31 Mar 20:  DGM Admn Mumbai writes to SSA/BA Heads in Maharashtra Circle for providing uninterrupted Telecom Services and availability of employees on duty.   Letter   <<<>>>

·        This letter is for maintaining the uninterrupted Telecom services and there is no point of dispute in it and we all have to contribute for uninterrupted services for beloved customers of BSNL.

·        CGMT MH and his office has already issued different letters clarifying the emergency services and delegation of powers  SSA/BA Heads for deciding on need of manpower for maintaining uninterrupted emergency services and nowhere presence of 100% staff and officers is mentioned in any earlier letter.   

·        By following these directives, the matter is being taken care by all SSAs and all the important officers and staff are attending the services with full devotion either by physical presence in office/site or by working from home.

·        Rather, it is seen that the uptime of BSNL services has increased over the lock down period as compared to earlier period. The major reason for failure of BSNL services was road-widening activities and it is good to see that during this lockdown period, the road widening activities has been stopped by said Government authorities, as result the BSNL services are running fault free to majority extent.

·        Such devoted and dedicated services rendered by BSNL and its workforce has been publically appreciated by Hon. Minister of Communication and even by Hon. Prime Minister of India and also being appreciated by the esteemed customers. 

·        But all of sudden,  such letter is issued only by MH Circle administration asking all officers to join duties physically in office with threatening that not following instructions will be treated as disobedience has created panic among all the officers and staff working in Maharashtra Circle.

·        By now, it is clear that Corona virus is spreading due to public gatherings and not maintaining social distancing and here this letter says that all should attend office and directly violate orders of Police. Police are permitting only staff on Emergency duties and BSNL has to issues letters for specific officers and staff on emergency duty and not at all as general order that all should attend office.

·        Another reason for such mass panic is that in Maharashtra State more than 200 cases have been reported Corona Positive and the cases are increasing on hourly basis. It is seen that the spreading of Corona is due to contact with the affected persons and police and all Government authorizes are announcing and pressing hard for not coming out of home.

·        In today’s scenario and situation coming out of home is official crime and any attempt of coming on roads is being punished by police on the spot that to be without any inquiry as it has direct relation with spreading of Corona Virus and here such letters are issued by BSNL MH administration with meaning that all should attend office.

·        It is fact that no one has idea who is person affected by Corona Virus and in some cases the detection of affected person is also delayed as symptoms are shown at later stage and everybody is under fear of Corona Virus. If anyone comes in his/her contact of such affected person chances of spreading Corona are more and it is seen that whatever recent cases are reported are due to not maintaining  social distancing and not following orders of Home quarantine by affected persons.

·        Here everybody from Honorable Prime Minister of India to Social workers at ground level are appealing to Stay in home during lock down period of 21 days and such special letter from DGM Admn Mumbai is being taken by certain officers as tool to create pressure on some of BSNL employees to join duties without any such  emergency in office.

·        Such instructions are issued on the day when there are highest cases of Corona Virus affected persons reported in Maharashtra State and Police authorities have put total ban on entry of the public on road to stop chain of spreading Corona Virus.

·        It is seen that some controlling officers are forcing staff and officers to join duties regardless of their satisfactory services by work from Home and when they are not involved in any emergency activities of BSNL.

·        SNEA MH has received many such complaints from members who have shared issues and difficulties they are facing due to this letter.

·        There is no public transport available and own vehicles are also not allowed by police and practically it is not possible to move anybody without valid passes for emergency services. One side police is not allowing to come out of home and other side Management is forcing to come to office and it is very difficult to follow both the orders simultaneously.

·        By taking note of the issues raised by many of the comrades, SNEA MH has discussed this issue with Shri. Manoj Kumar Mishra, CGMT MH and conveyed him feelings and difficulties faced by the staff and officers due to this special letter only by BSNL Maharashtra Circle.

·        CGMT MH informed that said letter has been issued specially for getting data of the officers and staff who are giving devoted services by physical presence in the office and field units and it does not mean that all have to be physically present in the office as being interpreted by certain officers.

·        CGMT MH added that his office categorically wants to recognize the services by the staff and officers who have rendered services by putting their life at Risk and hence the information has been called from SSA/BA and Vertical heads.

·        It was further elaborated by CGMT MH that his office is well aware about the critical conditions in Maharashtra State and by understanding this conditions only  it is expected that everybody should be ready to reach office or on site in case of any emergency. It is expected that the staff and officers needs to be present physically at HQ and should reach on the spot in case of any emergency arising in his/her unit/office.  

·        CGMT MH added that some of staff and officer including officers have wrongly interpreted Work from Home and have left HQ and staying at another location away from HQ and in such cases, their availability in case of emergency cannot be ascertained.

·        CGMT MH expressed displeasure that some of officers staying in the vicinity of the offices are also seating in home as if it is holiday and when their presence is must for maintaining uninterrupted services by BSNL.

·        In conclusion, CGMT MH made it clear that the report called by DGM Admn Mumbai is just to know about the staff and officers who are working by their physical presence in the office and field units. The main idea behind it  is to know where about of the staff and officers of BSNL who are working at high risk by coming out of home during this critical period of COVID 19 and for appreciation of services of all such devoted staff and officers in coming days. There is no need of panic by any of the staff or officers who have not left HQ and all should be alert and prompt in maintaining uninterrupted services.

·        SNEA MH appreciates the concern expressed by Shri. Manoj Kumar Mishra, CGMT MH Circle and appeals all comrades to be very alert for uninterrupted Telecom Services of BSNL throughout Circle and giving due consideration to the concern expressed by SNEA MH.

·        If any of the officer is creating compulsions for physical presence in the office without any emergency conditions by quoting this letter, he /she may made aware about the views of CGMT MH  and concern expressed by him. In case of emergency services, also at most care should be taken for marinating social distancing and sanitization.

·        At the same time, no one should keep him/herself away from office responsibilities being in Telecom services as any lethargy on our part will cause huge loss to society and we will lose a good opportunity to serve nation during period of crises. While we have to be alert and prompt on services, we will have to take care of health and safety of staff and officers during pandemic Corona.

·        Now we all are at crucial phase of Corona as declared by Government and more and more cases will be reported if we do not maintain social distance and take care by not coming out of home except in emergency services. More than 100 cases of Corona positive persons are reported in last two days in Maharashtra Circle and hence it is not advisable to leave home without any real emergency by risking life of self and family members.

·        One must understand that the cities like Mumbai have never come to stand still even in most disastrous situations and it is now completely locked down for last seven days and this underlines the seriousness of Corona pandemic. Even though such extreme care is taken many cases are being reported positive and just imagine what would have been picture if all were working without lockdown strict implementation. .

·        Let us hope that entire India and world is free from Corona Virus in days to come and continue to contribute to this lifetime struggle by maintaining uninterrupted Telecom services of BSNL by observing all norms for safety of life.

30 Mar 20: DGM CA II BSNL CO writes to CGMs and IFAs giving instructions for Adhoc Payment of Ex-Garcia amount  to Optees of BSNL VRS 2019.   Letter   <<<>>>

·        This is Adhoc payments being made on the basis of funds received from Government of India.

·        Earlier it was declared that 50% of Ex Gratia Amount payable to VRS Optees would be paid by or before 31/03/2020.

·        Accordingly, initiatives are taken by Government, but instead of paying 50 % of Ex Gratia in first Installment, Adhoc payment is being released @ 31.5% of Ex Gratia Payble to VRS Optees.

·        From the contents of letter the reason for reduction of amount of First Installment and making it Adhoc Installment from 50% to 31.5 % seems to short allotment of funds by Government of India and delay in calculation and finalization  Ex-Gratia amount payable to all Officers and Staff who have opted for VRS 2019.

·        Most probably, this Adhoc Payment will be converted to First Installment of 50% as per terms and conditions of VRS 2019 and required funds will also be made available by Government of India.     

·        Certain amount from this Adhoc Payment is being kept on hold for payment of TDS and surcharge on Adhoc amount payable and final ammount will be decided while paying complete 50% amount of first Installment.

·        No Income Tax in applicable for the Adhoc payment of Ex Gratia up to total amount of Rs Five lakhs and thereafter it will be applicable as per the slab of Taxable amount.

·        This Adhoc payment of first installment will be transferred to bank account of VRS Optees latest by 31/03/2020.

23 Mar 20: AGM Estt-IV BSNL CO issued instructions for Operations and Maintenance of BSNL services and precautions to be taken to protect of BSNL workforce from threat of COVID 19.  Letter   <<<>>>

Important Points: 

·        Pending Salary of February 2020 for all employees of BSNL will be released by24/03/2020.

·        Ensure Networks are running and at the same time health of employees are taken care.

·        Awareness among staff for precautions to be taken against Spreading of COVID 19 and their safety.

·        Ensure availability of sufficient Mask, Sanitizers, Soap, and Water availability at the entry of BSNL Buildings.

·        Avoid Crowding and keep at least two meter Distance between two employees and also from visitors.

·        Circles are empowered to make expenditure on Vehicles to limit of 10% of expenditure made in year

·        CSCs need not to be opened where Lock down has been ordered. In other cities, visits to CSCs are to be discouraged and manning CSCs are to be done on Skeleton manner.

·        Customers to be encouraged for online payments.

·        GSM Nodal Canters are to be monitored with skeletal staff/officers and others to be supported by providing VPNoBB facility for working from home till 30/04/2020 until ordered otherwise.

·        Others who are not involved in Operation and maintenance activities should operate on principle of Work from Home  24X7basis on Telephone, Mobile & email thereby providing unhindered support to field performers

·        Each Circle should Operate Circle level Control Room and all SSAs will nominate SPOC for communicating with Control Rooms.

·        One control room consisting of PGMs/GMs is made operative at BSNL Corporate office with immediate effect.

18 Mar 20: AGM Pers Policy BSNL CO writes  to Circle Heads for updating ERP data of the executives in SDE, DE and DGM Cadre for generation of long stay list from ERP and after 01/04/2020, the long stay list will be generated from ERP.  Letter   <<<>>>

·        The long stay list is generated for posting substitute to the officers who are completing tenure at All India Tenure stations and the longest stayed officer in same cadre from the Circle to which said officer has submitted request is posted as substitute.

·        Until now, this list was called manually from Circles, but now due to shortage of staff after VRS 2019, it has been decided that long stay list will be generated from ERP and hence it is written to Circle Heads for updating Cadre details, carrier History and stay particulars of Executives.

·        It is also requested to concern Executives to check for correctness of their Cadre details, carrier History, stay particulars, and pursue with SSA/Circle Admn/Staff sections for corrections required if any.

·        Since 01/04/2020, the long stay list will be generated through ERP and hence to avoid any complaints about wrong data of Cadre details, carrier History and stay particulars once transfer order is issued. 

·        This data will be utilized mainly for transfers to all India hard tenure stations and due to mass VRS, there are chances that this time it may be used for transfers from Circles having excess Executives to Non-Tenure Circles having acute shortage of Executives.

·        Due to Mass VRS 2019, there are less number officers in all Circles and there is acute shortage of executives in each and every Circle, hence chances of mass transfers are less, but few transfers will not be avoidable.

·        BSNL Corporate Office is preparing the Manpower Plan for proper utilization of remaining manpower and such decision for posting to Circles with shortage of Executives may be taken after approval of said Man Power Plan.

·        If anyone wants to avoid any out of Circle transfer, then he/she can opt for All India Soft Tenure stations within Maharashtra Circle i.e. Gadchiroli and Sindhudurg for period of three years.

·        During last discussions by SNEA MH with CGMT MH has conveyed that there is acute shortage in Goa and anyone who will opt and posted at Goa will be excluded from the long stay transfers out of Maharashtra Circle. This is as per discussions and no written orders are issued. 

·        All Executives are aware about their stay and approximate position in the long stay list and hence one has to plan accordingly either by opting to Choice Circle/SSA either at All India tenure station or nearby choice Circle and such advance planning and action will avoid inconvenience due to transfers at odd places and odd times.

·        The data updating is to be completed latest by 31/03/2020 and hence all Executives are appealed to check their ERP data for correctness and also make advance planning.

·        The letter states that BSNL is providing all equipment’s, stores facilities, and funds required for attending OFC Faults.

·        Detail report has been called as compliance of formation of FRTs and availability of resources to this team.

·        Practically the teams in the filed units are facing shortage of equipment’s, stores facilities, and funds and as per this letter all such issues are being taken care.

·        Now it is responsibility of field units and mainly officers working in OFC Mtce works to give clear picture about availability of equipment’s, stores facilities, and funds for attending OFC Faults and bring it to notice of competent authorities.

·        When BSNL is providing all the required support, then there should not be any reason for pending faults and one should not wait until responsibility is fixed with individual officers.

 4 Mar 20: Updates on HR Issues: SNEA MH has detail discussions with Shri. Manoj Kumar Mishra, CGMT MH Circle on important HR issues. We have brought to the notice of CGMT MH the action of staff section in issuing pick and choose individual transfers case and  need of action on rearrangements of the staff and officers within SSA/Circle office for equal load sharing  and uniform policy for Looking After arrangements for all cadres and in all wings in Maharashtra Circle. The details are as follows.

·        Request Transfers from SSAs having excess Executives to SSA having shortage of Executives:  CGMT MH informed that such 2-3 individual cases were considered on recommendation of vertical heads in Circle Office Mumbai. We informed that it is not correct and everybody cannot approach vertical heads and hence there is need of consideration of transfers uniformly for all. CGMT MH informed that very shortly, the Staffing Norms are expected from BSNL Corporate Office and thereafter all request transfers can be decided. We have shared that there are certain request transfers submitted by executives working in SSAs having excess Executives to SSA having shortage of Executives as per the present norms and same may be given consideration on basis of present method of calculation of Excess/Shortage in particular SSA and other request can be decided later. It was agreed by CGMT MH and assured to given consideration to all such own cost request transfers at the earliest. If Executives from SSAs having excess Strength and interested to work in SSAs having shortage of Executives may submit their request by email to agmstaffmh2018@gmail.com at the earliest as chances of consideration of such Requests within short period are more.

·        Rearrangement of Executives within SSAs/Circle Office: We have informed that there is uneven distribution of Executives even in same SSAs, Circle Office and nothing has been done for equal sharing of workload. CGMT MH informed that he is waiting for finalization of staffing norms by BSNL Corporate office. It will not be fare if any rearrangements are issued before issuing any staffing norms. He further infoirmed that Staffing norms are expected within week or fortnight and hence his office will decide this issue as per the staffing norms.   

·        Uniform Policy for Look After Arrangements for all cadres and all wings: We have informed CGMT MH about disparities created by Staff section/Electrical wing  in issuing Looking After arrangements and how there is lot of difference between  Looking arrangements issued by Staff section and Electrical wing. We informed him that certain officers are promoted in next to nest higher post in unofficial double Looking After arrangements and other side, no post is filled in many wings and cadres where posts are vacant. We categorically informed that there are many post of SDEs/AOs, DEs/CAOs and DGMs are vacant but nothing has been done in uniform policy for giving higher responsibility. CGMT MH assured to review the matter and issue the Looking After arrangements uniformly for all cadres and wings to meet shortages if any and for optimum utilization of existing manpower.  

 

 4 Mar 20:  Highly Successful Extraordinary Emergency General Body Meeting of SNEA Ratnagiri:  {Report by Com Nandkishor  G. Kadam, DS SNEA Ratnagiri}: As per notification issued by Com. Nandkishor G. Kadam, District Secretary, SNEA Ratnagiri, extraordinary and Emergency General Body Meeting of Sanchar Nigam Executive’s Association, Ratnagiri District was held on 14/01/2020.

·        This meeting was held at Conference Hall, Telephone Exchange, Jail Road, Ratnagiri in a grand manner.

·         All the members and leaders of SNEA Ratnagiri overwhelmingly responded it. SNEA Ratnagiri members shown full enthusiasm for this special meeting and registered record presence for such early hour meeting.

·         It was a grand and historic day for SNEA Ratnagiri. The Conference Hall, Telephone Exchange, Jail Road, Ratnagiri premises was overcrowded since early morning 0830 hrs and it was electrifying atmosphere throughout the day and it went all the way through the whole evening until 1630 Hrs.     

·         Com. Sharad S. Nagavekar, District  President SNEA Ratnagiri  presided over the full day deliberations of General Body Meeting which was attended and addressed by the following dignitaries and guests by their auspicious presence of newly formed Circle Body Members of SNEA Maharashtra Circle.

·        Further proceedings of the Meeting started with welcome speech by Com. Nandkishor G. Kadam, District Secretary SNEA Ratnagiri, in his address gave warm welcome to the newly elected leaders of SNEA MH on being elected to their respective posts in the recently held Circle Conference of SNEA MH Circle at Mumbai. He gave brief idea about the organizational strength of SNEA Ratnagiri and updated house on different development issues of Ratnagiri SSA. He elaborated challenges before BSNL Ratnagiri and put forth the action plan by SNEA Ratnagiri to overcome these challenges. He conveyed special thanks to all Circle leaders for being present on such short call and wholeheartedly supporting SNEA Ratnagiri. He narrated different issues and difficulties of BSNL and SNEA Ratnagiri and appealed the house and Circle leaders to guide him to go ahead for successful persuasion of these issues.

·        Com M. N. Kotambe, ACS SNEA MH in his address he salute the Ratnagiri Members first for supporting Circle body in their bad days. He explained all history how CHQ given wrong treatment to our beloved Com Bharat Sonawane and Com Adasul. But due to strong support of all members, they again elected as CP and CS. He also assured to support in coming crucial days. In his long speech almost touched every event from last BSNL day till today. He almost appreciated the work of every comrade helped them and stand behind them. He also highlighted certain current issues and situation in BSNL in post VRS scenario, address by CMD to opted for VRS, Challenge to be accepted by remaining staff , Outsourcing to be done by circle, prepare external plant data, execute tenders, he requested Ratnagiri Administration to cooperate SNEA Ratnagiri by settling grievances created causing mass unrest among the members. He appealed to Ex. District Office Bearers of SNEA Ratnagiri to guide & co-operate new body of Ratnagiri SNEA. He conveyed thanks to Ratnagiri comrades for showing such strong unity and lovely felicitation of Circle Office Bearers and concluded speech with appeal of continuing with strong unity to face all challenges in after VRS scenario.

·        Com Bharat Sonawane, CP SNEA MH in his address welcomed all members and given thanks to them for showing faith and elected as Circle President once again. In spite of his personal problem, he once again accepted to work for SNEA MH He elaborated the current situation of staff shortage and hurdles may arias in future. Assured to battle the situation with full enthusiasm and courage. Shared his views on role & importance of unions & associations in growth development of BSNL. He also guided the house on facing challenges ahead due to VRS & how we can unitedly overcome the same. He appealed all the comrades to stay united. He also thrown light on post VRS scenario, unavoidable change of posting, Future of BSNL is bright after VRS. In conclusion he conveyed thanks to Ratnagiri Comrades for special such grand and successful meeting and felicitation thereof.

·        Com. M. S. Adasul, CS SNEA MH Circle, in his marathon speech enlightened the house on different HR, development and current issues in Telecom sector and BSNL. He expressed highest pleasure over the presence of SNEA Members in the Extraordinary General Body and congratulates Ratnagiri team for arranging special morning session meeting creating new tradition in association activities. He conveyed thanks the Ratnagiri Comrades for their support to SNEA MH in building strongest unity during this difficult time and giving him and his team unconditional support. He informed house about status of various HR issues being pursued by association at various levels. He appealed the house to have more interaction with the staff and fellow officers for resolution of day to day issues. He stressed for need of more unity to face present tough competition in Telecom sector. He elaborated the poor condition of entire telecom sector and position of BSNL in present scenario. He stressed that BSNL will have to face this critical condition by making the strong OFC network and by adding business partners in the form of TIPs, franchises and DSAs. He assured to extend any kind of support from Circle office for development activities by Ratnagiri SSA. He gave many options for VRS opted members for supporting BSNL and themselves. He specially appreciated the members not taken VRS though they were eligible and showing faith on future and existence of company. He also appreciated that some have taken VRS not for the Ex-Garcia amount but for better future of remaining employees. He assured full support to SNEA Ratnagiri from SNEA MH in all the activities. He also updated house about the difficult times being faced by the association & how SNEA MH successfully came out of the situation and is strongly united. He specially appreciated the continuous, unconditional, & selfless support of Com. M. N. Kotambe, Com. Abhay Kesarkar, and Com. Bharat Sonawane during the difficult & testing times of association during past one year. He pointed out that BSNL accepted change & hence survived and same is applicable to executives also and one who accepts changes and challenges will definitely survive along with BSNL. He congratulated and appreciated the members who paid from their pocket for day to day mtce work of BSNL and assured to get this money released from management. He elaborated that centralization of power has reduced motivation of work as executive. He stressed for Branding of FTTH needed, special focus on Marketing and EB activities with help of business partners, process of outsourcing of External plant, Pressure by management for opting VRS by employees of BSNL, Failure of BEOP proposal by MH Circle and reasons thereof, One association for one PSU, Appealed all VRS Opted to support BSNL through TIP/Franchises model, E-filing systems to be implemented by BSNL etc. On the burning issue of pick and choose transfer and unrest among executives of SNEA Ratnagiri he guided house in depth. He appealed to continue discussions with management without any fear of results and such continuous dialogue will definitely give fruitful results. He guided house for defining specific stations for ladies comrades and they cannot continue to work only at HQ of Ratnagiri and ladies comrades cannot be posted at far away distances as being done in some of cases now. He appealed one has to plan his carrier and transfer posting in advance to avoid inconvenience at last moment and must willing to work anywhere as per need of BSNL. He directed DS Ratnagiri and his team to again discuss with Ratnagiri Management on transfer issue with alternative proposals as per outcome of this general body meeting even though earlier Ratnagiri management has neglected present District Body. He guided DS Ratnagiri to pursue issues without any hesitation and thinking of results thereof and his role is for persuasion with detail study and alternatives arrangements. He appealed house to support DS and District Body for their various activities by giving timely feedback. In conclusion, he expressed happiness on the increasing enthusiasm of highest presence of members of SNEA Ratnagiri and conveyed thanks for organization for giving him opportunity to address such mammoth gathering. 

·        After the address by Com M. S. Adasul, CS SNEA MH, the house adjourned for Lunch and again started after half an hour.

·        After the lunch break house was assembled under the Ratnagiri Com. Sharad Nagvekar, President of SNEA for discussion on Agenda points viz. Restructuring Transfer orders issued by Ratnagiri Administration, General Transfer policy considering Female Executives, Organizational matter post VRS and Changes in executive Members due to VRS.

·        Com. Nandkishor  G. Kadam, District Secretary SNEA Ratnagiri in his address in delegate session of the meeting conveyed thanks for showing faith on young comrades and giving a big responsibility and also appealed to experienced comrades for guidance whenever needed and to young comrades for giving active participation in association activities. He also discussed Restructuring Transfer issue taken up by SNEA Ratnagiri. He elaborated explained his journey up to DS post by exercising strong activities at SNEA MH Circle by attending different Circle Conferences and CEC meetings as ADS SNEA Ratnagiri. He updated house about efforts taken by SNEA Ratnagiri to restrict transfer orders previously issued by management. He pointed that management has not given consideration to views of SNEA Ratnagiri while issuing any order even though he has submitted justified proposal agreed by majority of affected members. He conveyed organizational issues of SNEA Ratnagiri to Circle Leaders and requested for their kind intervention in the issues creating unrest among Ratnagiri members. He also raised issue of transfers with Ratnagiri SSA, requested CS to restore issues of Ratnagiri SNEA and issues of transfer of VRS Optees before implementation of VRS. In Organizational, matters and many comrades highlighted the matters to be considered in coming days for betterment of our organization and members. He conveyed thanks to all the dignitaries, Guest and all the members for giving their valuable time and attending district conference for making successful conference. He also conveyed thanks to all the fellow leaders and members of SNEA Ratnagiri for their mass support. 

·        Thereafter, Com. Sharad Nagvekar, President SNEA Ratnagiri and Com. Sanjay Shardul, DT SNEA Ratnagiri submitted their resignation to the House for smooth functioning of association activities after VRS as both have opted VRS. House accepted their resignations and nominated Com. S. R. Chavan, as Election Officer for process of electing new District President & District Treasurer of SNEA Ratnagiri for the term of two years. Com. M. N. Kotambe ACS SNEA MH monitored the election process as Circle Observer from SNEA MH wherein Com. Mrs. A. Y. Lele and Com. Shailesh L. Ghadashi are unanimously District President and District Treasurer respectively.

·        Com. Mrs. A.Y. Lele, Newly Elected District President in her address conveyed thanks to all members for giving her opportunity to serve as District President and assured to fulfill the faith shown to her. She gave best wishes to all VRS 2019 members and appraised that vacuum created by VRS of these officers cannot be filled by any means. In conclusion, she appealed all members of SNEA Ratnagiri to work in team and collectively.

2 Mar 20: Delegation of SNEA welcomes Shri Arvind Vadnerkar Director HR BSNL Board on his Mumbai visit: {Report by Com. Rupesh Kumar, JS HQ SNEA MH}: Shri Arvind Vadnerkar, Director HR BSNL Board was on official tour to Mumbai on 18/02/2020. Sensing the occasion, SNEA delegation led by Com. Abhay Kesarkar, Joint Secretary CE SNEA MH consisting Com. M. S. Adasul, CS SNEA MH, Com. Rupesh Kumar , Joint Secretary HQ SNEA MH,  Com. Shailesh Dhande, DP SNEA Mumbai, Com. Sagar Mathe,  ADS SNEA Mumbai, Com. Durgesh Baghale, CEC Member SNEA Mumbai, Com. Manoj Kothwade, Ex VP SNEA Mumbai and Com. D. K. Upadhay, Ex CEC Member SNEA Mumbai gave warm welcome to Shri Arvind Vadnerkar, Director HR BSNL Board in chamber of CGMT MH Circle and held discussions on different issues. During the meeting Shri. Manoj Kumar Mishra, CGMT MH Circle and other senior other officers were also present. Director HR was kind enough to spare time for discussions with delegation of SNEA MH from his busy schedule and has shared his views on different HR and development issues. The details of discussions are as follows.

1.     Action plan of BSNL to overcome situation after VRS 2019: Director HR gave brief idea about the action plan of BSNL Board to meet the challenges before BSNL after VRS 2019. He conveyed that Executives and Non-Executives have very positively responded for VRS 2019 and this will definitely help revival of BSNL. He expressed that Management is keeping keen watch on the VRS process and its proper implementation and he was firm about the implementation of VRS successfully by clearing all the dues of VRS Optees in Time Bound Manner.

2.     Land Monetization and generation of revenue for BSNL:  At the beginning of discussions, Director HR informed the efforts being taken by Government of India, DoT, and BSNL management for revival of BSNL. He elaborated the process of land monetization initiated by BSNL and about 14 land parcels are identified for sale by BSNL. He added that in this list, two properties of Maharashtra Circle i.e. at Telecom Factory Chembur Mumbai and property at Borivali Mumbai. BSNL is expected to generate revenue from land monetization at the rate of Rs 1000 Crore per month and total revenue expected from land monetization is about 26000 Crore and current liabilities of BSNL are about 24000 Crs. He added that land monetization would be done through DEEPAM portal wherein the interested Government Organizations and PSUs will be allowed to purchase these assets of BSNL. Already there are many requests from different such organizations and many have shown interest in these properties as these are at Prime locations. Government has assured that entire money received under land monetization will be used only for BSNL and even single rupees will not be taken by Government. Government will neither directly support financially and nor it will take any money from BSNL and BSNL has to come up with financial viability. Director HR was firm on the success of land monetization process and getting financial support for BSNL.

3.     Fear in Minds of VRS Opted Executives about clearance of their dues with BSNL:  We have shared the fear in the minds of VRS optees of BSNL about getting their dues from BSNL in present scenario. The salaries of all are not paid for period of more than two months and everybody is under fear and uncertain about getting their dues from BSNL. Director HR informed that there is no need of any fear on part of VRS optees and they should be firmly assured that their all dues will be paid in time bound manner and he is personally monitoring these activities of clearing dues of VRS Optees. He firmly assured that the GPF Settlement of all the VRS Optees will be done by 27/02/2020, the leave encashment will be cleared before mid of March 2020, the installment of Ex-gratia will be surely paid by 31st March 2020, second installment will also be paid as decided and no need to worry about any payment from BSNL to VRS Optees.

4.     Future of BSNL: When asked about future of BSNL in present telecom scenario, Director HR was firm on bright future of BSNL and its successful revival and survival. He elaborated that the situation in Telecom sector is in favour of BSNL and we will have to respond it positively. He added that BSNL is successfully facing challenges in telecom sector. He informed that there is good support from the Government and though directly money is not given to BSNL, every support is extended for generation of revenue by BSNL. Director HR informed that there are issues with BSNL but Govt and BSNL management is firmly working on the issues. The changed scenario in Telecom market is in favour of BSNL and it is good to see that customer base of BSNL is increasing. He added that BSNL will get 4G spectrum shortly and it will be game changer for BSNL. As on today, BSNL is ready with 4G equipment’s in many Circles and with allotment of 4G spectrum GSM services can be provided with higher quality and speed for data. He also added that BSNL FTTH is also in high demand and we all will have to grab this opportunity. He added that there is lot of scope for Enterprise Business and today he has finalized MoU with firm for renting out vacant space for charging stations of Electric Vehicles at BSNL campus and BSNL will continue to get rent continuously. There are many opportunities and business signed an agreement and if we all together work for getting more and more business, BSNL will definitely have bright future. He was optimistic that BSNL will continue to flourish in days to come by overcoming all the hurdles being faced now.

5.     Future of Executives in BSNL: We shared with him fear in minds of left out young executives in BSNL who are worried about their future in BSNL as many are facing hardship due to over delayed salaries and are under fear of transfers and additional workload. Director HR firmly assured that there is no need to worry by anybody about his or her future in BSNL. The changes in Telecom sector are working in favour of BSNL and hence we have to join hands together to increase customer base and adding more customers to BSNL. He added that efforts of the management and Government will continue for revival of BSNL and VRS was just one of step. There are many such actions being taken for revival of BSNL. He firmly assured that nobody should worry about their future in BSNL. He specifically appealed to all the young executives in BSNL that management will take care of future of all and future of JTO/JAO joined BSNL just before few months is also secured till his retirement and added that we have to adopt the change in work culture and accept the challenges in technology.      

6.     Payment of Salaries by end of every month: We have drawn attention of Director HR on delayed salaries and problems faced by all employees of BSNL. We also narrated the difficulties faced by young ones in case of delayed salary by more than two months. We requested him that we do not have issue if salary is delayed for one month permanently but at least delayed salary should get by end of every month. We can manage this one-month phase difference but uncertainty of payment of salary should be finished. Director HR informed that there are certain issues and agreed that salaries are delayed. But informed that this is temporary phase and situation will be normal after 2-3 months. He elaborated that BSNL has cleared the dues of LIC, GIS, Societies and to certain extent the vendor payments and hence salaries are delayed. He added that after VRS scenario, the burdon of Salaries with BSNL will be reduced to better extent and hence shortly salary of BSNL employees will be regularized.

7.     Maintenance of Services:  We have drawn his attention towards the situation in the field units wherein there is acute shortage of manpower to maintain the services and even minimum required resources are not available and situation needs some concrete support to field units. Director HR informed that he is well aware about the situation and steps are being taken to meet the exigencies aroused after VRS. The powers have been delegated to SSA/BA Heads and CGMs for finalization of different tenders required for Maintenance of services and all will have to act on it on Time Bound manner. There will be certain issues but in coming two months, we will be able to take total control of situation. He added that to meet emergent situation contact labors are being allotted to field units. The temporary advances will also be granted to executives in field units to meet day to day expenditure and every effort will be taken to resolve the filed issues.    

8.     Request for retention of Staff Quarters for VRS opted employees: We have brought to the notice of Director HR the demand of many of VRS opted executives for retention of staff quarters on different genuine grounds. Director HR informed that we have brought VRS for revival of BSNL and we are trying to get revenue from every are proposal for getting higher rents from prospective tenants and are ready to take staff quarters on rent in mass. We have informed him that these officers and officials have opted VRS and its scarifies for revival of BSNL and they should not be deprived of their genuine issues. Director HR added that as per existing policy, they are allowed to continue in same Staff quarters till eight months and thereafter they can apply for same but the rent applied will be of market rate. We requested to have middle way because the Market rate will not be affordable to VRS Optees and there should be proposal from management to have rates between existing rates and the market rates so that purpose of both the parties in taken care. Director HR informed any such proposal may be submitted to CGMT MH Circle and assured that his office will take lenient view to some extent but we should not forget out main purpose of generating revenue for BSNL.

9.     Allotment of BSNL Land for Housing Societies of BSNL Employees: We requested Director HR for grant of BSNL land to Co-operative Housing Societies of BSNL employees as being done for land monetization. We have narrated him that due to non-utilization of land available with BSNL, many of the properties are being taken over by state Government and in such situation allotment of land with reasonable cost to Co-Operative Housing Societies of BSNL; employs will generate revenue for BSNL as well as BSNL employees will get their own home and can leave together. Director HR informed that it might not be possible for commercial land, as matter of use of land will not serve purpose but assured that such proposals for residential land can be given consideration at Market rates. He suggested submitting any such proposal and it will be given consideration if it is permissible and approved by Government. 

10.            Grant of Five Increments to JTOs/JAOs: We have drawn attention of Director HR on the grievances of young executives due to non-approval of Standard pays scale and non-grant of five increments in absence of Standard pays scale. Director HR responded that this issue is taken by SNEA leadership at Delhi and we are discussing on it and assured for getting some positive results out of these discussions.

11.            Membership of Associations and position of SNEA:  During discussions it was seen that Director HR was of the opinion that after VRS, the membership of SNEA has decreased and young executives are not with SNEA. We have elaborated him fact that out of 2200 executives left in Maharashtra Circle 1400 are paid members of SNEA and about all DS of SNEA are BSNL recruited young JTOs. We have shared with him actual data of membership as per subscription deduction and Director HR was surprised to see such strength of executives with BSNL. He added that some has informed him that after VRS SNEA membership has decreased and we have responded that there is decrease in membership of SNEA , but till SNEA continues to be with highest membership among all associations. 

Though Shri Arvind Vadnerkar, Director HR BSNL Board was having very busy schedule and was supposed to catch his flight for Delhi, till he spare ample time for discussions with SNEA delegation. In conclusion, he firmly assured about positive changes in situation in coming 2-3 months and appealed all to work with positive energy and get more and more business for BSNL. In reciprocation, we conveyed him thanks for sharing his views and very firm assurances on different issues raised by delegeation.

29 FEB 20:   SNEA MH Circle congratulates,  Com. S.K. Ghuge, DGM Ahmednagar, Com. Mrs. K.G. Mernakshi, DE Nagpur and Com. V.P. Singh,  SDE CO Mumbai  and Com. B. I. Bugade, SDE Sindhudurg on their peaceful Superannuation Retirement  after completion of long & highly successful service in DoT/BSNL. 

·        Com. S. K. Ghuge, DGM Ahmednagar, and EX CP SNEA MH {Mob 9422726500} has started his carrier in DoT as JTO in year 1984. Throughout his carrier, he has worked in Mumbai, Raigad, Aurangabad, Jalna, Pune, and Ahmednagar SSAs as JTO, SDE and DE and DGM in different and majority of services he has rendered in Ahmednagar SSA. Though he was eligible for VRS, he did not opt for it and is respectfully retiring on superannuation as DGM in BSNL. Just before one month, he was promoted as DGM Ahmednagar in looking After arrangements and he is one of lucky DGMs who got Adhoc DGM promotions on last day of services in BSNL. He is very sincere in office works as well as association activities. He is sincere officer with very good managerial skill and top Leadership qualities and skills and is well known as Man of principles. His office and association carrier are of about same length as he started his leadership activities since his joining in the DoT in year 1984. He was one of the founder members and leaders of BSNLEA and SNEA in Maharashtra Circle. Throughout his carrier, i.e. since beginning of his carrier as JTO in year and until retirement on superannuation, he was very active in leadership on different post and he was representing SNEA MH Maharashtra Circle at CHQ as CWC Member until December 2019. He has worked a lot in trade unions and association and has held various responsible posts and struggled a lot for welfare of our members. He has rendered his leadership services to SNEA Members in different capacities viz. District Secretary, JETA Ahmednagar, Area Secretary Marathwada JTOA, , CWC Member JTOA, Circle President JTOA, Founder Circle Secretary BSNLEA, First Circle President of SNEA MH, CWC Member SNEA MH and has been instrumental in giving shape to strong unity of the executives under banner of SNEA. He was leader throughout his carrier in DoT and BSNL. He has played vital role in resolving many of the issues of SNEA Members and he was having very good relations with then JETA/TEOA and SNEA leaders at Delhi. He has taken efforts for amalgamation of different unions and associations and his leadership was widely accepted by different unions and associations due to his abilities. He is one of the die-hard and stalwart comrades and leaders of SNEA, who has built up faith and confidence of executives on working of SNEA. He has been instrumental in bringing discipline among association activities by actions. He always followed certain high-level ethics and principles and made others to follow such high-level ethics and principles. He has taken active part in all Meetings of SNEA at all levels and has never missed any association meeting. He is among few leaders who are fearless while pointing out wrong doings of the management at any level. His name will be written in Golden letters in the History of SNEA as strongly devoted, fearless, dynamic, and versatile leader of SNEA who always led from front and worked for unity of executives in BSNL. He has also played important role in bringing amalgamation of young and old leaders and members of SNEA, which has resulted in strongest unity of Executives in BSNL in general and in Maharashtra Circle in particular. His prolonged and devoted services will be always remembered by SNEA and its members. Now on completion highly successful 36 years and 8 months of his devoted and prolonged service in DOT & BSNL, he is retiring on superannuation retirement on 29/02/2020. 

·        Com. Mrs. K. G. Mernakshi, DE RTTC Nagpur, {Mob 9423686305} started her journey in DoT in year 1982 at Madurai & then was transferred to Erode Tamilnadu in 1986. After completion of JTO training in Ghaziabad, she joined in Micro Maintenance WTR Nagpur in 1991. On promotion as SDE, she joined RTTC Nagpur in 2002 and was promoted as DE at RTTC Nagpur in 2018. She is very sincere, devoted & dedicated towards works and polite & supportive in nature and has always taken part in all SNEA activities and has been always active member of SNEA. 

·        Com. V. P. Singh, AD CO Mumbai {Mob 9423984062} started his carrier in Year 1981 as Technician in CTO Mumbai and is retiring as SDE in Circle Office Mumbai. In year, 1997he was promoted as JE CTO and in year 2002 he was promoted as JTO and was posted in Raigad SSA. Then on his request, he was posted at Nalasopara in Kalyan SSA. In year 2018, he was promoted as SDE and was posted as AD PG Mumbai and served till last date as AD PG Mumbai with full efficiency. He is known for his smiling face and working without any complaint. He has successfully handled the PG section by replying all PQs in time. He is well familiar among executives in BSNL and known for his interpersonal relations. He is a die-hard member of SNEA and has always taken part in all association activities of SNEA. Now on completion highly successful 38 years and 2 months of his devoted and prolonged service in DOT & BSNL, he is retiring on superannuation retirement on 29/02/2020.

·        Com. B. I. Bugade, SDE Sindhudurg {Mob 9423984062} has started his carrier as Telephone Operator in May 1982 at Sawantwadi. In Year 2004, he was promoted as JTO under LDCE quota and posted as JTO Group and then as Outdoor Sawantwadi. In May 2012 he was posted as JTO Admn and in year 2018 he was promoted and posted as SDE Admn Sindhudurg and continued his services till last date of retirement as SDE Admn Sindhudurg. He was active in Union Leadership and has actively led non-executives of Sindhudurg SSA in leading role of District Secretary. Now on completion highly successful more than 37 years of his devoted and prolonged service in DOT & BSNL, he is retiring on superannuation retirement on 29/02/2020.

On this important day of the life of these stalwart Comrades of SNEA retiring in this month, SNEA MH salutes sincerity, dedication and affection by Com. S. K. Ghuge, Com. Mrs. K.G. Mernakshi Com. V. P. Singh and Com. B. I. Bugade, towards BSNL & SNEA and on behalf of thousands of comrades of SNEA Maharashtra Circle we wish them “Very Happy, Healthy, Wealthy & Highly Successful Long Retired life”.

28 FEB 20:   DGM HR/A Mumbai issued orders for provisional pension for all Executives and Non-executives from Maharashtra Circle who has opted for VRS 2019. Letter   <<<>>>

·        The data has been handed over to CCA Mumbai, CCA office also has acted promptly, and hopefully every person opted for VRS will get pension on 02/03/2020.

·        This list includes all 8423 names of VRS Opted employees where any case is pending against said employee or whose VC is not cleared and hence the pension of everybody will be started with immediate effect.

·        About all VRS Opted, employees have received GPF final settlement amount during this and last week and leave encashment is being settled for all.

·        The Salary payment of all in BSNL is pending for January 2020 and by now salary of February 2020 also due. It is expected that Salary of January 2020 will be paid by BSNL in first week of March 2020. 

·        Now, only official Farewell due on 31/01/2020 is pending due to administrative lapses and lethargy in some of Districts including Circle office Mumbai in completing administrative procedure and formalities.

·        It is good to see that majority of issues of VRS opted Executives and Non-executives will be settled and we are hopeful that 50% of Ex-Garcia amount will be credited by end of March 2020. 

·        Henceforth, VRS Opted executives and non-executives will continue to get their pension monthly and hopefully their wait for salary while in BSNL will be stopped once for all, as chances of getting regular pension from Government of India will be more regular than Salary in BSNL.

·        These are the points minutely noted by CGMT MH who has attended this meeting and noted each and every point discussed in HOCC Meeting with respect to all verticals/sections.

·        CGMT MH has now conveyed these major issues to all BA/SSA and Vertical heads for required action on their part for its implementation in Maharashtra Circle.

·        Such DO letters are issued by Director EB to all Circle Heads about long pending OFC Faults.

·        In DO letter to CGMT MH Circle, the Director EB points out that existing OFC faults are not cleared after repeated communications.

·        The letter in general points out about OFC faults pending in all SSAs and specifically points out about more than 100 OFC faults piled up in Jalna, Nagpur, Osmanabad, Pune, Sangli and Solapur SSA.

·        Letter further directs CGMT MH to closely monitor SSA wise performance in restoration of OFC faults and take action against non-performing officials.

26 FEB 20:   Grand and heart touching Farewell Function by SNEA Sangli:  {Report by Com. Hanmant Mohite, DS SNEA Sangli}: Grand and heart touching farewell function for VRS opted comrades SNEA Sangli was arranged on 27/01/2020 at 3rd floor conference hall Telephone Bhavan Sangli in grand manner which was overwhelmingly responded by all the members. .

·        The function was chaired by Com Kedar Kulkarni, DP SNEA Sangli, coordinated beautifully by Com Hanmant Mohite, DS, SNEA Sangli, Com Mahesh Mali, Com Shreyas Pawar, Com P.A. Kulkarni Com Sachin Shete, & team SNEA Sangli.

·        Com. M.S. Adasul, CS SNEA MH attended the function as chief, prominent and all time favorite guests for the function.

·        Com S. R. Bhise, Joint Secretary West SNEA MH & DS SNEA Sindhudurg congratulated SNEA Sangli for arranging such beautiful function and conveyed best wishes to all the VRS Opted executives.

·        Com. M. S. Adasul, CS SNEA MH in this address explained very well the preface of VRS-2019 and future of BSNL. He individually praised each and every comrade of SNEA Comrades and shared his personal experience with them. He charged up them for not being ideal after VRS and inspired them by many ideas to be along with BSNL. 

·        The hall was full of SNEA Comrades retired recently, existing and VRS opted comrades from entire Sangli District.

·        All the personal “SNAPs” of the farewell function were physically printed and presented in the same function to the VRS opted comrades as a gesture to mark the remembrance of the function.

·        It was very touching and emotional function nicely arranged by SNEA Sangli and very beautifully anchored by Com Mahesh Mali, DT SNEA Sangli.

·        The nicely arranged function which started at 1700 hrs concluded at 2130 hrs with National Anthem.

26 FEB 20:   AD Staff A Mumbai issued request transfer of JAO Akola to Goa SSA at own cost basis.    Letter   <<<>>>

·        There are many request pending from individuals, but Staff section has started issuing one by one individual orders for the persons who are approaching to the officers in Circle Office. In the recent past we have seen such pick and choose transfers and one SDE from Amravati SSA has been transferred to Circle office Mumbai.

·        All these are members of SNEA, but for this, we just cannot give free hand to Staff section to issue such pick and choose request transfers and allow them to deprive the rights of other common members.

·        We have already drawn attention of CGMT MH on this matter and he has assured to look into issues as such request are being issued on recommendation of GM/PGM level officers.

·        It was also assured by CGMT MH that very shortly the regular norms for justification of officers are expected from BSNL Corporate office. Thereafter request of all comrades including required rearrangement for officers to meet shortages in different SSAs will be taken.

·        SNEA MH will again take up matter with CGMT MH for consideration of all request transfers and stop such pick and choose orders by staff on the recommendations of selected officers.

24 FEB 20:   Welcome of Shri Arvind Vadnerkar, Director HR BSNL Board by SNEA  Pune: {Report by Com. V.R. Chaudhari, DS SNEA Pune} :  SNEA delegation led by Com. Bharat Sonawane, CP SNEA MH and consisting Com. S.P.Sonawane CWC Member, SNEA MH , Com. Prayag Pisal, Joint Secretary South SNEA MH, Com. V.R. Chaudhari, DS SNEA Pune, Com. R. A. Londhe, DP SNEA Pune and Com.Atual Kadam,ADS SNEA Pune gave warm welcome to Shri Arvind Vadnerkar, Director HR BSNL Board  on his official visit to Pune  17/02/2020.

Ř After meeting of senior officers and Press Conference, special meeting was granted to leaders of all associations and SNEA leaders took very active part in it. The meeting was held in presence of Shri. Sandip Savarkar, PGMT Pune and Shri A. N. Dhanorkar, PGM Admn Pune.

Ř A warm welcome by all the Officers, Staff, Association and union leaders from Pune SSA was given to Shri Arvind Vadnerkar Director HR BSNL.

Ř The details of discussions and response from Director HR is as follows.  

1.     Action plan for Restructuring and Outsourcing: We informed that there is an acute shortage of manpower in the field at all levels and immediate restructuring of staff is required. Also, many of the tenders are not yet finalized for carrying out various important activities in the field. Director HR informed that he will immediately do the needful so that bare minimum staff will be justified in all units.

2.     Promotion to Executives: Delegation demanded that considering the vacancy at all levels in post VRS scenario, promotions at all levels to be carried out. Director HR informed that the DE to DGM Promotion process is already completed and the orders will be issued shortly.

3.     Retention of Quarters for VRS opted employees beyond eight months: He informed the decision regarding the same will be taken in the corporate office in the meeting, as employees will have to pay full HRA for the same along with other terms and conditions. 

4.     Notices issued to ST candidates who have opted for VRS: AUAB delegation requested Director HR to take lenient view on this issue and resolve it as a one-time measure. Director HR informed that the Corporate Office has already taken a lenient view on this and all dues will be paid to those candidates who had applied for validity. He said that the Corporate office has taken decisions within the framework of law. 

5.     CGHS option for VRS optees: Its issue and benefits were also discussed. Director HR suggested to opt for CGHS facilities as BSNL is reimbursing the amount fully paid by the officials.

6.     Merger of Civil, Electrical and Architecture wing with Telecom wing: We discussed the issue of Merger of Civil, Electrical and Architecture wing with Telecom wing .Director HR informed that after discussion with concerned unit’s decision will be taken.

7.     Payment of dues to VRS optees in time bound manner: Director HR gave the time schedule of payment of all the dues such as pension, Ex-Gratia, Leave encashment with details.

a.       Implementation of VRS opted by 78569 staff.

b.       Payment of Ex Gratia timely, first installment by 31st March 2020 and the second by 30th June 2020.

c.        Gratuity payment at completion of 60 Years or on 1st February 2025 whichever is earlier. Interest will be paid @GPF rate. 

d.      Start of Provisional pension with effect from February end.

e.        Leave encashment to be paid by BSNL in the first week of March 2020.

f.         GPF payment to be paid immediately.

g.       Allotment of 4G Spectrum for which work to be started for 50, 000 nodes by May 2020 and actual services by October 2020.

h.       BA mergers to minimize the expenditures.

i.         Monetization of Land assets to generate revenue of 1000 Cr per month and a target of 20,000 Cr from 11 land parcels. The current liability of BSNL is 24,000 Cr. 

j.          Issue of sovereign Guarantee Bonds with effect from April 2020.

k.       Merger of BSNL and MTNL in future.        

8.     Issues in Pune SSA:

a.     The issue of Internet speed due to frequent Failure of WTR backbone links between Mumbai and Pune: Customers of ILL, FTTH, Broadband, and mobile data are facing speed issues constantly over a period of time. It was suggested that an additional route to IGW Bangalore, to be made available. This would give an alternate route in case of failure of IGW links between Pune to Mumbai. Director HR informed that he has spoken to the CGM, BBNW and discussed the same to resolve this issue on priority. 

b.    Issues of CSC in Pune: Issues of CSC and authorization for outsourced franchisee were discussed.

c.      Difficulty in payments towards Momento & Shawl for the felicitation of VRS optees: Director HR called GM (F) in corporate office and clarified the same with PGMT Pune and the difficulty in procurement due to financial constraint was resolved. It was informed that procurement of material through e-gov is not a problem as funds are available now. The SSA and Circle can procure it and the official retirement can be conducted shortly.

Ř Meeting was very fruitful and DIR HR was very positive as he analyzed each problem in depth and assured us to resolve the same. He also appealed to AUAB leaders to talk to willing VRS optees to come forward for completion of pension work, as it is time bound work. 

Ř In the morning meeting of senior officers was addressed by Director HR and in afternoon, he addressed Press Conference to make the public and customers aware of BSNL revival and maintain BSNL brand-image, Director HR addressed a press conference. It had a positive response from media persons in which Director HR replied very positively regarding Revival and turnaround of BSNL.A wide coverage in all popular daily news was also given regarding revival of BSNL.

·        This system has been successfully installed at BSNL Admn Bldg at Santacruz Mumbai, RTTC Pune, RTTC Nagpur & Telecom Factory Mumbai.

·        Thus, BSNL is saving lakhs of rupees on electricity through this model as BSNL getting concession in the electricity charges.

·        There is no expenditure on part of BSNL and BSNL has to provide access and space on rooftop of the building.

·        If it is installed at rooftops of all BSNL Buildings, good amount of money can be saved by BSNL.

20 FEB 20:   Congratulation!!! DGM Pers SM BSNL Corporate Office issued long awaited DE to DGM Adhoc promotions orders for 195 executives.   Letter   <<<>>>     

·        This is first promotion order after VRS 2019 wherein 195 DEs are promoted as DGMs.

·        Many of these promoted Officers have not opted for VRS 2019 even though eligible and hence got chance to become DGM Adhoc.

·        In this order about all officers from Maharashtra Circle are retained in MH Circle and additionally three new DGMs from MP Circle are posted to Maharashtra Circle.

·        It will help in filling many of SSA Head post which are vacant or managed through Local looking after arrangements and very junior and unwilling officers are compelled to work as SSA Head that to be in present very difficult situation after VRS 2019. 

·        When everything on HR platform is negative in BSNL, this order even on Adhoc basis will give some hopes to left out officers that there are till hopes for promotions in BSNL.

·        There are thousands of post of SDEs and DE are vacant in BSNL, but management has not acted on it for years together for whatever may be reason and many officers have opted for VRS due to poor HR approach by BSNL management on promotional front.

·        It is unfortunate that hundreds of Executives eligible for DGM promotions have opted for VRS and immediately after 19 day of their VRS, the promotion orders have been issued wherein name of these officers are naturally missing.

·        Many such affected officers have personally shared their views and blamed management for delaying these promotions for years together on different reasons.

·        Some of them have expressed as its failure of associations also and SNEA MH agrees and respects the sentiments expressed by these affected members.

·        But something is better than nothing and let us think positive with hopes that very shortly BSNL management will take initiatives for filling all vacant post of SDFE/AO, DE/CAO in BSNL by stopping Look After arrangements.

·       SNEA MH congratulates all the officers promoted as DGM Adhoc and wish them grand success in their new promotional assignment as DGM.

 

20 FEB 20:   DGM Admn Mumbai issued allotment of manpower through EOIs for all SSAs to meet shortage of Non-Executives in the filed units.   Letter   <<<>>>

·        This case was pursued by SNEA MH with CGMT MH since long and it was always assured that it is being distributed. In our last meeting CGMT MH has informed that he has updated SSA Heads personally about the authorization of manpower, but none of SSA Head as taken such services and works have come to stand still in about all SSAs.

·        Now official allotment is issued, but till there seems to be confusion as many of SSAs do not have valid and operational tenders for EOIs.

·        This allotment is decided by special committee headed by PGM CFA Mumbai, GM Fin Mumbai and GM HR/Admn Mumbai in consultation with SSA/BA Heads.

·        We have discussed this issue with concerned officers and it has been agreed that in such cases of extreme difficulties, the required manpower can be engaged temporarily through Temporary Advances and if advances are applied with proper justification it will be sanctioned with priority.

·        As on today, the OFC Failure in major reason affecting the Telecom services in Maharashtra Circle and main reason is frequent failure of OFCs due to road widening activities and repeated faults thereof.

·        It was a grand and historic day for SNEA Pune. The TRC Club hall at MHS Bhavan premises was overcrowded since morning 10.00am on 19th January and it was electrifying atmosphere throughout the day and it went all the way through the whole evening and continued till 8pm.

He also assured to support in coming crucial days. In his long speech almost touched every event from last BSNL day till today. He almost appreciated the work of every comrade helped them and stand behind them.

He thanks to all members taken a pain to arranged this grand felicitation program of SNEA Pune members. Situation after VRS can be controlled by making a strong network of TIPs. All youngsters are needed to be united and ready for fight the situation.

·        Com M.S. Adasul, CS SNEA MH in his address guided house on different HR/Development issues and its status thereof. He expressed highest pleasure over the presence of SNEA Members in the Extraordinary General Body. He first of all thanks the Pune Comrades for their support during past bad days and again showing their faith for selecting him as CS. He also appealed the house to have more interaction with the staff and fellow officers for resolution of day to day issues. He stressed for need of more unity to face present tough competition in Telecom sector. He elaborated the poor condition of entire telecom sector and position of BSNL in present scenario. He stressed that BSNL will have to face this critical condition by making the strong network of more number of TIPs. He assured to extend any kind of support from Circle office. He given many options for VRS opted members for supporting BSNL and themselves. Specially appreciated the members not taken VRS though they were eligible. They shown their real faith on Company. Some have taken VRS not for the Ex-Garcia amount but for better future of remaining employees. He assured full support to SNEA Pune from SNEA MH. In conclusion, he expressed happiness on the increasing enthusiasm of highest presence of members of SNEA Pune and conveyed thanks for organization for giving him opportunity to address such mammoth gathering. 

·        After the address by Com M S Adasul CS SNEA MH the house adjourned for Lunch and again started after half an hour.

·        After the lunch break house was assembled under the President of Com Jyoti Kumari Jha for discussion on organizational matters. Com Girish Sonar, Com G.L. Gund and many comrades highlighted the matters to be considered in coming days for betterment of our organization and members.

·        After that SNEA Pune body, members opted VRS given their resignation to the President. House accepted their resignations. Due to that, more than 25 % members of SNEA Pune body are vacant. As per constitution of SNEA President appealed to dissolve the body. House accepted the proposal of President.

·        Thereafter the earlier District Body was dissolved by Com. Mrs Jyoti Kumari Jha President of the outgoing District body and election process started. Com. D.B. Baravkar was unanimously nominated as Election officer and Com R.S. Dalvi was unanimously nominated as Asst Election Officer for election process. Both these Election officers have played very important role in the whole process and Election process started at about 1630 hrs with declaration of the post for elections, calling nominations. Com. M. N. Kotambe ACS SNEA MH was Observer from SNEA Maharashtra Circle for this election process.

·        In an unanimous elections new body was elected by the house and the following new District Body of SNEA Pune are elected for the period of three years i.e. 2020-2023.

17 FEB 20:   Voluntary retirement felicitation program of Amravati SSA: {Report by Com. Nilesh Wankhede, DS SNEA Amravati ) : In Amravati SSA, Felicitation program was arranged as a small tribute to all our beloved voluntarily retired comrades on 02.02.2020 at Hotel “Rai-Jeera”, Amravati on a theme कभी अलविदा ना कहना.

·        It is a small token of gratitude towards their contribution for our beloved organization.

·        The following dignitaries were invited for the Farewell function Shri. Sunilkumar Agarwal, PGMT Amravati ,Com. Prabhakar Datir, DGM, Amravati and DP SNEA, Amravati and Com. Sanjay Gurbhele, IFA, Amravati

15 FEB 20:   CE Elect Mumbai writes to SSA/BA Heads for stopping the existing AMCs of DG sets with capacity up to 30KVA.  Letter   <<<>>>

·        There are total 3174 DG sets operating under AMC and henceforth AMC will be available for 632 DG sets only.

·        Office of CE Elect Mumbai will call for tender for attending faults of DG sets on call basis and it will be applicable to 2542 DG Sets for which AMC is being stopped. 

·        It is directed to SSAs to that out of 632 DG sets for which AMCs will continue; about 10 % DG sets are to be listed out by SSAs for stopping AMCs.

15 FEB 20:  AGM Estt BSNL CO issued guidelines for renewal/withdrawal or change of limit for Group Term Insurance for Executives in BSNL.  Letter <<<>>>

·        Important guidelines are attached as annexure to this letter.

·        It is auto renewal scheme with same terms and premium as that of last year and it will be effective from 01/03/2020.

·        It means one who will not make any changes in earlier options or will not withdraw his/her option will continue with Group Term Insurance policy.

·        There is option in ERP for withdrawal from this GTI Scheme.

·        The changes in existing policy can be done latest by 17/02/2020 and new joining can be done latest by 19/02/2020.

·        The existing embers at bracket of age 50n years have option for change of amount of Insurance from Rs 50 lakhs to Rs 20 lakhs and vice versa.

·        The yearly subscription payable in advance will be deducted from concerned officer in salary of February 2020.

·        Option is also available for new entry in this scheme and to join scheme, one has to submit option through ERP and depending on his age and amount of sum assured, the yearly premium for Year 2020-21 will be deducted in advance from Salary of Feb 2020.

15 FEB 20:  Director Account-I, DoT conveyed approval for payment of provisional Pension for all VRS Opted Executives and Non-Executives from BSNL as well as MTNL memorandum.  Letter <<<>>>   SOP <<<>>>

·        Due to mass VRS from BSNL as well as from MTNL, it is expected that there will be delay in issuing PPOs and accordingly release of pension.

·        The Provisional Pension is being calculated as 50% of last basic plus DA applicable.

·        The provisional pension will be applicable w.e.f. 01/02/2020 and will be payable for period of five months or date of issue of PPO whichever is earlier.

·        All concerned units of DOT are directed to issue PPOs latest by 31/05/2020.

·        SOP (Standard Operating Procedure) for payments of Provisional Pension is attached giving activities to be carried by CCA offices of DOT and Circle Offices of BSNL/MTNL.

3 Feb 20:  Special General Body Meeting & Grand Felicitation of newly lected COBs of SNEA MH by SNEA Kalyan: {Report by Com. Mukesh Wadhwani, DS SNEA Kalyan}: A Special General Body Meeting & Grand felicitation function was arranged by SNEA Kalyan on 08.01.2020 to honour COBs of SNEA MH on their election in recently held circle conference of SNEA MH Circle held at Mumbai.

·        The function was arranged at Kala Bramha Hall of Kala Talav Telephone Exchange, Kalyan. Com. R. K. Nagdekar, Ex District President Kalyan chaired the meeting as and presided over the function.

·        Shri B. P. Rawat, PGMT Kalyan was invited as the Chief Guest on the occasion and on invitation of SNEA Kalyan PGMT Kalyan was accompanied by Shri Hariom Solanki, GM (Operations), Kalyan.

Kotambe, ACS SNEA MH Circle, set the tone of the evening with his detailed & marathon speech on how SNEA Maharashtra Circle went through the tough & difficult phase & how our entire circle body under the able leadership of Com. M. S. Adasul & Com. B. S. Sonawane put up a brave fight against the injustice meted out on our leaders & successfully came out of the situation.

·        Com. H. N. Tipre, CT SNEA MH Circle shared his memories of working in Kalyan SSA in start of his career and shared his valuable thoughts on growth & development of BSNL. House congratulated Com. H. N. Tipre on winning the Prestigious VISHISHT SANCHAR SEVA PADAK 2018 with thundering claps.

·        Com. B. S. Sonawane, CP SNEA MH Circle, shared his views on role & importance of unions & associations in growth development of BSNL. He also guided the house on facing challenges ahead due to VRS & how we can unitedly overcome the same. He appealed all the comrades to stay united &

·        Com. M. S. Adasul, CS SNEA MH Circle, in his marathon speech enlightened the house about the difficult times faced by the association & how we successfully came out of the situation and is strongly united. He specially appreciated the continuous, unconditional & selfless support of Com. M. N. Kotambe, Com. Abhay Kesarkar and Com. Bharat Sonawane during the difficult & testing times. He also informed house about status of various HR issues being pursued by association at various levels.

·        Shri Hariom Solanki, GM (Operations), Kalyan congratulated to all the newly elected Circle office bearers of SNEA MH circle & shared his views on growth & developments of BSNL services in Kalyan SSA.

·        Shri B. P. Rawat, PGMT Kalyan, congratulated all the newly elected Circle office bearers of SNEA MH circle & shared his views on various issues. In his encouraging speech, he informed house about various activities being carried out to tackle the post VRS situation. He emphasized that Kalyan has great potential & a very good team. He also shared his thoughts & vision about Roadmap for Success of BSNL Kalyan.

·        Com. R. K. Nagdekar, President SNEA Kalyan in his presidential speech summed up the event by acknowledging encouraging views & thoughts of all the dignitaries. He concluded his speech quoting that “Truth can get frustrated but Truth can never be Defeated”.

·        Com. A. M. Singh, Ex-CEC Member Kalyan, presented Vote of Thanks in his special style & thanked all the Dignitaries & Guests for gracing the occasion & sparing their valuable time to guide & encourage comrades of SNEA Kalyan. He also thanked all the comrades from nook & corners of Kalyan SSA for participating in the meeting in huge numbers.

·        Com. V. K. Bhamre, ADS SNEA Kalyan very nicely anchored the entire event with his comprehensive, fluent & binding oral skills.

·        The post of AGM Admn Mumbai will be vacant and DGM Admn Mumbai will continue to function without AGM Admn and in addition to his left out officers from Admn section, AGM Estt along with DC section will report to DGM Admn Mumbai. 

 

 

1 Feb  20:  Tribute to legend and life time Hero of Executives in BSNL: On is 3rd Death Anniversary of late Com W. S. Rao , Ex GS, Ex President JETA/JTOA/SNEA and the leader with vision and understanding about the future of Executives in BSNL, SNEA MH, pay tribute to this legend and life time Hero of Executives in BSNL. His devoted works for the executives of BSNL is remembered by all for lifetime. We miss him today.
