 1 JUL 19:  SNEA MH Circle congratulates, Com. K. M. Giram, SDE Parbhani SSA & DS SNEA Parbhani, Com. M. S. Ukrande DGM Pune SSA, Com. V.G. Thakur, CAO Aurangabad SSA, Com. S. K. Kaul SDE Elect Mumbai,  Com. M. B. Rajguru, SDE Kalyan SSA, Com. D. G. Wadekar, SDE Ratnagiri SSA, Com. Akram Riyasat Ali, AO Amravati SSA, Com. Ramakant R. Gaikwad, JTO Pune SSA and Com. Raghevendra V. Kulkarni JTO Goa SSA on his peaceful Superannuation after completion of long & highly successful service in DoT/BSNL. 

·        Com. K. M. Giram, SDE Trans Parbhani and DS SNEA Parbhani {Mob 9422175700} has started his carrier in DoT in year 1982 as Office Assistant in Nanded. He served Office Assistant in Nanded for 18 Months and selected as Departmental Outsider candidate in Cadre of Transmission Assistant & on his first promotion he was posted at Goa in 1984 where he devoted worked up to 1989. The he was transferred to then Nanded SSA and was posted at Parbhani & worked as Transmission Assistant up to Dec-1997. Then he became JTO through Screening Test from Transmission Assistant cadre and posted at Gangakhed in Parbhani SSA as a JTO Group and from 2000 to 2003 he has worked as JTO Transmission Parbhani, then as SDE Commercial & Mobile, SDOT Parbhani, SDOP Parbhani, SDE Outdoor and now he is working as SDE Transmission Parbhani. He has always maintained very strong and co-ordeal relations with staff, EOI labors, SNEA Members, collagenous and senior Officers. During his 37 years of services, he has always played active role during this length of service in Unions and Associations. He has rendered his services as District Secretary NFTE BSNL Parbhani, District Secretary AIBSNLEA Parbhani and DS SNEA Parbhani. He has played vital role in building unity of executives in Parbhani SSA and during his period as DS ABSNLEA in year 2004, the entire District Body of AIBSNLEA was merged in SNEA and single association was formed in Parbhani SSA. Since August 2014 he has rendered services to SNEA comrades as District Secretary SNEA Parbhani and has taken active part in each and every association activity. He has always led association from front and played vital role in building strongest unity of Executives in Maharashtra Circle under banner of SNEA. He is one of the die-hard and stalwart comrades and leaders of SNEA, who has full faith and confidence on working of SNEA. He has taken active part in all CEC Meeting Circle Conference and has never missed any association meeting. He was fearless while point out wrong doings of the management and has always opposed any such decision by the Parbhani Management and always given priority to the interest of BSNL and SNEA. When some of leaders do not leave post in the association even after retirement, Com K.M. Gram set an example for all the leaders by holding District Conference on 28/06/2019 i.e. well before his superannuation retirement and handed over the Charge of DS SNEA Parbhani to Com. S. B. Dhobale SDE Parbhani. Com. K. M. Giram is known for his smiling face and loving nature and has never taken tension of any issue or problem but faced all such problems with smiling face and always come out with flying colors. His name will be written in Golden letters in the History of SNEA as very strong, dynamic and versatile leader of SNEA who always led from front and worked for unity of executives in BSNL. Now on completion highly successful 37 years and 4 months of his devoted service in DOT & BSNL, he is retiring on superannuation retirement on 30/06/2019. 

·        Com. M. S. Ukrande DGM BB/IT, Pune {Mob9420495495 has joined DoT in May 1982 as a JE in WTP Mumbai and served from 1882 to 1986. He worked at Panjim for CHOGAM work, also at Ulhasnagar for Installation of NEC 400 X- Bar Exchange and for these two projects got the appreciation from Director WTP Mumbai. From 1986 to 1994 worked at Latur SSA and installed ILT 2048 electronic Exchange in record time of one month at Latur and same was very much appreciated by then CGM MH Circle. He has rendered devoted services during Killari Earth Quake affected area for Telecom service restoration. After promotion as SDE posted in Osmanabad SSA from 1994 to 2005, during this period he has installed and maintains CDOT main exchanges. From 2006 to 2014 he worked at Pune as a DE at MHS External, Hadapsar, and Talegaon. He has completed the hard tenure at Nagaland as a DE NETF from 2014 to 2016 wherein completed OFC laying project in Nagaland state. Then on his DGM promotion he was posted in Pune as DGM BB IT and serving successfully since May 2016 to till his superannuation retirement on 30/06/2009. As DGM BB/IT Pune he was in chrage of all the important units such as NIB, NGN, CDR, FTTH, MPLS, DNW, TAX, IN (landline) and has efficiently managed all works. MNG PAN Project of Fiber to home was smoothly and timely completed in Pune under his leadership. He had taken special efforts for increasing FTTH connections in Pune which are appreciated by PGMT Pune. Due to his sincerity and dedication all these important units under him were very well developed and efficiently maintained. He is always active member of SNEA and has taken part in all association activities and always supported SNEA by all possible means. He is known for his devoted services and co-ordeal relations with fellow staff, officers and seniors. Today he is retiring on completion of his highly successful services of 37 years in DoT and BSNL.

·        Com. V.G. Thakur, CAO Aurangabad {Mob 9422216818} has joined as a Telecom Office Assistant in P&T Department on 1984 at DET office Aurangabad. Later he passed JAO LICE exam and promoted as JAO in Year 1997 at was posted at Aurangabad. Then he was promoted and posted as AAO with additional charge of AO at Electrical Division Aurangabad. He has served as AO Electrical up to 2003. Then on transfer he was posted to Jalna as AO and worked as AO Cash up to July 2008. In the month of August 2008 transferred back to Aurangabad and posted as AO Cash. He has rendered services as AO Cash, AO Works and AO TR Aurangabad up to August 2014. Then he was transferred to Buldhana SSA and has joined as AO Buldhana up to August 2016. In the month of August 2016, he was again transferred to Aurangabad and promoted as CAO Aurangabad under Looking after Arrangements and worked as CAO TR and CAO CA till last date of superannuation retirement. He is well known for his helping nature and has always supported staff and colleagues in dealing with different office issues and problems. Com. V.G. Thakur has been instrumental in strengthening SNEA Aurangabad by adding more and more account wing executives banner of SNEA. He has excellent leadership qualities and was always leading SNEA from front. He has rendered his services to SNEA comrades as District President SNEA Aurangabad (2017-19) and District Vice President SNEA Buldhana (2014-16) and has always delivered best. Under his able leadership, the CEC Meeting of SNEA MH was successfully held at Aurangabad. He has played vital ole n adding more and more executives of account wing in SNEA family. Today he is retiring on completion of his highly successful and best services of 35 years in DoT and BSNL

·        Com. S. K. Kaul SDE Elect Mumbai {Mob 9422661211} has joined DoT in Year 1989 as Junior Engineer (Electrical) in Sub Division in Telephone Exchange in Cooperage under Electrical Division-III at Vikhroli, Mumbai.  He was assigned to provide all Electro-Mechanical services as per the requirement in Sub Division complete for Air Conditioning units, Engine Alternator Sets and Electrical Installation.  After merging of jurisdiction, he looked after the EMS works at Bhiwandi, Nasik and all over Maharashtra very successfully.  On further bifurcation he worked in MTNL from 1994 to 2004.  He completed his Zonal transfer at Sub Division Valsad (Gujarat) Electrical Division, Surat from 2011 to 2014.  In 2014, he got request transfer in Maharashtra Circle and posted at Mumbai Electrical Division. Com. Kaul has been expert n Electrical works and known for his skills to extract works from the workforce. He has taken many bold decisions for extracting works under different projects. He also has very good interpersonal relations and has been successfully managed the works with all other departments with his co-ordeal nature. He has acquired best knowledge of his field over the period and has always taken lead to meet the critical situations as and when required. He is known for his bold nature and helping hand to needy. Since long he has been active member of SNEA and has always taken part in association activities. He was very co-operative and kind to his subordinates. Today he is retiring on completion of his highly successful and best services of 34 years in DoT and BSNL

·        Com M. B. Rajguru, SDE Vasai {Mob 9423984084} was appointed as wireless operator in November 1985 at Ratnagiri radio where he served till 1991. After that he was posted to Borivali wireless servicing station under then Raigad Division. He was promoted as JTO in 1991 & posted at Mangaon in Raigad SSA. In 2003 he was transferred to Kalyan SSA where he served at Bolinj, Virar & Vasai areas. On his promotion to SDE he was posted at Vasai again where he has served till his retirement. Today after completion of highly successful 34 years of services in DoT/BSNL, Com M. B. Rajguru is retiring on superannuation retirement. He has been a very hard working, sincere & dedicated employee and has always been an active & loyal member of SNEA & was currently serving as the Branch President of SNEA Vasai Branch.

·        Com. D. G. Wadekar, SDE OFC Ratnagiri {Mob 9423876166} has joined DoT as Teleprinter Technician in year 1981 and later he was posted to Max II Exch Ratnagiri in year 1990. After commissioning of CDOT MBM continued up to 2001. Then he was posted as JTO FM in year 2001 & as a JTO (OFC) in year 2002. On his SDE promotion he was posted as SDE OFC in year 2018 and continued there till last day of his superannuation retirement. He has rendered entire services in single SSA without any transfer outside Ratnagiri SSA. He has been die hard member of SNEA and has taken part in all association activities. Today he is retiring on completion of his highly successful and best services of 38 years in DoT and BSNL

·        Com. Akram Riyasat Ali, AO TR-II Amravati SSA {Mob 9420834399} has DoT in July 1981 as Telephone Operator at Dhule SSA and has worked in Dhule, Yavatmal and Amravati. In Year 2013, he was promoted as JAO and posted in Amravati SSA. On his AO promotions in 2018 also he was posted in Amravati SSA. He has gained excellence in dealing with TRA and has maintained cordial relation with subscribers. He always worked for satisfaction of customers which is todays need in BSNL. He has maintained very friendly relations with all the employees He has been always active member of SNEA and has taken part in all actives of SNEA. Today he is retiring on completion of his highly successful and best services of 38 years in DoT and BSNL

·        Com. Ramakant R. Gaikwad, JTO MHS Ext Pune {Mob 9423505261} has started his carrier from Sangli SSA as a Technician in 1981. He joined in Pune in 1988 at Installation wing. He installed many Electronic Exchanges in Pune as a TTA. Due to his superior work he deputed for foreign services at Africa, Mauritius, and Yemen from 1998 to 2002. He became JTO in 2008 and worked at Chakan. He worked many days at Loni Store , where he maintained very nicely account of all material for SSA and Circle stores and recently he was posted as JTO MHS Extnl Pune and has rendered active services till last day of his superannuation retirement. He is active member of SNEA from the beginning participated in all activities of association. Today he is retiring on completion of his highly successful and best services of 37 years in DoT and BSNL.

·        Com. Raghevendra V. Kulkarni JTO Gr Ponda Goa {Mob 9423885659} has joined DoT in Year 1986 as Telex Tech in MTNL Mumbai. With mutual transfer to DOT in 1989 and joined as Telex Technician at Panaji. He was promoted as TTA in 1995 till 2005 and worked in Ponda. Then on his promotion as JTO officiating and as JTO Regular in 2014 he was again posted at Ponda, Goa SSA and continued there till his retirement day. Com R.V Kulkarni is loyal and discipline member of SNEA and has always taken part in association in activities. He is very honest, hardworking and helpful in nature. Today he is retiring on completion of his highly successful and best services of 35 years in DoT and BSNL.

On this important day of the life of these stalwart Comrades of SNEA retiring in this month, SNEA MH salutes sincerity, dedication and affection by Com. K. M. Giram, Com. M. S. Ukrande, Com. V.G. Thakur, Com. S. K. Kaul, Com. M. B. Rajguru, Com. D. G. Wadekar, Com. Akram Riyasat Ali, Com. Ramakant R. Gaikwad and Com. Raghevendra V. Kulkarni towards BSNL & SNEA and on behalf of thousands of comrades of SNEA Maharashtra Circle we wish them “Very Happy, Healthy, Wealthy & Highly Successful Long Retired life”.

 

29 JUN 19: Grand and Highly Successful District Conference of SNEA Jalgaon:{Report by Com. Amit Kulkarni DS SNEA Jalgaon and CWC SNEA MH}: As per the notification issued by Com. L. U. Choudhary, DS SNEA Jalgaon, the District Conference of SNEA Jalgaon was held on 11/05/2019 at BSNL Conference Hall, DTO Building, Jalgaon. Com. P. L. Mahurkar, DP SNEA Jalgaon presided over the full day deliberations of District Conference which was attended and addressed by the following dignitaries and guests.

·        The proceedings of the house started at 1100 hrs with formation of the dais and "Deep Prajwalan" by the guest and dignitaries.

·        The team SNEA Jalgaon gave warm welcome to guest and invitees by offering flowers to all.

·        The Welcome speech was delivered by Com. L. U. Choudhary, DS SNEA Jalgaon who has successfully completed his three terms as District Secretary of Jalgaon. In his speech he elaborated transmission issues that SSA is facing. He emphasised on co-ordination between executive and non-executive is vital for the growth of SSA. He also pointed out shortage of executive staff in Jalgaon SSA and asked Circle Office body to look in to the matter. He also urged circle body to raise issue regarding shortage of material. He also discussed in details FTTH implementation and related issues and temporary advance issue. Further he expressed his thanks for all the SNEA circle body as well as district body for their support during his tenure as DS Jalgaon.

·        Com. Hrushikesh Kesale, Joint Secretary North SNEA MH Circle in his address mentioned the achievements of SNEA MH in persuasion of inter circle transfers of JAO. Almost all of the requests have been considered and the relieving of these JAOs shall also be done after the audit work of MH circle is complete he added. On the issue of the role of unions and associations he mentioned that financial status of our company and various overheads and expenditure that can be brought down to reduce our losses. He also mentioned the excellent power saving achieved by Jalgaon electrical team at various exchanges by removing old AC package units and using split AC units. Further he said that the unions and associations have to join hands together for our revival.

·        Com. Nilesh Kale, DS BSNLEU Jalgaon: Presented his views very strongly by criticizing the management decisions that had taken place in recent years such as the purchase of Wi-Fi hotspots, continuation of Hungama services all such decisions have led to the bleeding of our beloved company. He further mentioned how the corporate management have cheated upon us by showing us the dreams of PRC when the real situation was kept at large. All the non-executive unions and executive associations have to come together and fight for our revival and for our rights as well. He also mentioned the highway works have derailed our system very badly, our OFC cables are cut every now and then and there is no support to our OFC teams whatsoever for the highway authorities this issue has to be taken up by central headquarters of all the unions and associations. Finally he conveyed his best wishes for the team SNEA of Jalgaon.

·        Com. S. B. Pawar, Joint Secretary, North SNEA MH Circle: Congratulated SNEA team and Com L U Choudhary DS Jalgaon for his successful completion of his three terms. Further he focussed on the issued going on in SNEA MH and vindictive action taken against our CS Com M S Adasul. He said it the time of test for the complete SNEA MH to forget all the differences and fight against the management for early resolution of the same. He blamed SNEA chq for their wrong practises adopted in the GS elections which led to the unethical result of the elections. However he mentioned that our CS is far more active and dashing as compared to present GS and has all the qualities required to become the general secretary of our beloved association.

·        Com. M. N. Kotambe, Asst. Circle Secretary, SNEA MH Circle in his highly impressive and studied address congratulated Jalgaon SNEA team for conduction of highly successful CEC Meeting of SNEA MH hosted at Jalgaon and also congratulated Com L U Choudhary for his successful term. He discussed role of Union in this crisis situation of BSNL. He elaborated house about on-going organisational activities of SNEA MH and narrated happenings with and with SNEA MH and present status thereof. He mentioned how SNEA CHQ has failed miserably in maintaining the status of a strong recognised association. Com. Kotambe added that association should be very much vigilant and oppose each and every move of the management that would make loss to the company. He explained that SNEA MH is only organisation which has guts to fight against wrong doings of the Management and even though vindictive actions contend against different leaders, SNEA MH has successfully continued its prolonged fight against the wrong doings of Management and we have got success to better extent. He assured house that very shortly SNEA MH will come out with flying colours and appealed all to be united under banner of SNEA. In conclusion, he conveyed thanks to all the leaders and comrades of SNEA Jalgaon for their contribution to BSNL and foe the strongest unity they have built under banner of SNEA Jalgaon. 

·         Com Bharat Sonawane, Circle President, SNEA MH Circle, in his address energetic address pointed out how BSNL executives and non-executives are striving hard for the survival of BSNL despite of shortage of funds and resources our employees are executing their jobs with all efforts to maintain services. But this cannot be carried for long the Govt has to take interest in the revival of BSNL and BSNL management along with the unions and associations together should frame a policy or road map to come out of this situation. Further he told that there is also shortage of staff in Pune SSA and workload sharing is being done. Despite of all odds Pune SSA is yielding revenue for BSNL. He appealed the comrades to come forward for growth of BSNL and assured that there will be changes in the present situation. Though there are lot of difficulties n filed units, we will have to work together and hard for better days of BSNL. In conclusion he conveyed thanks to Jalgaon comrades for compelling him to attend the meeting otherwise it was difficult him to attend the conference due to certain unavoidable assignments on same day.

·         Shri. Sanjay Kumar Kesharwani, GMT Jalgaon, the Chief Guest for the Open Session discussed in details loss of BSNL as propagandas by private operators to turmoil the image of BSNL. He also pointed out Government policy is also responsible in this situation of BSNL. He also highlighted that despite of severe competition BSNL’s market share is increasing in mobile segment. The services of BSNL mobile have improved a lot after the roll out of Phase 8 project. On the issue of unions and associations he very well pointed out that union and association leaders have to come forward and motivate their members to work hard for BSNL. Every employee should be versatile and need to know about all the services and especially maintenance of various types of equipment which is need of the hour as there is acute shortage of staff. He congratulated SNEA team Jalgaon on the occasion of the GB meeting. While elaborating success story of SNEA Jalgaon and achievements during last year, he appreciated work culture of Jalgaon SSA and appreciated contribution made by certain officers and Staff in achieving these targets. He mentioned that whatever we have achieved s collective efforts and appealed all to continue such hard and collective efforts so that BSNL gets good revenue. He was optimistic on existence of BSNL even in today’s competitive market and only required for same is collective efforts from workman to the top management of BSNL. N conclusion he conveyed thanks to SNEA Jalgaon for giving opportunity to interact with all executives of BSNL Jalgaon. 

·        Com. M. S. Adasul, CS SNEA MH Circle in his address first of all congratulated Com. L. U. Choudhary and his Jalgaon team for the growth in the SNEA members that have been achieved during his tenure. He mentioned that like his own height he has put SNEA at higher heights in Jalgaon. During his period the many of the members of other associations joined SNEA and therefore increased the strength of SNEA. Further Com CS elaborated the case of AUAB circle office Mumbai that has led to the vindictive action against Com Anil Dubey, DS CO Mumbai, he further mentioned that every responsible officer in the management must work for the betterment of BSNL and not against any individual or association just for self-ego, but it happened in Maharashtra Circle during this year. He appraised house about this issue in detail and firmly assured that SNEA will not come in any such blackmailing tactics by present CGMT MH Circle Shri. Peeyush Khare, but we will fight against all such wrong doings till justice prevails. He mentioned that he is not worried about his transfer as being Govt officer, he is liable for transfer to any corner, but its matter of prestige of SNEA and hence he will not join Buldhana and will wait for justice. He also apprised house about the issues being pursued by SNEA MH and how when in many Circles no request transfer was issued, in Maharashtra Circle all request transfers are issued and left out transfers from Jalna will also be issued shortly. He narrated house the issues taken by SNEA MH and how management s returning such letters to ACS SNEA MH and how GS SNEA continues with his biased approach with him and SNEA MH by taking supports of some unstaffed ex leaders of SNEA. He updated house about the burning issues rumours on social media about reduction of superannuation age to 58, VRS for BSNL workforce, Standard Pay scales, Third Pay revision, CPSU Cadre Hierarchy, financial status of BSNL, financial status of telecom Sector and position of BSNL in it, support of new Government and Minister of Telecom for revival of BSNL, non-payment of electricity bills, vendor payments, temporary advances etc. He also updated house about the certain issues of Jalgaon SSA and Maharashtra Circle and appreciated performance of Jalgaon SSA on different activities. In his one and half hour motivating and energetic address he appealed all to come out of negative, think positive, give your best to BSNL n all possible ways and n days to come BSNL continue to give its best to all of us. He conveyed thanks to organisers for giving him opportunity to share the views with such active audience of SNEA Jalgaon.

·        Com Amit Kulkarni, CWC Member SNEA MH Circle gave warm welcome to all the guests and mentioned the work being done by Com L U Choudhary during his successful tenure for three times in a row. He further mentioned the severe shortage staff in Jalgaon SSA and asked the circle body to intervene in this situation. The situation today is Jalgaon SSA does not have executives to post at headquarters and there exist vacancies in Jalgaon GM office building itself. Executives who were transferred to out of SSA to non-tenure stations, no replacement were received against these executives. Further mentioned how all unions and associations work together united in Jalgaon to achieve all the targets. He conveyed thanks to all for making the Open Session of District Conference by presence and active participation thereof.

·        After lunch session, Com. L.U. Choudhary DS SNEA Jalgaon presented his report on different activities being carried out in his tenure as DS SNEA Jalgaon.; He mentioned that he is fully satisfied over the support of all comrades during his continuous three tenures as DS SNEA Jalgaon. He expressed his proudness of being leaders of such active association and District and Circle level and similar tempo s required at CHQ. He conveyed thanks to Circle Team of SNEA MH for the co-operation extended during his tenure and completing all the works of Jalgaon comrades. In conclusion he conveyed thanks to all comrades for giving him such unconditional support and building strongest unity of executives under banner of SNEA.Hs detailed DS report was approved by house with loud claps.

·        Thereafter, Com. J. P. Patil DT SNEA Jalgaon submitted Treasurer Report to the house and it was also approved by the house with loud claps.

·        The queries and doubts raised by comrades were replied by Circle leaders

·        Thereafter, the existing District Body of SNEA Jalgaon was dissolved by Com. P. L. Mahurkar DP SNEA Jalgaon by nominating Com. Shrikant Wagh, as Election Officer for process of electing new District Body of SNEA Jalgaon for next term of two years. Com. M.N. Kotambe ACS West SNEA MH monitored the election process as Circle Observer from SNEA MH.

·        In an unanimous elections held Com. L. U. Choudhary, Com. D.G. Dahake, Com. Amit Kulkarni and Com. J.P. Patil were respectively elected as CEC Member, District President, District Secretary and District Treasurer along with other DOBs for term of next two years.

·        Com Bharat Sonawane, CP SNEA MH gave oath of allegiance to all the newly elected District Office Bearers of SNEA Jalgaon.

·        The Election officer and all the newly elected Office Bearers of SNEA Jalgaon were flecked by the Circle leaders by offering roses.

·        The entre proceedings of the District Conference were nicely anchored by Com. Chetan Jadhav, ADS SNEA Jalgaon in his special style.

·        The proceedings of the District Conference of SNEA Jalgaon started at 1100 hrs concluded at 1800 hrs with National Anthem and slogans of unity.

29 JUN 19: AGM Pers BSNL CO issued Own Cost Request transfer of Shri. Nitin Rokade, BA Head Nanded without posting substitute against him thereby making post of BA Head vacant which covers four revenue Districts.    Letter <<<>>> 

·        With this transfer order, one more post of GM level Officer in unpopular Field units will be vacant and attempts will be made to fill up this post with local arrangements.

·        Nanded BA is consisting of four Revenue Districts namely Nanded, Latur, Parbhani & Hingoli Districts and it is having large geographical area situated at one corner of Maharashtra Circle.

·        Shri. Rokade, was unwilling for joining Nanded BAs since his orders were issued and later submitted request for all India hard tenure stations so that he can get choice posting back to Mumbai and how his request is given consideration.

·        This is how unpopular  SSAs/BAs do not have GM level takers but there is rush and  competition among GM level Officers in taking posting as SSA/BA/Unit Head in Mumbai, Pune, Nagpur and adjoining SSAs/BAs and many places excess officers are posted.

·        Let us hope Nanded BA gets GM level Officer as substitute to Shri. Nitin Rokade, GMT Nanded on implementation of his request transfer to NE-II Circle.

·        As per directions this spared staff s to be used for recovery of outstanding amount by visiting to subscriber premises, for proper full-fledged implementation of CIS-dialing and any other activities of TRA works.

·        Letter warns that this arrangement is being made to increase the collection efficiency and recovery of outstanding amount and threatens that in case improvement is not observed then non performer and excessive staff will be transferred to SSAs/BAs having shortage of finance wing executives. 

·        Unfortunately, till FC section is of the opinion that non performer can be punished by transfers and practically such transfers are punishment for BSNL as money is wasted on transfers and this is punishment to family members as they also have to shift along with such non performer in eyes of management, but what is guarantee that non performer at one SSA will be performer at another SSA. We have seen in past that such transfers do not give desired results and only someone feels that  have done good job by transferring so called performer.

·        Let us hope that FC section takes some concrete and result oriented actions for proper utilization of available manpower in finance wing including Circle office Mumbai where about 140 Finance wing officers are posted which may be about 2/3rd of total strength of Finance wing of Maharashtra Circle. Otherwise issung such letters will be mere completion of formalities as being done for last so many years. 

 

28 JUN 19: CAO FC Mumbai issued transfer order of Com. Gopichand Lamani from Sangli SSA to Solapur SSA as IFA to GMT Solapur.   Letter <<<>>> 

Com. Gopichand Lamani CAO has joined Maharashtra Circle from Karnataka Circle and first he was posted to Ahmednagar SSA. Then before joining to Ahmednagar SSA, his posting was changed and he was posted to Sangli SSA as CAO and later he was given responsibly of IFA to GMT Sangli. Now, within year, he is again transferred and posted to Solapur SSA and as nothing is mentioned in order about cost of transfer, it is transfer in the interest of service.

·        Earlier Com. Mrs. R. B. Kadu, SDE Akola has requested for Pune and her order also was issued for Pune TD, but as she was posted in rural area of Pune TD, she has withdrawn her request for Pune and requested for transfer to Amravati.

·        But it took months’ time and door to door persuasion by Mrs. Kadu for cancellation of her request to Pune and posting to Amravati under change of SSA, but her transfer to Pune was cancelled and she was retained at Akola TD and not given Amravati TD. Now she is given mutual transfer with Com. K. P. Wankhade SDE Amravati and both have got choice posting now.

·        This was possible at first step itself, but as usual Circle office killed time n giving different reasons and she has to approach different influence sources to create pressure on Circle management for getting her order cancelled from Pune and finally getting posting to Amravati SSA and she is successful in her mission Amravati.

·        SNEA MH congratulates Com. Mrs. Kadu for her prolonged and door to door persuasion and getting success thereof with choice posting transfer to Amravati TD.

26 JUN 19: AirTel Disconnects the Landline Connections in Circle office Mumbai: AirTel again disconnected all landlne connections provided in BSNL Circle office Mumbai for non-payments of Telephone Bills and outgoing services of all these connections has been barred and only incoming calls are allowed on these numbers.

·        BSNL Circle office Mumbai has opted for AirTel Connections by surrendering the MTNL landline connections and one of the many flimsy reasons given was disconnection by MTNL for Non Payments of bills and it was pictured that AirTel will not disconnect for non-payments.  But here AirTel also dsconnects the landlne for non-payments and there was always hau and cry about MTNL Disconnections, but in case of AirTel Disconnections for nonpayment everybody is silent rather attempts are made to hide the facts that AirTel has disconnected all Telephone Numbers for Non payments of Bills.

·        This is not first time that landlne connections are disconnected for nonpayment by AirTel, but since BSNL has shifted for AirTel landline connections in Nov 2018, every now and then AirTel has disconnected services for nonpayment of Bills and nobody is speaking on it.

·        Rather many of the officers and staff in Circle office Mumbai are not using AirTel Landlne Connections either for incoming or for outgoing calls as it is not user friendly, gets disconnected in case of power failure, outgoing congestions are seen while dialing etc. Mainly many Officers and Staff except few who promoted AirTel Services have certain anguish and certain uncomfort in using AirTel connections. Also many of the officers of BSNL in field units do not dial on AirTel Numbers and thus practically BSNL is paying lakhs of rupees for unused services of AirTel.

·        There is no effect on working as BSNL in Circle Office Mumbai even after disconnection of all landlne services by AirTel as and practically these AirTel landlne are unused and since long BSNL Mobile is being used as standby arrangements. Apart from BSNL Mobile, about all senior officers have one add tonal landlne connection provided by MTNL and their office work is also not disturbed.

·        As such AirTel landlne connections are practically unused and BSNL is paying lakhs of rupees to AirTel as and when funds are received. Thus money of cash trapped BSNL is being wasted for paying fixed monthly charges to AirTel without utilization of Landlne services to the depth as it was used when services were provided by MTNL.

·        But due to dispute between some senior officers of MTNL and BSNL, CGMT MH has taken stand to disconnect all services of MTNL taken by BSNL and surrender of landlne was first step. This was strongly opposed only by SNEA MH and matter is under investigation by Vigilance team on the basis of complaint made by SNEA MH but final outcome is not yet disclosed.

·        It is really shameful that one Telecom PSU out of total two Telecom PSUs existing in India, surrenders for telecom services provided by other Telecom PSU and opts for telecom services of Private Telecom Operator.

·        This happens when everybody is demanding that Government should make it compulsory to all Government Officers and organization for use of Telecom Services only from PSUs like MTNL and BSNL, here due to egoistic behavior of certain officers, both and only Telecom PSUs are working against interest of each other and directly or indirectly supporting private operators by unethical and illegal ways.

·        Let us hope that some action is taken by Circle Management to surrender such useless landline services provided by AirTel and BSNL again opts for Landlne services from MTNL, another Telecom PSU.

·        If till there is any ego of any officer is hurdle in use of MTNL landlne services, then BSNL may not opt even for MTNL services but it should not use useless Landlne services provided by AirTel and surrender it at the earliest and it will be better that BSNL manages its work with existing BSNL Mobile services and some landlne services provided by MTNL and presently working in Circle office Mumbai.

·        SNEA MH will take up this matter again and we will pursue for ether restoration of MTNL services or total surrender of landlne services provided by AirTel and manages the show with existing MTNL Landlines and BSNL Mobile services and save lakhs of rupees of BSNL being wasted as payments to AirTel against practically unused useless landlne services.

·        The requests of all these officers were recommended by SSA Head Jalna as well as BA Head Aurangabad for transfers without substitute.

·        Later the proposal for considering request from Jalna to Aurangabad was approved in file, but the orders were not issued.

·        Now finally orders considering request transfers of SDEs from Jalna to Aurangabad are issued but the request transfer in JTO Cadre are till pending.

·        There was reluctance on part of the Circle Management for different reasons in relieving of JAOs under Rule 9 transfer and relieving was delayed by quoting one or other reasons, but finally decision has been taken in favor of these JAOs.

·        Relieving of JAOs under Rule 9 transfer has been always matter of discussions and was pending for long time after issuing Rule 9 Request transfer orders by BSNL Corporate office.

·        In about all cases substitute JAOs have been posted from new recruitment and hence all these JAOs were waiting and continuously requesting for their relieving and management was giving different reasons for relieving.

·        Com. Hrushikesh Kesale , JS AF SNEA MH,  Com. Harish Sable, JS Marathwada SNEA MH were continuously pursuing for early relieving of all these JAOs and finally all these JAOs except JAOs from Dhule SSA and working in TR unit in Mumbai will be relieved now by concerned IFAs and they can join their choice posting at the earliest.

 19 JUN 19: Highly successful District Conference of SNEA Amravati: {Report by Com. Nilesh Wankhede DS SNEA Amravati}: As per notice issued by Com. Santosh H. Gandhi, DS SNEA Amravati, the District Conference of SNEA Amravati District was held on Sunday 05/05/2019 at Conference Hall, % PGMT, Doorsanchar Bhavan, Bharat Sanchar Nigam Limited, Amravati.

·        Even it was a weekly off SNEA Amravati member’s shows enthusiasm for district conference and register record presence. The proceedings of the Conference started at 1100 Hrs with warm welcome of guests. The loud slogans of unity of SNEA and BSNL Zindabad by Com. Santosh H. Gandhi SNEA created the energetic atmosphere for the Conference.

·        Com. Devnath H. Bhad, District President SNEA Amravati presided over the entire proceedings of the district conference, which was attended and addressed by the following dignitaries.

He explains how it is important to stay united in such a crucial time to survive in such a situation. He also shared house about need of settlement of ongoing dispute in SNEA for smooth functioning of SNEA MH. 

·        Com. Satish R. Kalmegh, CWC Member SNEA MH shared his views about scenario in BSNL as well as SNEA. He shared that as per his view only strong unity among unions and associations only help BSNL to survive in such a critical situation. As a majority union SNEA has to play a bigger role in this situation. But at this crucial juncture, there is a lack of understanding between different levels of associations. We have to resolve this internal issue of association for the betterment of SNEA and BSNL. He requested to all young comrades to come forward and take initiatives in association activities.

·        Com. Manish P. Pandhare, Joint Secretary Vidarbha, SNEA MH Shared his views about current position of BSNL and other PSU’s. He shared that not only BSNL but most of the PSU’s are suffering and passing through this situation. He also shared his good memories about Amravati as he also worked in Amravati SSA. He also thanked to SNEA Amravati for inviting him for district conference.

·        Com. Santosh H. Gandhi, DS SNEA Amravati presented his DS report and he is very emotional at the time of presenting report. He shared from last 20 years he was working with SNEA Amravati. All the members of SNEA Amravati extend their confidence and support all the time. He is thankful of all the members for such a confidence and support.

·        Com. Prafulla H. Kandalkar DT SNEA Amravati submitted his treasurer report along with details of financial position and expenditure. He also thanked to Com. Santosh H. Gandhi for donation of Rs 10,000/-. (Rs. Ten Thousands) to SNEA Amravati. He mentioned that single rupee has not received from January 2017 as District Quota after starting deduction from salary. All monthly subscription is with CHQ and Circle. The house passed the treasurer report unanimously. He also thanked to all the members of SNEA Amravati for showing faith and support.

·        Com. Devnath H. Bhad, DP SNEA Amravati shared his views, Summarizes the proceedings of district conference and experiences in his tenure as DP. He also thanked all for attending conference from executive body SNEA Amravati. In conclusion, he declared that the existing District Body was dissolved and house will go for election of new District Body.

19 JUN 19: AGM Staff Mumbai issued orders for ERP relieving of JTOs/SDEs under transfers from different SSA as per the orders issued by Circle Office Mumbai but not relieved by concerned SSA Heads and/or controlling officers.  Order <<<>>> 

·        It is important that before few days, Circle management has written SSA/BA heads for relieving of these officers by giving detail list and threatened to relieve them through ERP, but nobody respected these orders and finally Circle Management has to act forcefully by ERP relieving and stopping salary of these officers if they did not join at new place.

·        In such cases, many of the officers are not given relieving orders and if they join at new place of posting, the said SSA asks for relieving order and many times, there is conflict in implementation of such cases.

·        Also, no arrangements are made for taking over and handing over charge and concerned officers are compelled to relinquish the charge and leave the post and many joins as it is their request transfers but it affects the working of concerned unit.

·        Nowadays ERP relieving has become routine procedure in Maharashtra Circle as many of the SSA Heads and controlling officers do not respect to orders issued by Circle Management and under such poor conditions, Circle management use force tool of ERP relieving wherein salary of concerned executive is stopped and SSA/BA Heads/controlling officers are compelled to leave the control over such officers.

·        ERP relieving is one of the ways to measures how the transfer orders issued by Circle management are respected by SSA/BA Heads and unfortunately, the position of Circle management is becoming worst day by day, as many of the SSA heads do not bother for orders of Circle management.

·        Such procedures and time Bound methods are required in today’s scenario, when many of the SSA Heads to not bother about letters and orders issued by different officers in Circle Office and matter is not implemented in true spirit.

·        Such steps are required from same Circle Management for payment of Electricity Bills, which has again started creating problems after Loksabha General Elections.

·        It is unfortunate that again many of the Exchanges and BTS are down for days together due to Non Payment of Electricity Charges no single word is said by any responsible officers for such critical situation and everybody seems to be making efforts to hide the real and critical problem and keeping mum, which is directly affecting growth of BSNL.

·        Similar action is also required for long pending payments of Vendors, Contract Labors, landlords of rented building etc.

·        Let us hope that responsible officers in Circle Office, take similar Urgent, Time Bound and to be implemented  with specific time will be issued at least for payments of Electricity bills by allotment of required funds for same and required arrangements are made for payments contract labors, vendors, landlords etc for better maintenance of Telecom services being provided by BSNL.

·        As per DoT letter there are vacancies of SDEs and JTOs in DoT units at  Pune, Goa, Nagpur and Mumbai but Circle Office Mumbai  has called willingness only for DoT Office in Mumbai for total 9 post of JTO/SDE and one post of PA /PS.

·        Nothing has been mentioned about vacancies at Pune, Goa, Nagpur but it is understood that vacancies till exists in these DoT units Pune, Goa, Nagpur and the Senior Officers who earlier worked in BSNL and now working in DoT are pressing hard for experienced officers from BSNL.

·        Also posting of JTOs/SDEs from BSNL to these DoT units will be helpful for BSNL as there officers will deal with cases of BSNL Maharashtra Circle while in DoT Mumbai only cases of MTNL are taken care and no work of BSNL is related to DoT unit in Mumbai.

·        Earlier Circle Office BSNL Mumbai has taken stand that DoT Mumbai is out of jurisdiction of BSNL Maharashtra Circle and BSNL cannot post executives out of its jurisdiction and some of executives working in DoT Mumbai were forcefully called back even by stopping their salary from ERP.

·        But stand of Circle Office Mumbai for posting such officers on deputation of transfer to other units is always seen as biased and it changes time to time depending on the pressure created by the officer concerned willing for deputation to DoT or officers from DoT in need of junior officers.

·        When there is need to fill up all vacant post in DoT i.e. at Nagpur, Pune and Goa, but willingness has been called only for DoT Mumbai.

·        It seems that someone has created strong force on officers in Circle Management to fill up vacant post in Mumbai and there may be idea to post certain specific officer/s in DoT and hence willingness are called only for DoT Mumbai by quoting one and half year old letter.

·        Otherwise, there much need of officers in WTR, WTP, BBNW, and ITPC Circles within territory Maharashtra Circle and even for BBNL and some of them have written many times for posting of JTOs/SDEs but all such letters are shown dustbin by BSNL Maharashtra Telecom Circle.

·        Many of the officers have submitted Own Cost Request willingness for same and waiting for orders for last two years, but nothing has been done even to meet serious and urgent requirement of WTR to maintain fault free services, but officers in BSNL Maharashtra Circle do not bother about it and only few are posted on pick and choose basis.

·        While calling for willingness certain restrictions by DoT and now Maharashtra Circle also has put certain restrictions on such willingness to DoT Mumbai viz. completion of two years in working SSA, officer is not under transfer to any other assignment and officer should not be in list at top five position in all India Long stay list from MH Circle and should not appear at top 40 position of SSA long stay list being operated for posting to Tenure stations.

·        Though such restrictions are put up, it is seen that such restrictions are just for namesake and anyone who has skill to manage the transfer can get posting at any such place and we have observed this in some of recent orders issued with violations of such restrictions.

·        Let us hope Circle Management calls willingness to fill up vacancies in DoT units at Pune, Nagpur and Goa SSA and many of the officers in BSNL will opt for DoT, as it has five days week working pattern, salary is being paid by DoT and he/she will be surely getting monthly Salary payment from DoT which is now days uncertain in BSNL.

·        As such all the JTOs/SDEs willing to work on deputation in DoT may have self-analysis and submit their willingness by email on agmstaffmh2018@gmail.com directly and last date of submission of such willingness is 25/06/2019.     

 

15 JUN 19: The Public Enterprises Selection Board, DoPT, Govt Of India in its meeting held on 14/06/2019, has recommended the name of Shri. Arvind Vadnerkar, PGMT Pune for the post of Director HR BSNL Board. Letter <<<>>> 

·        Shri. Arvind Vadnerkar is selected for prestigious post of Director HR BSNL Board, amongst total six internal  candidates appeared for the interview.

·        He is known for his soft-spoken skills, Extreme Honesty, sincerity and studied decisions in office working.

·        He is one among the few ITS officers who dared to get absorbed in BSNL at initial stage itself when many have opted to continue services in DoT thereby showing full faith and confidence on working and existence of BSNL in telecom Sector.

·        He has long experience of working in Maharashtra Circle on different posts ranging from DGM to PGM in different SSAs like Pune SSA, Pune Mobile, Aurangabad etc and is well aware about the field problems of executives and also about pending HR issues of the executives in BSNL.

·        He is having more than four years in hand and will get ample time as Director HR to give final shape to pending HR issues of the executives in BSNL.

15 JUN 19:  Sr CEE Mumbai writes to all SSA/BA Heads in Maharashtra Circle to take review and action for loss of revenue of for application of Electricity rent for Credit Societies in BSNL for space allotted by BSNL for use of Society and also charge for electricity uses.  Letter <<<>>> 

·        Letter states that non-recovery of Electricity Charges and Rent from BSNL Credit Societies by BSNL is revenue loss to BSNL.

·        It is mentioned in letter that this action is being taken as per directives of BSNL Corporate office, but no any such reference letter has been attached/enclosed with this letter.

·        Further, it is pointed out that some of Credit Societies are using AC units but Electricity is not being paid and it is revenue loss to BSNL.

·        Letter reiterates that no officer below the rank of DGM is eligible for AC units in office and till many ineligible officials are being allotted AC units and all such cases needs review.

·        Though it has been directed to applicability of Electricity charges and rent, nothing has been mentioned about method of its applicability and rate applicable thereof and period from which date such rent and Electricity is to be applied by filed units.

·        In Circle Office Mumbai, which is direct under control of CEE Mumbai for allotment of AC Units, many of the ineligible officers are provided with AC units in offices and series of complaints have been received against such misuse and revenue loss to BSNL.

·        But, no action has been taken to withdraw AC units provided to such ineligible officers in Circle Office Mumbai and directions are being issued to field units for same, which shows seriousness about implementation of such orders. 

 

14 JUN 19:  AGM Admn Mumbai writes to all SSA/BA Heads in Maharashtra Circle calling for information about deployment of Security Guards and other persons for maintenance of Infrastructure.   Letter <<<>>> 

·        Though, over period of last one year, more than 75% Security guards have been reduced by BSNL Maharashtra Circle keeping many of vital installations, Exchanges without Security wherein some theft cases have been reported and no review has been taken even after repeated requests by some of SSA/BA Heads.

·        From this letter, it seems that by neglecting security of these installations and equipment’s, further efforts are being made to reduce the left out 25% Security Guards as if there is nothing to be secured in BSNL in days to come.

 

14 JUN 19:  AGM Admn Mumbai writes to all SSA/BA Heads in Maharashtra Circle calling for analysis of contract workers and vis àvis the necessity of continuation of contract labors. Letter <<<>>>

·        It is seen that efforts are being made to give maximum works on contracts through different centralized tenders from Circle office from Circle office and for that the contract labors engaged in similar works are being reduced and it has badly affected quality of services provided by BSNL.

·        Many of the comrades have reported that the expenditure being done for works through tenders is much more as compared to attending these works through contract labors, but same is being deliberately neglected. 

·        From the actions of BSNL Management over the period of last one year, it seems that BSNL management has fixed the target to make BSNL free from contract labors.

Ass all these transfers are request transfers, this order is in favor of executives who will get relieved and get posting at place of Choice in SSA of their choice.

R.S. Joshi, DE Parbhani SSA, Com. Ravindra S. Chhapre, JTO Sangli SSA and Com. Ankush R. Khandekar, JTO Sangli SSA   on their peaceful Superannuation /Voluntary Retirement after completion of long & highly successful services in DoT/BSNL. 

·        Com. R.S. Joshi, DE (Mobile/ Tx/ CSC) Parbhani {Mob 94231 03400} was appointed as Junior Engineer (now JTO) in year 1982  at CTO Mumbai. Thereafter, he has worked on different positions in JTO Nanded, JTO Gr Parbhani up to Sept. 1998. After that, he has promoted as SDE and has served as SDE HRD Parbhani. Then he has worked as SDE Vigilance Parbhani SSA for Ten Years from May 2002 to Jan 2012. He has also served as SDE CDMA Parbhani SSA up to December 2012. On All India tenure transfer, he has been posted in at Dibrugarh SSA, Assam Telecom Circle and has served as AGM Admn up to Nov 2015. Finally, he was transferred back to Parbhani after successful completion of All India Tenure and was posted as DE (Mobile/ Tx/ CSC) in Aug 2017 and working on same post till last day of his superannuation retirement. Com. R.S. Joshi has been a sincere & dedicated Member of SNEA and has always taken active part in all association activities. He is very polite and helpful in nature and has maintained very co-ordeal relations with all. Today after completing of highly successful 37 years and six months of his long and dedicated services in DoT/BSNL, he retired on superannuation of services in BSN w.e.f. 31/05/2019.

·        Com. Ravindra S. Chhapre, JTO Miraj Sangli SSA {Mob 942869500} has started his carrier journey as Technician in 1983 at Warnawati in Sangli SSA. He played important role in installation of MAX-I Exchanges in Sangli SSA during 1984-1990. He also worked at MIDC exchange in Sangli Urban from 1990-1994. He actively worked for installation, maintenance, and expansion of SBM and MBM exchanges in Sangli SSA. Com. Ravindra Chhapre was very sincere in his work and very soft spoken individual and great SNEA supporter. He was awarded with “Sanchar Sarathi” award due his devotional and dedicational work in DoT in year 1996. Com. Chhapre was promoted as JTO in Nov-2003 and worked as JTO (Internal) at Islampur and Tasgaon in Sangli SSA. He has also worked at tenure station, Malvan in Sindhudurg SSA from 2015-2017. During his last working days, he was JTO (Intl) at Miraj. He plays key role maintenance of MBM exchange, Broadband and NGN at Miraj. He opted for voluntary retirement after graceful and highly successful services of more than 36 years in DoT/BSNL.

·        Com. Ankush R. Khandekar, JTO MDF Sangli SSA, {Mob 9422613100} has started his carrier as technician in 1983 at Karad in Satara SSA. He worked for maintaining telephonic services at Koyna & Chandoli Dam area. Com. Khandekar was transferred to Sangli in 1986 on his request and got promotion as JTO in 2004. He worked in different sections of department like telex/OFC/MDF/CSC and group etc. He worked in tenure station at Ratnagiri from 2015 to 2017. He has rendered services as Organizational Secretary SNEA Sangli and was very enthusiastic personality and participated in every association activity. He was also Director and Asst Secretary of Sangli Divisional Telecom workers credit co-op society Sangli. He is di-hard comrade of SNEA Sangli and has played vital role in helping SNEA comrades to get rid of their difficulties. Com. Ankush Khandekar retired on 31/05/2019 after completion of more than 36 years of services in DoT/BSNL with full satisfaction and happiness thereof.

On this important day of the life of these stalwart Comrades of SNEA retiring in this month, SNEA MH salutes sincerity, dedication and affection by Com. R.S. Joshi, Com. Ravindra S. Chhapre and Com. ·        This first appeal made by SNEA MH as per submission of AGM Legal Mumbai in submission of reply to Hon High Court Bombay in the same petition has informed that petitioner has not exhausted channels available for redressal of administrative grievances.

·        The submission further says that BSNL has comprehensive channels and hierarchy and persuaded channels of communication available to BSNL employees/Association for addressing and seeking redressal of such administrative issues.

·        Further, assurance was also given by GM HR Admn Mumbai to one of the petitioner to resolve the grievances raised by us with condition of withdrawal of petition No. No 14532 of 2018in Hon High Court of Bombay and same has been confirmed by Advocate of BSNL in Hon High Court Bombay.

·        As per constitution of SNEA, the recognition of higher body is required in case of election of new Body and nothing has been said about co-option, but DGM Admn Mumbai continues to wrongly interpret the different clauses of SNEA constitution and destabilize functioning of recognized association.

·        The Circle Body of SNEA MH is functional since 19/09/2017 and DGM Admn Mumbai has never asked for recognition of higher body when it was actually required for recognition of Circle Body and without any letter of recognition from SNEA CHQ.

·        Letter request CGMT MH to direct concerned officers in Admn Section not to get involved any internal activities of recognized association SNEA and direct them to stop their deliberate activities to destabilize the functioning of recognized association and advise to convey approval of grant of facilities to co-opted CS & CP SNEA MH or convey reasons for non-grant of facilities to co-opted COBs of SNEA MH.

·        Com. V.A. Patil DS SNEA Latur delivered is welcome speech and gave brief idea to the house about the proceedings. He told that there is no any issue pending with administration and Latur administration is co-operating to solve the problems of SNEA comrades.

·        Com. S.R. Bhise, District Secretary SNEA Sindhudurg, and Special Invitee having Latur as Home town District, in his address briefly explained the history of SNEA and its achievements as association over the period. He told that only SNEA is taking developments issues with management. Prompt implementation is possible due to strong efforts taken by Com. M. S. Adasul CS SNEA MH. He shared his experience while working in SNEA from basic member of SNEA Kolhapur, DS SNEA Kolhapur, ACS SNEA MH, and now DS SNEA Sindhudurg. He elaborated need of strong unity on platform of SNEA and how the issues are being resolved by SNEA through strong persuasion. Khandagale, District Secretary BSNLEU Latur in his short and sweet speech shared that VRS is need of hour and no one should oppose it if proposed by government for revival of BSNL due to heavy expenditure on salaries. He also shared the need of unity and efforts by AUAB on resolution pending HR issues and issues of growth of BSNL. In conclusion, he conveyed thanks to organizers for giving him opportunity to share the views.

·        Com. A.A. Kulkarni,  Ex Joint Secretary Marathwada SNEA MH in his speech he raised the issue of Maharashtra Circle Secretary  Com. M.S. Adasul and requested to SNEA CHQ to resolve the issue  on top  priority  for betterment of SNEA Maharashtra. He shared that all SNEA comrades throughout Maharashtra are strongly behind Com Adasul. He also shared his experience while working with SNEA in different capacities and requirement of need of the strongest unity of executives and role of SNEA in resolving all pending HR issues. He shared that at present BSNL is passing in a very difficult situation. He stressed that BSNL employees are not responsible for present situation but management and Government policies are responsible for it. He shared the undue support of Govt to Private companies and deliberate attempts to weaken the Govt PSU BSNL. He appealed the gathering that we have to run BSNL in any condition. Many Government offices have started to give important lease lines, mobile connections and BSNL is being neglected. He elaborated how with introduction of 4G services by BSNL in 3G spectrum has adversely affected the BSNL customer growth due to compulsions for changing majority of handsets not compatible with BSNL 4G services. Many handsets are not compatible with the 2100 band; hence, our customers are not getting 4G services in districts where BSNL has commissioned 4G services. The negative and false news in print and digital media also affected the growth of BSNL and has caused damage to brand image of BSNL. If the government supports BSNL by giving minimum required support and freedom, Jio will have to shut down his services. He expressed that government and management are adopting policy of “Toda and Zoda “and stressed for the need of strong unity. He appealed all the BSNL employees & officers to come together to defeat such divide and rule policies. He shared that DoT is not giving letter of comfort to BSNL,  to take loan from banks for even new works, but the private operators have taken multi corers of loans and enjoying it and questioned how BSNL can compete in such one sided situation? He also elaborated on different HR and development issues pursued by SNEA MH and success thereof. He assured house total co-operation from SNEA MH to SNEA Latur. In he appealed all the comrades to take more efforts for survival of BSNL and in conclusion, he conveyed thanks to SNEA Latur for giving him opportunity to attend and address such beautiful District Conference of SNEA Latur.  

·        Com. M. S. Adasul, Circle Secretary SNEA MH in his elaborate speech appreciated Latur District for giving two stalwart leaders Com. M. N. Kotambe and Com. S. R. Bhise, who are leading SNEA from the front. He appreciated that as all Latur pattern have been successful over the period, this leadership pattern from Latur District has been found very useful and successful for SNEA and BSNL throughout Maharashtra Circle. Many of the Latur comrades are serving BSNL at different Districts and prominently leading different positions in SNEA and BSNL. He explained the present situation of BSNL and its position in today’s Telecom scenario. He narrated that present uncertainty on future of BSNL will be cleared after outcome of ongoing Loksabha elections. Many of the pending HR & Development issues will be decided by new Government and we all will have to patiently wait for it. He elaborated facts about ongoing discussions on VRS and proposal initiated by DoT. He said that VRS, from name itself is optional and it is never compulsory to anybody. Hence anyone who is in need of VRS, let him opt for VRS and others may continue their services without opting for VRS. SNEA has not opposed VRS nor supported it. VRS has been implemented in MTNL repeatedly, but it has not benefitted MTNL in its financial stability. He appreciated views expressed by DS BSNLEU in support of VRS and stressed that VRS option needs to be actively supported by Govt of India by proving funds required for it and VRS should not create more burdon on BSNL, which is already facing losses. As per present news from different sources, the VRS for BSNL workforce is in active consideration of DoT/ Government. On reduction of superannuation age from 60 to 58 years, he has informed that chances of implantation of age reduction are less as it will have impact on decision makers itself and there is need of equal treatment for all PSUs at par with Government employees. Also it is understood that proposal of age reduction is not agreed by present BSNL Board. He requested all comrades to work hard for BSNL, and to regain the work culture of attending faults in time. He added that entire telecom sector is in danger and naturally, the situation of BSNL is also dangerous, but we can get rid of it with sincere efforts by all. He added that financially BSNL is the strongest company with minimum loan. There is multi corers loan on Jio and all other telecom operators and this company is enjoying tax benefits as new entrant company. BSNL is strapped in policy decision and when private companies have taken about six lakhs Crores of rupees loans from banks, DoT has not given letter of comfort to BSNL for few hundred corers of loan. BSNL will run definitely but it is in the hands of employees if we work hard, if we concentrate of the mobile segment and lease line segment, FTTH and restoration of faults in time then no any operator can defeat us. He thanked all the Marathwada comrades for extending their unconditional support to him and SNEA MH. He conveyed thanks to leaders of SNEA Latur for arranging such beautiful Conference and giving him opportunity to have direct interaction with all the comrades of Latur SSA.           He assured house that the present situation will definitely change and only required is we all have to change ourselves to certain extent and work with focus of Profit of BSNL. We will have to make deep analysis and take immediate action to improve or close the loss making Exchanges/BTS and stop anymore recurring losses. Many efforts have been taken, but till we have lot of scope and we definitely can get rid of these crises, if everybody sincerely contribute it. He stressed for need of strongest unity of Executives and importance of SNEA as recognized association to deal with pending HR issues. He made house aware that at present, there is failure on part of GS SNEA to resolve even critical HR issues and there is unrest among the members of SNEA. Some are frustrated and shared that they are leaving membership of SNEA. He appealed all such members, not to take any such decision and be strongly united with SNEA and optimistically conveyed that SNEA will definitely come out of this situation and will take care of all pending HR issues in coming days. He appealed to all to give their best services to BSNL so that BSNL regains the historical days and regains the Market position to better extent in coming days. In conclusion, of his address, he conveyed clear message that survival of BSNL should be first priority for one and all and if BSNL survives then the relevant unions and associations have some importance.  

·        Shri. R.G. Kulkarni, AGM Admn % GMT Latur attended and informed that he is present and addressing this Conference on behalf of Latur administration as GMT Latur is out of Latur due to his nearest relative marriage. He added that SNEA Latur is having very good relations with administration and no any problem of Latur SNEA comrades is gone to circle level. He informed that Up gradation, DPC is in process for three executives. While admiring the work culture of SNEA, he narrated his experience about response from Com Adasul as CS SNEA MH. He added that he is member is AIBSNLEA from beginning and was due for all India transfer on long stay basis. He has opted for transfer at Gadchiroli as all India soft tenure for three years, but Circle secretary of his association was not co-operating to him. Then he requested to Com. S.R. Wattamwar then District President Gadchiroli, TDM Gadchiroli, now DE Udgir, Latur SSA and his friend to do needful on platform of SNEA for posting to Gadchiroli. Com. S.R. Wattamwar requested to Com. Adasul Circle Secretary to extend support to him and within three days, his transfer order was issued to Gadchiroli for three years All India tenure. However, due to reverse intervention by his association District Secretary at Osmanabad at that time, his order to Gadchiroli was cancelled and he has compelled to join at North East for all India hard tenure transfer. He told that main difference in between working of other associations and SNEA, is that SNEA cares for its members in all circumstances and other associations continue to help only for certain persons and common members like him are always made to suffer. He conveyed thanks to Com Adasul and SNEA for such great culture and help extended to him. He shared his experience while working at NE Circle and how it was lifetime and great experience of his services. He shared some sweet memories and achievements during his tenure at NE Circle. He thanked SNEA Latur on behalf of Latur administration for the co-operation extended by SNEA as recognized association to administration and assured to continue similar co-operation in future. In conclusion, while conveying best wishes to district conference of SNEA Latur, he conveyed thanks to organizers for giving him opportunity to address the gathering and also giving opportunity to hear the informative and motivating addresses of different leaders of SNEA. 

·        Com. Sanjay Kamble, District President, Latur in his Presidential Speech summarised the overall proceedings of the Open Session and highlighted issues raised by different leaders and stressed for need of early resolution of issues. He added that due to introduction of 4G services in 3G 2100 band, we are losing our some customers due to handset issues. He stressed need to come with solution of handset issue without any further delay. He also told that our association must support VRS to safeguard the interest of BSNL and young comrades. He thanked all for attending conference and making the Open Session a grand success by interactive participation by all.

·        Com. Mahesh Chakote conveyed vote of thanks to all dignitaries, leaders, and members for attending and making the Open Session grand success. Open session was followed by delicious food in lunch arranged in hotel Mayur itself.

·        After lunch, in delegate session Com. V.A. Patil, District Secretary SNEA Latur presented his district secretary report. He specially thanked to Com. M.S. Adasul for solving all transfer problem of Comrades of SNEA Latur and specially requests of Com. Mrs Neeta Kajalekar ADS for grant of immunity from transfer, which was possible to due strong efforts and persuasion by Circle Secretary. He told that there is no issue of SNEA member pending with Latur administration. All transfers due in last years were issued after strong persuasion. The rural to urban transfer due in this year will be given due care. He thanked all Latur SNEA comrades for their support in his term as District secretary.

·        Com. N.H. Joshi District Treasurer SNEA Latur presented treasurer report giving details of financial position and expenditures by SNEA Latur during last tenure. He specially thanked to Com. Adasul CS for issuing the Claim Cheque of Rs. One lakh to family of Late Com. J.B. Kuril then DE Latur from SNEA Welfare fund. He also thanked to Com. Mrs. Neeta Kajalekar for donation of Rs. Ten Thousands to SNEA Latur He specially mentioned that due to her financial support only, SNEA Latur is able to bear the expenditure of District Conference. SNEA Latur has not received single rupees from January 2017 as District Quota after starting deduction from salary. All monthly subscription is with CHQ and Circle. He informed house that Latur SNEA branch is running in Minus Rs 5656.00 and requested to Circle Secretary and Circle Treasurer to release District quota of SNEA Latur urgently. He thanked all the comrades for the support during his tenure as district treasurer. The report of district treasurer was accepted by voice vote by all comrades.

·        Some of Comrades of SNEA Latur shared their views about SNEA activities and support by SNEA MH to the common members at any corner of Maharashtra Circle.

·        Thereafter, Com Sanjay Kamble President SNEA Latur declared that the existing District Body is dissolved and house will go for election of new District Body. House unanimously nominated Com. S.R. Wattamwar Senior Comrade as Election officer. In an unanimous Election following District Body was elected unanimously.

1 JUN 19:  CGMT MH Circle issued note cum advise to SSA/BA Heads, IFAs and Unit Heads in Circle Office Mumbai as per discussions in the Video Conference held on 01/06/2019. Letter <<<>>>

·        Now days Video Conferencing are being held so frequently and many of the SSA/BA/Unit Heads are not taking note of the discussions in such video Conferences and hence CGMT MH may have decided to issue such Note cum advice with his signature and it is issued within hours of this Video Conference.

·        Hope at least now SSA/BA/Unit Heads will bother to such important discussions and take corrective actions.

·        This letter covers major points related to growth and development of BSNL in different SSAs of Maharashtra Circle.

·        Letter stress for immediate need of review of various processes in view of formation of new Government and Ministries and meeting expectations thereof.

·        The letter says in clear words that it is observed that most of BA Heads are not holding and not providing leadership in their SSAs, which is neither expected nor appreciated.

·        Letter stress for availability of mechanism at Business Area HQs to supervise and assist SSA Heads in true spirit.

·        There will be no transfers because of Merger of SSAs with BA HQs and SSA Heads will continue to functions with full administrative and managerial authority.

·        This merger of SSAs with BA is only accounting and Finance wing adding burdon of SSA to BAs.

·        GM HR Admn Mumbai and CE C Mumbai are directed to utilize excess manpower after activity of merger of SSAs with BA and deployment of additional officers gainfully in the interest of service.

·        This letter covers ten important points like Digital India, OFC/CM Maintenance, Monsoon Precautions, generation of demand, TR outstanding, and Breath analyzer etc.

·        But it seems that there is no discussions held in the Video Conference about how to meet the goals set in view of the drastic reduction Manpower on Security, reduction of Manpower of EOIs, No clearance of payment of vendors deployed in Maintenance works, non-grant of temporary advances, Shortage of stores even for mtce works, Nonpayment of Electricity Bills of many exchanges/units, Nonpayment of rents of for months together and many such burning issues with field officers.

·        The discussions and letter thereafter seems to be one way communication from Circle Head to SSA /BA Heads and the issues from filed units seems to be neglected which is major issue in meeting aim of achieving different goals as mentioned in this letter.

·        Hopefully, one such session by Video Conference will be arranged in which SSA/BA Heads will be allowed to put on records about their burning issues and their expectations from Circle management.

·        SNEA MH has always demanded for restoration of authority ad powers of SSA Heads and it is good that stress has been given for same in this letter and let us hope that SSA/BA Heads gains their authority to decide on growth and development of their SSA depending on local situation.

Normally ERP & Force relieving to All India tenure Circles is decided by Personal Cell BSNL Corporate Office, but here Maharashtra Circle takes stringent decision to implement force Relieving of AGMs without any such orders from personal Cell and creates one more new trend affecting the concerned officers who are unwilling for immediate relieving for personal/official reasons.
