25 JAN 21: DGM Pers CSS BSNL CO issued reminder for
submission of Immovable property Returns (IPR) by all Executives and
Non-Executives in BSNL. Letter <<<>>>

It seems that this issue has been taken up seriously by BSNL
Corporate Office. It was observed during last year that many of the
Non-Executives and Executives at the level of GM /PGM have not submitted IPR
and CVC has taken serious note of it.
·
As per guidelines all have to submit IPR as on 31st
December of Calendar Year latest by 31st January of next year.
Accordingly IPR of the Year 2020 is due to 31/01/2021 and it is to be submitted
by online method through ERP, which is very simple process if there is no
change in Property.
·
The updating of changes in Movable Property of Individual
through ERP is also easy, but may be due to unawareness or reluctance many of
the individuals are not submitting IPR.
·
This year, there is addition is the procedure as after
submission of IPR online in ERP, its hardcopy is to be submitted with
self-signature through proper channel
·
Non-submission of IPR in time causes withholding of VCs of
Individuals and some action may be initiated against individuals who are not
submitting IPR in time.
·
SNEA MH appeals all comrades to take serious note of it and
submit the IPR of Year 2020 latest by 31/01/2021.

NEWS: Sad demise of Com. Roshan Banbale SDE Nagpur
and Ex-President SNEA Gadchiroli: With heavy heart and profound sorrow , it is to
inform that Com. Roshan Banbale
SDE Trans Nagpur passed away on late evening of 20/01/2020, while he was
hospitalized and undergoing treatment for last two weeks. He is survived with
two sons, spouse, father and mother. The sudden heavenly departure of Com. Roshan Banbale SDE Transmission Nagpur, left the entire BSNL
and SNEA Family in grief and tears. He was hospitalized in Viveka
Hospital Nagpur since 1st Jan 2021 and was undergoing treatment
successfully. But while undergoing treatment, critical condition developed due
to multiple organ related issues. Though doctors tried their level best, they
could not save his life. Com. Roshan Banbale, SDE Trans Nagpur age 46 years was born and
brought up in Gadchiroli District and belonged to educated family as his father
was School Teacher. He was recruited in Year 1998 as JTO and first posted in
Circle Office Mumbai for one year and then opted for home SSA Gadchiroli. Since
then he continued his devoted services in home town Gadchiroli. Com. Banbale worked tirelessly with full dedication towards BSNL
serving for Transmission network of BSNL Gadchiroli district. He is still
remembered in Gadchiroli SSA for his tremendous works done in upgradation and development of Transmission section of
Gadchiroli SSA. Later, for higher education of his children, Com. Banbale has requested for transfer to Nagpur SSA and in
Nagpur too, he has rendered devoted services as SDE Transmission Nagpur. He
took initiatives by working vigorously and actively in development of Nagpur
Transmission Network. Under his supervision, Nagpur SSA developed a highly
robust and sturdy Transmission network especially deploying CPAN networks in
Ring and important nodes thereby ensuring almost 100% availability of Premium
lease lines, BTS and BSNL equipments. Under his
visionary thought process and never give up attitude, many non-feasible lease
lines were turned feasible thereby helping BSNL to earn revenue. The sincere
efforts of Com. Roshan Banbale,
were appreciated by BSNL many times. Recently on 30/04/2020, the works of
Transmission team under able leadership of Com Roshan
Banbale in provisioning/ upgradation
of lease lines, Media upgradation of BTS networks,
deployment and commissioning of CPAN networks etc
were appreciated by GMT Nagpur by issuing appreciation certificate. Com. Banbale was actively involved in association activities and
has rendered his devoted services as President SNEA Gadchiroli. He was
instrumental in building very strong and active branch of SNEA Gadchiroli. Com.
Banbale was also actively involved in all the SNEA
related activities carried out at Nagpur and Circle Level. He was always ready
with full zeal and ready to lend a helping hand for SNEA related works. He was a sincere,
co-operative and devoted officer of BSNL and active member of SNEA. With his
untimely heavenly exist, SNEA has
lost very sincere and die-hard leader. Com Roshan
Banbale, will be always remembered for his true
love and affection towards SNEA Members, devotion and dedication towards BSNL
and we all comrades of SNEA will miss him. SNEA Maharashtra prays Almighty to
give courage and strength to bereaved family members of late Com Roshan Banbale to bear and
cope up this irreparable loss at this very crucial and hard moment of life. We
also pray Almighty for heavenly peace and space for departed soul of late Com
Roshan Banbale.
20 JAN 21: SE Electrical Mumbai published data of stay
particulars of 76 JTOs and 24 SDEs working in Electrical wing Maharashtra
Circle including JTOs working on deputation to SSAs and calling for corrections
, modifications in the stay particulars if any. Letter <<<>>>

The structure of SSA wise executives and strength thereof is
being finalized by BSNL Corporate Office and as primary work for rearrangement
of Executives in Electrical wing, the stay particulars data is being updated so
that no one can complain later.
·
This is very good step by Electrical wing for working with
more transparency and hence all concerned executives are requested to check
stay particulars of self or others if known and convey for its corrections to
SE Electrical Mumbai latest by 23/01/2021.
·
It’s good that Electrical wing is not in hurry to justify
the posts before finalization of restructuring norms by BSNL Corporate Office.
20 JAN 21: EE P&A Civil Mumbai issued orders
calling for option to fill up 8 vacant post of JTO Civil and vacant post of SDE
Civil in different SSAs. Order <<<>>>

As per proposal there will be only
two SEs (DGMs) in Civil wing Maharashtra Circle with HQ at Mumbai and Nagpur.
·
There will be Six EEs (DEs) with HQ
at Mumbai, Kalyan, Kolhapur, Pune Aurangabad and Nagpur and two Separate EEs
will be taking care of planning activities in the of office of SEs at Nagpur
and Mumbai. One post of SDE Planning is shown at each Division
·
It is proposed to post one SDE at BA
HQ and one JTO at Operation Area (SSA) HQ. That means there is no vacancy of
JTO at any of the BA HQ except independent BAs and all JTOs will be working at
SSA HQ Only.
·
No SDE is shown justified in any of
SSA and thus SDEs in Civil wing will be posted at BA HQs only.
·
In Akola SSA one SDE and One JTO is
shown as required may be with special consideration and in Yavatmal, Wardha,
Raigad, Osmanabad no post of SDE or JTO Civil is
shown justified.
·
From Kolhapur BA all four JTOs
working are proposed to be transferred making EE and SDE direct in charge
without any JTO reporting to them in Kolhapur SSA.
·
As per these calculations, one SDE
Civil is excess at Aurangabad, Nagpur, Pune, Solapur and shortage of one SDE is
at Ahmednagar, Akola, Jalgaon and Mumbai.
·
One JTO Civil is excess at Wardha
and Solapur, Two JTO Civil excess at Pune and Four JTO Civil excess at Kolhapur
SSA and there is shortage of one JTO Civil at Beed, Jalna, Gadchiroli, Dhule,
Sindhudurg, Ratnagiri, Latur and Nashik SSA.
·
Thus options are to be given by SDEs/JTOs
Civil working at SSAs having excess strength to the SSA Having shortage of
SDEs/JTOs Civil.
·
If no options are received then the
longest styed SDE/JTO will be transferred from excess SSA to SSAs having
shortage.
·
The last date for submission of options
is 23/01/2021.
·
In letter, nowhere it is mentioned
about cost of transfers but normally all transfers to meet shortages are issued
at company cost only. But to avoid confusion and misinterpretation by the
certain clever officers in Circle Office Mumbai, it is better that executives
opting for any of place should mention in their option where he/she is opting
for Own Cost Request Transfer or for transfer at Company cost.
·
There are total 25 SDEs and 24 JTOs
in Civil wing of Entire Maharashtra Circle and it is seen that redistribution
is proposed as per the available strength only.
·
This list and calculations include
the JTOs/SDEs of Civil wing working in SSAs on deputation and it is clear that
henceforth no JTO/SDE Civil will be allowed or permitted to work on deputation
in SSA/BA and their services will be utilized only for Civil wing works.
·
The restructuring norms are being
finalized at BSNL Corporate Office and same are expected within month or two
and there will be proper justification of executives of all wings and cadres
and in that case first equalization will be taken care at all India level and
then decision will be taken for posting at SSA/BA level within Circle.
·
It is expected that justification
will be minimum One SDE and One JTO at BAs and one JTO at each SSA with
Divisional Offices at Mumbai, Kalyan, Kolhapur, Pune Aurangabad and Nagpur.
·
As such, the proposed justification
will be revised after restructuring norms and transfers should be issued only
after norms are finalized by BSNL Corporate Office.
·
The executives concerned may have
their own analysis and decide to opt for vacant positions if they have longest
stay in the SSA and by giving consideration to their family requirement.

In first Order issued on 12/01/2021,
Shri. Manoj Kumar Mishra, CGMT MH Circle is promoted as Sr
DDG in DoT and is transferred and posted in Bhopal LSA in MP Circle.
·
As an immediate and temporary
arrangements on same day, the charge of CGMT MH was given to Shri. Arun Kumar CGM CNTXW Circle and he has assumed charge also, but he could not
attend Office since the day he has taken over charge and proceeded on leave due
to certain personal medical issues.
·
Shri. Arun
Kumar, who was earlier posted as CGM WTR, was given additional charge of CGM
WTP and after merger of WTP & WTR Circle recently he was redesignated as CGM CNTXW Circle.
·
Shri. Arun
Kumar, is also transferred to BSNL CO and eagerly waiting for getting relived,
but could not relieved as his reliever could not join. It is understood that he
was not willing to take over charge of CGMT MH, but due to certain compulsions,
he has accepted it on papers, but could not take over charge practically till
today.
·
As such, there was no officer to
look after the responsibilities of CGMT MH Circle for the period of about one
week and uncertainty was created about posting of CGMT MH.
·
Now, as per orders issued on
18/01/2021 Shri. Ramakant Sharma, CGM WBTC Circle is transferred and posted as new CGMT MH Circle and it
is understood that very shortly he will take over charge of CGMT MH Circle.
·
SNEA MH congratulates Shri. Manoj Kumar Mishra CGMT MH on his promotion and conveys best wishes for his new
and promotional assignment as Sr DDG in Bhopal LSA in
DoT.
·
SNEA MH also welcomes Shri. Ramakant Sharma as new CGMT MH
Circle and conveys him best wishes for new assignment of Circle Head of biggest
Telecom Circle of BSNL.

Shri. Manoj
Kumar Mishra, has successfully discharged the
responsibilities of CGMT MH Circle in very difficult period of Pandemic and VRS
implemented in BSNL. Though it was very difficult period for BSNL, he has
handled situation in very diplomatic manner and was successful in dealing with
majority of issues and conflicts during his period. He has always taken lenient
and very positive HR approach and has successfully handled all HR issues except
the request transfers from Non-tenure SSAs.

For request of Non-tenure SSAs also
he was very positive and issued directions to GM HR Admn Mumbai for
consideration of all pending requests but due to total reluctance on part of GM
HR Admn Mumbai, the said instructions could not come into effect before his
relieving from MH Circle.
·
SNEA MH conveys
sincere thanks and gratitude to Shri. Manoj Kumar Mishra for his very positive approach towards HR issues of executives during
his period of CGMT MH for about 18 months from Aug 19 to
Jan 21.

The Group Term Insurance is due for
renewal from 01/03/2021.
·
This will be automatically renewed
for existing members of this scheme and amount of premium ill
be deducted from Salary of February 2021.
·
The option to switch over from GTI
of Rs 50 lakhs to Rs 20 lakhs and vice versa is allowed for executives
completing age of 50 years i.e. executives born before 15/09/1970.
·
New entrants are allowed to join
this group Term Insurance and the option for same will be open through ERP from
01/02/2021 to 15/02/2021.
·
The withdrawal from the GTI Scheme
for members due for renewal and new entrants will be allowed only for three
days i.e. from 16/02/2021 TO 18/02/2021 and thereafter withdrawal is not
possible and GTI premium amount will be deducted from salary of Feb 2021 of
concerned Executives.
·
It has been observed that certain
executives do not take care in submission/ withdrawal of option and later
complain for unwanted deduction of GTI Premium. As such all comrades are
requested to have self-analysis and take appropriate and timely action for
submission/ withdrawal of GTI Option as per the personal requirements and
assessments thereof.

relieving of JTOs/SDEs under transfer among different SSAs in Maharashtra

There was request from some of Executives who were willing
to join new SSA under request transfer to relieve them through ERP as many of
the SSA Heads/Controlling were not willing to relieve them.
·
But some of executives have requested for retention, change
of SSAs on transfers and hence were not willing for getting relieved.
·
This file was processed before two weeks and approval was
received in last week, but could not be implemented as ERP Pay Roll was locked.
·
Normally, ERP relieving orders are implemented by keeping in
view holidays or on end of week i.e. Saturday do that such forcefully relieved
officers can join at new place of posting, but this time it is issued on Friday
and no care has been taken about difficulties and hardship of executives in
such arbitrary relieving through ERP.
·
It can be seen that some of orders are issued just few days
back and there was no need of ERP relieving but same also has been done and
chances of bias in ERP relieving cannot be ruled out.
·
Some of JTOs have requested for own cost transfers to SSAs
having excess strength and later requested for cancellation and there was no
need of their ERP relieving, but it is being done.
·
In changed scenario of changes in portfolio of GM HR Admn
Mumbai and concerned officers in Staff section, such harsh decisions are
implemented on first day of New Year wherein the bias on part of certain
officers is clearly visible.
·
It was quite possible that ERP relieving orders should have
issued by understanding all these issues, but unfortunately certain officers
are not involved in such activities to depth to understand hardship and
difficulties of executives or involved with certain bias in mind and hence such
unhuman actions are taken without going to much depth.
·
SNEA MH has brought to notice of all concerned about issues
in ERP relieving in such arbitrary manner with biased approach in ERP relieving
and hopefully due care will be taken in future by concerned officers in dealing
such HR sensitive issues creating hardship to the executives.

As per these guidelines there are total 669 FM/RMC/RMs are
justified for Maharashtra Circle but only 152 are posted and if 25% of required
strength is to be posted then total needs to be posted in Sales and marketing
activities of SIM Sale.

This order is to be implemented by 31/01/2021.
·
After VRS, there is shortage of executives and
non-executives and different verticals from BSNL Corporate Office are issuing
certain percentage of executives and non-executives.
·
Just before some days, similar order has been issued for
posting executive executives for FTTH activities at BA HQs, but nothing has
been done.
·
SNEA MH has discussed this issue with CGMT MH and he also
underlined that there is already shortage of executives and it is not possible
to spare executives and non-executives executively for such works. WE have
requested him to at least form teams at BAs like Pune, Nagpur, Nashik and Amaravati, where sufficient executives are available, and
CGMT MH has assured to look into it.
·
These guidelines will again change the justification of
executives in SSAs and BAs and hence the justification published in recent past
will change in totality. CGMT MH also agreed to our concern and informed that
the said justification is not final and it will change but same will be used as
base till the restructuring works are finalized by BSNL Corporate Office.
·
Till then all such letters will not have any meaning and it
will be one more paper formality as seen in such other letters.

Amol Bhagat, SDE CDR/IT
Pune SSA and active comrade of SNEA Pune: With deepest sorrow, it is to inform about sad
and untimely demise of young comrade of SNEA Pune Com. Amol
Bhagat, SDE CDR/IT Pune SSA on 28/12/2020 after a
short illness. He was young and just 37 years old survived with wife, aged
father, mother and one small kids of three years. In recent past, he was
admitted in Noble Hospital under critical condition with multiple complications
resulting into brain stroke. His sudden heavenly
abode is heavy loss to his family members. Com. Amol Bhagat joined in BSNL as JE/TTA in 2008 and was promoted as JTO in 2017 batch.
Com. Amol Bhagat was
working as JTO CDR since 2017 and recently he was given charge as SDE CDR/IT
Pune under Looking After arrangements. He was a sincere, co-operative and
devoted officer of BSNL and active member of SNEA. With his untimely heavenly
exist, SNEA has lost very sincere and die-hard comrade.
SNEA Maharashtra prays Almighty to give courage to bereaved family members of
late Com Amol Bhagat at
this very crucial and hard moment of life and pray for heavenly peace and space
for departed soul of late Com Amol Bhagat.

Dec 20: Progress of Rule 8 Request transfers of JAOs: After approval
of Rule 8 Request transfers of JAOs by CGMT MH, now the AGM Staff Mumbai and AD
Staff A Mumbai have taken further action and the requests of all approved cases
are sent to concerned Circles for getting their consent for acceptance of
transfer of said JAOs from that Circle. The copies of the letters are emailed
to all the Circles and its copies are sent to individuals by on their given
emails. If any of JAO has not received it he/ she may send email request to AD
Staff A Mumbai by email on adstaffamhco@gmail.com
by giving his/her name and HRMS number, date of application and may request for
sending copy of the consent letter if required for persuasion with concerned
circle. SNEA MH has received some cases wherein names of JAOs who have applied
for Rule 8 transfers, but their names are not given consideration in this
approved list of JAO Rule 8 transfers and their names may be missing due to
mismatch of data or non-receipt of his/her application in Staff section etc. We
are pursuing for consideration of all such few left out cases.

on facility of immunity from transfer to recognised

The letter clarifies in clear words
that intention of the management is to provide invariably the facility of
immunity from Transfer to the eligible Office Bearers of recognised
Unions/Associations and Support Association so that they may work without fear
of victimization.
·
It is also clarified that the
decision of not extending the immunity to any eligible office bearer should be
resorted only in an exceptional situation of administrative exigencies and
after placing such proposal with full justification for prior information of
CGM Concerned or Director HR in BSNL Corporate Office.

This letter clears all doubts
created due to earlier letter dated 11/09/2020 and it is now crystal clear that
prominent Office Bearers of recognised
Unions/Associations and Support Association will continue to get immunity from
transfer as per existing policy for grant of immunity.

21 Dec 20: Approval of Rule 8 and Rule 9
Request of JAOs:
In continuation to
continuous persuasion by SNEA MH with CGMT MH Circle, finally CGMT MH has
conveyed approval for considering Rule 8 Request transfers of eligible JAOs.
·
Now all these applications with the approval of CGMT MH will
be sent to concern Circles for getting consent for acceptance of requests of
these JAOs by concerned Circles. On receipt of the consent the relieving orders
will be issued by Maharashtra Circle for Rule 8 transfers of all eligible JAOs.
On rule 9 transfers, it is reported that the matter will be reviewed case by
case and decision will be taken as per the guidelines on the subject.
·
This issue of JAO Rule 8 /9 Request transfers was pending
for last one year for one or other manmade issues and SNEA MH was consciously
pursuing it from officers in FC/Staff section to CGMT MH. Earlier it was matter
of dispute between FC section and Staff section who will issue orders in
revised scenario and it was finally decied that all
transfers in Finance wing will be issued by GM HR Admn Mumbai in consultation
of GM Fin Mumbai. Then it was matter of tracing applications received from all
in FC and Staff section, its consolidation of applications and data and
processing in e files, the delay on part
of staff section in processing files once consent and green signal was given by
CGMT MH to go ahead with processing file
for approval quoting different reasons then approval of CGMT MH with
concurrence of GM Fin Mumbai and so on.
· SNEA MH had many rounds
of discussions with CGMT MH conveying hardship and difficulties of these JAOs.
In our recent meeting with CGMT MH on 16/11/2020 also this was one of important
issue and CGMT MH has assured for consideration of it. Finally CGMT MH has
conveyed approval and given relief to the JAOs who were waiting for their turn
of request transfer for long time.

Kumar Mishra CGMT MH Circle:
Delegation of SNEA met Shri.
Manoj Kumar Mishra, CGMT MH Circle on 16/12/2020 and had detail
discussions on ongoing and pending HR issues. Shri. M. K. Mishra, GM HR Admn Mumbai and Shri. K.H. More DGM Admn Mumbai were also present as per directions of CGMT MH Circle.
The details of discussions are as follows.
·
Special Request to BSNL CO for one time Grant of funds for
all pending Temporary Advances in ERP: We have once again requested CGMT MH
for taking up matter with BSNL CO for grant of funds for releasing pending
payments of Temporary advances. We added that executives in field units are
facing hardship and as we are reaching towards the end of financial year, we
fear that all Temporary advances will be closed and the executives will be
again in trouble as happened in past. CGMT MH informed that letter has been
already written to BSNL CO and assured to take review of it.
·
Consideration of Rule 8 and Rule 9 Request of JAOs: We have once again
drawn attention of CGMT MH on consideration of long pending Rule 8 & Rule 9
request transfers of JAOs and even though it has been positively assured by him
in our all meetings in recent past, the issue is not cleared and the concerned
JAOs have now become panic. CGMT MH informed that the file has been processed
long back and it is with him. He has called for requirement of JAOs in
Maharashtra Circle and assured that after review of the MH requirement he will
take final decision accordingly within 2-3 days.
·
ERP Relieving of willing Executives from Tenure/Non tenure
stations: We have conveyed thanks
for intervention of CGMT MH in relieving of executives under transfer from
Tenure Stations to better extent and drawn his attention towards fact that few
left out executives are waiting for their relieving. WE added that many of the
executives under transfer are ready to join the tenure stations, but they are
not being relieved by concerned SSA or their controlling officers and request
to relieve all such officer through ERP. CGMT MH assured to review matter and
take final call on this matter shortly.
·
Consideration of Request Transfers from Non-Tenure SSAs: We have brought to notice
of CGMT MH that nowadays some selected orders are being issued by Staff section
on pick and choose basis only in respect of officers who can convey their
grievances to GM HR Admn Mumbai or CGMT MH Mumbai by personal visits to Mumbai
or through some other sources. But there are many officers who have not
represented their grievances by personal visit to Mumbai or through these
sources are till waiting for consideration of their
own cost request transfers. Such pick and choose orders have created mass
unrest among these executives and we requested to give consideration to all
pending request transfers. We have reminded CGMT MH about our last discussions
and his direction to then GM HR Admn Mumbai about consideration of one to one transfers,
mutual transfers, chain transfers and transfer from SSAs having excess
executives to SSAs having shortage of executives wherein no cost of BSNL is
involved and the concern of BSNL for posting executives at required places can
be taken care. By understanding our concern, CGMT MH directed GM HR Admn Mumbai
to process the pending request transfers and assured to decide matter suitably
at the earliest.
·
Request Transfers of Executives in Electrical wing: We have brought to the
notice of CGMT MH that there is dispute in the issue that who will issue the
transfer orders of executives in Electrical wing as some orders are issued by
GM HR Admn Mumbai and some orders are being issued by Electrical wing and both
these offices are issuing orders on pick and choose basis. CGMT MH informed
that all the transfers of all wings including Electrical wing will be issued by
GM HR Admn Mumbai in consultation with concerned vertical Head and vertical
heads will not issue any orders for change of SSA and directed GM HR Admn
Mumbai to follow this procedure equally for all. We have informed him that in
Electrical wing and in some other units, the applications for request transfers
are kept on hold by the controlling officers and we brought to is notice
similar action by CE Elect Nagpur. CGMT MH informed that no application will be
kept on hold by any officer and same should be forwarded to GM HR Admn Mumbai
with recommendations. CGMT MH further assured that he will direct CE Elect
Nagpur to forward all such applications kept on hold in his office if any. We
have further brought to notice of many of the request of JTOs in Electrical
wing and requested CGMT MH to consider all requests at the earliest. CGMT MH
informed that the review of requirement of Electrical wing executives in all
SSAs will be taken as per the restructuring norms and requirement for
centralized Electricity Billing works at Mumbai and accordingly all requests of
electrical wing executives will be given shortly.
·
Corrective action on wrong SDE LA Orders issued by office CE
Electrical Mumbai: We
have once again elaborated issue of wrong procedure followed by Electrical wing
Mumbai in issuing SDE Elect LA Orders and certain officers are deliberately
deprived from SDE LA by keeping post vacant in certain SSA and posting
additional SDEs in certain SSA. We reminded him that as per discussions with
him. We have submitted grievances in writing and more than one month passed on
it but no corrective action is being taken either from GM HR Admn Mumbai or by
CE Electrical Mumbai even though all officers agrees that there is mistake in
issuing SDE ELA orders by Electrical wing and it violates recent BSNL CO
guidelines issued by BSNL CO for issuing orders for LA arrangements up to DE/EE
cadre. We again expressed our concern about filling of
vacant post of SDE/EE Electrical at major SAs like Pune, Nashik, Nanded,
Sindhudurg, Ratnagiri etc on priority basis. After clearly
understanding the issue, CGMT MH directed to GM HR Admn Mumbai to review the
requirement of SDEs/EEs in all SSAs as per the revised norms being finalized by
Electrical wing Delhi and its copy is available with CEE Mumbai and issue
revised orders for SDE Elect and EE Elect under looking After arrangements as
per the local seniority in that SSA and in conclusion directed to close this
issue being repeatedly raised by association with corrective action as per
directions on the subject.
·
Vertical wise Posting of DGMs in CO Mumbai: We have brought to notice
of CGMT MH that though DGM LA orders are issued no posting has been done
allotting vertical to them. GM HR Admn Mumbai said that there is no need of
allotment of verticals and individual may should take charge of DGM of the AGM
post they are holding as norms are not yet issued by BSNL CO for posting of
executives in Circle Office. We have submitted the list of the vacant post and officers orders LA
arrangements and made it clear that in one Vertical more officers are given LA
arrangements than the post vacant and in some vertical posts are vacant but no
AGM is eligible DGM LA. Inaction on part Staff section for issuing posting
order is wrong and if these officers were to be posted at same AGM post then
there was no need of issuing DGM LA Orders. . CGMT MH agreed to our concern
that without issuing orders for vertical posting as DGM no one can take charge
of DGM post. Understanding concern raised by us and after going through the
list of AGMs ordered for DGM LA and vacant post of DGMs in different verticals
in Circle Office Mumbai, CGMT MH directed GM HR Admn Mumbai to bring details to
him and he will decided posting accordingly within no time and orders for
posting as DGM may it be in same vertical or change of vertical needs to be
issued
·
Looking After arrangement in AGM/SDE Cadres: We have brought to the
notice of CGMT MH that after DM posting and earlier also many of the post of
AGMs/DEs and SDEs are vacant in telecom, Electrical and Civil wing and BSNL CO
has given directions for filling vacant post through local seniors and in many
of SSAs such LA orders are issued and are being extended or fresh orders are
being issued locally. But in certain SSAs and in particular in Circle Office
Mumbai, no such Looking After arrangements are issued as per seniority in JTO
and SDE cadre as individual are directed to hold the charges as per wish of
vertical Heads and SSA Heads in some cases. As such there is need of issuing LA
orders for filling vacant post of SDEs and DEs in these units under LA
arrangements so that certain uniformity is maintained equally for all. CGMT MH
directed GM HR Admn Mumbai to look into this issues.
·
Undue delay in Pay Fixation of VRS Opted then Offg JTOs: We conveyed thanks to CGMT MH for giving concern to stand
of SNEA MH to nominate an AO centrally for dealing with issues of Revised Pay
Fixation of JTOs who opted for VRS and then BSNL Corporate Office has directed
for their pay fixation as per directions of Hon Court. But while implementing
the order instead of posting experienced AO/JAO, one newly recruited JAOs who
is not aware about the procedure of pay fixation is spared aby
posted by Finance wing and hence no work has been started even after new JAO
has joined duties on her transfer. CGMT asked DGM Admn what are the issues and
he also confirmed that it would have been appropriate that experienced AO should
have been posted for this work and new JAO posting has added burden on the
single AO in his office as new JAO is reporting to her. CGMT MH informed that
there nothing new and old if she has nay issue in understanding issues, she
should discuss it with other experience persons and its responsibility of her
controlling officers to get work done. She will not be final authority and the
revised fixation will also be checked by her seniors and there should be any
reason for delaying works. He directed DGM Admn Mumbai to start the works of
revised pay fixation immediately. The DGM Admn Mumbai informed that the files
of individual are at SSAs and hence facing issues. WE have informed that
service book are with CCA hence it has been decided to settle all such cases
centrally and if not then please see that all service books are sent to SSA and
they can complete the pay fixation and drawn attention of CGMT MH that this
issue is pending for last 4-5 months and no proper action is being taken.
Finally CGMT MH directed DGM Admn Mumbai to start work immediately by taking
service books from CCA and files and documents required if any from SSA may be
called by email and work must be completed centrally and without further delay.

Release of withheld Leave Encashment of VRS Opted
Executives:
We have brought to notice of CGMT MH the critical issues faced by the
executives who have retired in recent past or opted for VRS and their pensionary benefits are kept on hold. CGMT MH informed that
these are cases wherein complaints of cate validity
and cases where individuals have not submitted documents in SAMPANNA. He added
that efforts are made by persuasion with SSAs for submission of documents and
till there is reluctance on part of individuals and review of such cases is
being done. On the cases of pending Caste Validity, the matter has been
discussed with Director HR BSNL Board and issue has been discussed to the
depth. As per discussions and decision in last VC with Director HR, the details
have been sent to BSNL CO and reply is awaited. On queries, it is being
informed that reply will be sent soon, which is expected at any time.
·
Withholding of Pension of certain Officers/Officials by CCA
for want of information from Maharashtra Circle: We have brought to his notice of
CGMT MH that in certain cases, even provisional Pension of some of executives
have been stopped since July 2020 and no action is taken on it. CGMT MH
informed that there is no such case and provisional pension is being paid to
all VRS opted executives. We have brought to his notice where Provisional
pension is stopped by CCA as required information is not submitted by GM HR
Admn Mumbai. There is dispute between GM HR Admn Mumbai and CCA Mumbai about
the cases where individual have applied for Caste validity before
VRS/Retirement and CCA says that these names are not added in the list of
revised letter for provisional pension by GM HR Admn Mumbai and GM HR Admn
Mumbai was of the opinion that there is no need of any such letter as they
should be paid regular pension. As new GM HR Admn Mumbai was not aware about
the issue, CGMT MH called DGM Admn Mumbai who confirmed information expressed
by us and views expressed by us on ongoing dispute and pension of some of
employees is kept on hold since July 2020. Then CGMT MH got update information
from DGM Admn Mumbai and he confirmed that there are such 49 cases and he has
received such representations which are under process of consideration. Then
CGMT MH directed us to take up matter with CCA Mumbai. We have narrated that we
have already taken up matter with CCA Mumbai, it was informed that the
provisional Pension is being paid to the employees whose names appears in the
list given by GM HR Admn Mumbai but these cases are not referred in the revised
list submitted. After understanding issue to the depth CGMT MH directed GM HR
Admn/DGM Admn Mumbai to take up matter a fresh and see that pension of all such
executives and non-executives in restored at the earliest.

Review of Fake caste complaints and sympathetic consideration
of request by individuals: We
have brought to the notice of CGMT MH about the hardship faced by the
executives against whom complaints have been received about Fake caste
certificate and are facing extreme difficulties to get Cast validity due to
changed scenario. Many of the employees have got Caste certificate from the
competent Authority as per the prevailing guidelines on the subject at that
time and have submitted it for getting employment in DoT and BSNL. But later
the process of Caste Validity has been introduced by Maharashtra Government
wherein the proof of caste before 1960 establishing caste are required and many
of the employees are facing issues in getting such documents and hence there is
need of review of the cases one by one and cases by case and not in masses as
being done presently. CGMT MH informed that he is aware about the issue as same
is being discussed for years together. The caste certificate is issued by State
Government and whatever rules are being followed in state will be blindly
followed by BSNL and we have no alternatives for same. WE have narrated him the
conspiracy being played with only ST Category employees in BSNL Maharashtra
Circle and some from Staff Section Mumbai or ERP Team has handed over list of
about 900 BSNL employees recruited in Maharashtra Circle under ST Category and
compliant has been made against each and every employees recruited under ST
Category. Since last 3-4 years, all are being tortured by naming them as Fake/
Bogus Caste certificate and are running from pillars to post for getting
validity and some are successful. But many are still able to get Caste
certificate and its authenticity from issuing authority office records, but are
not able to get the Caste validity as old documents establishing caste of
his/her Caste forefathers are not available. If cases are reviewed as per the
information given by them and certain procedures followed in other departments
and offices, the matter can be resolved. Such extreme harassment is being done
only in BSNL Maharashtra Circle and mater is not handled properly by certain
officers in staff section and now everybody is running away from responsibility
showing fingers at others and is busy in establishing how he is right. It is
unfortunate that the employees who could get validity were named as Bogus/Fake
caste person just on such mass complaint on basis of deliberately leaked ERP
data of ST category employees in BSNL MH Circle. We added that there may be
some real cases of Bogus/Fake Caste certificate and we do not advocate for such
cases and BSNL is free to deal with all such cases. It is mistake of BSNL /DoT
Officers/Offices concerned who did not take corrective action as directed by
BSNL and kept issue pending linking it to validity and treating employees as
Bogus/Fake in mass. This is really painful to these individuals and their
family members that at the verge of retirement or after retirement also they
are being deliberately tortured. Listening patiently to our concern, CGMT MH
replied that he has sympathy towards all but these complaints are old and being
perused y complainant as well as affected employees with supporting documents
and is office has tried its level best to get solutions. He added that his
office is bound by the prevailing guidelines on the subject and no one from
BSNL can go beyond these guidelines and directed that issue can be resolved
only if the State Government confirms the views expressed by these individuals
and matter can cleared either with caste validity by individuals or by orders
from competent authority of Maharashtra Government confirming the say of these
individuals and directed us to take up matter accordingly and assured full
co-operation from BSNL side to settle all such disputed cases one by one or
case by case as per directions of competent authority.

This is second order for changes in DGM LA as per the
request of individuals and there are some other representations received from
individuals and same are yet to be considered.

The staff section officers and earlier GM HR Admn Mumbai has
assured to consider all request/representations under DGM LA together but after
his transfer cases are being processed and approved on pick and choose basis
and all representations are not processed in the file at time.
·
SNEA MH has brought this fact to notice of new GM HR Admn
Mumbai but he informed that he is giving consideration as per directions of
CGMT MH and if CGMT MH conveys directions to process all the cases, same will
be followed.
·
Accordingly SNEA MH has taken up matter with CGMT MH and
drawn his attention towards pick and choose procedure being followed in
consideration of representations.
·
We have submitted list of representations /names received
from individuals and DS SNEA concerned to CGMT MH and requested CGMT MH to
follow the uniform procedure and not to give such pick and choose consideration
as it is causing unrest among others for no reason on part of management and
only due to not understanding issues by the new Officers in staff section.
·
CGMT MH has called GM HR Admn Mumbai and handed over the
list to him with directions to look into these representations and give
consideration to these representations and consider names of next seniors for
DGM LA in place of the refusals by individuals and after consideration of
request for change of SSA.
·
Accordingly, it is expected that in coming week, all the
representations under DGM LA arrangements received by Staff section including
list submitted by SNEA MH will be given consideration. Details <<<>>>

names missing of any latest by Monday morning so that no representation is
missing in review of DGM LA by Staff section as per directions of CGMT MH.

This centralized NOC and CGPS
(Centralized Group of Partner Support) teams will be operational 24X7 and will
take care of network management for first level monitoring and corrective
action required for the Operational excellence by handling issues like
FTTH/OLTE management, BNG/RPR /OCLAN Management, NGN/WiFi
Equipment Management and CDR/FMS System management.
·
NGN, ITPC, BBNW Circles will arrange
training for these specialized teams and all members of these teams will be
cross functional so as to extend 24 X7 technical support required by BSNL
Partners.
·
The NOC teams will consist minimum 8
members in BAs of Category C, 12 members in BAs of Category B and 16 members in
BAs of Category A and the CGPS teams will consist minimum 4 members in BAs of
Category C, 6 members in BAs of Category B and 8 members in BAs of Category A.
·
The works of both the teams are
separate and both the teams will extend support and help to the BSNL partners
in all SSAs (Area) in that particular BA.
·
The common Tolle Free numbers will
be opened by ITPC Pune which shall be mapped with particular BAs with T-Pins to
all partners so that calls on these toll free numbers are routed to teams of
respective BAs.

These new guidelines and operation
of NOC and CGPS teams is to be made operational by 31/01/2021.

In introductory meeting, Shri. Dhananjay Kumar, Sr
CE Electrical MH Circle Mumbai expressed pleasure on
assuming charge of CEE in biggest Telecom Circle and shared his ideas about the
vision about improvements Electrical wing of working of Maharashtra Circle. He
informed that as per recent decision of BSNL Corporate Office, entire works of
Electricity billing for all establishments all over India is being centralized
at Mumbai. The processing of any Electricity bill to be paid in any Circle will
be done by Maharashtra Circle after scrutiny by analyzing trend of electricity
expenditure in past as well as at other places. He added that there is huge
work involved as his office will have to take care of lakhs of Electricity
connections all Over India for Exchanges, BTS, Offices, Staff quarters etc.
Hence there is need of more JTOs/SDEs in electrical wing and he is working on
it.
·
We have apprised him about the good
works done by Electrical wing in Maharashtra Circle like Solar Panel project,
curtailment of unwanted expenditure of electricity and also conveyed
difficulties faced by the executives in Electrical wing. We updated that though
some payments of vendors are released in recent days, executives in Electrical
wing are facing hardship as vendors have stopped works and are not co-operating
as their payments are no released for years together.
·
We specifically stressed about
non-working of Lifts in high rise Staff Quarters/ Offices and hardship to
executives/staff/family members as lift vendors have stopped support due to
non-releasing payments and requested to look into this issue. We also brought
to his notice that some new lifts are procured before one year and not
installed by vendors due to non-release of payments. CEE informed that delayed
payment is common issue for all but there is some improvement in recent past
but assured to review the issues related to payments and concerned expressed by
delegation.
·
We discussed various
BSNL Developments and HR issues during this meeting viz. Staffing
Norms for Electrical Executives in restructuring manpower planning policy,
Looking After Arrangements in all SSA up to AGM Level Officers in Electrical
Unit, SDE E LA /EE LA as per need and
not as per seniority as done by Electrical wing to fill all vacant post in all
SSAs, Release of funds of the vendors for day to day electrical Mtce , Plans for termination / Safe Custody of meters of
vacant quarters more than one year or out of us since long time to avoid
revenue leakage, Lifts repairing and maintenance of all staff quarters
across Mumbai, posting of executives on higher post to fill vacant post by
overcoming issues due to including of names in ODI List and discrepancies
observed and representation received for JTOE seniority list and action
thereof. We specifically request to do needful for JTO /SDE transfer who
completed tenure more than two years. .
·
While giving patience hearing to all
the issues raised by us CEE Mumbai assured to look into all issues and
requested for giving timely feedback on different issues. On keeping in safe
custody and disconnection of Electricity of vacant staff quarters, he informed
that it should be analyzed properly and staff quarters vacant for period of
more than one year should be disconnected as chances of its occupation are
less.
·
On centralization of HR issues with
GM HR Admn Mumbai he was of the opinion that it should continue with vertical
Heads and asked about the procedure followed in Maharashtra Circle. We have
informed that there is no uniform policy and some orders of Electrical wing are
issued on pick and choose by his office and some by office of GM HR Admn
depending on the office/officer to which that individual JTOE/SDEE has approached
and informed that we have no issue but our concern is present dual policy
should be stopped and Transfer posting and HR issues of Electrical wing should
be decided by one unit only i.e. either by office of CE Electrical wing or by
GM HR/Admn and present pick and choose policy should be stopped.
·
On pending HR issues, he assured to
look into issues shortly and do needful. On request transfers to Telecom wing
by JTOs in Electrical wing, he informed that as there is shortage in Electrical
wing, no JTOs can be spared for Telecom wing rather JTO Electrical who are
working in Telecom wing needs to be transferred back to Electrical wing. He
assured to take review of it and to have uniform policy in dealing such issues.
·
On corrective action on wrong policy
adopted in SDE LA, he informed that he is not aware about it and will look into
it. We reciprocated that we have already conveyed grievances in details in
letter and all concerned officers have conveyed that there was mistake in
issuing SDE LA. We assured to share its copy again to him. Copy <<<>>>

On giving EE/AGM LA in Electrical
wing, he confirmed that there is shortage and necessary action will be taken to
fill up vacant posts.
·
On consideration of names of the
Officers whose names appears in ODI list even after the punishment period is
over, we have updated him the concern of association and hardship faced by
executives who are overburdened due to multiple charges and underutilization of
talent/ strength of these executives on name of non-removal of names in ODI
list. CEE assured to review the matter by taking updates from concerned.

On consideration of request Transfer
of Electrical wing JTO/SDEs to Telecom wing, he conveyed that there is shortage
of Executives in MH Circle due to centralized PAN India Electricity Billing and
need more JTOE /SDEE and if required all posted in Telecom are taken back. He
further added that more executives are required in Maharashtra Circle and hence
transfers out of Maharashtra will be minimum and need base only.
·
On restructuring Norms for
Electrical wing, he informed that work is going on at BSNL Corporate Office and
orders are expected shortly. He further elaborated that one JTO will be posted
in each SSA (Operation Area) and One SDE one/two JTOs will be posted in BA HQ
for Electrical works.
·
On corrections in JTO seniority
list, he informed that he is not aware about it but added individual
representations have been forwarded to BSNL Corporate Office and same will be
take care by Electrical wing at Delhi.
·
In conclusion delegation conveyed
him best wishes and assured to support in every aspect in the interest of
strengthening BSNL.

Sangli Comrades. In short address to gathering, both the leaders have wish
successful GB meeting of SNEA Sangli. They have appreciated efforts of SNEA in
resolution of issuing by leading from front and stressed for need of united
efforts on platform of AUAB to get solutions to pending HR issues and issues
related to survival of BSNL.

The house given warm welcome to Com. Manojkumar Ainapure, AGM,
Com. Amol Waichal, JTO, Com. Bhalchandra Mali, and JTO who have newly joined SNEA
Sangli and were felicitated with beautiful bouquet.

Thereafter,
the proceedings continued with Treasurer and DS Report. As Com. A.M. Patil,
Treasurer SNEA Sangli is transferred out of SSA, Com Com. Hanmant
Mohite, DS Sangli, presented Treasurer Report on his behalf to the house
and it was unanimously approved by the house with claps.

Sangli in his DS report and address to the house, gave warm welcome to all
dignitaries and leaders of SNEA. Com. Mohite informed the house about the
current membership standings of executives in Sangli SSA. It is (35 SNEA + 14
others) in favor of SNEA Sangli and conveyed thanks to all for such great
unity. He counted on major achievements of SNEA Sangli during the spell of his
District Body. He updated the house about all CEC and AIC attended by DOBs and
developments at the event. Com Hanmant Mohite also notified excellent show by SNEA
Sangli in MV-20 where SNEA secured 38 votes even with 32 paid membership. On development
issues Com DS mentioned many points such as TIP Model, BA restructuring, USO
Projects, Sangli PE routers 10G connectivity, BNG Card for traffic
accommodation and Cluster management. He elaborated many cases of transfer of
SNEA Members which have been successfully pursued by SNEA MH. He also expressed his gratitude to Com M. S. Adasul CS and his entire team of SNEA MH, for resolving
all issues raised by SNEA Sangli. He elaborated some local issues and its
persuasion with SSA management. In conclusion of his report and address, he
conveyed thanks to all DOBs and Members for showing faith on him and extending
total support to him and his team for discharging his association
responsibilities. The house acknowledged the DS report with loud round of claps.

Com. Prayag Pisal, Joint Secretary South SNEA MH, addressed the house by his thoughts. He conveyed his pleasure in
visiting Sangli. He remarked the attendance of many young comrades at the
conference and stressed on the unity of the all. He appealed the comrades to be
part of General Insurance policy for securing medical expenses.

SNEA MH, addressed the gathering with his energetic speech. He explained the
matters of CHQ, like CPSU hierarchy, and court cases regarding promotions. He
specially elaborated house about the ongoing issues of WTR and its persuasion
by SNEA MH.

Com. Manojkumar Ainapure, AGM Sangli, who
joined SNEA in the meeting, also expressed his feelings on the occasion He
memorized his working as active comrade of SNEA Goa during his posting at Goa.
He specially mentioned difference of working for its members by SNEA and
others. He emphasized unification of association and conveyed that with such
dedicated efforts and strongest unity and leadership, SNEA will regain and
restore glory of BSNL.

Bharat Sonwane, CP SNEA MH in his speech, expressed great pleasure for his fourth
visit to Sangli. Com President
elaborated the Vendor / contractor work culture in BSNL and explained ways to
deal with the same. He conveyed thanks to DS SNEA Sangli for arranging such
grand meeting and giving him opportunity to be present in the District
Conference. He assured all support to SNEA Sangli Comrades in resolution of HR
as well as development issues. He stressed for need of strongest unity on
platform of SNEA as well as Joint Forum. In conclusion, he conveyed best wishes
for grand success of the GB meeting and thanks for giving him opportunity to be
present in such grand meeting of SNEA Sangli.

M. S. Adasul, Circle
Secretary, SNEA MH Circle, in his address guided house on different
HR/Development issues and its status thereof. He congratulated District
Secretary Com Hanmant
Mohite and Team SNEA Sangli for strengthening SNEA Sangli and extending
wholehearted support to the executives joining at Sangli. He gave warm welcome
to newly joined members in SNEA Family and assured for total support to them.
He counted on challenges before BSNL and the ways to overcome the same, he
stressed on satisfying the customer at any cost and not to leave a single
customer with empty hand. Comrade CS assured that our unity will definitely
bring back the old glory of BSNL and in turn we will change our destiny in
positive manner. His inspiring words and free flowing speech energized the
house and got many round of claps. Yes..! That’s the way Com. M. S. Adasul talks to his SNEA family, boosts their energy
level. While addressing the newly joined members, he informed that they have
taken right decision to join SNEA. He narrated
about need of unification of associations and moto of
one PSU one association and appealed for strengthening unity of executive in
BSNL. He also assured in house for every possible help on platform of SNEA in
all respect. He updated house on different HR issues being pursued by SNEA at
Circle/CHQ level. In conclusion, of motivating and heart touching address, he
assured best efforts for resolution of pending HR issues at Circle and CHQ
level. He conveyed thanks to Com Hanmant Mohite and Team SNEA Sangli for arranging such
beautiful and highly attended meeting and giving him opportunity to interact
with the comrades of SNEA Sangli.

Presidential speech to house summarized the discussions in the meeting. He briefly
elaborated united efforts of team SNEA Sangli and conveyed thanks to all

In a unanimous Election proceedings, Com Sachin Shete JTO, proposed a panel for new District body and

Kesarkar, AO Sangli. The whole house upheld the proposal unanimously and
new Sangli SNEA district body came into existence within 5 minutes of process.

Its matter of pride that in this most difficult time of
pandemic COVID 19, BSNL has shown very positive FTTH growth and achieved the
target of One Million FTTH Connections. Maharashtra Circle plays important role
in this achievement by providing @ 15000 FTTH Connections per month. Provision
of One Lakh FTTH Connections by Maharashtra Circle is also important milestone
achievement
·
BSNL has introduced FTTH Connections long back, but its
demand has increased in recent months after Lockdown. Till last financial year,
FTTH Connections were provided 5000 to 10000 per year, but with devoted efforts
by all in Circle Office and SSAs, this trend has changed and Maharashtra Circle
is providing 15000 FTTH Connections per month.
·
This is result of collective efforts put by all the Staff,
Officers and Business partners of BSNL i.e. TIPs/RBSPs who have put dedicated
efforts in achieving this milestone. It is important that provision of FTTH
Connections is adding good revenue for BSNL as compared to any other product of
BSNL and hence there is need to put all out efforts by all the staff /officers
and business partners to provide maximum FTTH Connections in days to come.
Provision of FTTH Connections on demand by customer will be important action on
part of all of us for survival of BSNL and our survival in such strong BSNL.

SNEA MH congratulates all the Staff, Officers, TIPs/ RBSPs
who have contributed in provision of FTTH Connections and appeals all
Staff/Officers, TIPs/RBSPs to join this mission of provision more 75000 FTTH
Connections @ 25000 FTTH Connections per month in last Quarter i.e. Jan to

Mumbai issued orders for direct relieving of JEs under transfer from Tenure
SSAs to Tenure SSAs on their request transfers. Letter <<<>>>

SNEA MH has once again reminded CGMT MH for similar ERP
relieving of JTOs/ SDEs working at tenure stations and not being relieved by
concerned SSA/BA Heads. CGMT MH informed that he has personally discussed with
BA/SSA Heads of concerned Tenure SSAs and directed to relieve all willing executives
under transfer from Tenure to Non Tenure SSAs. He assured that with his
instructions, hopefully all willing executives from tenure stations will be
relieved by BA Heads shortly and if not all such executives will be relieved
through ERP.
·
We have also brought to notice of CGMT MH that some of
executives from Non Tenure SSA are willing to join Tenure SSAs as per transfer
orders but concerned SSA/BA Heads are not relieving them. CGMT MH directed us
to discuss this issue after 4-5 days and assured to review the matter and
relieve all such willing executives from Non tenure SSAs to Tenure SSAs. Let us
hope for best.

Dec 20: In continuation to the request made by SNEA MH to CGMT MH for posting
separate Account Officer to deal with all pending cases of Pay Fixation and
related issues of retired and VRS opted executives, one JAO Com. Ms. Isha Chaudhary, is posted for period of four
months i. e. 31/12/2020 or till completion and she

SNEA MH has received many complaints from the Retired/VRS
Opted executives about their pending/unsettled grievances and many have
represented that their grievances are not given proper attention and many of
the grievances are pending due to lack of proper co-ordination among BSNL and
CCA Mumbai.

Accordingly SNEA MH has made request to CGMT MH for posting
separate Officer to deal with pending grievances of executives who have retired
on superannuation/opted for VRS 2019 and it is very positively responded by
CGMT MH by posting one separate JAO to deal with all such pending issues of VRS
Opted/Retired Executives/Employees. Copy

With posting of separate JAO, the issues related to revised
pay fixation, issues related to dispute of increment/s granted, dispute in
basic pay, final basic for calculation used for pension and pensionary benefits will be taken care by this

with CCA Mumbai.

Otherwise with consolidation of BAs,
the Executives transferred to SSAs on name of excess/shortage would have been
again transferred to BA locations because with consolidation of BAs, number of
post of executives at BAs has increased and it is reduced at SSAs.

SNEA MH was continuously on job
about proper justification and finally the guidelines for BA consolidation has

The guidelines are also issued for
Executive Requirement for GSM Mtce works within

Till the guidelines for
justification of executives in Circle Office, Mobile Nodal centers are not
issued by BSNL CO and same are expected at any time.

Since last two months GM HR Admn
Mumbai has worked on the calculating executive strength in each BA and Area
Operation as per these guidelines for consolidation of BAs/SSAs and
justification of executives depending on assets.
·
It is informed by GM HR Admn Mumbai
that this data has been discussed with all BA Heads in VC held by CGMT MH and
all BA Heads have given consent for same.
·
In Operation Areas/SSAs headed by DGMs,
minimum two executives (JE/JTO/SDE counted together) are justified per SDCA,
two are justified for Indoor Works, Four for BTS Mtce,
Four for Trans Mtce, two each for Sales & Mktg, EB, Stores and Commercial/BB.
·
In Operation Areas/SSAs headed by AGMs,
minimum two executives (JE/JTO/SDE counted together) are justified per SDCA,
one for Indoor Works, two For BTS Mtce, two for Trans
Mtce, one each for Sales & Mktg,
EB, Stores and Commercial/BB.
·
The staff strength for Circle
Office. Nodal Centre Pune and RTCC has been prepared on basis of working
strength or requirement
·
It is seen that there is adjustment
in data on basis of some presumptions and hence there is reduction in post in
Big SSAs and there is increase in post at small SSAs.
·
If calculation is done without any
assumptions and presumptions and only as per norms issued by BSNL Corporate
office, there will be changes in excess/shortage strength of SSAs.
·
This data is prepared on basis of
the transfer orders issued and with understanding that all the transfer orders
will be implemented and the working executive strength for purpose of
excess/shortage in any SSA/BA is counted accordingly. This also includes the
recent DGM LA transfer orders issued recently. It seems that many of SSA/BA
Heads have not gone to the depth of calculations as done by GM HR Admn Mumbai
and hence there is much difference in executive strength with practical
requirement in SSAs and BAs.
·
As such, all the DS/DOBs and
activists are requested to go through all the Circulars issued by BSNL CO, the
assets in SSAs like No. of BTS/Trans Route Kms with
SSAs, other post which are working for other SSAs like NCNGN, BB, FTTH, CDR etc and the calculation of Executive strength done and
actual available executives in SSAs.
·
All are requested to discuss this
issue with SSA/BA Heads as fresh for discrepancies if any and matter may be
conveyed in writing to GM HR Admn Mumbai with detail justification and relevant
documents.
·
The details of discrepancies may
also be sent by email on sneamh@gmail.com
so that matter can be taken up with GM HR Admn/CGMT MH for required
corrections.
·
Once the Executive strength is
finalized the executives in excess/shortage can be decided and the request
transfers from Non Tenure SSAs can be given consideration without further delay
and hence early action and response from all DS will highly appreciated.

request transfers as well as company cost transfer orders as per the revised

Though SSA/BA wise Executive strength of account wing is not
officially published, but it is understood that as per revised norms three
JAOs/AOs are justified in SSAs/Operation Area and about 11 JAOs/AOs are
justified in BAs wherein JAOs/AOs are equally counted in strength.
·
As per these norms, the request transfers at Own Cost are
given consideration and some transfers are issued in the interest of service
i.e. Company cost from SSAs having excess Executives mainly from SSAs to BAs as
number of Executives at BA have increased three times of SSAs as majority works
of SSAs are centralized at BAs.
·
It is seen that though majority of request transfers are
given consideration, some of executives are transferred from one corner of
Circle to another corner and this will certainly cause extreme hardship to the
individuals.

NOV 20: AD Staff A Mumbai issued orders for Looking After Arrangements to fill
vacant post in DGM Cadres and rearrangement in newly created Heads of Area
Operations in AGM and DGM Cadre wherein some transfers orders at own cist as

This first step towards the consolidation of BAs and
formation of Area Operations in place of earlier SSAs.
·
These posting are done as per the revised norms for posting
in SSA/BA and accordingly more officers are posted in BA HQs.
·
At earlier stage , it was not decided to fill vacant post of
DGMs in Mobile Pune and Circle Office, but finally it has been decided and post
of DGMs are filled in.
·
The working of all SSAs will be changes as Area Operation
Offices controlled by BA Heads at BA HQ and some of SSAs will be headed by DGM
level Officers and some of SSAs will be headed by AGM level Officers.
·
As per guidelines on subject seniors are retained in same
SSA and other eligible but junior AGMs within SSA are transferred out of SSA.

In case of any refusal, fresh LA Orders will be issued by
Circle Office and it is reproduced in this order that BA Heads should not issue

NOV 20: Internet
Connectivity in Circle Office Mumbai: Since
last 15 days, the Internet connectivity in Circle Office Mumbai is totally
disturbed due to lethargy and issues on part of WTR Mumbai in attending
frequent faults occurred in vicinity of Santacruz Office.
Ø
The internet connectivity to Circle Office is provided by
WTR Mumbai and due to road widening/ nala repairing
activities going on by BMC just at gate of Wireless Compound, Santacruz West Mumbai
the Cable is being cut frequently and repeatedly. OFC Cut is not new to BSNL,
but new is that the fault occurred is not attended for days together and issue
is given least priority. The OFC Cut is reported on first day, then on second
day the OFC Team at WTR Thane prepares for attending fault and then by late
evening the fault is attended and internet connectivity is restored on second
day or on third day. Average time is of minimum 24 hours to restore OFC and
internet in Circle Office Mumbai as seen in the all faults reported over the
period.
Ø
The delay in restoration of recent fault is height of
lethargy and negligence on part of WTR team and its management. The cable cut
was reported on last Friday i.e. on 20/11/2020 and within no time it was traced
that fault is at same spot and location and matter was reported to all officers
from SDE to CGM WTR and till no priority was given to attend this fault. On
20/11/2020 no team of WTR tried to attend the fault and on 21/11/2020, WTR team
attended one another fault in Southern Mumbai as the work of connectivity of
Circle Office Mumbai was kept disconnected on 22/11/2020 with assurance that it
will be attended on Monday i.e. 23/11/2020, after holiday of Sunday, the fault
will be attended by WTR team.

But on Monday also no WTR team reported to attend the fault
and WTP team was deputed to attend the fault and it was restored by 1430 hrs and after one and half Hour same is again disconnected.
Now it is reported that there is fault at NIB Mumbai. As such internet
connectivity of HQ of BSNL Maharashtra Circle is disconnected for last four
days except period of one and half hour and hence MH Intranet Portal is not
accessible to anyone, the e file system, ERP, CDR cannot be accessed from
Circle Office Mumbai. The importance of Internet connectivity has increased
with implementation of e file management system and now 90% office works are
depending on internet connectivity. The executives who are attending office are
seating ideal as no access to e file, CDR and ERP and hence many of the
executives in Circle office preferred work from Home and cleared some files.
Ø
During this entire period, we have seen total careless
approach by WTR team/its management as even matter was reported to CGM WTR, the
work continued with same tortoise speed and typical red tape procedure. We have
made inquiry with different Officers from WTR and it is reported that there is
shortage of FRT team for attending fault and senior officers are not bothered
to grant FRT team due to some tender issues and workers are not available for
attending fault. The fault in last week was attended by one JTO and one Splicer
and there after one JE was added in team, but shortage of workers continues.
For the recent fault occurred on 20/11/2020, WTR team has not reported to
attend the fault continuously for four days and it was finally attended by WTP
Team. The working of WTR has been collapsed at many locations mainly on Mumbai
Pune Route, Pune Satara-Kolhapur Route, Aurangabad –Nagpur Route, and many other
routes and till now customers were in trouble and now BSNL MH Circle HQ and
other offices are disconnected for four days. The matter is known to all
including CGM WTR Mumbai redesignated as CGM CNTxW Mumbai including WTP but careless approach continues
and the officers executing works are not given any support for attending faults
in time. As on today, picture in CNTxW Circle is that
there are no workers to carry out the works of attending faults, but
supervisors and officers for giving instructions are more in number and there
is no co-ordination among the WTR and WTP team.
Ø
This happens as the merger has been effective only at CGM
level that to be due to retirement of CGM WTP and in below hierarchy nothing
has been merged. Hence nobody bothers even for such critical works and Internet
connectivity of HQ of BSNL Maharashtra Circle is down due to poor approach by
Management of WTR Mumbai. SNEA MH has reported all such issues to CGMT MH
Circle and he pointed out fingers at CGM WTR and he only can update details.
Ø
When we have approached CGM WTR, he has assured for looking
into all these issues, but unfortunately nothing has happened and the period of
dis-connectivity has increased from 24 Hours to three days. Fed up with WTR
working and no hopes from present management of CNTxW
or WTR about stable connectivity, CGMT MH has put proposal for taking dark fibre on lease from MTNL and hopefully same will be
available in weeks’ time but till time uncertainty continues.
Ø
Due to this frequent failure in connectivity by WTR, many
customers have already opted out of BSNL and others are making such queries and
applications with the field officers and there is need of immediate and proper
merger of WTR and WTP with full functioning from CGM to JEs so that ongoing
difficulties are taken care.
Ø
Let us hope that issues of WTR Connectivity are taken
seriously by CGM CNTxW Mumbai and his team and there
is improvement in OFC Connectivity all over Maharashtra Circle in days to come
and all customers including Circle Office Mumbai gets internet connectivity
without any failure and if failed for any avoidable reason, same is restored
within hours and no fault of at least important routes are not kept pending for
next day for want of workers as being done now.

NOV 20: Updates on current
HR issues of executives:
·
Looking After Arrangements in DGM Cadre: The work of DGM LA
arrangements started by calling willingness in last month is moving slow due to
slowdown during Diwali and mainly due to delay in getting Vigilance Clearance.
There was much delay on part of SSAs in issuing certificate required by
Vigilance cell Mumbai that the ERP data of the concerned executives is updated
in ERP. Finally such certificate is received from all SSA and now matter is pending
with Vigilance cell of BSNL CO. Most probably VCs will be cleared today or
tomorrow and then DGM LA orders will be issued. It is expected that the top
60-70 DEs/AGMs as per their seniority in DE/AGM Grade will be considered for
posting as DGM LA where it is as it is basis and posting will be done by
retaining seniors in same SSA till the all vacant posts are filled in. Next
seniors will be considered for posting in nearby SSAs deepening on vaccines
left out. The matter of posting DGMs in Circle Office Mumbai and Pune Mobile is
still not decided and hopefully last minute decision will be taken by CGMT MH
while deciding final posting of all these officers. Accordingly, orders for DGM
LA are expected within day or two. . It is now agreed principle that unwilling
executives can go for option of refusal in case he/she is unable to join and
take higher responsibility in higher cadre and on receipt of such refusals if
any further action will be taken by Circle Office for posting next seniors in
left out vacant post of DGMs.
·
Looking After Arrangements in AGM /SDE Cadre: It is seen that there
are many post of AGM./DEs/SDEs are vacant throughout Maharashtra Circle and
there are chances of addition of vacant posts after DGM LA orders. Accordingly
SNEA MH has taken up matter with CGMT MH and GM HR/Admn Mumbai and it has been
decided to fill up vacant post of DEs/AGMs/SDEs under looking after
arrangements where it is as it is basis. This process will be started after
finalization of DGM LA arrangements by deciding vacancies created in lower
post. The basic preparation for this work is under active consideration and
this will be given final shape after considering request transfers of
executives in JTO and SDE Cadre and then the senior most Officers will be
ordered to Look After Higher responsibility in same SSAs. But by understanding
the issue and present working of Staff section and response from SSAs it is
expected that it may take time of about one month if nothing goes wrong
further. SNEA MH will keep on track of these activities and see that every
executives in given equal justice and mainly the JTOs/SDEs who are waiting for
their first promotion for last 10-15 years will be entrusted the higher
position. Let us hope for the best.
·
Looking After Arrangements for filling vacant post of IFAs
at BA level: The
process for filling vacant post of IFAs in BA HQs is under process for last two
months and there was issue of deciding eligible Executives for post of IFA at
BA Head. Basically all post of IFAs except Pune are CAO level post and for Pune
it is DGM level post. But in Maharashtra Circle there is single regular DGM and
no regular CAO is working and hence in wrong procedure of special pick and
choose Looking After Arrangements two AOs are directly given Looking after DGM
Promotions by crossing level of CAO. Now, all the post of IFAs in CAO and DGM
cadre will be filled from working AOs. Some of officers in the management were
of the opinion that post of IFA should be filled in as per the performance and
the guidelines from BSNL CO states that Looking After arrangements in CAO Cadre
are to be given locally. To overcome these guidelines, Finance wing has taken
stand that AOs in E4 scale will be given promotion as IFAs and for that some
transfers are proposed. It is fact that there are not total 14 AOs with E 4
scale who can be promoted as IFA in all 14 BAs. Some of AOs in E4 scale in
Mumbai and Pune have expressed unwillingness to work as IFAs on transfers and
they will be given the CAO LA/IFA in same SSAs and the post remaining vacant
after this arrangements will be filled in with AOs in pay scale below E4 scale.
In our last discussions with CGMT MH., GM HR Admn Mumbai we have raised concern
about this special approach of specifically promoting AOs in E4 scale against
guidelines of BSNL CO to follow the seniority in AO cadre, it was assured that
all AOs in E4 scale are seniors and there will not be any AO who is senior as
per seniority list and not considered in CAO/IFA LA arrangements. Thus the
proposal for posting of IFAs/ CAOs in Looking After arrangements at all BAs and
Circle Office Mumbai is finalized with consent of GM Fin Mumbai but same is not
released for last fortnight due to non-availability of VCs. It is understood
that ERP data of AOs from Wardha, Nagpur and Nanded is not yet updated and if
updated such certificate is not issued by Vigilance/Staff/Admn section of the
concerned SSAs. On receipt of this updated data the VC will be called from BSNL
CO and after receipt of the VCs, the IFA LA orders will be issued by Staff
section. Most probably, if nothing goes wrong further, orders for Looking after
arrangements in IFA/CAO Cadre are expected within this week itself.
·
Request Transfers of the executives from Non tenure
stations: It was assured to us that
after consideration of Request transfers from Tenure SSAs, the request
transfers from Non tenure SSAs will be given consideration and such basic work
has been completed and orders were to be issued by Staff section with approval
of CGMT MH, But meantime the norms for consolidation of BAs were issued
centralizing many activities at BA HQ and thus strength of executives at SSAs
has been reduced and strength at BAs has been increased. Thus in revised
seniority, the proposal based on earlier strength of executives was cancelled
and the work for justification of executives in all BAs and Area Operation
offices are being finalized. The data of SSA/BA wise executive strength
excluding justification for posting of executives in CO Mumbai and Mobile Pune
has been discussed by GM HR Admn Mumbai and CGMT MH with all BA Heads and it is
as good as finalized. We have requested to make it public calling for any
issues in calculation of strength. But it was informed that the data is
finalized in consultation with BA Heads and hence there will be nay such
issues. Till there are any uses same will be taken care and said data will be
published shortly. In last meeting by SNEA MH with CGMT MH, we requested him
for consideration of request transfers from Non tenure SSAs and CGMT MH has
directed GM HR Admn Mumbai to work out the proposal and decide total number
transfers required for consideration of Request transfers as well as filling
vacant post of executives as per this revised executive strength. CGMT MH has
issued instructions to keep minimum disturbance to executives in such proposed
rearrangements. Accordingly the work of rearrangement of executives by
considering request transfers as well as for filling vacant post of executives
in different BA/Operation Area Offices is under process and basic work is done
by GM HR Admn Mumbai. On finalization of these data, the request transfers from
Non tenure SSAs will also be given consideration. Even though exact time cannot
be predicted for issuing request transfers due to uncertainty on SSA/BA wise
Executive strength, SNEA MH is continuously on job for consideration of Request
transfers of executives from Non tenure SSAs and we will see that these
requests are given consideration without further delay.
·
Relieving of executives from Tenure SSAs: The matter of relieving
of executives held up at Tenure stations after issuing transfers was discussed
with CGMT MH with latest feedback from concerned District Secretaries and we
have brought to notice of CGMT MH the hardship faced by these executives due
undue delay in their relieving. CGMT MH was of the opinion that executives are
relieved as per joining of the substitutes posted and from meeting itself he
has confirmed same from BA Head Kolhapur. We have brought to notice of CGMT MH
that executives are not relieved even though substitutes are joined. We have
further elaborated that even though all substitutes are joined all executives
from tenure stations cannot be relieved as substitute posted are less due to
revised executive strength of these SSAs. Hence there is need of special drive
and review by BA/SSA Heads for relieving these executives with local
arrangements and matter needs to be decided once for all about local
rearrangements by posting substitutes joined. We have specially requested
relieving of all the officers accordingly without linking to it to one to one
substitutes. We have requested for ERP relieving of all the executives from
tenure station except who are willing to continue at tenure stations. CGMT MH
has assured to review the ERP relieving and has directed us to submit the
proposals of local rearrangements to BA Heads and if there is any issue, same
may be brought to his notice. We have received some of the proposals and
hopefully DS concerned will submit details to BA Heads and discuss the issues
accordingly and all executives will be relieved very shortly. SNEA MH will take
up left out cases if any with CGMT MH for ERP relieving as fresh cases.
·
Rule 8/9 Request transfers of JAOs: Regarding consideration
of Rule 8 and Rule 9 Request transfers of JAOs, we have again reminded GM HR
Admn Mumbai as till proposal is not moved in file for approval of CGMT MH. As
informed earlier, the matter has been principally decided and agreed for
consideration of inter Circle request of all JAOs by CGMT MH and all concerned
Officers and issue is held up at the Staff section due to change in portfolio
of AD Staff A Mumbai and leave of other Officers during Diwali vacation. GM HR
Admn Mumbai agreed that there is some delay due to genuine administrative
reasons and mainly due to other priority works with AD Staff A Mumbai but has
assured that in this week the proposal will processed for approval CGMT MH and
letters will be sent to all concerned Circle calling for consent. On receipt of
consent from concerned Circes, the relieving orders will be issued. Thus it is
expected that the proposal of JAO Rule 8 & Rule 9 transfers which was kept
on hold for long time will be given final shape by end of this week. Let us
hope for best.
·
Revision of SDE LA arrangements in Electrical wing: SNEA MH has raised this
issue with CGMT MH and GM HR Admn Mumbai and it has been principally agreed by
all that the LA arrangements issued by Electrical wing are wrong. Now matter of
deciding justification of SDEs, EE and SEs in Electrical wing is about
finalized by Electrical wing at BSNL CO and only strength of JTOs is to be
decided by Maharashtra Circle. For JTO Electrical justification, already
proposal is discussed between CE Electrical Mumbai and GM HR Admn Mumbai and
thus executive strength of Electrical wing in different SSAs/BAs will be
finalized very shortly. Accordingly matter will be reviewed and accordingly the
request of executives in Electrical wing along with rearrangement to fill
vacant post in SDE and EE LA will be given consideration and it is expected
that within short period this work will be completed with corrective action in
SDE LA arrangements.

The transfer orders of tenure
completed executives were issued by end of Aug 20 and it was assured that all
officers under transfer will be relieved with 15 days of order.
·
But since then, period of two months
has been passed and till many of the tenure completed officers are held up at
Tenure stations as BA Heads have taken stand that none of officer can be
relived without substitute.
·
SNEA MH has continuously pursued the
issue of relieving of the tenure completed executives and both SSA Heads of
Sindhudurg and Ratnagiri SSA have made certain local arrangements so that at
least few of officers can be relieved without waiting for substitute but BA
Head Kolhapur has taken stand that he will not relieve single person till one
to one substitute is posted.
·
Later, with persuasion of SNEA and
when matter has been brought to notice of CGMT MH about harassment of tenure
completed executives BA Head Kolhapur has agreed for relieving of the officers
when substitute is joined and accordingly some executives are relieved.
·
Due to revised norms after VRS
scenario, there is reduction in strength of each SSA and same is visible in
executive strength calculated by GM HR Admn Mumbai, but BA Head Kolhapur does
not agree with calculations and is sticking to his stand that he want one to one
substitute.
·
Due to stringent stand of BA Head
Kolhapur, we have requested CGMT MH and GM HR Admn Mumbai for ERP relieving of
all the officers under transfer or at least total number of officers for whom
substitute is not proposed by making such local arrangements.
·
Accordingly proposal submitted by DS
SNEA Sindhudurg was handed over to GM HR Admn Mumbai and CGMT MH and
accordingly file was moved for ERP relieving of all the executives under
transfer from Tenure stations.
·
But by the time, the file reached to
CGMT MH and it was expected that all executives will relieved through ERP, BA
Head Kolhapur was successful in conveying CGMT MH that if even single officer
is relieved without substitute, the Sindhudurg and Ratnagiri SSAs will be
collapsed and CGMT MH has agreed to his say and taken stand that executives
will be relived for which substitute is joined.
·
SNEA MH has again take up matter
with CGMT MH and brought to his notice that the situation in Sindhudurg SSA is
not worst due to shortage of executives but it is worst due to
non-implementation of cluster tender wherein no worker is supplied by new
contractor.
·
There is issue of non-payment of
contract workers and now they are not allowing new vendor for putting his own
manpower as substitute to them and they are also not ready to work till payment
is released and till they are getting desired payment from new contractor. If
sufficient working hands for attending faults are deployed, the issues can be
taken care but the issue is unnecessarily diverted by BA Head Kolhapur and the
executives who have completed tenure are being harassed by not relieving them.
·
Finally, by responding to our
feedback CGMT MH has directed us to submit the fresh proposal how these
officers can be relived with local arrangements and by use of substitute joined
in these SSAs. Accordingly, we have called details from DS SNEA Sindhudurg,
Ratnagiri, Goa and Gadchiroli and matter will be again discussed with CGMT MH
and we will see that all the Tenure completed Executives from all SSAs are
relieved without any further delay.

SNEA MH appreciates patience shown
by the Tenure completed executives and assures them that SNEA MH will put its
total efforts for reliving of all tenure completed executives at the
earliest.

This order was expected since last 2-3 months as many of the

getting repeated queries from Members about some important HR issues and hence
details of all such issues is being updated for information of all concerned
executives.

DGM
LA Arrangements: The options received from the DEs
for posting as DGM LA to fill up vacant post are being scrutinized and work of
deciding posting is going on since last 2-3 days. SNEA MH has discussed this
issue with GM HR Admn Mumbai and it is informed that efforts are being taken
for posting executives where it is as it is basis except few cases where no
options are issued and there is no local DE available who can be posted in
Office of BA Head or as Head of Area Operation as per revised concept of SSA
working. In such cases orders will be issued for nearby stations as per the
seniority and senior will be retained over Junior and the option for refusal of
this Looking After arrangements is available for unwilling executives after
issuing LA arrangements and in case of refusal orders will be issued for next
senior officer. Hopefully DGM LA Orders will be issued within 2-3 days.
·
ERP
relieving of Executives under transfer to and from Tenure stations: The due date for
relieving of executives under transfer to and from Tenure stations is over and
till many of the SSA/BA Heads have not relieved the executives under transfer.
Some of BA Heads have their own calculations of justified strength and they do
not respect the orders issued by CGMT MH Circle. There are certain executives
under transfer from Non Tenure Stations to Tenure stations and are willing to
join by obeying the orders, but their BA Heads are not relieving and hence
unable to join the Tenure stations. Thus there is uncertainty in relieving of
executives under transfer from tenure stations. The executives at Tenure
stations have become panic due to uncertainty about their relieving and SNEA MH
has already taken up matter with CGMT MH elaborating difficulties and hardship
faced by these executives and their family members. Accordingly after
discussions with concerned SSA/BA Heads, the proposal for ERP relieving of the
executives under transfer to & from Tenure stations is under process for
approval of CGMT MH and with its approval, ERP relieving will also be made
effective within day or two and thus executives away from family may join them
at least during Diwali period.
·
Consideration
of Request Transfers from Non tenure stations: As informed earlier, the proposal for consideration of all request
transfers from and to Non Tenure Stations was finalized and orders were just to
be issued, but at the same time BSNL CO issued the guidelines for consolidation
of BAs wherein the majority of works at SSA excluding works of Operation and
maintenance has been shifted from SSA to BA and hence there is reduction in
number of justified posts of Executives at SSA level and there is increase in
in number of justified posts of Executives at BA level. The earlier proposal
was showing more number of executives to be transferred to SSAs and hence same
was kept on hold. Another issue was orders from BSNL Corporate Office for
revised justification of executives required in SSA/BA, and it is being
informed since last one year that such orders are issued, but unfortunately
since last one year BSNL Corporate office has failed to issue such norms. But
as per our discussions with GM HR Admn Mumbai and CGMT MH, the work of
justification of executives required in SSA and BA as per available revised
norms is being finalized. The internal sheet circulated to SSA/BA Heads showing
justified posts has been responded by about all BA/SSA Heads and the data is
about to finalize. We have requested for its publication and hopefully it will
be published in coming week. There are shortage/Excess executives in any SSA/BA
can be decided and accordingly transfer orders giving consideration for request
as well as for meeting acute shortage at some of SSAs/BAs will be issued
shortly. Many of executives are stressing for actual time for issuing request
transfer orders, but with ongoing issues, there is uncertainty on date of
issuing request transfers, but SNEA MH is continuously on job and pursuing for
issuing request transfers at the earliest. Let us hope for best.
·
Release
of Salary of Month Oct 2020: The funds for
Salary has been received by Circle yesterday and amount has been transferred to
banks for debiting salary to accounts of all employees. Hopefully it will be
credited to bank accounts of latest by today evening and some of employees have
received it late evening yesterday. This may be special action of BSNL
management in view of festive season of Diwali and with this now salary of all
employees has received with delay on one week and earlier it was three weeks.
Let us hope with improved financial conditions and wit sacrifices of thousands
of Executives/Non executives who have opted for VRS 2019, let us hope that
henceforth the left out Executives/Non executives will get regular salary on
last date of month we were receiving in earlier days.
6 NOV 20: AGM Restg BSNL CO issued updated BSNL CDA Rules by additions of
two clauses i.e. for removal of employees from services and accepting donations
by Associations/NGOs formed by employees or by his spouse/family members. Letter <<<>>>

As per this amendment BSNL
management gets right for removal of BSNL employee who has completed 30 years
of service of 50 years of age with notice of three months or with payment of
three month salary on the name of Interest of the company. This is against the
provisions of BSNL Absorption conditions and also against interest of employees
who have joined BSNL other organization with higher salaries and prospective of
higher upgradation due to this clause having security
of services only. Such clauses are applicable from joining of services and
later amendments should not be applicable at least for employees who have
joined before date of approval of such amendments.

The another addition is for collection
of donations /advertisement/ownerships by Associations/NGOs formed either by
employees or their spouse /family members from contractor vendor customers
having commercial relationship /official dealings with the BSNL.

during restoration of OFC Faults without fail and any lapse on this count would

financial loss caused to BSNL for their failure to handover spare dark fibre for leasing out to other agencies.

of this temporary Looking After Arrangements and to delegate powers to BA Heads

In biased approach, BSNL Corporate Office is posting GMs
under entrusting of charge and said officers are indirectly rather directly
posted as GMs and it has become permanent arrangement on name of Temporary
arrangements.
·
But for DGM and below level cadres this insulting Looking
After Arrangements have been introduced as Temporary arrangements and all the
officers are compelled to work at higher grade making this temporary
arraignment as permanent arrangement.
·
This extension of Looking After arrangement is issued as
BSNL CO has failed to decide, finalize and issue the restructuring the Norms
and staff strength over period of last one year since VRS was planned.
·
Even the Officer of PGM level are posted on DGM Level SSA
Head posts even after clear cut orders for consolidation of BAs w.e.f. 01/10/2020 and posting of DGM level officers as per
revenue earned by SSAs.
·
Thus it is seen that there is total negligent and biased
approach from BSNL CO in dealing overall shortage of executives in cadres above
and below DGM Level neglecting compelling situation in field units.
·
Let us hope, BSNL Management understand the depth of the
issue and decide this issue once for all in equal manner for posts above and

There are major issues in handling traffic from Pune to
Mumbai and it is seen that in recent past there are major failures on this
route due to road widening activities at different locations, ongoing works of
NFS project, failure of Battery/Power plants on the major WTR routes like
Mumbai Pune, Mumbai Nashik and there is much unrest among the customers and
there is huge pressure on Executives who are dealing with customer and mainly
FTTH customer who are facing speed issue.

SNEA MH has already taken up mater with CGMT MH and CGM WTR
Mumbai and discussed issues by suggesting probable solutions.
·
CGMT MH Circle has referred these issues to BSNL CO and
accordingly special directions are issued to CGM CNTXW Mumbai for
redistribution of Traffic towards IGW Mumbai to overcome ongoing congestion in
Data traffic throughout Maharashtra Circle.

There are many other issues than distribution of traffic and
SNEA MH is continuously pursuing these issues with concerned officers and
offices to avoid frequent failures and congestion in Data traffic and we are
hopeful that very shortly the issues related to congestion of traffic will be
resolved to its root cause.

online CEC Meeting of SNEA Maharashtra was held on 10th & 11th
October 2020 and it was attended by all District Secretaries, Circle Office

and submission of options: SNEA MH is in
receipt of different queries from executives asking for criteria to be followed
in issuing Looking after arrangement in DGM Cadre as there is confusion among
who will be shifted out of SSA, compulsions on accepting refusal, posting will
be done as per seniority or as per stay in SSA in case of more number of
officers hare eligible for DGM LA in same SSA etc.
In this regards, it is to inform
that there are already existing guidelines to deal with such issues and same
are being followed in MH Circle and will be taken care. But to clear the
doubts, SNEA MH leaders have discussed the issues
related to proposed DGM LA arrangements with Shri. Aman Jaiswal, GM
HR Admn Mumbai on 28/10/2020 and
the details of discussions are as follows.
·
Compulsions for accepting LA
arrangements: In letter for calling options for
DGM LA, one line is specifically
and wrongly added that “no refusals will be accepted”. We have brought
to his notice that there cannot be compulsion for accepting LA arrangements as
there are existing BSNL CO guidelines specifically addressed to CGMT MH Circle
that executives need not to be forced to join higher responsibility under look
After Arrangements and copy of order is handed over to him. After going through
it GM HR Admn Mumbai has agreed that there cannot be compulsion on executives
in accepting Looking After arrangements and he has assured that these orders
will be respected and there will not be compulsions on the members to accept
orders for accepting higher responsibility under LA arrangement. Order <<<>>>

Criteria for Retention in SSA if
more Executives are eligible for higher responsibilities in same SSA: WE have narrated that Staff Section has published list of stay
particular and nothing is mentioned on retention of transfer of executives out
of SSA in case more officers are eligible in some SSA and there is shortage in
other SSA. GM HR Admn Mumbai asked our views what should be criteria for same.
We have shared that there are already existing guidelines for retention of
senior as per seniority in DE Seniority list within SSA and junior will be
shifted out. We have handed over him copy of the letter issued by BSNL CO and
followed by MH Circle in all LA arrangements but doubts are created as stay particulars
are published with calling options. GM HR Admn Mumbai has gone through letter
and has accepted that this is correct criteria and as orders are already in
existence same will be followed as done in past. Order

Posting where it is as it is basis: We have requested GM HR Admn for consideration for posting where it is
as it is basis as this temporary arrangements and in case of new incumbent
joins, then junior officer is reverted. In case of transfers out of SSA, same
executive is again requesting for posting at home SSA in reverted cadre. GM HR
Admn Mumbai informed that the efforts will be for posting on where it is as it
basis to avoid cost of transfers and in case of meeting extreme shortage only
the officers will be transferred first as per his option and in case no options
are available then as per the seniority of the Officer as per circle seniority.
In case, seniors submits his/her refusal after issuing LA orders or before
issuing orders, then next senior will be given consideration for DGM LA. The
options for SSAs having vacant post will be normally considered at company
cost.
·
Extension of orders of DGM LA issued
earlier: GM HR Admn Mumbai informed that his office has already processed
proposal in file for issuing extension of earlier DGM Order and orders will be
issued after approval of CGMT MH.
·
Vacancy of DGMs in Mobile wing and
Circle Office Mumbai: We have discussed
about filling of vacant post of DGMs in Mobile wing and Circle Office Mumbai.
GM HR Admn Mumbai informed that till the norms have not been published by BSNL
CO for justifying posts of executives in Mobile wing and Circle Office Mumbai
and hence no vacancies are shown and also no option has been called so far. The
posting of DGMs in both the units will be decided later.

Meeting Shortage of SDEs/DEs created
due to DGM LA: We have brought to his notice that there is already
shortage of DEs in Maharashtra Circle and after DGM LA, there will be post of
DEs will also be filled under Looking after arrangements from SDE to DE and
vacancies created in SDE cadre will be filled in under JTO to SDE LA for which
already authorization is given to SSA/BA Heads to fill SDE/DE post locally. He
further added that as per the norms available and total number of executives
available in MH Circle all post can be filled in from existing executives under
look after arrangements.

were required to be issued in Month of March 2020, but same are not issued and

against each officer depending upon his earlier order for DGM LA and completion
of 179 days thereafter and giving /showing gap/break of three days in

This order dated 16/11/2018 which is
withdrawn today, was biased and illegal order forcefully issued by then CGMT MH
Circle due to his dispute with officers in MTNL Mumbai on certain issues.
·
The dispute raised continued to such
level that then CGMT MH dared to disconnect all working Connections in Circle
Office, Mumbai and residence of certain selected officers and opted for
connections of Airtel which was unethical, illegal and unwanted for BSNL which
is one of the reputed PSUs.
·
This issue was strongly opposed only
by SNEA MH putting all facts and figures on papers to such extremely biased,
egoistic and personalized actions of then CGMT MH. Such strong oppose only by
SNEA MH was one of reason that then CGMT MH become extremely biased with SNEA
and taken vindictive actions against CS SNEA MH and DS SNEA Mumbai by misusing
office position.
·
When SNEA MH opposed this orders by
tooth and nail, leaders of some of other associations and unions either kept
mum or directly/indirectly joined hands with then CGMT MH Circle thereby giving
him free hand for all such illegal activities against interest of BSNL and MTNL
and mainly diverting customer base from PSUs to private companies.
·
Some of Unions leaders have
indirectly supported this illegal action by then CGMT MH by giving letters that
MTNL services are very poor and hence allow us for opting for taking
connections from private operators and naturally such letters were given on
demand by management to justify the entry of Airtel in HQ of BSNL Maharashtra
Circle and in residence of selected Officers. It was also unfortunate that some
of SNEA Ex leaders which can be counted on figure tips also supported this move
of CGMT MH for reasons best known to them.
·
Its fact that though many of
executives in Circle Office Mumbai did not oppose the decision directly, but
majority of executives played important role in stopping Airtel connections by
not using AirTel Connections as no calls were made by
majority of executives have not made calls from Airtel Number and give
conclusive shape to restore MTNL connections in BSNL Office.
·
SNEA MH has raised this issue with
then CGMT MH, GM Vigilance Mumbai, Director CFA BSNL, Director HR BSNL, CMD
BSNL, ED MTNL and Hon. Minister of State Communication, Govt of India and
continuously pursued it at all levels. With such continuous persuasion, finally
in December 2019, it was ordered to cancel the Airtel connections provided in
Circle Office Mumbai and to restore MTNL Connections in Circle Office Mumbai.
·
Accordingly, new MTNL connections
are provided to certain officers and being provided to remaining officers in
Circle Office Mumbai as work is delayed due to COVID 19 and all the office
landline connections of MTNL in Circle Office Mumbai will be active within
fortnight.
·
Though Office connections were
restored from Airtel to MTNL in Dec 2019, till today, the Airtel connections
which were working in the residence of some of selected officers were continued
and bills were being reimbursed by BSNL and now orders have been issued for
stopping reimbursement of Telephone bills by BSNL against all such connections
from private Operators and mainly Airtel as only Airtel has managed certain
officers in BSNL and no other operator has provided any connections in or to
BSNL Officers.
·
With all these activities, the stand
of SNEA MH for not closing MTNL connections and not to opt for Airtel
Connections in BSNL office has been fully established and proved over the
period. It is established that no one can misuse authority for personal ego or
benefits and everybody is bound by certain ethical, legal and official orders
and only time matters.
·
This is good move towards
strengthening BSNL/MTNL and all PSUs and we all should proactively support such
initiatives in larger interest of BSNL and should not come under blackmailing
practice even by highest Officer in Maharashtra Circle in support of certain
Officers in BSNL Corporate Office.
·
The AirTel
connections in BSNL office and residence of some selected officers was “Black
spot “ on working of PSUs like BSNL and with this order it will be cleaned to
certain extent and hopefully in future no such orders are issued by BSNL which
will be against the interest of BSNL and MTNL or any PSU.

appreciated by all. But same practice has been stopped since last two years and

For transparent HR working, it is required that such data is
officially published for update information of all concerned Executives so that
one can understand, but may be due to the fact that till norms for posting of
executives under Area Operation Head i.e. executives for actual execution of
works in field units is not finalized by BSNL Corporate Office and hence such
data with note has been published internally on what’s app group and not on MH
Intranet as done earlier.

It’s good that apart from LL, BB, Mobile connections, this
time weightage seems to be given for Geographical area, Number of SDCAs, Total
OFC Route Kms, Revenue of SSA, BTS and lease Circuits
and exact weightage given needs to be confirmed for each factor.

As per BSNL CO letters dated 14 & 17 Jan 20 Weightage
given for LL is 1.0, for LL+BB is 1.5 and for LC it is 3.0

As per this note all BA Heads are requested to assign
workload as per this sanctioned strength and send proposal for perusal of CGMT

All DS are requested to discuss the issues with SSA/BA Heads
about the requirement of executives in their SSA/BAs before sending such

This issue was discussed by SNEA MH with CGMT MH and GM Fin
Mumbai on 21/10/2020 and it’s nice to see that GM Fin Mumbai has immediately acted
on it and issued orders.
·
Temporary advances are to be used strictly for the purpose
allowed as per BSNL Guidelines.
·
If vendors are not performing and hence expenditure is to be
incurred through Temporary advances in that case POs of such vendors are to be
cancelled /short closed before incurring expenditure through temporary
Advances.
·
Vendors should not claims any bills, during period when
works are carried out through payments by Temporary advance/s.
·
Temporary advance sanctioning authority has to ensure
compliance of these guidelines.
·
Now, from November 2020 onwards, Temporary advances to be
applied in first week of every month.
·
IFAs have to recommend Temporary Advances should scrutinize
application for absolute essential cases and in admissible /permissible heads,
otherwise the same may be returned /rejected.
·
The use of amount in Temporary Advances for purpose for
which it is sanctioned and use for other purpose should be discouraged by
higher authorities.
·
Outstanding Temporary Advances may be invariably adjusted
within one month or amount recovered along with penal interest from holder,
which are earlier guidelines reproduced now.
·
Cash payment through Temporary advances should be avoided
for payment of Fuel, Electricity charges.
·
Let us hope that with these revised guidelines all the
executives in need of temporary advances for day to day fixed office works

Mumbai issued orders for cancellation of deputation order of JTO Mobile Goa to
Mobile Kolhapur which was issued without consent of Circle Office. Letter <<<>>>

None of order either deputation order or this order issued
by Circle office is published on intranet, but it is widely circulating on
What’s app.

The said JTO earlier working in Mobile Kolhapur was
transferred to Goa under long stay and first posted to Goa SSA. But special
request was sent by DGM NSS Pune for transferring this executive from Goa SSA
to Goa Mobile as special case and Circle Office issued orders for his transfer
to Goa Mobile.
·
After joining to Goa Mobile officer was working in Goa
Mobile and later DGM NSS Pune issued deputation order of said JTO and he was
actually given additional charge of Kolhapur Mobile to look after tenancy
issues of rented BTS in Kolhapur, Ratnagiri and Sindhudurg SSAs in separate
Vehicle allotted for this work.
·
Actually, said officer was assigned this work in addition to
his works at Goa Mobile without any extra remuneration clearing facts where
there is need of separate JTO for such tenancy related works.
·
It is quite possible that these works related to report on
rented BTS can be taken care by JTOs/SDE posted for Mobile Mtce
in SSAs , but for justifying works of extra officers posted in mobile such type
of routine works are kept with separate Mobile team in SSA/BAs.
·
Till now, many such orders of deputation have been issued by
office of PGM Mobile Pune especially for the executives transferred from
Pune/Kolhapur Mobile and officers were shown working in transferred SSA and
were practically working in the Pune/Kolhapur Mobile.
·
Mobile wing is known for such extra personal relations with
senior officers from Mobile wing with PGM Mobile Pune and PGM CM Mumbai.
·
Many such transfer/retention , pick and choose transfer
orders are issued specially by Mobile wing either directly or by processing
files directly CGMT MH and GM HR Admn Mumbai is compelled to issue such orders.
·
While issuing such orders, it is processed in file that
transfer of these officers in Mobile wing is done on Technical requirement, but
later on except in few cases, it is established that the said transfer order
was for total technical requirement of BSNL, but it was requirement of said
individual officer, who managed his/her transfer to choice place by using good
relations with PGM/GM Mobile Pune/ Nagpur and PGM CM Mumbai and finally orders
were issued by GM HR Admn Mumbai.
·
But in this case, by understanding fact that GM HR Admn
Mumbai will not issue orders as expected before completion of tenure at Goa,
the order itself was issued by DGM NSS Pune without its copy to GM HR Admn
Mumbai or CGMT MH Circle underlining the malice in issuing such special order.
·
Now, also this order will have been continued in the same
manner and Tenure of Goa SSA would have been completed while working at
Kolhapur SSA, but Goa SSA wrote letter to Circle Office asking clarification
about the salary of said JTO from Goa SSA while he was deputed for period of
more than ten months to Kolhapur Mobile.
·
Accordingly, matter has been taken note by GM HR Admn Mumbai
for this illegal and out of turn deputation order issued by DGM NSS Pune with
approval of PGM Mobile Pune and issued orders for cancellation of Deputation
order underlining the fact that PGM Mobile and SSA/BA Heads are not empowered
to issue any such transfer or even deputation orders of JTOs for inter SSA
transfers.

In similar manner, some transfer/deputation orders are also
issued by GMT Solapur, PGMT Pune, GMT Raigad, CE Elect Mumbai and hopefully GM
HR Admn Mumbai will take care of all such pick and choose orders issued by
concerned SSA/BA/Vertical Heads without approval of CGMT MH Circle.

To avoid all such issues and unrest among other comrades,
SNEA MH has always promoted for merger of Mobile unit in SSA/BA except Pune
Nodal Centre, and order were issued, but due to pressure for justifying posts
of PGM/GM/DGMs in Pune /Nagpur Mobile such orders were reverted back and about
147 executives are still working in different SSAs, who are not reporting to
SSA /BA Heads but are reporting to PGM/GM/DGM Mobile at Pune /Nagpur.

In guidelines for consolidation of BAs, the entire work of
Mobile Mtce is shown under BA Heads, but till efforts
are going on for separate working of Mobile wing justifying few post of senior
officers in Pune and Nagpur.

Let us hope that such out of turn activities are stopped
once for all by giving total control of Mobile Mtce
works under SSA/BA Heads and only Nodal Centre should be allowed to continue as
separate unit as it requires special technical expertise and it is working for
all Circles in West Zone.

This is good initiative taken by Circle Management and
hopefully executives who have not availed benefits of reservation during
appointment and in promotions, but against whom complaint of Fake Caste
Certificate is pending will definitely get relief if the cases are sent by SSAs

with CGMT MH Circle on different current HR and Development issues: Delegation of

in his chamber and we have discussed different current HR and Development
issues
At the outset we conveyed thanks to CGMT MH
for his initiatives for Consideration of JTO Rule 8/Rule 9 request of JTOs,
Consideration of Request of executives from tenure stations, initiating process
for confirmation process for JTOs/JAOs, consideration of TBPs cases and other
issues in the interest of executives in BSNL and giving relief to all. Other
details of discussions is as follows.
1. Frequent Failure of WTR OFC Routes and hardship in field
units: We have brought to the notice of CGMT MH about frequent
failure of major OFC routes by WTR and mainly issue of not having reliable
media between Mumbai-Pune, Pune–Satara-Kolhapur, Sangli-Solapur, Goa-Mumbai,
Aurangabad-Nagpur, Nanded-Parbhani and Solapur Pune. WE added that there is
much increase in use of Data with addition of more and more number of FTTH
Connections and such failures is directing impacting the customer base of BSNL.
We have added that the issue of Mumbai-Pune OFC route has become critical due
to heavy traffic and its failure affects entire Maharashtra Circle from Goa to
Bhandara SSA. CGMT MH informed that this is to be taken care by WTR and he has
already discussed this issue with CGM WTR and efforts are being taken at WTR to
have media stability on these routes. We have brought to notice of CGMT MH that
attending fault is OK, but there is need of alternate OFC either on different
routes viz. for Pune –Mumbai either via Khopoli
–Kalyan –Thane or via Alephata,-Murbad-Kalyan
–Thane or by hiring fiber from other private operators. We also added that BSNL
CO has asked for requirement of fibre on barter
system from Vodafone which has availability of fibre
on these routes including Mumbai-Pune Route. Only issue is availability of fibre within Pune City, where BSNL fibre
can be used. WE also requested to ascertain laying of BDSNL higher size OFC on
Mumbai-Pune Route as it will be required in days to come to meet high traffic
demand in days to come. CGMT MH assured to look into all such issues and
assured for stable OFC Media all Over Maharashtra by taking up issues at all
levels.
2. Clearing payments of Temporary Advances pending in ERP for
long time: We have drawn attention
of CGMT MH on delay in sanction of Temporary advances even though same are duly
recommended by SSA/BA. We have conveyed thanks to CGMT MH for his sincere and
special efforts for releasing Temporary advances to all VRS opted executives
and we requested similar action for releasing all pending Temporary advances.
We also informed that Temporary advances are pending for months together and
executives in the field units are compelled to pay from pockets and many of
executives have paid lakhs of rupees from pocket and are waiting for sanction
of advances against the work which are already done. CGMT MH informed that
there is shortage of funds and sufficient funds are not allotted by BSNL
Corporate office and he is managing from certain amount being released by BSNL
CO. We requested that the application/requests for Temporary Advances even with
due recommendations of SSA/BA Heads are pending in ERP for months together and
all of sudden all such requests are cancelled /closed stating reasons like
Account Closure, the request of one year cannot be carried forward and so on.
Finally, the victims are Officers working in field units. We specially
requested for putting written request to BSNL CO for special allotment of funds
for clearing all pending Temporary Advances as one time action. CGMT MH
immediately discussed it with GM Fin Mumbai and directed for accessing the
total data of Pending Temporary Advances and put up letter to BSNL CO demanding
funds for clearing all pending Temporary advances as one time measure.
3. Regularization of Procedure for grant of Temporary advances:
We have drawn attention of CGMT MH on present procedure of
dual sanction of Temporary advances first by applying in ERP with sanction of
SSA/BA Head and secondly by What’s app message to GM Fin or CGMT MH and in
these cases some of SSA/BA Heads are reluctant even taking important request
for grant of Temporary Advances and some of SSA/BA Heads are able to get all
Temporary advance sanctioned. Also, there should be scrutiny at the level of
SSA/BA Heads in sanctioning of Temporary advances in ERP and once it is
approved it should be released by CSC Mumbai as per the availability /allotment
of funds by BSNL CO. We also drawn attention that some of SSAs having active
and alert SSA/BA Heads are getting more funds and some of SSAs not having
active/alter SSA Heads are getting less amount of Temporary advance and there
should be some specific procedure for sanction of Temporary advances. CGMT MH
agreed our concern and conveyed GM Fin Mumbai to issue orders for streamlined
procedure for allotment of Temporary advances. He also directed that there
should be some celling on grant of Temporary advances per SDE/JTO in particular
month and minimum Temporary Advance needs to be allotted to all officers in
Field units. GM Fin informed that now allotment of impress has been stopped and
allotment of such fixed amount is not possible and Temporary advances are granted only for
specific works. We conveyed that we are aware about it and our request is for
grant of temporary Advances against specific works as requested by concerned
Officer and recommended by SSA/BA Heads. We added that once Temporary Advance
is recommended by SSA/BA Head, it should be allotted by Circle Office and it
should not be closed at any time for any reason except release of Temporary
Advances. We also requested to grant Temporary advances on specific norms so
that it is allotted as per requirement recommended by SSA/BA Heads with proper
scrutiny against works and there is should not be need of special
recommendations on What’s app by SSA/BA Heads once it is recommended in ERP. If
there is need of scrutiny and curtailment then it should be done at the level
of SSA? BA and Vertical heads and once recommended in ERP should be approved.
After elaborate discussions on this issue, finally CGMT MH informed that his
office will formulate and issue fresh guidelines for submission of request
Temporary advance, its scrutiny at level of SSA/BA Head, maximum and minimum
amount which can be sanctioned for one particular SDE/JTO or Division depending
on norms like working lines or average expenditure required for such special
works in field units, fixing time for submission of application in first week
of every month and allotment of funds against Temporary advances in second or
third week of that month and closure of all such request of Temporary advances
for which funds are not allotted by end of that month. CGMT MH specifically
informed that no request of Temporary advance should be kept pending at end of
month i.e. either Temporary Advance will be sanctioned or rejected and the
request in ERP will be closed. In conclusion, CGMT MH directed GM Fin Mumbai to
discuss the issues with other vertical heads and formulate uniform guidelines
streamlining procedure for allotment of Temporary advances by all the officers
in the field units as per requirement.
4. Release of pending payment of Contract Workers: We have elaborated the hardship faced by the contract
workers due to nonpayment of their dues by BSNL and concerned contractors for
months together. WE added that during this pandemic situation also, these
contract workers are providing services with sincerity and devotion even though
their dues are not paid for months together. This has become serious issue in
the field and the officers working in the field units are facing its heat.
Though with his intervention some funds are released but till major amount is
pending and needs immediate action for releasing payments of all contract
workers. CGMT MH informed that he is aware about the difficulties as being
pursued by field units. Now no contract workers are to be engaged by any
SSA/Unit and all works are to be done on job basis. For pending payments, he
informed that the details of pending payment of contract workers has been
consolidated and sent to BSNL CO asking for allotment of funds. He added that
it’s expected that certain funds will be released in phase manner but all the
dues of contract works will be cleared within period 2-3 months.
5. Actual and practical implementation of Mergers of SSAs with
BA: We requested CGMT MH that though there are guidelines for
effective working of BAs and Area Operations w.e.f.
01/10/2020, practically nothing is implemented in field units. There are issues
in day to day operations and maintenance and there is confusion among different
Officers and many of the administrative works are till carried out at SSAs.
CGMT MH informed that there is no change in BA Structure in Maharashtra Circle
and all 14 BAs continue with the SSAs earlier merged with BAs. Hence concerned SSA/BA
has to take action for effective merger of SSAs with BAs and it is being taken
care by concerned BA Heads and quoted example of Dhule SSA where work has
started. CGMT MH was optimistic that the transformation of SSAs in into Area
Operation Offices will be done smoothly and if required and requested by BA
Heads, necessary support will be extended by Circle Office.
6. Rearrangements of SSA/BA Heads as per the norms: We have drawn attention of CGMT MH on need of rearrangement
of SSA/BA Heads after consolidation of BAs and how some of SSAs are headed by
PGM level Officer and how post of BA Head is Nanded vacant. CGMT MH informed
that it is only issues with Dhule and Sangli SSA and necessary orders for
rearrangement of these SSAs along with changes in some of BA Heads on are
expected within week’s period. He added that all post of BA Heads including
Nanded will be field up by GM/PGM level Officers and all the post of DGM/DE
Head of Area Operation Offices i.e. SSAs will be filled under look after
arrangements by calling willingness from eligible DEs.
7. Looking After arrangement in DGM/AGM/CAO/SDE/AO Cadres: We have informed CGMT MH that there are many post from SDEs
to DEs are vacant in all wings and all SSAs and different criteria is applied
for look After Arrangements. There is uncertainty among officers about orders
and issuing revised orders for continuation of Looking after Arrangements. CGMT
MH informed that the proposal for DGM Locking After Arrangements in Telecom
wing has been approved by him today and similar action will be taken to fill up
vacant post of AGMs/CAOs/EES and SDEs/AOs by calling willingness among eligible
Officers.
8. Consideration of Rule 8/ Rule 9 Request of JAOs: We requested CGMT MH to give consideration to the 20-25
pending request of JAOs under Rule 8 and Rule 9 transfers to different Circle
at par with JTOs. We conveyed the difficulties faced by these JAOs due certain
critical family issues who are eagerly waiting for transfer to their Home
Circle/SSA/ There is good number of JAOs available in Maharashtra Circle as
compared to other Circles also number of requests are also less in number. WE
also informed that entire work preliminary work for considering these requests
has been completed at Staff section and his instructions to proceed further
will give justice to all these comrades waiting for quiet long time. CGMT MH
informed that he is aware about issue and assured that all Rule 8 and Rule 9
transfers of JAOs will be given consideration shortly.
9. Consideration of Request Transfers from Non Tenure SSAs: We have elaborated the difficulties and hardship faced by
executives working at Non Tenure Stations who are waiting for their transfers
for long time. It has been assured to consider the request transfer but due to
one and another reason it is delayed. WE requested to give consideration to all
request transfers from Non tenure stations. CGMT MH informed that there are
issues in consideration of request transfers due to non-finalization of
Staffing Norms and after repeated assurances, same is not yet released by BSNL.
He added that he has started process for consideration of request transfers and
in first phase request transfers to Circle Office Mumbai will be given
consideration. Thereafter, request transfer from and to other SSAs having shortage,
one to one /point to point request transfers will be given consideration. We
requested to give early consideration of all eligible transfers and CGMT MH
assured for it.
10.
Unrest among executives
on Transfers being issued on pick and choose basis: We have narrated that in recent past the new and pick and
choose method seems to be adopted for consideration of request transfers that
to be only for the individuals who are able to meet certain Officers in Circle
office Mumbai and explain their difficulties in person. It is not possible for
all individuals to visit Circle office and explain their issues and
difficulties and hence it is required on part of management instead of
considering such individual cases, all request needs to be given consideration.
We stressed that if not possible all, at least request of similar type i.e. if
it medical case, spouse working, or from SSAs having excess to shortage
executives should be given consideration in one stroke. CGMT MH agreed to
concern expressed by us and assured to give consideration to all other such
request shortly.
11.
Casual approach in
counting of long stay of executives issuing orders with wrong stay: We have narrated the recent incidence of issuing transfer
orders by wrong counting of stay and transferring officer with less stay by
keeping aside name of officer who is in actual long stay. This created hardship
to individual and CGMT MH assured to look into it and take corrective action
and to issue directions for checking and confirmation of stay before issuing
transfer orders.
12.
Relieving of Executives
under transfer from Tenure stations: We have elaborated the difficulties and hardship faced by the
executives working at tenure stations even after 8-10 months of completion of
Tenure. These Executives have understood the situation on COVID Lockdown period
and continued with full devotion. Now orders are issued, but there is total
reluctance in part of concerned SSA/BA Heads in relieving of these executives.
We categorically mentioned the issues in Sindhudurg SSA and posting of more and
more officers in Sindhudurg SSA as about 40 Executives are posted for about
17000 working lines and comparatively there is more shortage or excess workload
to executives in other SSAs. Even after issuing orders and some executives have
joined in tenure SSA, relieving of executives is not being implemented. By
considering their hardship and genuine difficulties we requested for issuing
orders for ERP relieving of these officers and give relief to all these tenure
completed executives and eagerly waiting to get relived to join with their
families. CGMT MH informed that he is aware about the difficulties of these
executives and already action has been taken for relieving of executives from
Tenure SSAs. He added that he has discussed this issue with SSA/BA Head of
Gadchiroli today and he has assured to relieve all the executives under
transfer from Gadchiroli to their choice SSA. CGMT MH further assured that in
similar manner, he will discuss this issue with all SSA/BA Heads for ensuring relieving
of all these officers. We narrated much concern on stand taken by Sindhudurg
SSA for not relieving officers till one to one substitute joined and we have
shared details of work load with each executives and how all can be relived
with local rearrangements. In conclusion CGMT MH informed that he will
personally discuss with all SSA/BA Heads to see that all the tenure completed
executives will be relieved in time bound manner.
13.
Posting of Excess
Executives to Sindhudurg SSA: We have updated CGMT MH
about the fact that wrong information is being passed to Circle Management
about extreme shortage of executives in Sindhudurg SSA and till one to one
substitute is posted to SDE/JTO under transfer from Sindhudurg will be relived.
We have given facts and figures of work load of each and every officer in
Sindhudurg SSA and brought to notice of CGMT MH that additional posting of
executives by Special order for Sindhudurg SSA is unwanted and will create
wrong trend and is unwanted expenditure on transfers in the interest of
service. CGMT assured to look into concern expressed by SNEA and decide
accordingly
14.
Review of posting of
executives to and from Mobile wing: We have informed that in recent guidelines issued by BSNL CO for
posting in Mobile section, no separate Mobile wing is shown and the Mobile wing
executives are shown under BA/SSA Heads. We also added that one side management
says that there are excess Executives in Mobile wing and other side additional
officers are being posted in Mobile wing making it more excess. There is
shortage of executives in SSAs even for Mobile Mtce
works and there is no justification in posting additional officers to only to
Mobile wing. CGMT MH conveyed that there are excess officers in Mobile wing and
action is being taken for rearrangements of executives to justify the works.
The recent posting to Mobile was done on expertise in Nodal works as per
recommendations of PGM CM Mumbai. The detail justification for posting of
Officers n Mobile wing is being done by GM HR Admn Mumbai and accordingly
excess executives at any unit will be rearranged.
15.
One time action for grant
of Tenure Facility for filling vacant post in Parbhani SSA: We informed that management is taking continuous efforts for
posting executives to Parbhani SSA and some of orders are cancelled for one or
other reason and shortage at Parbhani SSA continues. We reminded CGMT MH about
our earlier suggestion/request for consideration of granting one time tenure
facility to the executives who will be opting to Parbhani SSA. We have already
quoted such actions by BSNL Corporate office for filling vacant posts and to
meet acute shortage in particular Circle/SSA. CGMT MH expressed that it is good
idea and directed us to submit proposal in detail He also added that similar
steps were taken by him earlier in WTP and in such cases in transfer and
posting order of these executives the date of relieving order from that posted
SSA was mentioned. WE assured him to submit the proposal at the earliest.
16.
Issues with Posting of
Executives to WTR: WE have brought to
notice of CGMT MH in consideration of request transfers from MH Circle to WTR
and specifically issues created in posting of JTO WTR Gadchiroli. Many officers
are posted to WTR and there are certain officers who are working in WTR having
stay higher than the long styed officer in Maharashtra Circle, but for posting
at Gadchiroli certain compulsions are created certain officers and it is beyond
understanding. One JTO who has joined at Gadchiroli SSA and shifted family is
again compelled by transferring to WTR Gadchiroli, others who are willing are
not given consideration and there is need of review for present practice of
posting officers at specific place by Maharashtra Circle. CGMT MH assured that
the matter of posting to WTR Gadchiroli will be reviewed and corrective action
will be taken.
17.
Wrong procedure followed
in giving LA Arrangements for SDE Elect post: We have narrated the entire issue how the officers in Electrical wing
have wrongly interpreted the orders for deployment of Officers under Look After
arrangements. We categorically pointed out the guidelines say that local
officer is to be ordered to look after arrangements to fill up vacant post and
not by created and abolishing the posts. We have updated that some of SSAs have
excess SDEs in Electrical wing and some of SSAs do not have even single SDE is
Electrical wing. AS per orders from BSNL CO, the JTO Electrical senior in SSA
was to be given SDE Elect under Looking after arrangements to fill up vacant
post and not to give SDE LA to all senior officers from that SSAs. We also
elaborated that we have discussed this issue with CE Elect and GM HR Admn
Mumbai and both agrees with the concern raised by SNEA and pointing out fingers
with other for corrective action. We added that GM HR Admn has informed that
number of posts is to be decided by CE Elect and he cannot act on it and has
assured to look into grievances if conveyed in writing. CGMT MH gave patient
listening to issue and assured to look into it and corrective action as per norms
to fill up vacant post of SDE Electrical in SSAs like Nashik, Nanded and
Sindhudurg.
18.
Centralization of Civil
and Elect wing HR activities as that of Account wing: We have narrated issues created due to partial merger of
Civil, Electrical and Account wing in Staff section and delicacy of works. We
have narrated incidents that how transfer orders are issued by Staff section as
well by Electrical wing on selective basis and there is no streamline
procedure. CGMT MH informed that the concern of association will be taken care
and he will discuss these issues with GM HR Admn Mumbai and then decide.
19.
Proper merger of
Electrical and Civil wing in Telecom at SSA: We narrated the hardship faced by the executives in Civil and
Electrical wing due to dual reporting and giving dual work of Civil/Elect wing
as well as Telecom wig and how the concerned officers are facing hardship in
giving justification to the both the type of works. We requested that these
executives should report to SSA/BA Heads and dual reporting should be stopped
and the work assigned may be either from Electrical/Civil wing or from Telecom
wing/ We also requested that HR activities of Civil Electrical wing should be
totally merged with SSA and their grievances should be given die consideration
by SSA/BA Heads. CGMT MH informed that as per revised norms the executives in
Civil/Electrical wing in SSAs will report to SSA/BA Heads and merger demand
will be automatically settled. But in Circle Office Mumbai, separate wing of
Electrical and Civil wing will continue to function.
20.
Release of withheld Leave
Encashment /Ex Garcia of VRS Opted
Executives: We informed CGMT MH that Staff/Recruit Section Mumbai has kept
on hold the withheld Leave Encashment /Ex Garcia of VRS Opted Executives on
name of pending cases wherein BSNL Corporate Office has repeatedly issued
guidelines for releasing leave encashment. Also there are certain office whose
vigilance clearance is issued and no case is pending as on VRS date or till
today, but under fear of certain issues, their amount is kept on hold. We also
narrated that TA/DA of certain officers has bene kept
on held for unknown reasons. Due to this casual approach there is much rest
among the VRS opted executives who have not received Leave encashment or
Ex-gratia amount and are feeling that they are deliberately harassed. CGMT MH
informed that leave encashment and ex-gratia amount of all except the
executives whose names appears in Caste validity case or whose VC withheld is
released. Till VC is clear, the dues of such officers cannot be cleared. For
releasing the amount of leave encashment and other retirement benefits of
executives in caste validity case is sent to BSNL Corporate and further course
of action will be taken as per clarification from BSNL CO. We requested to give
it fast consideration so that the affected executives will get justice.
21.
Pay fixation of then JTO Offg. who have opted for VRS: We have narrated issues in fixation pay of VRS opted then Officiating
JTOs as per the recent orders from BSNL CO. We have requested that it is also
priority work to finalize the amount ex-gratia and there reminders have been
issued by Estt Section Mumbai. But the work of
revised pay fixation is not done as service books are available with CCA and
same are not returned by CCA after repeated reminders from SSAs. CGMT MH
informed that as issue is related to CCA, association should submit the brief
note on it so that matter can be taken up with CCA Mumbai for returning service
book of all VRS Opted then Offg JTOs. Releasing of
amount of VRS Opted executives whose service books are not handed over to CCA.
In conclusion we conveyed thanks to CGMT MH
with hopes for early resolution of the issues discussed.

Planning unit Headed by PGMs at Pune and Nagpur and by GMs in all other 12 BAs.

The Operation Areas offices will exists in all SSAs
including BAs and Area Operation Office
except Pune /Nagpur will be headed by DGMs/DEs.

The Buldhana, Jalna, Osmanabad,
Parbhani Wardha and Yavatmal SSAs will be headed by DEs/AGMs and there is no
post of DGM in these SSAs. DGMs working in these SSAs if any will be
transferred to other SSAs/BAs having vacant post of DGMs.

There are total 65 justified DGM posts and 14 Regular DGM
are working in different BAs/SSAs and thus there are total 51 vacant post of
DGMs.
·
The willingness has been called for filling up all 51 post
of DGMs and last date for submission of willingness by email on adstaffbmhco@gmail.com
is 31/11/2020.

The list of all DEs working in Maharashtra Circle as per the
continuous stay in particular SSA is published. There are still correction in

Also, as per transfer policy

more than 25 years, but age above 55 years, need out to submit option for All
India hard Tenure Station, but he/she may be transferred to Jharkhand Circle if
age as on 31/03/2021 is less than 57 years.

Submission of options is not mandatory,
but in such cases posting of SDE with age less than 55 years and with
continuous stay more than 25 years in particular Circle to Jharkhand Circles is
quiet possible.

It would have been better if
willingness would have been called by declaring number of vacant post of SDE
Elect in these Circles along with Circle stay particulars of executives with
continuous service of 25 years in particular Circle.

Posting in all these Circles except
in Jharkhand Circle will be posting to all India Hard Tenure Stations and SDE
Elect giving option for it will get benefits of all India Hard tenure Stations.

communication are highly appreciated.

But constraints in using BSNL email for office works are
well known to one and all and hence for all email communications from SSAs to
BSNL Corporate office, including highest Officers in BSNL Management, all are
using Gmail or other email ID and BSNL email ID is least used rather not used by
majority of officers.
·
Also, the work of migration of BSNL email id on NIC server
is going on along with works of e file management system and till time the
e-file system is not implemented in all SSAs it is difficult to use only BSNL
email ID as expected in this letter by GM HR Admn Mumbai.

It can be seen that different officers in BSNL Corporate
Office and in Circle Office including different officers in IT section as well

It is failure of BSNL Corporate office that even after

it is expected to have much efficient working from the filed units.

Office and then only same can be expected from the filed units, but this issue
is kept undecided from last one year and executives are kept under tension of
additional workload without any proper rearrangements to have efficient and
smart working expected after VRS 2019.

In recent past, the Circle Office Mumbai has issued transfer
orders of Tenure completed executives from all tenure SSAs and substitute were
posted as per the justified norms before orders for consolidation of BAs as per
recent orders from BSNL CO.
·
In that scenario, as per calculations done by GM HR Admn
Mumbai, excess executives were posted than the justified strength thereby
giving consideration to request of all officers and who have opted for Tenure
SSA including Sindhudurg SSA and many of them are posted at Own Cost even
though it is tenure stations.
·
Apart from this some JEs are posted in excess to Sindhudurg
SSA and after BA consolidation orders, there are excess Executives in
Sindhudurg SSA as compared to other SSAs from where the executives are
transferred.
·
Hence as per the justification calculated by GM HR Admn
Mumbai, there were chances that the all officers under transfer from tenure
Stations would have been relieved without substitute and some more willingness
were required to be considered without substitute.
·
But, BA Head Kolhapur under which Sindhudurg SSA comes has
taken stand that no officer from Sindhudurg SSA will be relieved till one to
one substitute is posted and he has conveyed it to CGMT MH in writing.
·
Meantime, political pressure was created for posting
additional Officers in Sindhudurg SSA and accordingly complaints were made to
BSNL Corporate Office, thereby creating huge pressure of CGMT MH for posting
additional Executives with stand that no executive will be relieved till one to
one substitute is joined in Sindhudurg SSA.
·
Finally, CGMT MH has to bend under such pressure from all
sides thereby posting these eight more officers i.e. SDEs/JTOs to Sindhudurg
SSAs as special order.
·
The pressure on CGMT MH is so huge that under this pressure
one of JTO working at Nandurbar which is Circle
tenure Station is transferred to Sindhudurg SSA against guidelines for posting
substitute to Tenure SSAs.
·
It is fact that BA/SSA Heads who dares to speak to CGMT MH
on issues with firm stand are given consideration by out of tur
ways and the others who do not have such direct interaction with CGMT MH are
not getting any staff even though some own cost request are pending for these
SSAs.
·
Hope this excess posting of executives will be helpful for
relieving all officers under transfer from Sindhudurg SSA and all the executives
will get relief from ongoing torture for last six months.
·
This is wrong trend started in Maharashtra Circle for
removing executives from SSA having shortage of executives but SSA/BA Heads are
not able to bring it to the notice of CGMT MH in proper way and posting them in
mass to SSAs having even excess executives but where BA/SSA Head is/are able to
maintain /create pressure on CGMT MH, will be damaging to the working of BSNL.

SNEA MH will take up this pick and choose approach in
dealing with transfers of executives to see that equal treatment is given to
all SSAs as per equal justification to all SSAs.

This really disgusting that after repeated letters from
Director BSNL in last six months till 607 cases are pending all over India for
payment of Leave Encashment and it is unfortunate that about 40% cases are
pending only in Maharashtra Circle.

It seems that letter by Director HR on this subject are
shown dust bin in casual approach and its really serious matter on part of
organization.
·
VRS 2019 is implemented in January 2020 and it was ordered
and expected that leave encashment will be paid by end of Feb 2020, but
unfortunately after passing eight months also these officers and staff are made
to suffer due to negligent approach of certain officers may be due to approach
of understanding of the issues and hardship of these sufferers by certain
officers at different level and offices.

It is reported that there is dispute on understanding of
issues by Maharashtra Circle and CCA Mumbai and issues are not resolved even
after meetings at higher level by CGMT MH and CCA Mumbai.
·
Hope this letter will be taken seriously by both the offices
and responsible officers at both the ends and leave encashment payment is

It is good that the executives working as JTO for long time
are given responsibility of SDE Elect under Look after Arrangements under where
it is as it is basis.
·
The orders for looking After arrangements are normally
issued for filling temporary vacancies created due to different reasons, but
since last spell, Electrical wing is following different method for giving
looking After arrangements and in some SSAs excess Executives are given
responsibility of SDE Elect and in some SSAs no local Officer is given
responsibility of SDE Electrical keeping post vacant or by giving charge to SDE
LA in other SSAs and this tradition continues in this spell also.
·
As per recent BSNL CO guidelines, the Look After
arrangements are to be given locally wherein the senior most local executives
in lower cadre is to be given higher responsibility to fill up the vacant post
if any.
·
Same procedure is followed in Telecom and Account wing, but
in the Electrical wing looking after arrangement is given to certain executives
by creating extra post of SDEs and some of vacant post of SDEs/EEs and SEs are
not filled thereby depriving the some specific officers from giving higher
responsibility.
·
This issue was raised by SNEA MH earlier with all concerned
including CGMT MH, and it was assured by all that same will be corrected in
next spell of SDEE LA arrangements.
·
But it seems that due to wrong understanding of some of
officers in Electrical wing and not going to the depth by officers in Staff
sections, the wrong procedure is followed in SDE Elect LA arrangements being
issued centrally by Electrical wing Mumbai.
·
Actually, the work of HR activities for all wings including
Electrical wing is centralized under GM HR Admn Mumbai, but Electrical wing
continues to issue some pick and choose orders as well as such orders for Look
After arrangements when one special JTO Electrical is posted in Staff Section
Mumbai for HR activities of Electrical wing thereby making duplicity of HR
works of Electrical wing.
·
Some of SDEs given looking after in last spell are not
included in this list and no justified reason is given for it.
·
Actually, there are some post of SDE Electrical vacant at
SSAs like Nashik, Ratnagiri, Sindhudurg and Nanded SSAs and no action has been
taken to fill up these posts locally i.e. by giving charge of SDE Electrical to
JTO Electrical at that SSA, but the more JTOs from other SSAs are given Looking
After arrangement as SDE Electrical and they are given additional charge of SDE
Elect of that SSA which is against BSNL guidelines on the subject.
·
It can be seen that Dhule SSA is having post of only one SDE
Electrical and three JTOs are posted as SDE Electrical Dhule. One of such SDE
Elect from Dhule is given additional charge of SDE Electrical Nashik, whereas
it was required that senior most JTO Electrical at Nashik should have been
given charge as SDE Electrical Nashik and only one JTO in Dhule SSA should have
been given SDE Electrical under Looking After arrangements.
·
Same is case with Latur, Satara, and Raigad where more than
justified post of SDEEs are created and vacant post at Nanded, Ratnagiri and
Sindhudurg SSA are not filled in and charge is given to SDEs in other SSAs.
·
When three SDE post are justified in small SSA like Dhule,
no such additional strength of SDEs is shown in big SSAs like Pune and Nagpur.
·
There are good number of post of EEs (Executive Engineer)
vacant in Maharashtra Circle and post of EE Nanded, Pune, and Nashik etc is looked after by EE at Mumbai, but no action is taken
for filling vacant post of EEs at these places.
·
It is seen that Look After arrangements, Electrical wing is
using different method, Telecom wing is using different method and Account wing
is using different method and there is need of synchronization and this is main
purpose of centralized HR Integration under GM HR Admn Mumbai.
·
But till concerned Vertical Heads like Electrical continues
to issue orders of some specific executives and others are in general are
directed to meet GM HR Admn Mumbai for their grievances.
·
As per guidelines issued by BSNL Corporate Office, the
powers for Looking After arrangements up to AGM/DE Cadre are given to SSA/BA
Heads and DGM LA orders are issued by Circle office Mumbai.
·
But in Electrical wing even SDE LA orders are issued from
Circle Office and the method adopted is wrong i.e. instead of filling vacant
post, additional posts are created to give powers to more than one SDE and no
efforts are made to fill vacant posts in some specific SSAs even in this second
spell of SDEE Looking after Arrangements.
·
SNEA MH will again take up matter to have uniformity in
Looking After Arrangements and also to have either all activities of Electrical
wing are centralized and kept under GM HR Admn Mumbai or continue to be under
control of concerned Vertical head so that all executives gets equal treatment
in resolution of HR issues.

to carry out the non-telecom activities of BSNL through its subsidiary company

Formation of subsidiary Tower Company was opposed by all
Unions and Association in existence earlier by holdings different agitation
programs and now it seems to be supported by some associations and hence by
neglecting resistance of the other Unions and Associations, the activities of
this subsidiary company are started.
·
It is unfortunate that this decision of making subsidiary
company active is taken on 20th BSNL Foundation day.
·
One side decision is taken for merger of MTNL having huge
losses with BSNL and other side BSNL is divided in subsidiary company with
separate shareholding capital to be given by BSNL.
·
BSNL is divided in subsidiary company quoting reasons like
overcoming specific regulatory compliance obligations, reduction of license fee
liabilities and it is not clear how these obligations /restrictions will be
overcome by subsidiary company.
·
It is proposed that all Non-Telecom activities and Telecom
activities where telecom component is less will be transferred from BSNL to
BTCL.
·
The important works like Smart City Projects, Enterprise
Business, External Projects by Civil/BW Units, empanelment of solution provider
in CFA Vertical, all project works executed by SI will be part of BTCL. Apart
from this Circles are directed to identify the activities to be carried out by
BTCL.
·
Circles will have to identify the manpower working under the
activities to be transferred to BTCL and their roles and responsibilities are
to be modified accordingly.
·
Existing staff and officers carrying out these activities on
part of BSNL will continue to do the same works and their salaries will be
charges to BTCL.
·
The billing of customers will be done by BTCL and BSNL will
bill BTCL for Telecom Components /service related only on Arm’s length
principle.
·
An arm's length transaction
refers to a business deal in which buyers and sellers act independently without
one party influencing the other. A transaction between related parties
that is conducted as if they were not related. For example, if a parent sold a
child some property at a fair market price, rather than a discount, the
transaction would be made at arm's length range.
·
The working capital loan/Advance to BTCL will be provided by
BSNL. The authorized share capital of the Company BTCL is Rs.10,000,00,00,000
[ Rupees Ten Thousand Crores Only] divided into
750,00,00,000 (Seven Hundred and Fifty Crores )
Equity Shares of Rs.10/- (Rupees Ten) each and 250,00,00,000 (Two Hundred and
Fifty Crores ) Preference Shares of Rs.10/- (Rupees
Ten) each.

to chive the goal for making subsidiary company BTCL commercially operational
and healthy revenue generating stream for the holding company BSNL.
