30 Jun 18:  SNEA MH congratulates Com. D. B. Lade, AGM  Latur, Com. K G Jaju, AGM  Ahmednagar,  Com. N. B. Sahastrabudhe, AGM Akola,  Com. J. B. Wagh SDE Aurangabad,  Com. D. B. Kala, SDE Aurangabad  Com. S. D. Kale, DE Nashik, Com. S. K. Karn, SDE CO Mumbai on successful completion of their services in BSNL and superannuation/voluntary retirement from the BSNL services..

·        Com. D B Lade, AGM Mktg Latur  {9422072888} has joined in DoT in 1987 at Mumbai in T&D circle. Then  he has worked at Latur, Osmanabad as JTO/SDE/DE LA and successfully handled the services. On his promotion to DE Regular, he was transferred to Orissa circle and there also he has given his best to BSNL. On his return back to MH Circle, he has devotedly served in marketing section of Latur SSA. He is very polite and sweet talking officer and has always maintained very co-cordial relations with staff and officers. He is die-hard comrade of SNEA since beginning and has always given timely feedback to SNEA leadership on different issues. Today on completion of 31 years of services, he is retiring on superannuation of his long and devoted services in DoT & BSNL. .

·        Com. K. G. Jaju, AGM Plg Ahmednagar, {94237848} has joined in DoT in Non-executive cadre and a hardworking executive & active member of SNEA with determination & dedication had served in DoT & BSNL in Dhule, Nashik and Ahmednagar SSA.  He served in organization at various post & places in Circle and played instrumental role in organizing various events of SNEA. He is always motivated the members of SNEA with his dedication towards SNEA will be always remembered for such devoted services. He was earlier working as AGM LA and now promoted as AGM Regular. The APRs of Com Jaju were missing and same were collected by SNEA leaders at the last moment and the assessment sheet of Com Jaju also was sent along with all others and it is matter of pride that Com. K.G. Jaju got his AGM Regular promotion on last date of his retirement and has conveyed his sincere thanks to SNEA for such timely efforts. Today on completion of 34 years of services, he is retiring as AGM Regular on superannuation of his long and devoted services in DoT & BSNL.

·        Com. N. B. Sahastrabudhe, AGM Akola, {9422786455} joined the DoT in the Year 1981 in Ratnagiri SSA as RSA and then served at Chandrapur. In 1996, he was promoted as JTO and was transferred to Amravati. On further promotion as SDE in 2002, he served at Akola where he has responsibly executed his duties in various sections such as MDF, Outdoor, Planning, and Marketing. Com. N B Sahastrabudhe has always been keen in resolving Departmental and Staff issues also; he is active member of SNEA and participated in all organizational activities. Com Sahastrabudhe also has got AGM Regular promotions on last day of the retirement. Today on completion of 38 years of services, he is retiring as AGM Regular on superannuation of his long and devoted services in DoT & BSNL.

·         Com. J. B. Wagh SDE Aurangabad {9422702211} has joined in DoT as RSA and on further promotion as JTO; he served in Raigad SSA and as SDE in Aurangabad SSA. He is a good player of Table Tennis and many times participated as Technical delegate in various BSNL TT tournaments throughout India in last 20 years. Com J B Wagh has passed the ”International umpire examination in TT” in June 2018.He is co-ordial in nature and is very active member of SNEA. Today on completion of 35 years of services, he is retiring on superannuation of his long and devoted services in DoT & BSNL.

·         Com. D. B. Kala SDE Aurangabad {9422709547} has joined Dept of Post in clerical cadre. Further, he was promoted to JTO then SDE and has served in Aurangabad and Jalna SSA. He is hardworking officer and has always helped staff and officers in office works. Today on completion of 39 years of services, he is retiring on superannuation of his long and devoted services in DoT & BSNL.

·        Com. N. B. Sahastrabudhe, AGM Akola, {9422786455} joined the DoT in the Year 1981 in Ratnagiri SSA as RSA and then served at Chandrapur. ·        Com. S. D. Kale, DE City & Panchavati Nashik {9422770033} entered in DOT in 1980 as Technician & worked at Satana & Nasik Road. On passing JTO competitive examination he was posted as JTO & worked at Controller of Telecom Stores, Mumbai and was again transferred to Nashik wherein he has worked & posted as JTO Internal City Exch, SDE Ext Ambad, SDE Niphad, CMTS Prov Centre & Nashik Road External. Thereafter Com. S. D. Kale was transferred to Jalgaon SSA & posted at Savada & Faizpur. In 2014, he is transferred to Nashik SSA & worked as SDE Ext Nasik Road and then since June 2017 he was working as DE (LA) City & Panchavati division is a senior & die-hard member of SNEA Nashik and always ahead in each and every activity of SNEA Nashik. He is also one of the luck officers who got the DE Regular promotion on last day of the retirement and is retired as DE Regular. Today on completion of 38 years of services, he is retiring as AGM Regular on superannuation of his long and devoted services in DoT & BSNL.

·        Com. S. K. Karn, SDE PQ Circle Office Mumbai has started his carrier in 1982 as Technician and in year 1996 he was promoted as TTA in CTO Mumbai and in year 2001 he was promoted as JTO. During his entire service, he has served in Mumbai except two years tenure at Gadchiroli & one year in Raigad as JTO. He has devoted his tireless services in CTO, Raigad, Gadchiroli ,  OP section, PQ Section Mumbai. He is great human being and always takes care of his subordinate staff, his officers and has been helpful in resolving many issues of individuals. He is very kind in nature and he is known for his politeness and smiling face, which is always ready to help anybody at any time. He is very active member of SNEA and has always taken part in all association activities. He is also one of the lucky officers who got the SDE promotion on last day of the retirement. Today on completion of 36 years of services, he is retiring as SDE on superannuation of his long and devoted services in DoT & BSNL.

·        On this important day in the life of these comrades retiring in this month, SNEA MH salutes sincerity, dedication and affection by Com. D. B. Lade, Com. K G Jaju,  Com. N. B. Sahastrabudhe,  Com. J. B. Wagh, Com. D. B. Kala towards BSNL and SNEA and on behalf of thousands of Comrades of SNEA Maharashtra Circle, we wish them and their family members “A Happy A Happy, Peaceful, Healthy & Long Retired Life”

 

30 Jun 18: AGM Staff Mumbai issued orders for change of SSA for Com. A.P. Kulkarni, JTO Beed on medical grounds on his promotion as SDE , but on second day he is again posted to Ratnagiri SSA. Letter I   <<<>>> Letter II   <<<>>>

·        We have discussed this matter with GM HR Admn Mumbai, but he informed that this has been done as per directions of CGMT MH Circle and he has nothing to say in it.

·        Then we have discussed matter with CGMT MH and it was to our surprise that CGMT MH has questioned authenticity of the medical certificate issued by Civil Surgon Beed in respect of Com Kulkarni and hence the order of Com Kulkarni JTO has been cancelled. He also added that he has confirmed from Shri. Mudhe TDM Beed who also has doubted about the authenticity of medical certificate. CGMT MH also questioned that the medical certificate issued by Civil Surgeon is not in prescribed format. We have informed him that GM HR/Admn Mumbai only has asked for counter signature of medical certificates by family doctors, but until CGMT insisted for medical certificate in format.

·        Finally, CGMT MH has informed that he will call fresh medical report from Civil Surgeon Beed and will also ask why he has not given report in prescribed format and then matter in respect of Com Kulkarni will be decided and if the medical certificate is confirmed by Civil Surgeon then Com Kulkarni will be again posted to Beed SSA on medical ground but till time he has to join Ratnagiri SSA. He also added that if medical certificate is found fake, then action would be taken against Com Kulkarni accordingly. 

·        SNEA MH has discussed the issues with both the Shri. Mundhes i.e. Shri. T. D. Munde earlier TDM who retired in last month and present TDM Beed Shri. M. V. Mudhe and both have informed that they have not provided any such information about authenticity of the medical certificate.

·        Unfortunately, when CGMT MH has directed that fresh medical certificate will be called for before one week, till today no action has been taken by staff section for calling fresh medical certificate or confirmation of medical report from Civil Surgeon Beed or from TDM Beed and hopefully action as desired by CGMT MH will be taken after his return back from official China Tour. 

·        Earlier all HR issues/matters related to JTOs were taken care by GM HR/Admn , whoever it may be, but since Shri. Aamn Jaiswal has taken over as GM HR/Admn Mumbai , the powers of taking decision on HR issues of JTOs are also withdrawn by Shri Peeyush Khare CGMT MH Circle and practically post of GM HR/Admn has become powerless post and post of “Data Administrator” and whatever CGMT MH says he has to follow where he agrees or not and where it fits in BSNL rules or HR policies or not, it has no meaning.

·        We are surprised to see that routine cases of Superannuation retirement also need concurrence of CGMT MH, GM HR/Admn cannot take decision on such time bound, and routine matters.

·        Thus over the period picture is created that GM HR/Admn Mumbai has no powers and his role is limited only to follow orders of CGMT MH and practically it has become truth.

·        It is fact that many of the SSA Heads are unable to express their feelings directly with Shri. Peeyush Khare, CGMT MH due to existing fear factor in MH Circle, and same feelings/issues are shared with GM HR/Admn Mumbai who is HR Head for MH Circle, but as GM HR Admn Mumbai is made “Data Administrator” many of the cases are not settled even if GM HR/Admn Mumbai agrees and assures for same as CGMT MH takes decision as per his wish and will.

·        However, if any of the officer takes up issues with Shri. Peeyush Khare, CGMT MH then these cases are being settled where it fits in the transfer policy or not and where GM HR Admn Mumbai agrees for it or not, but there are only few officers in MH Circle which can be counted on figure tips who can take up and are taking up matter with Shri. Peeyush Khare, CGMT MH and getting issues settled as per their requirement.

·        Earlier, when Shri. Kumar Manoj was GM HR/Admn Mumbai , same CGMT MH Shri. Peeyush Khare has given full powers to him and we have seen that once Shri. Kumar Manoj assures, means he was able to meet it whether it fits in policy or not, but he was in position of keeping the word given to anybody.

·        But since Shri. Aman Jaiswal has taken over as  GM HR/Admn Mumbai, it seems that Shri. Peeyush Khare CGMT MH is not having that much confidence as that of Shri. Kumar Manoj on office actions of Shri. Aman Jaiswal, even though he is also from Civil background and over the period he has taken to depth knowledge of transfer policy guidelines and has kept data of every officer and staff in his Computer.

·        Otherwise for posting of JTO level officer, why CGMT MH has to go to the extent that his medical certificate is bogus or false, does it mean that TDM Beed and GM HR/Admn Mumbai also are involved in malpractices and everybody excluding CGMT MH is involved in such wrong reporting and assessment and only CGMT MH is right person to decide on each and every matter, needs to be ascertained.

·        Let us hope that in days to come, the powers of GM HR/Admn Mumbai are restored to certain extent, and if not one data administrator, which can be from JTO/JAO level is posted as HR Head under direct control of Shri. Peeyush Khare, CGMT MH who will work as per wish and will of CGMT MH and there is no need of GM level officer as HR Head of Maharashtra Circle and CGMT MH can decide each and every matter as he is doing now.

 

30 Jun 18: AGM Staff Mumbai issued orders for change of SSA for Com. L. S. Basinge, DE Sangli in DGM LA as per his request and on next day same is cancelled and he is again posted to Sindhudurg SSA. Letter I   <<<>>> Letter II   <<<>>>

·        Com. L. S. Basinge, DE Sangli has requested for retention at Sangli either as DE/DGM LA as he has joined Sangli SSA just before one year.

·        But as Shri. B.A. Patil DGM HR Mumbai has informed him that there is no vacancy in Sangli SSA under compulsions  Com. L. S. Basinge, has opted for Goa SSA, as vacancy exists in Goa SSA. This is only mistake Com. L. S. Basinge, has done and he is now punished for such verbal acceptance for Goa SSA.  

·        Though Com. L. S. Basinge has requested for only Sangli/Goa SSA and file was processed by GM HR/Admn Mumbai for his posting at Goa, the CGMT MH abruptly decided to post him Sindhudurg SSA without understanding difficulties of Com Basinge.

·        Then Com. L. S. Basinge, has represented his grievances and his request was processed in file and given consideration and he was posted to Goa.

·        But next day again Com. L. S. Basinge, is posted to Sindhudurg SSA without assigning any reason.

·        When we have discussed this matter with Shri. Aman Jaiswal GM HR/Admn Mumbai he informed that this change has been done as per directions of Shri. Peeyush Khare, CGMT MH Circle due to serious complaints by Hon. MP Sindhudurg Shri. Vinayak Raut about poor working conditions of BSNL Sindhudurg SSA.

·        Now, it is fact that the working condition of Sindhudurg SSA has been detoriated due to certain policy decisions of CGMT MH viz. not posting GM level officer as SSA/BA Head for long time even though it is only profit making SSA after Gadchiroli SSA by creating compulsions on DGM level officers to work at this most difficult conditions that to be without minimum required active support from Circle office.  

·        Another decision has been taken by CGMT MH which has affected working of Sindhudurg SSA is 100% reduction of Security Guards and 70% reduction of EOIs by neglecting the fact that the BSNL workforce in non-executive category is very less at Sindhudurg SSA as compared to other SSAs.

·        SNEA MH has taken up this issue with CGMT MH and he has agreed to review the EOIs as per the actual requirement of SSAs and to frame guidelines for approval of EOIs on working lines and mtce of Infrastructure in particular SSA and it was directed that TDM Sindhudurg and GMT Kolhapur BA Head for Sindhudurg SSA will come with revised proposal for review of EOI.

·        But on last instance when TDM Sindhudurg and GMT Kolhapur have come to Mumbai for review of EOIs, CGMT MH has fired them left and right and now none of them dares to ask for review of the EOIs.

·        Same treatment was given to some of SSA Heads who have approached for review of EOIs as per practical requirement and now though problem exists in SSA, no SSA/BA Head dares to raise this issue to avoid firing by CGMT MH.

·        There is much unrest among EOIs who were earlier working for BSNL Sindhudurg due to mass reduction and have started making publicity against BSNL and also  not allowing 30% EOIs allowed by CGMT MH showing mercy to Sindhudurg SSA.

·        This decision has affected services and working of Sindhudurg SSA and there is much unrest among the customers.

·        In many instances the BSNL officers are being locked in Exchanges and humiliated by public as these officers are unable to maintain minimum level of services due to shortage of working hands and many faults are pending or restoration of landline faults, restoration of BTS faults is delayed.

·        Due to all such extreme difficulties created due to wrong or forced decision taken by CGMT MH, and humiliation thereof, the present TDM Sindhudurg Shri. M. M. Kshirsagar has submitted his resignation and opted for VRS from 31/05/2018. In most unfortunate manner, his VRS also was not accepted due to administrative reasons and he is compelled to work as TDM Sindhudurg and others GM level officers are given free hand.

·        Now Com. L. S. Basinge is posted as TDM/DGM Sindhudurg SSA due to last moment complaint by Hon MP and his call to CGMT MH.

·        Instead of taking the decisions, which will improve working of Sindhudurg SSA so that complaints and grievances of customers at Sindhudurg SSA and Hon MP will be resolved/reduced, CGMT MH is now compelling Com. L. S. Basinge to join at Sindhudurg SSA as DGM LA wherein there is need of GM level officer and all GM level officers are interested only at Mumbai, Pune, Nagpur etc. locations and no one is willing to work at this profit making Sindhudurg SSA which is having scope for growth of BSNL.

·        We are confident that after waiting for some time and understand realities and undue pressure from public and CGMT MH and facing the  hardship  beyond control,  Com. L. S. Basinge will also opt for VRS as being done by Com. M. M. Kshirsagar and some other earlier TDMs.

·        When it is practically required that GM level Officer it needs to be posted at Sindhudurg SSA and when there is need of active support from CGMT MH to face the customer aggression by improving services rather than firing every now and then, unfortunately the decisions are taken to prove action on papers and practically the problems of Sindhudurg SSA continues as it is rather same are increasing day by day.

·        SNEA MH will again take matter with CGMT MH for corrective action for better working of Sindhudurg SSA.

·        SNEA MH will also take up matter for justice to Com. L. S. Basinge, as his request fits in the criteria of transfer policy, which has been applied for all other DGMs.

·        Com. L. S. Basinge, also has personally met CGMT MH, GM HR Admn Mumbai and put forth his problems and he has been assured to take care of his grievances in future but he has to join at Sindhudurg SSA and accordingly he has joined on 27/06/2018.

·        Let us pray God that in days to come CGMT MH understands the real problem of Sindhudurg SSA and responds these real problems/difficulties by giving practical solutions instead of compelling the officers in LA orders to join Sindhudurg SSA as being done now and difficulties faced by customers and officers of Sindhudurg SSA will be practically reduced by such support from CGMT MH and his team at Circle Office.

·        SNEA Maharashtra congratulates all the promoted officers and conveys them grand success in the promoted assignment.

·        The MH Circle orders for posting of these officers are being issued immediately and all the promoted officers are posted where it is as it is basis and all concerned officers should submit their joining reports immediately.

·        This is result of sincere and dedicated efforts taken by all the District Secretaries, Circle Office Bearers, and CHQ Office Bearers of SNEA in support of SNEA active comrades all over the India who have taken strong initiatives for updation of the data in ERP for on line VCs, collection of missing APRs including the APRs of current year.

·        Earlier promotion orders were issued for single cadre that to be in single wing and it was unfortunate that in many of the cadres and wing no promotion order was issued over the period of years.

·        But as per the provisions in CPSU Cadre Hierarchy for filling up vacant posts, SNEA has resolved in recent CHQ OB/CS Meet at Delhi about filling all vacant post in all disciplines.

·        Since last fortnight,  SNEA leaders from Districts, Circles to CHQ were on the job from collection of APRs to updating of data of VCs and with result of such collective unidirectional works today promotion orders are issued for JAO to AO 2226 post,  SDE to AGM Telecom 4254 posts ( 806 APR missing cases are part of this DPC) , JTO to SDE TF 32 posts, SDE to AGM TF 13 posts, DGM Adhoc to DGM Regular in Finance wing 49 posts,  SDE E to EEE 125 post,  and thus 6805 officers from Account, Telecom, Electrical and Telecom Factory are promoted in single day.

·        This is in addition to the 5122 JTOs promoted in recent past under LDCE (1987) as well as SCF Quota (3139) and thus history is created by promotion of about 12000 officers within fortnight including left out cases and Electrical Civil wing promotions issued earlier in BSNL.

·        The file for promotions of Civil wing Executives is also process but struck off in issue of Degree/Diploma holder and it will get resolved shortly. The matter of promotions of AO to CAO promotions is struck up due to ongoing court case, which will be heard in coming week. The DE to DGM promotions for about 800 posts is expected in coming week.

·        It is seen that names of about 800 SDEs are missing in this list as the APRs of these officers were received late by Circles as well as by BSNL CO and all such cases are being taken care.

·        All concerned officers are requested to send their representations through proper channel with one direct copy to AGM DPC BSNL CO New Delhi by email on dpc.agm@gmail.com and agmesstmh@gmail.com. The copy of such representation may be please sent to DS concerned and on sneamh@gmail.com so that we will take up matter accordingly by confirmation of APRs and missing data if any. All these left out officers will be promoted at the earliest and their promotion will be effective at par with other comrades promoted in this order.

·        SNEA MH conveys sincere thanks and gratitude to all the District Secretaries, COBs, DOBs of SNEA Maharashtra and all the officers dealing with APRs & VCs for the tireless efforts they have taken over the last 15 days for sending APRs, updating VC data in ERP.

·        Now it is once again established that once SNEA decides the goal means no one can stop it and the goal is achieved by united efforts by team SNEA. 

·        All the executives in BSNL are well aware about active involvement of SNEA leaders and active Comrades in completing these DPCs and promoting about 12000 officers in BSNL and with these orders, faith of executives in BSNL on SNEA will increase in many folds. Many of the executives in BSNL all over India including non-members of SNEA also have conveyed telephonically, by email and by sms thanks and gratitude towards SNEA and with such unbeatable faith of BSNL executives, in days to come, SNEA will be the only one active association in BSNL. 

·        We are confident that whatever politics has been played by some leaders of other associations against SNEA will be washed away in this success story of SNEA.

·        SNEA is committed for resolutions of the issues of executives in BSNL and SNEA only will get all such task completed with active participation of about twenty five thousands of its members spread all over India.

22 Jun 18: AGM Staff Mumbai issued letter to all SSA Heads that all the request from JTO to DGM cadre have been considered and rejected except cases approved in recent orders and it has been specially mentioned that no further request will be considered in Financial Year 2018-19 except administrative exigencies. ·        The administrative exigencies means that till anybody in need of request transfer approaches competent authority i. e. CGMT MH through certain officers of BSNL or through outside influence for getting his/her request transfer considered, no request transfer will be given consideration until March 2019.

·        If anybody approaches through these administrative sources then and only then the requests for transfers will be given consideration and there is official ban on all other request transfers as it is wish of CGMT MH.

·        SNEA MH has already raised issued in formal meeting and we will again take up matter against such orders by CGMT MH and see that the action on request transfers is taken as per the transfer policy guidelines and mainly in HR approach and not as per wish and will of CGMT MH.

 

22 Jun 18: AGM Staff Mumbai issued orders for retention of two office Bearers on immunity grounds and this is second order for such retention. Letter   <<<>>>  Earlier retention order <<<>>>

·        Now days due to firing by CGMT MH the officers in staff section have started working without applying mind and hence such orders are issued, otherwise there is no need of retention order for second time.

·        Here important point is that Com. A. B. Kshirsgar is not eligible for DGM LA as he has refused DGM Adhoc promotion in Oct 2017 as he was transferred to Gujarat Circle and not completed one year after such refusal.

·        As per the guidelines issued by BSNL CO, the officer who refuses Adhoc/Regular promotion is not eligible for LA orders (Point 4). Letter   <<<>>>

·        Hence name of Com Kshirsagar should not have been considered for DGM LA and hence there is no question of his transfer from Ahmednagar to Kalyan and its retention by grant of immunity that to be by two letters.

·        But, attempts are being made to hide such negligence in considering eligibility and further firing by CGMT MH on such repeated issues and hence Com Kshirsagar is retained as DGM in Ahmednagar. 

·        It is also seen that Com. S.A. Tambe has submitted his refusal for DGM LA as he was transferred from Ahmednagar to CO Mumbai on grounds that he has completed 59 years of the age and his case is fit for acceptance of refusal as per transfer policy guidelines.

·        However, Com Tambe is forced to submit request for immunity and earlier he was retained as DGM in earlier order and now in humiliating treatment, he is retained as DE LA when he was working as DGM LA in earlier spells and in this spell for last three months.

·        It is important point that these DGM level officers are granted immunity to take care of the branch having membership of 10-15 members.  

·        Earlier in similar attempts, the request transfer order of Com M.U. Khan DGM Ahmednagar as DGM Beed was cancelled on next day of order without assigning any reason and he is forcefully retained in Ahmednagar.

·        In Ahmednagar, three DGM posts are justified and five were posted and now on reversion of Com. Tambe total DGMs in Ahmednagar is four against three justified posts. 

·        It is understood that GMT Ahmednagar has written letter to CGMT MH/GM HR/Admn Mumbai saying that he has received excess DGMs in Ahmednagar and all cannot be accommodated in Ahmednagar SSA. But he is in need of DEs in Ahmednagar SSA for day to day functioning and both these officers cannot be accommodated in Ahmednagar SSA as DGM and can be accommodated as DE.

·        Nevertheless, in blind approach, the matter is being dealt by Staff section, Com A B Kshirsgar who is not eligible for DGM LA is retained as DGM, and Com S A Tambe who is eligible for retention as DGM is reverted as DE and Com Khan is compelled to work at Ahmednagar as DGM by cancelling his request transfer.

·        We have discussed this matter with Shri. Aman Jaiswal GM HR Admn Mumbai about the refusal by Com A B Kshirsagar as DGM Adhoc, his reply was that the said refusal is not yet accepted by BSNL CO as it is not officially conveyed it by BSNL CO and hence his name is considered for DGM LA.

·        But when we have informed him that when his refusal is not accepted then why he is retained in Maharashtra Circle against his transfer order as DGM to Gujarat Circle as till BSNL Corporate office has not modified his posting order from Gujarat to MH Circle, and there was no answer with GM HR/Admn Mumbai.

·        It is fact that both Com Kshirsagar & Com Tambe do not want dislocation from Ahmednagar, but first they are dislocated, then they are relieved through ERP, then their request for retention is not given consideration, then they are compelled to request for grant of immunity, then they are retained as DGM LA for three months as per first order for grant of immunity.

·        Now with second order for grant of immunity, both the officers are retained as DGM LA/DE making that there is no meaning of the need and request of officers, but attempts are being made to propagate that the dictatorship of the management is visible and there is fear in minds of each and every officer as desired by CGMT MH.   

·        Unfortunately, now a days it is not important for officers in Staff section including GM HR/Admn Mumbai that what BSNL guidelines says but only important is that what CGMT MH says.

·        If CGMT MH signs on whatever proposals put up by officers in staff section,  no doubt only after preliminary discussions between CGMT MH & GM HR Admn Mumbai or if CGMT MH gives approval for anything then it is the rule for these officers in staff section and practically Staff section is working on this “Thump” Rule.

·        SNEA MH will definitely expose such thump rule favoritism being done by management as per wish and will of CGMT MH and we will see that issues are taken care as per transfer policy and in real HR approach and not in approach of any dictator creating fear among executives.

·        It is unfortunate that due to directions from Hon High Court of Kerala at Ernakulam, the officers promoted as DE/DGM before years together are now reverted as SDE and the said officers are being humiliated by such two-stage reversion.

·        This happens when the juniors to these officers who have joined BSNL before 4-5 years have been promoted as Jt DGM, Add GM and now GMs within span of 4-5 years and unfortunately these own officers of BSNL are reverted directly from DGM to SDE.

·        The different court cases by individuals have already delayed the promotions for about all officers in all wings of BSNL, but here the officers already promoted as DGM /DE are reverted as SDE.

·        It is unfortunate on part of BSNL management that when it has failed to give legitimate promotions to thousands of the officers due to court cases, has now reverted officers on the directions in the court cases. It seems that either promotion or reversion in BSNL is in hands of the Hon Court and BNL management has no role in it.

·        This happens due to very poor and casual approach of BSNL management and mainly that of legal Cell at BSNL CO in pleading such cases in different courts. It is unfortunate that the legal Cell headed by CGM Level Officer has failed to maintain stand of BSNL in different courts and at many stages the different stand is taken by hiding facts resulting such humiliating treatment to BSNL officers.

·        This is matter of wrong eligibility for LDCE Examination held in Year 2002 and now after 16 years of examinations and 15 years of orders as SDE Regular, the reversion order have been issued,  first by BSNL CO and now by MH Circle.

·        There may be some actions on part of some of these LDCE passed candidates demanding seniority of the earlier years, when they were not eligible for appearing to said Examination. But, how the responsible officers in BSNL have accepted it and implemented it and why every time Hon Court has to intervene in the routine works of BSNL is mater of serious introspection by all.

·        It is point to be noted that due to this seniority case of 147 officers out of which some are from MTNL, hundreds of DEs have retired waiting for DGM promotions, thousands of SDEs have retired waiting for DE promotions and many are waiting for their DE promotion for last 18 years and due to this situation younger are unable to dream just to become DE in BSNL and leaving BSNL due to poor carrier progression in BSNL.

·        Now when these officers are being reverted as per directives of the court, no action has been taken against the culprit officers who have given wrong eligibility, who have given wrong promotions, who have fixed wrong seniority and such culprits are enjoying their higher position and these officers are humiliated by two step reversion.

·        Such issues of reversion due to wrong seniority have been raised in past, but that time management has taken very corrective stand and has not humiliated the concerned officers by reversion, but all the junior officers to such officers were promoted in mass so that grievances of all are resolved.

·        But here in poorest HR approach, BSNL management has taken stand to revert all these officers from DGM/DE to SDE that to be when the works of DPC for SDE to DE, DE to DGM is under active consideration of BSNL management and orders are expected shortly and it was possible to wait for some time more to stop at least such two stage reversion. If BSNL management would have shown some patience, the humiliation by reversion from DGM to SDE would have been avoided.

·        But such positive actions cannot be expected at this stage when everybody is behind reversion of others and no matter if he/she gets promotions, but his /her priority seems that no other should get promotion.

·        If now after directives of Hon Court, the BSNL understands that seniority was wrongly fixed, eligibility was wrongly defined for said examination, then there is need of immediate action against such culprit officers who have played with life of all officers in BSNL.

·        Due to such court cases and its persuasion in negligent approach by BSNL, JTO to SDE, SDE to DE and DE to DGM promotions in all wings were delayed and many of the officers have retired without promotions and if anybody got promotion it was only for few day or few months and practically thousands of post are vacant in BSNL even though eligible officers are available in quantity more than required to fill up such posts.

·        It is understood that this reversion order also has been stayed by Hon High Court and such humiliation due to reversion may be arrested to certain extent.

·        If BSNL management do not take action against the officers who are responsible for fixing wrong eligibility/seniority and the officers who have not pleaded stand of BSNL in respective courts rightly thereby giving scope for malpractices at different stages creating such worst conditions of executives of BSNL, then matter will be continued to be pleaded in court with utter negligence as seen till today and all the executives in BSNL will continue to sufferer for no mistake on their part. 

·        Let us hope BSNL management understands the unrest among the executives on careless and causal approach of BSNL on such sensitive issues and will take immediate and corrective action to avoid such pathetic conditions of executives by fixing responsibility against the real culprits of the case.                        

 

13 Jun 18: PGM C &M BSNL CO New Delhi endorsed the Verbatim of directions advise given by CMD BSNL and Hon MoSC in HoCC (head of Circle Conference) recently held at BSNL CO Delhi. Letter <<<>>>

·        This issue was pending for last one and half month as earlier CGMT MH has taken firm stand not to accept any of the requests for refusal in DGM as well as DE LA arrangements.

·        With many rounds of discussions by SNEA MH with Shri. Peeyush Khare CGMT MH, & Shri. Aman Jaiswal GM HR Admn Mumbai, finally the orders for acceptance of the refusals/change of SSA in DGM LA orders have been given consideration with above orders.

·        The issue of acceptance of the refusal, consideration of request for change of SSA as per the transfer policy guidelines was continuously pursued by SNEA MH and even though Shri. Peeyush Khare, CGMT MH has principally agreed to consider all the request in meeting held on 03/05/2018.

·        But more than one month has been passed on so-called administrative reasons to understand the issue to the depth, and then in processing it in files accordingly and now orders are issued on 11/06/2018.

·        When matter was approved in file by CGMT MH for acceptance of refusal in last week of May 2018, at last moment CGMT MH has taken stand not to issue orders of acceptance of refusals of DGM LA till the officers posted as DGM LA in fresh orders joins new place of posting.

·        It was also decided that fresh DGM LA orders will be implemented by ERP relieving w.e.f. 01/06/2018 but was later implemented on 06/06/2018 and now orders for refusal/change of SSA have been issued.

·        Though, the orders have been issued in pieces, but the entire request received and pursued by SNEA MH have been give consideration over the period.

·        The matter has been prolonged delayed for administrative reasons and mainly due to delay in decision-making process and implementation of such decisions taken and due to fact that during this period many of the officers from staff section including CGMT MH were on leave.

·        But on such prolonged delay, also the comrades of SNEA have kept prolonged patience and faith on settlement of their genuine grievances.

·        SNEA MH conveys sincere thanks to all these officers for their patience even though about all officers are without salary for last two months due to ERP relieving.

·        With these orders, all the grievances in both the DGM LA orders received by SNEA MH have been settled either except two DEs by considering changes of SSA request or by acceptance of refusal on basis of the predefined criteria of transfer policy.

·        The request of Com. L. S. Bashinge DE Sangli & Com. S. V. Pawar, DE CO Mumbai are the two pending cases.

·        Com. L. S. Bashinge, DE Sangli has requested for change of SSA from Sindhudurg to Sangli or refusal of DGM LA on grounds that he has not completed one year in Sangli SSA since his joining from MP Circle.

·         The name of Com. S. V. Pawar, DE CO Mumbai as his name is excluded from DGM LA orders when his juniors are given DGM LA is pending

·        Also, till the correction in wrong retention of DGMs in Ahmednagar is not given consideration even though matter has been repeatedly brought to the notice of GM HR/Admn Mumbai and we will again remind for corrective actions. 

·        SNEA MH will pursue for all these cases for corrective actions as well as settlement of left out grievances of two executives.

·        With these orders, request of individuals as well as that of office requirement has been taken care.

·        As on today, problems of posting SSA Heads in all SSAs are resolved except Sindhudurg and Ratnagiri SSA.

·        For Sindhdurg SSA also problem has been resolved as Com. M. M. Kshirsagar will continue as TDM Sindhudurg till completion of his tenure of two years and most probably, his VRS delayed on administrative grounds will not be effective now.

·        For Ratnagiri SSA also Com. T.D. Pokale has been posted from Beed as TDM Ratnagiri and he has been relieved long back through ERP, but until today, he has not joined at Ratnagiri SSA.

·        In similar manner, the request in DE LA orders are also under active consideration and file is under process for approval of CGMT MH and hopefully orders will be issued in day or two.    

 

12 Jun 18: AGM A & E BSNLCO Delhi calls for current VCs of SDE Elect for EE Elect DPC for the Preparatory work for promotion from SDE Elect to EE Elect  and last date of submission of data is 20/6/2018. Letter   <<<>>>   List  <<<>>> 

·        These initiatives are taken to fill up all vacant post of EE Elect before implementation of CPSU CH in BSNL w.e.f. 01/07/2018.

·        As the promotion orders are expected very shortly and hence all concerned officers and DS SNEA concerned are requested to look into updating APRs and VCs in ERP as this data is being extracted from ERP for conducting DPCs.

·        Electrical wing at BSNL CO has taken very good initiatives to promote all eligible officers and in similar initiatives are expected from Peers , SEA , Civil & Arch wings to fill up all vacancies in all cadres before implementation of CPSU CH w.e.f. 01/07/2018.

·        After verdict of the Hon. High Court of Kerala at Ernakulam on fixation of the seniority among Departmental/Promotee JTOs and Outsider/DR JTOs, the BSNL Corporate office has started immediate action to fill vacant post of SDEs under SCF quota as per all India Gradation list published on 20/02/2015. List <<<>>>

·        The last date for submission of VCs in 08/06/2018 and hence all are requested to see that the VC status of all concerned JTOs is updated in ERP.

·        SNEA MH and all DS are continuously monitoring the progress of VCs and by now VCs of all eligible JTOs in Maharashtra Circle has been reached to Estt Sections

·        The Estt Section has sent list of all such eligible JTOs with certificate of updation of Administrative data of VCs has been sent to Vigilance Cell, and  Vigilance Cell also has conveyed VC for majority of JTOs, and left out cases will be most probably cleared today.

·        Till all DS and concerned JTOs are requested to check for update information in ERP in respect of all eligible JTOs so that VC of the concerned officer is not withheld and he/she is not deprived from long awaited promotions. 

·         With such positive actions by all Circles and BSNL CO, most probably the long awaited promotions orders for JTO to SDE under SCF quota will be issued coming week. Hope for the Best.

 7 Jun 18: After consideration of request for change of SSA and  joining as DGM in respective SSAs by individual, now AGM Staff Mumbai issued orders for posting of Com. M. H. Nagargoje and Com A. M. Sayed as TDM of Parbhani & Jalna SSAs respectively Letter <<<>>>

 

 7 Jun 18: AGM Estt Mumbai endorsed letter by AGM DPC BSNL CO to update information in ERP in respect of all officers as the DPCs for different promotions are at advance stage at BSNL CO. Letter <<<>>>

·        With approval of CPSUCH and the verdicts of the different court cases the process of DPCs to fill up all vacant post by DPC before 01/07/2018 is at advance stage and promotion order may be issued at any time.

·        In addition, CPSUCH is scheduled to be implemented from 01/07/2018 and for that also the updation of data is must.

·        It has been pointed out that the important filed in many of the cases are missing and it makes difficult include name of the concerned officer in DPC due to  wrong/missing data and chances are there that such names will be excluded by DPC and these officers may not be promoted in the current phase.

·        All are aware that there is uncertainty in issuing promotion orders and many of the officers are made to wait for 10-15 years of promotions and if his/her name is again missed from this DPC , then it will be further loss to individual.

·        As usual, when the BSNL CO letter is issued on 01/06/2018 and action of updation of data was to be done by 06/06/2018, in Maharashtra Circle it took four days out of targeted six days just in endorsing the said letter and already target date of updating of data, i.e. 06/06/2018 is over.

·         As such all are requested to check the entries about the points mentioned in this letter first for self and then for others and get it updated if found wrong/missing and it should be completed within a day or two and with top most priority by all.

 

7 Jun 18: AGM Staff Mumbai issued orders for ERP relieving of SDE to DGM level officers who are under out of SSA transfer in Looking After arrangements or long stay transfers. Letter <<<>>>

·        All the officers are relieved from 06/06/2018 from ERP and their salary will be stopped with immediate effect.

·        It seems that such orders seems to be issued in total blind approach and without updating data as many of the officers are already relieved and joined at new place of posting.

·        Com. R. N. Malborgaonkar DGM Nanded has relinquished his charge of TDM Parbhani by managing GMT Nanded even though he was not relieved through ERP by Circle office and his substitute was not joined at Parbhani in month of mid April 2016. Com. R. N. Malborgaonkar has not only joined at Nanded SSA, but he is well settled over the period of two months and has started doing malpractices of misguiding new GMT at Nanded for self benefits as like of professional malpracticing person. However, officers in Staff Section Mumbai have failed to take note of his joining at Nanded in period of two months hence Com Malborgaonkar is again relieved through ERP.

·        The transfer order of Com. P.D.Mahamuni DE Satara has been issued by Staff section Mumbai for direct joining at Satara on cancellation of his transfer order to ETR Circle and in last week itself he has joined Satara SSA and till he is being again relieved through ERP.

·        Com. A. V. Changole, SDE Amravati was under transfer to Gadchiroli but meantime his transfer order has been issued to Assam Circle and he is willing to join Assam Circle. He has requested in writing for relieving to Assam Circle, but now he will be relieved to Gadchiroli SSA in the interest of service. Then from Gadchiroli, he will be relieved on transfer to Assam Circle again at cost of BSNL. Thus, BSNL money will be wasted twice on transfer of same officer but staff section continues to work in who cares attitude and such actions have become common now days. 

·        Com. M.V.Mahajan SDE Mobile Pune was earlier relieved through ERP, and then he was restored in ERP as per directions of GGMT MH Circle. Com Mahajn has is expertise in Mobile section particularly in data management and PGM CM Mumbai has specially requested for his retention on extreme technical grounds, but again in plain approach and against wish of CGMT MH, Com Mahajan is relieved from ERP for second time to join Sindhudurg SSA.

·        Com. V. R. Patni, AGM CM Mumbai has been already relieved by PGM CM Mumbai but DGM HR Mumbai and his juniors do not bother to get updates from Mobile section when both the offices are on same floor in same building and now unnecessarily Com. V. R. Patni is being relieved through ERP.

·        It seems that Staff section is enjoying tool of ERP for relieving our own brothers mercilessly mainly due to poor update information about the status and actions of their own office and for this the officers are being harassed by ERP relieving.

·        Com. L. S. Basinge, DE Sangli has not completed two years in Sangli SSA as he has joined Maharashtra Circle from Odisha Circle in April 2017. On similar grounds, the request of others DEs have been given consideration but request of Com Basinge is not given consideration as Com B. A. Patil, DGM HR Mumbai has informed GM HR/Admn Mumbai that Com. L. S. Basinge has agrred for posting at Goa on telephonic call from Com Patil.

·        If it was so,  it was expected that Com Basinge is posted to Goa as per his request, but on such information by Com Patil, the CGMT MH has taken decision that when Com Basinge is ready for Goa, he should be ready for Sindhudurg SSA also.

·        The representation of Com L.S. Basinge is not yet given any consideration for retention at Sangli and now he is relieved through ERP.

·        This happens when many of the officers senior to Com. L. S. Basinge are excluded from DGM LA list and the junior officers like Com. Basinge is transferred to Sindhudrg on verbal willingness for Goa. He has given such willingness when Com B A Patil DGM HR Mumbai has informed that there is no vacancy in Sangli SSA when practically one vacancy exists in Sangli SSA against retirement of Com Vibhute DGM Sangli on 31/05/2018.

·        All this harassing actions are being taken by staff section in looking after; temporary and stop gap arrangements, when regular promotions are expected very shortly. This fact is known to all the officers in staff section but everybody from staff section is pointing out fingers towards CGMT MH & his pressure tactics and are running away from their responsibilities by quoting they are following orders of CGMT MH.

·        Unfortunately, complete information is not being given to CGMT MH for reasons best known to them and CGMT MH continues to take such decisions under such wrong feedback.

·        It is also seen that such mistake happens due to fact that about 50% officers are reduced from Staff section on transfers and no substitutes is posted and CGMT MH has taken stand that due to computerisation of data by GM HR/Admn Mumbai , there is no need of more officers.

·        But fact is that the works of Staff & Estt Section are badly affected and these are some visible mistakes which have come to our notice immediately, but practically the pendency of works in Staff, Estt and Departmental Examination sections is more and there is immediate need of review of the officer requirement in these section.

·         Anyhow, SNEA MH will take up all such issues with CGMT MH by facts and figures so that such harassment to the executives is stopped and if not should be reduced to certain extent.

 6 Jun 18: Update from SNEA CHQ: The salient features of Hon High Court of Kerala Judgment in JTO to SDE Promotion case:

·     JTOs recruited directly by BSNL after 2001 can have no right to claim for the vacancies earmarked for direct recruits during the period from 1996-2000 in DoT.

·      No provision of law or any authority, confer them an indefeasible right to claim allotment of recruitment years as 1996 onwards.

·     Certainly, from the date of their appointment in BSNL the petitioners are having the right to get their seniority fixed in accordance with JTO RRs 2001 framed by BSNL.

·     JTO seniority list is to be prepared not on the basis of Training Centre marks, but based on date of promotion in cases of promotees and date of appointment in case of direct recruits.

·     Final eligibility list is to be prepared within 6 months.

·     In the meantime BSNL can make provisional promotion against the vacancies equally from among senior most promotes and senior most direct recruits.

·     Provision 1 and 4 seems to be contradictory. The judgment copy will be available in 1 or 2 days.

·     CHQ will take all necessary steps immediately to get the judgment stayed by the Hon SC in case it is adverse.

·     The applicant’s main prayer was for interpolation of Promotes and direct recruits in the ratio 1:1, irrespective of recruitment year.

·     If the prayer was allowed, then 1995 to 1999 recruit Promotee JTOs will be interpolated with 2001 to 2005 BSNL direct recruit JTOs in the ratio 1:1. Similarly, 2007 and 2008 BSNL direct recruit JTOs will be interpolated with 2014 to 2017 recruit promotee JTOs in the ratio 1:1.

 5 Jun 18: AGM Staff Mumbai calls for stay particulars of JTO to DGM level officers from Non Recruiting Circles viz. WTP, WTR, ITPC, BBNW, RCNGN & Inspection Circle. Letter <<<>>> 

·        The last date for submission of stay particulars is 12/06/2018.

·        This data of stay particulars will used for preparation of Circle level long stay list of SDE to DGM level officers, which will be operated for posting substitute for incoming request to Maharashtra Circle from All India Hard Tenure stations.

·        The data of stay particulars from JTO to DGM level officers will also be used for operation of long stay list from NRUs i.e. WTP, WTR, ITPC, BBNW, RCNGN & Inspection Circle which is now operated only for Maharashtra Circle..

·        It is seen that as over the period some of the officers who were in long stay list of different SSAs in Maharashtra Circle have taken transfer to WTP, WTR, ITPC, BBNW, RCNGN & Inspection Circles to get escape from the long stay list within SSA or within Maharashtra Circle.

·        It is also seen that some officer in these Non Recruiting Circles are working at same place for period of more than 20 years and the same cadre officers in Maharashtra Circle are being transferred on name of long stay even with stay of less than ten years.

·        With this action by Maharashtra Circle, the officers from NRU Circles who are having stay more than the stay of the officer of same cadre in territory of that SSA will be first transferred out of territory of that SSA but in same NR Circle by concerned circle.

·        If not, then such long stay officer may be transferred by Maharashtra Circle to maintain the equality among the officers in territory of Maharashtra Circle.

·        This will be one more step towards equal treatment of executives in all Circles.

·        This action will also reduce the request transfers from Maharashtra Circle to Non Recruiting Circles i.e.  WTP, WTR, ITPC, BBNW, RCNGN & Inspection Circle and vice versa which were asked to avoid long stay transfers within SSA or within Maharashtra Circle.

 4 Jun 18:  Appeal for pdating VC status  and last Five years APRs in ERP system: By now all are aware that matter of filling all vacant post and implementation of CPSUCH are at top priority of SNEA CHQ and very shortly rather from next week onwards  promotion orders are expected one by one.  Thus everybody will get one promotion either SCF promotion before 01/07/2018 or by CPSUCH from 01/07/2018 whatever case may be. 

·        This is really very positive development over the period and after our long wait for Promotions we all should grab this opportunity. Let us hope very positive results over period of coming one month. 

·        But for issuing any promotions either SCF or under CPSUCH, the APRs of last five years and current VCs are must. SNEA has already pursued for issuing orders subject VCs and confirmation of VCs by Circle/SSAs, but APRs are must for these promotions.  

·        It is really unfortunate that after repeated reminders also some of SSAs have not updated data of VCs in ERP system and some have issued certificate but data was not practically updated in ERP.  

·        Even for JTO to SDE LDCE promotion orders, SNEA MH has to pursue some of SSAs for updating VCs and it was one of reason for two days delay in issuing orders by MH Circle. The posting order of additional JTOs qualified as SDE LDCE will be issued today.

·        For JTO to SDE promotions under SCF quota till data of VCs in respect of about 100 JTOs is pending, for DE to DGM DPC  data of 07 DEs is not updated & for SDE to DE also there are many entries missing and it seems that concerned DOBs/COBs  are not seriously pursuing it.

·        Missing data of VCs and ALRs in ERP will be one of reason for delay in implementing the promotion orders issued even as subject to VCs by BSNL CO because MH Circle has to get VCs before issuing Circle order. 

·        Further for promotions under SCF and CPSUCH, the APRs of last five years are must. When we have checked then it is found that APRs of year 2017-18 are not reported/ reviewed by concerned officers in more than 50 cases we accessed. Though date of completion of APRs is extended, we cannot wait for it and all APRs needs to be immediately competed/updated and this is responsibility of each and every office Bearers and concerned Comrades. 

·        All comrades are hereby appealed to check for update data of VC in ERP and availability of last five years APRs with their staff section as on today.

·        Since introduction of disclosure of APRs to concerned officers, everybody has his APRs updated for every year and one copy is available with everybody. If for any reason the copy of any APRs is not available in staff section of concerned SSA then same need to update by handing over personal copy or by arranging fresh APRs with signature of all concerned officers.

·        Also APRs with poor entry needs to be reviewed/ modified with such appeal/ submission by concerned officer. 

·        In nutshell updating VC data in ERP and confirming availability of completed APRs of last five years is must for each and every Comrade as everybody will be benefitted at least one promotion within one month’s period. 

·        Sensing immediate need of updated VCs and APRs, Com Anil Dubey DS SNEA Mumbai and Com. M. S. Adasul CS SNEA MH have discussed this matter with Shri. Aman Jaiswal, GM HR Admn Mumbai on 02/06/2018 evening hours and have requested to give   top most priority for VCs and APRs for each and every officer. 

·        GM HR Admn was very positive and has informed that matter has been already discussed in recent management meeting held at Mumbai and VCs are to be directly taken from ERP only by Estt/Vig Section Mumbai and now onwards there is no need of even certificate from any SSA unit for updating VC data in ERP. In case data of VCs in respect of any officer is found wrong by Estt/Vig section Mumbai, then action will be taken against officer responsible for updating VC data in ERP. He also informed that such written orders are being issued immediately and he has directed to DGM HR Mumbai for same. 

·        Thus problem of VCs may solved to some extent, but it is need of time and action against said officer will not solve our problem and hence   we all should be behind concerned officers in staff section to get VC data updated in respect of each and every officer and all DS/DOB and COBs will have to take care of VCs and APRs in their SSA/Area. 

·        SNEA MH sincerely appeals each and every comrade from Telecom, Account, Civil, Electrical and Architecture wing to give top most priority to updating data of VCs and APRs in ERP and accordingly be ready for getting one promotion for each officer either under SCF before 01/07/2018 or CPSUCH from 01/07/2018 which is the best opportunity to all Executives waiting for the promotions for years together.

·        We further appeal that please do not get trapped in confusion being created by some groups about uncertainty of SCF promotions and implementation of CPSU CH and be firm that SNEA is taking at most care to promote each and every officer and we all should positively and immediately respond it by updating VCs and APRs in ERP system.

 2 Jun 18: Sr CE Elect Mumbai issued request transfer of JTO E & SDE E in Maharashtra Circle along with some transfers to fill vacant posts of JTOs in some units. Order for JTOs <<<>>>  Order for SDEs <<<>>>

·        Even though request transfers of Telecom & Civil wing were issued, the request of Electrical wing were delayed for long time and SNEA MH has taken up this matter with Sr CE Electrical Mumbai and he has processed file in April 2018 for consideration of request transfers.

·        But said proposal was kept pending by Shri. B.A. Patil, DGM HR/Admn Mumbai for one month for detail scrutiny of adherence of transfer policy guidelines

·        SNEA MH has taken up this matter with DGM HR Mumbai, GM HR/Admn Mumbai about 4-5 occasions every time assurance was given to clear the file, but DGM HR Mumbai could not spare his time and proposal was delayed by one month against wish of Shri. Peeysuh Khare, CGMT MH Circle to issue all transfer orders before end of March 2018.

·        Finally after 4-5 rounds of discussions by Shri. R.L.Ramdham, EE E HQ Mumbai with AD Staff, AGM Staff, DGM HR, then GM HR Admn Mumbai this proposal was sent back to Sr CEE Mumbai in last week and revised proposal has been immediately approved by CGMT MH within no time.

·        Out of total 27 JTOs transferred in this order request of 11 JTOs are given consideration and one transfers are at same place and it is matter of only change of section, other are either substitute for such request transfers or to fill up vacant posts of JTOs in Electrical wing.

·        Out of total 07 SDEE transferred in this order,  request of 03 SDEEs are given consideration and one transfers are at same place and it is matter of only change of section, other are either substitute for such request transfers or to fill up vacant posts of SDEEs in Electrical wing.

·        Com. Abhay Kesarkar, JS NRU SNEA MH, Com. Sameer Shinde, DS ACE Mumbai have continuously pursued for issuing the request transfers and finally request transfers of JTO E & SDE E are given consideration.

·        The willingness for SDE LA were called long back but SDE LA orders were not issued quoting different reasons and SNEA MH has taken up this matter with Sr CE Electrical Mumbai and he in our last meeting he has assured to issue the orders at the earliest and accordingly proposal was sent to GM HR/Admn Mumbai in April 2018 and same was delayed in office of Shri. B.A. Patil, DGM HR/Admn Mumbai for one month for detail scrutiny of procedures even though there was nothing much to check for period of one month.

·        SNEA MH has taken up this matter with DGM HR Mumbai, GM HR/Admn Mumbai and finally same has been cleared and orders have been issued.

·        Out of total 17 JTOs given responsibility of SDE E, nine are posted at same place, request transfer of two JTOs are given consideration and other six are posted at nearby SSAs.

·        Com. S. B. Bhosale, JTO Mobile Admn Mumbai & Ex CT/JS HQ SNEA MH has joined DoT as Technician in 1981 at Taloja in Raigad and further transferred to CTO Mumbai in 1984. In 1997 he got promoted as TTA  and served at CTO and during his service at CTO Mumbai was awarded with the prestigious “Sanchar Sarthi Award” for his excellent work in technical field. Further on promotion as JTO in 2001 he served as JTO Vigilance, JTO OFC Mtce Vasai in Kalyan SSA. In 2010 he was transferred to CO Mumbai and was posted as JTO EB/ Mobile, on his day of retirement he has been successfully handling the mobile infrastructure issues of the entire MH circle. Com. S. B. Bhosale was also well known for his active participation in SNEA and has rendered his services as responsible office Bearer of SNEA in capacity of ADS SNEA Circle Office Mumbai, Circle Treasurer SNEA Maharashtra, Joint Secretary HQ SNEA MH. He has been instrumental in settlement of many historic HR issues by his active participation in SNA activities. His contribution for increasing membership and strengthening of SNEA in Circle Office Mumbai has been highly appreciated by all. During First membership verification of executive Associations in BSNL, he has taken day night efforts for victory of SNEA in Mumbai area and given major lead to SNEA. He has always helped SNEA comrades from very small issues in day to day life to settlement of major and policy issues in the larger interest of executives in BSNL Maharashtra Circle. He also has played leading role in organizational activities and was instrumental in organizing agitational programmes at Circle office Mumbai. He has played very active as well as supportive role in printing and distribution of SNEA Dairies continuously for 3- 4 years.  He has always played key role in Circle organization and his devotion towards SNEA is well known to each and every comrade of SNEA. He has toured majority of SSAs during his tenure as CT/JS HQ SNEA MH. He is well known for his sincerity, smiling face and evergreen nature and is most popular face among SNEA comrades. He has played vital role is allotment of laptops to each and every SSA mobile team by raising this matter with then CGMT MH.  He also has helped in allotment of staff quarters to many of SNEA comrades. His name will be written in golden letters in the history of SNEA for such devoted services to SNEA comrades. On superannuation retirement Com. S.B.Bhosale is completing 38 years of his grand and highly successful service in DoT as well as BSNL.

·        Com. G. B. Vibhute, GMT Ratnagiri and DGM Task Force Sangli has joined the DoT on 06/07/1982 as JTO at Nashik and served as Instructor in CTTC Nashik. Further in 1986 got transferred and posted at Kavathemahankal in Sangli in as JTO Gr where he maintained Trunk Line, Railway line, CDNM exchanges, SAX exchanges installed MILT-64, ILP-512 and C DOT 128 etc. On promotion as SDE in 1994 he served as SDE Islampur then as SDE Atpadi in Sangli SSA. In 2008 on promotion as DE he served at Dahanu, Kalyan SSA and then from 2011 as DE Ext Sangli. Further on promotion as DGM (Adhoc) he served in Ratnagiri SSA and successfully shouldered the responsibility of GMT Ratnagiri till last day of his retirement. On the day of his retirement he is working as DGM Sangli with additional charge of GMTD Ratnagiri. Com. G. B. Vibhute served the DoT & BSNL for 35 years and 10 months. He was devoted member of SNEA and has always helped SNEA Comrades in resolving their grievances and he is known for his helping nature to all. 

·        Com. A. C. Chaudhary, DGM OP/TAX/ Mumbai have joined in DoT in Sep 1982 as Junior Telecom Officer and worked in DOT & MTNL Mumbai in installation and maintains of C-400 Vile Parle exchange. Then he was transferred to Nasik SSA during year 1991 and has worked in Internal and External plant at Malegaon. In year 2010 he was posted in Circle office as AGM legal and has nicely handled legal cell till he was promoted as Dy. General Manager (OP) in April 2016. While working as DGM due to retirements and transfer of other officers Com Choudhary was holding and very smoothly handling additional charge of DGM TAX, DGM CPC Mumbai and now retiring after completion of 35 years and Eight months of service in DoT/BSNL. Com Choudhry was very active member of SNEA and has always supported SNEA organizational activities. In his life he has never said “No’ to work and whatever responsibility has been given to him, he has handled it with super responsibility. When we see that some comrades are unable to complete his /her own responsibilities and here Com Choudhary was holding responsibility of four DGMs and till he has never complained as he is overloaded. Com. Choudhary is fully devoted and committed officer to BSNL and he was asset for BSNL due to his positive actions. Com Choudhary has always maintained polite and courteous relations with subordinates. He is so energetic that even after retirement also he can work for years together. After completion of 38 years of service in DoT & BSNL, Com Choudhary is retiring with highly satisfied services till last day of his superannuation retirement. 

·        Com. A. B. Mushrif AGM Sangli has joined DoT as a Technician in the January 1981 and posted at Jath Dist. Sangli where he carried out the in switch room and coaxial Sangli. In 1989 he got transferred to J & K Circle and was posted at Baramulla as Technician in Army exchange. Further on promotion as RSA (Transmission Asstt.)in the year 1990 he was posted at Fonda in the Goa region. In 1992 he got promoted as JTO and served in Raigad then as SDE in 1997 at Sindhudurg, Ratnagiri and Sangli. On his retirement he is serving as AGM in Sangli. Com. A. B. Mushrif is an active member of SNEA and was organizing secretary from 2010 to 2013 and has always taken active part in organizational activities of SNEA. On his superannuation he is complementing around 37 years of service.      

·        Com. R. K. Waghmare, SDE Sangli was appointed as TO in Nov-1979 and posted at Vita rendered service as TO up to April 1997 at Vita and Atpadi. In 1997 he got promoted as JTO and worked on various technologies like MILT64, C-DOT 128,C-DOT 256, ILT-512 & SBM 512. Further got promoted as SDE in 2004 as SDE Gr Khanapur then transferred to Sindhudurg where he completed all the shifting cases which were pending for many years. In a span of two and a half years he provided 3000 CDMA connections in Malvan and got second position in Sindhudurg SSA. Further he was transferred back to Sangli where he executed the work of NOFN project. Com. R. K. Waghmare is also an active member of SNEA Sangli and has always maintained co-ordial relations will all staff and officers.

·        Com. D. C. Gaikwad SDE Kolhapur has joined as Technician at Ichalkaranji in Kolhapur SSA in 1982 and then served at Karad trunk exchange of Satara SSA for sixteen years. On promotion as JTO he served at Malharpeth Satara for five years. Then he was transferred to Vita in 2007 then to Kadegaon as SDE and is working there itself on his day of retirement.  Com. D. C. Gaikwad who is devoted member of SNEA and has rendered a total service of 35 years and 10 months in DoT/BSNL.

·        Com R. V. Biradar, JTO Latur has joined in DOT as a Technician in June 1982 at Latur and later he was promoted as TTA in 1996. In 2001 he was promoted as JTO in Latur SSA, he served at Ratnagiri SSA during his tenure transfer. Com. R. V. Biradar is very well known for his hard work Dedication and Devotion towards BSNL and also he has been very Loyal Member of SNEA.

·        Com. D. U. Patil JTO Nashik has joined DoT as Technician in 1980 at Dindori Nashik then at Nashik Road. In 1990 he passed JTO exam and “stood topper in the examination”. In 2012 he was transferred to Ratnagiri where he served till 2015. Further on his transfer back to Nashik he served at Indiranagar till the day of his retirement. He is very active and die hard member of SNEA for prolonged period and known for his sincerity and devotion.

·         Com. N. M. Shaikh, JTO Nashik has joined DoT in 1979 as Telex Technician in Bombay Telephones then was transferred to Malegaon and served at Manmad, Yeola, Niphad and Lasalgaon. On promotion as JTO in 2003 he worked with full devotion and dedication at Malegaon with charge of CSC and I/D till today on his day of superannuation.       Com. N. M. Shaikh who has been active member of SNEA and has always supported all association activities and on superannuation he has completed his service of 38 years.

·        Com. S. K. Mahadik  SDE Nashik joined DoT as a Technician in 1991 at WTR Airoli. On promotion as JTO he was posted at Gonde Nashik in 1997 then as SDE in March 2011 he served as PRO and Cidco O/D. Com. S. K. Mahadik has opted for VRS and on his day of retirement he is working at Sinnar with same commitment as always. He was active member of SNEA and has always taken active part in SNEA activities. 

·        Com. S. P. Nikam SDE Nashik has joined DoT in 1993 as technician and served at N D Patel road exchange. After promotion to JTO he worked at Mokhada in Kalyan SSA for four years.  The he was transferred back to Nasik and was posted at CTO. Com. S. P. Nikam is a die-hard member of SNEA Nashik and participated in all activities of the association. On this day he has opted for voluntary retirement due to some personal issues and is working at Indiranagar exchange.

·        Com Muralidhar Devardekar JTO Kolhapur has joined DoT as a technician in 1981. In 1993 he got promoted as TTA and then as JTO in 1998. In 2011 he got further promoted as SDE. In the year 1993 he was awarded with “Sanchar Sarthi”. In NTC dhamaka 238 NTC were booked in one day at Haladi by him and all connections were provided in a week in the year 2002. He is active member of SNEA and has always supported all organizational activities of SNEA.

·        Com. S. B. Kulkarni JTO Kolhapur has joined as casual labor at co-axial Kolhapur. Then he joined as technician at Jaysingpur in 1982 and at stronger exchange in 1987.In 1998 he got promoted to JTO and served from OFC route maintenance. On his day of retirement he is working as JTO indoor in transmission section. Com. S. B. Kulkarni is well known for his dedication and devotion towards his duties. He is active member of SNEA Kolhapur.

·        Com S. B. Borwadkar, DE BSS Nagpur has joined his services in DoT in year 1991 as Junior Telecom Officer and has served DoT as well as BSNL in capacity of SDE & DE for more than 28 Years in a very dedicated manner and throughout his career excelled in his duties in WTR, Circle and the new technology of Mobile and seen transition of Mobile services from 2G to 3G and various technologies from Lucent to Alcatel and now the Nokia. Com S.B.Borwadkar has been active member of SNEA he has rendered excellent services to SNEA comrades at Nagpur as District treasurer of SNEA Nagpur. He has taken active participation of SNEA activities and has played very important role in increasing membership of SNEA at Nagpur.  On the day of his voluntary retirement he is working as DE BSS Nagpur.

·        Com. Mrs. Shweta Shelgaonkar SDE Nagpur has joined the his services in Year 1998 and served in BRBRAITT,Jabalpur and RTTC Nagpur, a total service rendered of over 20 years. Com. Shweta Shelgaonkar in 2005 was the first recipient of the Vishista Sanchar Seva Padak in training centres throughout India. She is not only an excellent academician but also having a great liking towards Literature and is renowned anchor, not only in BSNL Fraternity but is also popular outside. She has anchored many artistic, musical and political functions. The peak of all being her role as anchor in an “Open Public Meeting of Prime Minister Hon. Shri Narendra Modi   at Nagpur”

·        Com. A. N. Muttyal SDE Ahmednagar, Com. G. S. Salunke JTO Ahmednagar Com. G. P. Torvekar   JTO Ahmednagar, Com. B.G. Deshmukh JTO Ahmednagar all comrades of Ahmednagar are hardworking executives & active member of SNEA. They served in organization at various places in Circle & played instrumental role in organizing various events of SNEA and always motivated the members of SNEA with their dedication towards SNEA will be always remembered for such devoted services.

·        Com. J. A. Budavi DGM Pune, Com. J. N. More, DGM East Pune, Com. P. G. Chavan DE Pune, Com. L. M. Kadam DE Pune Com. S. C. Pethkar and Com. D. G. Shitole are the active comrades from SNEA Pune SSA are completing their services in DoT/BSNL and successfully retiring today on 31st May 2018. All are hardworking executives& active member of SNEA.They served in organization at various places in Circle &played instrumental role in organizing various events of SNEA and always motivated the members of SNEA with his dedication towards SNEA will be always remembered for such devoted services.

·        Com. K.R Shahane JTO Kurduwadi, Solapur SSA, Com. S.R Sudnye JTO Pandharpur, Solapur SSA are hardworking executives & active member of SNEA.They served in organization at various places in Circle & played instrumental role in organizing various events of SNEA and always motivated the members of SNEA with his dedication towards SNEA will be always remembered for such devoted services.

·        Com. K. M. Awasarmol SDE Mehkar in Buldhana SSA has joined in DOT as a RSA in Oct 1986 at Goa and later promoted as JTO in 1997 at Akola and joined further in Buldhana in 2014. He has completed 31 years of service in DoT/BSNL.  Com. K. M. Awasarmol is very dashing and state forward personality and a very good leader, he was Vice President of SNEA Buldhana and rendered his devoted services to SNEA as well as BSNL.  .

·        Com. P. C. Wagh has joined in DoT as a Technician in year 1984 at Jalgaon SSA and later promoted as TTA in 1996 and as JTO in 2002 at Jalgaon. Further he was transferred to Buldhana in 2012. Com. P. C. Wagh has completed 34 years of service in DoT/BSNL and is well known for his hard work dedication and devotion towards BSNL, he was also an active member of SNEA Buldhana.

·        Com. S. A. Kulkani has joined in DoT as a TO in 1989 at Aurangabad and later promoted as JTO in 2004. Further he was transferred to Buldhana SSA in 2017. Com. S. A. Kulkani has completed 29 years of service on his voluntary retirement. He is well known for his soft nature with a smiling face, also he had executed the role of Organizing Secretary and active member of SNEA Buldhana.
