telecom department," the
official said. The ministry of personnel, public grievances and pensions, which
is under the direct supervision of the Prime Minister's Office, has also
questioned the logic of declaring ITS officers surplus at a time when BSNL has
lost its senior managers and is on verge of organisational
breakdown. BSNL has appealed to DoT to put in place a
contingency hiring plan.

Comrades,
The heat and dust has
settled down in Nanded. The SNEA stalwarts have gone
home. I am sure not for rest. But for another innings. Full of strength. Full of courage. Full of determination.
They know that the battle goes on. They know that the struggle must continue.
That is why anyone and everyone would love to be their captain. And this time
the mantle has fallen on me. I accept it with grace, with gratitude and at the
same time with all humility. I am aware of the huge responsibility that I carry
on my shoulders. But then again it gives me dignity and honor because this
great force will all stand with me- stand by me. And hence the responsibility
becomes no burden but a blessing with so many courageous hands and hearts to
boost me up.
Perhaps a mixture of
various feelings and emotions engulf my heart when I write these first few
lines as the General Secretary of the greatest Association. Yes, indeed I am
honored and privileged to be chosen to lead the Executives of BSNL for the next
term. I do not propose to weigh my credentials but I am confident that I have
an inner strength and a great will to work hardest that will surely stand me in good
stead . But for sure, it is the wholehearted support of my colleagues,
and more so, the grass-root member that
eggs on my inner strength and confidence. Yes, Comrades, I have no doubt that
you will not spare any effort in strengthening me and the entire set of new
office-bearers taking charge of the Association. The times are not that good-
with so many problems staring us in the face, not only on our career front but
even more on the fortunes of BSNL. Our predecessors have definitely done a
magnificent job, but as they always reminded you the battle is far from over.
Rather it has but begun. The ITS absorption issue, the E2,E3 –payscales, the CPSU cadre hierarchy, the lack of
professional and corruption-free Management , the negative policies of the
Government , the lack of concern for the social obligation met by BSNL and many
many more should hold our careful attention in the
immediate future. I am sure we will be able to tackle them with extreme care
but only with your unqualified support. I am sure you will be equal to the requirements
of our daily chores and cares.
I am slightly over-awed
knowing fully well that we own a very great legacy. Great leaders like Com. W.Sehagiri Rao and Com G.L.Jogi has bequeathed us such a proud treasure that we may
not be able to excel but at least try to protect like the cornea of our
eyes. You all know and I need not repeat that it was Com.
W.Sehagiri Rao, who brought
about the envious status of the JTO Cadre, with no other Executive/ Officer in
a PSU/ Govt at our level equal to our status and
stature. His astute care and diligence in the consistent and persistent
pursuance of issues related to the cadre, won for it this once-thought
impossible glory. He not only laid this unassailable foundation but built on it
an equally magnificent structure which we all enjoy and even boast about. But
for his visionary foresight
and heroic efforts , we today would not be sharing this platform.
Yes, SNEA was his brain-child, to which our senior Comrades under the
impressive, towering and unfailing leadership of Com. G.L.Jogi,
responded and co-operated equally well. Similarly Com. G.L.Jogi,
from whom I inherit the leadership, is such an unforgettable and unassailable
fighter and leader with no equals to be found anywhere in the country.
Absorption of Executives on terms and conditions, in the company of Com. W.Sehagiri Rao, lateral
promotions, sweeping reforms in pay revision through interaction with the 2nd
pay panel, BSNL MS RRs and MT RRs, which
broke open the hitherto existing bottleneck for promotions of senior Comrades
are but some of his most memorable achievements. Who can ever forget his
courageous and unrelenting fight against corruption in high places, exposing
the 2G scam, the 3G roaming issue, the misdeeds of ex-
CMD, Dir (CM) etc? His great concern for the financial viability of BSNL, the
guiding spirit of all his actions, has immensely contributed to the existence
of BSNL at least at this level, which otherwise would have been destroyed and
demolished by now. His fight with the Govt and its
agencies for protecting the fortunes of the BSNL both on the policy front and
the financial front are so daring that no one can match him. His video interaction with
Sri. Sam Pitroda
during the open session of the Nanded
Conference alone would stand testimony to greatness of a leader who cannot be
surpassed by anyone else in the whole country. Yes, indeed I consider it a
great privilege and fortune to have him as our CHQ President to lead us, guide
us and be our mentor.
I would also treasure
the valuable advices from all leaders, including Com A.A.Khan,
who unfortunately are not in our list of
office-bearers. Further, I seek the whole-hearted support of all Circle
Secretaries, you are so valuable and I would honestly be fair in all my
dealings with you. All our differences end with the conclusion of the
democratic process at Nanded.
I, once again, beseech
the total support of all our leaders and grass-root members to take this
Association to further greatness, particularly in these times of trouble and
turmoil. Yes, I solicit your guidance, your advice and even your criticisms.
But there is just one rider to it. Let your criticisms be positive and
forward-looking to mend and correct our ways; but never, never, destructive.
Because I am just an ordinary, fallible human being! Give me the ammunition and the strength for
all the ensuing battles- 24x7, 365 days in each year. On my part I promise that
I will never ever sleep letting your problems, issues and rightful demands
aside. As I have already stated we have
all grown up under towering leaders, who have no replacement , which simply
means that I need your extra strength, extra support.
Together we shall march to
greater heights of glory. Yes, Comrades,
I am putting my foot forward strong, solid and firm, simply banking on your
strength, your extra care.

(HR & Admn)MH Circle Hon’ble Shri G.Jayaraman, who appreciated the working of SNEA (I) MH under the able
leadership of CS Com.M.S.Adasul, he praised the qualities of Com.M.S.Adasul and conveyed Best wishes for successful holding of AIC on
behalf of CGMT MH circle. Before that CS SNEA(I) MH Circle Welcomed all the
leaders, delegates and special invitees at holy city of NANDED and on behalf of host
branch assured delegates that all possible arrangements will be made to make
their stay at Nanded
pleasant and comfortable. Afterwards GS Com.G.L.Jogi submitted his detailed
report for the period from AIC Vadodara in December 2008 to AIC Nanded in March 2012, there was detailed discussions and
deliberations on issue raised and highlighted in GS Report before passing it.
On 2nd Day i.e on 31st March in morning session Discussions were held on Financial viability
of BSNL, Promotion policy , organizational matters etc in after noon session prime
attraction was Live Video
conference with Shri Sam Pitroda, Advisor to Prime Minister of India which lasted for about 45
minutes, GS Com.G.L.Jogi in his clear Cut words expressed the plight of BSNL executives
and appealed Shri Sam Pitroda to use his Good offices to save this company from
becoming Sick and non viable, Shri Sam Pitroda
himself admitted that he told Prime Minister that BSNL is heading to become
another Air India. He agreed to intervene and will arrange high profile meeting of
Association office bearers with concerned minster. Later in evening Open
Session was held in Jam packed Shankarrao Chavan
Sabhagruh which was attended and addressed by many distinguished guests

Entire Proceedings of
Open Session were effectively and beautifully conducted by Com.J.P.Chaube of Mumbai Circle office and Smt. Karde
madam of Nagpur who came all the way from Mumbai and Nagpur respectively
for this purpose.
On third day i.e on 1st of April 2012 in morning session CHQ
Treasurer Com.H.Muthu presented Treasurer Report which was passed by house after
detailed discussions on all aspects of report, there after felicitation of our
veteran comrades who have been retired from service recently was made by
presenting them special mementos. All the veteran retired comrades addressed
the huge gathering there after, they were:

Speech
by AGS Com.A.R.Manani: In the Afternoon session all the
Asst. General Secretaries and jt.Secretaries of CHQ
addressed the house and expressed their views. During this Com.A.R.Manani AGS from MH Circle in his speech expressed satisfaction
over working of SNEA as organization in
MH Circle, appreciated working of circle body and specially of CS Com.M.S.Adasul, because of which there is huge
increase in membership of association in MH circle, expressed regret over
posting of non performing GMs/PGMS and CGMs in MH Circle and appealed GS that one sincere officer at
the level of CGM is required in MH to make MH grow and develop in all aspects
at desired pace.
SNEA(I) MH Circle in the leadership of our Dashing Dynamic CS Com.M.S.Adasul played a very vital and
historic role in the success of Grand XXVIII AIC at Nanded
and tried its best to bring consensus for selection of new CHQ body even
candidature of Com.M.S.Adasul for the post of General Secretary was withdrawn for the sake of
Unity and consensus but election could not be avoided for 13 of the 15 CHQ posts. In the Democratic process MH created history
