30 Sep‘17: SNEA (I) MH Circle congratulates, Com. V P SANAP AGM Parbhani, on his retirement on superannuation on 30-09-2017 and wish him and his family members “A Very Happy, Peaceful & Long Retired Life”. Com. V P SANAP AGM Parbhani has rendered his services in the entire Maharashtra region especially Mumbai,Vasai,Bhandara, Gondia and lastly at Parbhani SSA. His special contribution / Specialisation was in Transmissiom ,Planning and Administration. Com  V P Sanap has also worked as Joint Secretary Marathawada. He is die-hard comrade of SNEA and have played vital role in strengthening SNEA(I) with his active support.

                        

                After getting Retirement Com. V P SANAP AGM  Parbhani has expressed his full satisfaction while working in BSNL and now offered his services for the betterment of BSNL at any time for any type of problem /difficulties. He has contributed actively during his lifelong services rendered earlier in DoT and now in BSNL. SNEA MH circle has no words to recognise his long and dedicated services rendered in BSNL and love & affection towards SNEA (I) and will always remember his active contribution for BSNL as well as SNEA (I).    

 

              So once again  we wish him and his family members “A Very Happy, Peaceful , Joyful & Long Retired Life”.

29 Sep‘17: Grand and Highly Successful 7th Circle Conference of SNEA MH Circle at Orange City Nagpur.:  {Report by Com S A Sarode ACS( E )} As per notice issued by Com. V B Kokate, CS SNEA MH Circle, two Days 7th  Circle Conference of SNEA(I) Maharashtra was organized at  Dr Vasantrao Deshpande Hall, Near MLA Hostel, Civil Lines Nagpur on 18th & 19th September 2017.  This Circle conference was mainly attended by Com. A A Khan CHQ President, Com. K Sebastin General Secretary, Com. M S Adasul Dy. GS and entire CoBs, DoBs , CWC members from all districts of MH Circle.

 

Report for Day 1 : Delegate Session Date: 18th September, 2017.

 

At the very outset , Com S R Kalmegh, CP MH Circle hoisted the flag of SNEA at sharp 0900 hrs. It was followed by the dias formation, deep prajwalan, Saraswati Puja and welcome song by the comrades of Nagpur. All the  Circle office bearers were escorted and  felicitated by the comrades of Nagpur. The felicitation was followed by the welcome speech by Com. Sameer Khare , District Secretary of host branch. In his welcome speech, he thanked Circle body to host circle conference at Nagpur.

 

Then the control of august house was handed over to the Circle President Com. S R Kalmegh for further proceedings. Com President read out the agenda for the two days circle conference and the house passed it with thundering claps.

 

Starting the deliberations, Com. S R Kalmegh in his opening remarks gave brief remembrance of the activities that happened in his  tenure as Circle President and praised the achievements of the circle body under patient but die hard efforts of Com. V B Kokate, CS SNEA MH.

 

Com V B Kokate CS SNEA MH Circle , read out the CS report and mentioned achievements of Circle body in his maiden tenure which mainly covers huge success of SNEA MH circle in 1st Membership Verification , Breakthrough in Rule -8 and tenure transfers , execution of various calls by CHQ for the legitimate demands of executives of BSNL and many other initiatives taken by the circle body under his dynamic leadership.Entire house unanimously approved the report of Com. CS and acknowledged the efforts by thundering Claps.

 

It was followed by the DS reports. District Secretaries of all the SSAs presented their reports one by one. All of them asserted that the huge growth in the membership is observed everywhere after a great success of association in the 1st Membership Verification and thus acknowledged the faith of majority of the executives in the very first majority association. The main issues covered in DS reports were regarding the growth and viability of the BSNL , various HR issues including 3rd PRC implementation, upgraded standard pay scales and promotions in various executive cadres.

 

Reports were continued on Day 1 till 1730Hrs then house took a short break which was to be followed by the open session.

Along with these distinguished personalities, the deliberations of entire open session were witnessed by hundreds of comrades from entire Maharashtra Circle.

 

At the very outset, all the dignitaries were escorted and felicitated to form a dias. This open session was presided over by Com. S R Kalmegh , Circle President , SNEA MH Circle.

 

Com. V B Kokate, Circle Secretary, SNEA MH Circle in his keynote speech appreciated the efforts of executives of MH Circle under able leadership of CGMT MH Circle and praised the hard  efforts of CGMT MH Circle to observe   a total turnaround and to bring MH circle to a net profit of Rs. 139 Crores for last financial year which happened after a long gap of 9 years. He quoted that still much more is to achieve by deployment of mobile phase VIII equipments in MH Circle. He shown his concern for speedy roll out of the project so that more profit can be earned this year. He appreciated the efforts of CGMT MH Circle for taking various initiatives to grow business by the means of Enterprise Business, tie up with TIPs and Cable TV operators for FTTH growth, diversion of DSLAMs near BTS locations etc. He thanked Circle administration and especially Shri Kumar Manoj, GM HR/Admn for settlement of all Rule-8, Tenure and non-tenure request transfers. He also appealed CGMT to kindly intervene and resolve the unrest among Nagpur comrades.

 

Com. M S Adasul, Dy GS SNEA , in his unique style of speech congratulated the CGMT MH Circle for making turnaround and earning the net profit. He also congratulated him for speedy processing of the PO for phase VIII roll out and thus becoming the very first circle to do this. With this very positive attitude of MH circle , he shown his confidence that it will not be difficult to implement 3rd PRC in BSNL and hoped that soon we will be observing the implementation. While speaking on the act of Circle administration to transfer the executives of MH circle on performance basis he categorically pointed out the case of Nagpur  SSA where one of the executives who was nominated for Sanchar awards on last to last year was transferred on low performance basis which was pure discrimination and misuse of the power against the executives MH Circle. Highlighting the poor HR management by GMT Nagpur and vindictive actions against the executives and non-executives of Nagpur SSA by various ways, he reminded the administration that in the name  of tenure completion ,  the executives of lower cadre are  transferred out of circle  only after completion of  five years  , but GMT Nagpur who is staying at Nagpur since last 23 years is still working as SSA head though there is no merit and Nagpur SSA has booked a loss of 68 Crores in last financial year.

 

Shri Kumar Manoj , GM HR/Admn in his address of two words ,  gave his best wishes for very successful Circle Conference and deliberations.

 

Shri Peeyush Khare, CGMT MH Circle in his highly motivating speech remembered the veteran leader of association Com. W Seshagiri Rao Ex- GS SNEA and thanked the SNEA MH Circle for invitation and direct address to a huge gathering of Maharashtra executives.

In his speech of “Man ki Baathe updated house about the steep  challenges faced by the company in the current market scenario and proudly stated that , even in this very difficult situation Maharashtra Circle emerged as the leader and received Business Leader of the Year trophy for the best performance of  last financial year. He added that the market is settled now and we have a greater scope to earn profit. He was confident enough to bring MH circle in profit with higher margin this year. He added that he is open to all executives to address their grievances and circle administration under his leadership has taken very genuine efforts to settle maximum of the HR issues including various transfers. He appreciated the hard efforts of team MH Circle. Adding that, only hardwork is the key to success , he updated the house that MH circle has performed better in the 1st quarter as compared to the 1st quarter of  last financial year.

 

Com. K Sebastin , GS SNEA in his speech updated the house that the financial year 2017-18 is declared as the year of Enterprise Business by Corporate office. Maharashtra Circle has always booked a great revenue under EB head in the past and emerged as the leading circle for enterprise business. So entire BSNL has great hopes from Maharashtra to show a spectacular performance this year also. Commenting on  the requirement of higher and sufficient bandwidth for offering various data services , he shown positive hopes that  by the deployment of OTN project the BW requirements will get fulfilled.  He opposed the formation of tower company and  the moves of Government to merge MTNL with BSNL  which is very much harmful the viability of the BSNL. In the concluding remarks, he added that after along time MH Circle has got a full time CGMT who is great team leader and executives of MH Circle must support him to observe a remarkable success.

 

Com. A A Khan, CHQ President, in his address updated the house about the difficulties in front of BSNL executives to obtain the fruits  of 3rd Pay Revision.  But assured the house that with our united efforts we will surely obtain it with full 15% fitment.  He narrated the house about various initiatives taken by the association in this regard including submitting the representations to various Ministers and Members of Parliament. He added that our immediate efforts and early deployment the various telecom equipments gives us a better scope to earn profits.

Com. Ashish Jain, CS AIGETOA MH Circle in his short speech gave his best wishes for the election of new body of SNEA MH Circle.

 

Com S R Kalmegh , Circle President SNEA MH Circle in his presidential speech read out the message of GMT BSNL and CS NFTE MH Circle and discussed various development issues of MH Circle. Entire Open Session was nicely anchored by Com. Vaishali Karde SDE Nagpur  whereas Com T B Wankhade CWC member gave vote of thanks. With this this the deliberations of the entire Day one was stopped at 2230Hrs.

22 Sep‘17: AGM(Staff), CO Mumbai  issues letter asking all JTO/SDE/DEs in different SSA within MH circle to submit their request transfer application duly forwarded by SSA head/unit head provided they shall have completed their stay of two years as on 30April 2018. All these requests will be waitlisted and it is further mentioned that SSA head shall send these applications with their comment and no application shall be kept on hold or pending . Order <<<>>>

 

22 Sep‘17: CHQ News: 

Meeting with Shri Anupam Shrivatava, CMD, BSNL:

JF leaders met Shri Anupam Shrivatsava, CMD, BSNL and held discussions on the following issues.

a) 3rd PRC implementation: On behalf of all the Executives and BSNL employees we thanked CMD and all the Directors for approving the 3rd PRC proposal with full 15%. In earlier meetings with CMD and DIR(HR), we had taken up the issue of PRC with full 15% fitment and protecting all the pensionary benefits including superannuation benefits. JF thanked CMD for accepting our demand with 15% fitment and protecting the pensionary benefits. JF could not meet DIR(HR) as she is out of station.

b) Approval of E2 and E3 pay scales: The file with regard to E2 and E3 reached the Ministers office. Few days back we met Shri Mahesh Girii, Hon MP and BJP National President. He responded very positively and immediately spoken to the Ministers office. Later on he had spoken to the Hon Minister also. We will be meeting him again in few days to pursue further. CMD informed that he is in touch with Secretary and the Ministers office and will try to discuss the matter today when he is going to the MoSC office for some other purposes. DIR(HR) is also in touch with the PS to Hon MoSC in this regard.

 

 

22 Sep‘17: CHQ News:  3rd Pay Revision: Management Committee of BSNL Board approved the proposal of 3rd Pay revision with full 15% fitment w.e.f 01.01.2017. The IDA will be neutralized as on 31.12.2016.

According to the proposal all the allowances, HRA, Medical and other Perks will be frozen as on 31.12.2016.

The proposal will be now placed before the Remuneration Committee of BSNL Board headed by an external Director before sending to the BSNL Board.

SNEA extend its sincere gratitude to CMD, BSNL, DIR(HR) and other functional Directors of BSNL Board for approving the proposal in the MC of BSNL Board

16 Sep‘17:  United and Massive Lunch Hour Demonstrations all over MH Circle.

United and most powerful lunch hour demonstrations conducted throughout the MH Circle , opposing the Cabinet decision for forming the Subsidiary Tower Company.

Lunch Hour Demonstrations conducted on 15/09/2017 was a grand success throughout Maharashtra Circle. Large numbers of valiant Comrades of SNEA MH Circle , including executives of other Associations and non executives of major unions participated in mass in the Lunch Hour Demonstrations in each and every  district of MH circle. Similar reports are pouring in all over the country against the forming of  Subsidiary Tower Company as per the call given by the unions and associations for the  programme. Leaders expressed their desire in one voice that this unity should be further strengthened, to stop Subsidiary Tower Company and to settle Wage Revision.

 

SNEA MH Circle whole heartily congratulate each and every DS,COBs of SNEA as well as AIGETOA and other leaders of all associations and unions in MH Circle for making the programme a grant success . Keep it up comrades and be ready for any such action including total strike which may be required in coming days.

16 Sep‘17: Meeting of SNEA Wardha with Shri Arvind Patil , BA Head Chandrapur: Delegation of SNEA Wardha under the leadership of Com Narendra Gadre CWC Member SNEA met Shri Arvind Patil BA Head Chandrapur today on 14/09/2017 at Wardha. Delegation strongly protested against the indifferent attitude and harrasement made by TDM Wardha with some of the executives of SNEA Wardha. Shri K N Nambodary TDM Wardha was also present during the discussion. Shri Arvind Patil patiently listened the grievances put forth by the delegation and assured to resolve it in a week. Delegation expressed their sincere thanks to Com V B Kokate CS SNEA MH Circle and Com S R Kalmegh CP for their strong persuasions on this matter with circle office by virtue of which meeting was arranged in a short span of time. 15 Sep’17Meeting of SNEA MH with Sr. General Manager (HR/Admin) on 14/9/2017:

SNEA delegation comprising Com. V B Kokate CS, Com. N S Harpalkar Circle Treasurer & Com. S B Bhosale Joint Secretary (H/Q) met Shri. Kumar Manoj, Sr. GM (HR/Admin) & held discussion on various issues.

Rule-8 Cases:

CS has requested to issue the orders for rest of the Circles.

CS has given detail input to Sr. GM (HR/Admin) that out of 14 cases of UP (East) Circle.

1. Undertaking received from= 8 candidate

2. Already on Deputation=2.

3. Not ready to submit undertaking=4.

We have requested Sr. GM ( HR/Admin) to issue the order.

He has accepted our proposal. The order for UP- East will be issued by today.

 

Regarding Rajasthan, MP &  Karnataka Circle,  undertaking awaited.

Regarding MP Circle- Apart from undertaking, MP circle has asked some additional information & it may take some more time.

Yesterday again CS SNEA MH had discussion with Com. Datta Mujumdar CS SNEA MP Circle & requested for relaxation of these information for issuing of order. CS MP is pursuing with their Administration for the same.

15 Sep‘17: GS writes to Secretary, DoT regarding Lunch Hour demonstration on 15.09.2017: Ill conceived and ill timed decision of Government to off load most powerful and potential assets of BSNL-66,000 mobile towers-gravely threatens to decelerate an otherwise accelerating growth of BSNL, besides endangering its very existence. Employees of BSNL determined and ready to pay any price to safeguard existing integrated and time tested composition of BSNL. Sinister decision of the Government is nothing but a well calibrated move towards disinvestment of strategic telecom institution of the Country. Massive and prolonged trade union actions are on the anvil to force the Govt. to reverse this retrograde decision.

14 Sep‘17: Activation of Hungama VAS service by OTP: Finally Hungama has started it’s VAS service by using OTP. It was one of the major demand of SNEA MH circle that Hungama should start the service by taking landline customers in confidence. It was observed that Hungama was starting its service without the knowledge of customer even though they have not requested for it thereby giving monthly charge of it by virtue of which some of the customers have disconnected their landline services. GS writes to DIR(HR) regarding the Editorial on tardy progress in HR issues and BSNL letter dated 07.08.2017: Candid admission of BSNL management that it could not address the critical HR issues of promotions, pay scales etc during last 30 months fully justifies the large scale resentment among the Executives and their outburst in the form of agitations --- We hope that BSNL management will concentrate on addressing the issues and regain the confidence of the Executives by addressing their issues rather than suppressing the voice of the Executives and the Assns representing them through repressive measures. SR section should facilitate the dialogue and resolution of issues instead of provoking the employees and creating industrial turbulence in the company. As explained earlier, the Executives expects much more from the present BSNL management, especially from DIR(HR) and CMD, BSNL.

He was hospitalized since last two months because of illness. He was loyal and active member of SNEA. His untimely exist is big loss to his family as well as to SNEA. We have lost very devoted & die hard member of SNEA. 

We pray Almighty God to give courage to bereaved family at this very crucial and hard moment of time. SNEA MH offers it's heartfelt condolences to his family members, friends and comrades.

04  Sep‘17:  Meeting of SNEA MH with GM (HR /Admn)…..

SNEA MH delegation comprising CS, Com. S B Bhosale Jt. Secretary H/Q& Com. Omprakash Jangid Jt. Secretary (A/F) met to Shri. Kumar Manoj Sr. General Manager (HR/Admin) & discussed on various issues including rest of the Rule-8 orders, DE LA order& other issues.

1. Regarding Rule-8 :

At the very outset CS has extended sincere thanks to entire staff section team for issuing of Rule-8 orders for 8 Circles on 26/08/2017.

Sr. GM (HR/Admin) told us that it was possible because of the CGMT MH Circle. We have informed him about his main role as a HR head of MH Circle & his positive approach towards the issue.

Then CS has requested about issuing of orders for rest of the Circles.

In reply GM HR/Admin informed us that the rest of  Circles are asking the undertakings from the Executives that they are ready to work in any SSA of the requested circle.

CS has discussed this issue with Com. Datta Majumdar CS MP, Com. Ajay Trivedi CS UP-East & Com. S B Nagavi CS Karnataka, they have also informed that the required information is need to be sent to their circle.

Accordingly MH Circle Administration has called the information from the respective SSAs. The District Secretaries of the respective SSA & individual concern Executives are requested to send the information at the earliest.

Sr. GM (HR/Admin) assured us that the orders will be issued immediately after the receipt of the information from the SSAs.

 

2. DE LA order:

This time Circle Administration is issuing the order as per the seniority list. Because of the above changes 30 plus no. of Executives will get dislocated from their parent SSA to other SSA.

 

We had detail discussion on this issue with AGM Staff, DGM HR & Sr. GM (HR/Admin) & insisted that the order can be issued without disturbing any of the Executives. The options can be called for such SSAs so that dislocations can be avoided.

We have intimated them that most of the Executives may refuse their DE LA promotion if they have been transferred to other SSA. We have also discussed about the alternative solutions to avoid dislocations. 

Administration has called some clarification from Corporate Office New Delhi regarding issuing of DE LA order based on seniority.

3. Regarding confirmation of JTOs:

Sr. GM (HR/Admin) informed that the file is in process & will get approved shortly.

4. Combine list of stay particulars of Civil Executives in MH Circle:

We have requested for the preparation of combine list of Civil Executives working in East & West zone of MH.

It is agreed by the Sr. GM (HR/Admin). This list is required to pursue some of the cases of Civil executives at Corporate Office.

5. We have also requested to process the proposal of Yavatmal & Ratnagiri SSA for Circle Tenure & All India soft tenure station respectively. Sr. GM (HR/Admin) noted it & assured for the processing of the same.

Some individual cases are also discussed with Sr. GM ( HR/Admin).

The discussion was held in the healthy atmosphere & the meeting was very fruitful...

31 Aug‘17:  Heavy rain in Mumbai on dated 29/8/2017,   Due to heavy rain , most of the staff stayed day night in Circle Office. The administration has made food & staying arrangement in the administrative building. Shri Peeyush Khare CGMT MH and Shri Kumar Manoj Sr. GM HR called the representatives of Unions & Associations and informed about the arrangement. The leaders of all Unions & Associations has played an important role for making the necessary arrangement. Very few employees joined the office on 30/8/2017.

29 Aug‘17:  Massive and Most Successful Lunch Hour Demonstrations all over MH Circle.

 

After discussion with the Circle leaders of all the Unions /Associations in MH Circle  and initiatives & coordination of all DS of SNEA MH Circle at SSA level made today’s  Lunch Hour Demonstrations a grand success throughout Maharashtra Circle. Large numbers of valiant Comrades of SNEA MH Circle conducted huge Lunch Hour Demonstrations in each and every  district of MH and protested against the a charge sheet given to com. K. Sebastin, GS SNEA, for imposing major penalty & similarly also against the charge sheet given   to Com. Ravi Shil Verma, GS AIGETOA.

 

Huge gathering were observed in every district to extend strongest support to both the GS and to protest against the adamant path adopted by BSNL management to suppress the voice of the Executives. Leaders condemn the act of BSNL Management who have adopted such path instead of resolving long pending important and genuine HR issues like Pay scales Revision, Promotions in various cadres, CPSU Cadre Hierarchy, first TBP, E1+5 increment  for post 2010 batches, Pay loss to the post 2007 recruits, Superannuation benefits, E1A& E2A scales for Civil/Elect/Arch/TF wings& PA/PS cadres etc .Even though the call for the Lunch hour demonstration was on a very short notice and having rain outside at some places , comrades of MH Circle exhibited solid unity by making the LHD programme on 28/08/2017 a grand success all over and shown anguish against the vindictive actions and other coercive methods to restrain our right for protest. Hope Management will understand the anguish among the comrades in mass in true spirit and will immediately withdraw chargesheet of both the GS.

28 Aug‘17: Congratulations, Long awaited, Pending Rule 8 Transfers Issued:

 

In a major breakthrough, Most awaited, pending Rule 8 transfers of JTOs in MH Circle are issued now by AGM Staff, o/o CGMT MH Circle. SNEA MH Circle sincerely thanks for considering our request in issuing Rule 8 transfers in time as per the assurance given in the formal meeting and also in the latest meeting with Sr GM HR on the subject. In spite of having various hurdles, ups and down, finally Rule-8 orders have been issued because of consistent persuasions in processing of the files for getting the concurrence from the respective circle thereby issuing timely and  bulk transfers for most of the Rule 8 requests...

 

It has given a big relief to all JTOs in MH Circle who were waiting since long for considering their pending Rule 8 transfers....As of now total 83 no of Rule-8 transfers have been issued which include cases of  NTR-6,Tamilnadu-2,Kerala-4,Telangana-42,UP West-1,Bihar-1,AP-23,CG-4.....Still there are few cases remaining which we will pursue vigorously so that orders in this regard will be issued soon.

28 Aug‘17:  Lunch Hour Demonstrations at Circle & SSA H/Qs on 28/08/2017:

BSNL Management has issued a charge sheet to com. K. Sebastin, GS SNEA, for imposing major penalty & similar charge sheet has already been issued to Com. Ravi Shil Verma, GS AIGETOA.

These charge sheets have been issued to both the GSs for organizing agitational programmes, for the settlement of grievances of the employees. We strongly condemn the act BSNL Management for victimizing our leaders.

Instead of resolving long pending important HR issues like Pay scales Revision, Promotions in various cadres, CPSU Cadre Hierarchy, first TBP, E1+5 increment  for post 2010 batches, Pay loss to the post 2007 recruits, Superannuation benefits, E1A & E2A scales for Civil/Elect/Arch/TF wings& PA/PS cadres etc the management simply diverting the issue by taking actions against our leaders. Comrades, it's attack on Trade Union movement & not on any individual. It is high time to show our strongest unity in the larger interest of our Association as a whole.

 

To protest against this unethical act of issuing charge sheets by the Management to both the General Secretaries & not resolving the above important HR issues, it is decided to conduct Lunch Hour Protest Demonstrations at Circle and District H/Qs on 28/8/2017.

As per the discussion with  Shri. Kumar Manoj Sr. General Manager (HR/Admin), all the Rule-8 cases for those concurrences have been received will be cleared on 26/8/2017.

Later on SNEA delegation comprising Com. V B Kokate CS, Com. S B Bhosale Joint Secretary H/Q, Com. Omprakash Jangid Joint Secretary (A/F) & Com. Amit Naikade active member of SNEA/CS SNATTA MH Circle met Shri. B A Patil DGM HR & discussed in detail about Rule-8 & other issues.

 

We have asked about the processing of Rule-8 cases on priority as assured by Sr. GM HR/Admin. DGM HR informed that the cases will be processed on priority. Com. V J Bhandirge AD (Staff-B) told that most of the work is already completed.

 

Secondly CS has asked about the confirmation of JTO Beed & others. In reply DGM HR informed that the file is in process. In this regard all the District Secretaries are requested to send the names of Executives who have completed 2 years of service but yet to be confirmed.

 

26 Aug‘17:  Change of training centre for Phase-I training:

 

CS has received three request from District Secretary Wardha, Osmanabad & Buldhana for change of training centre from Gaziabad to Nagpur & Pune.SNEA MH pursued all the 3 cases. CS had discussion with the concern officers of RTTC Nagpur& Pune. They have also cooperated for accommodating additional seats.

 

The order is modified for change of training centre from Gaziabad to Nagpur & Pune. Circle Office Bearers in the circle office including Com. Amit Naikade, active member of SNEA/ CS SNATTA pursued the above cases.

Congratulations to all ----

The Management Committee of BSNL Board approved 2% hike towards Superannuation benefits for BSNL directly recruited employees. This has been informed by CMD today. By this the total contribution will be increased from the present 23% to 25% (out of 30%). Now the proposal will go to the remuneration committee and BSNL Board.

This was one of the demands of Joint Forum of BSNL Executives Associations and we were pursuing it for the 4 – 5 months since JF started struggle. Further the BSNL Unions and Associations also struggled on this agenda and gone for one day strike on 27.07.2017.

Our sincere gratitude to CMD, BSNL and DIR(HR). This hike was approved even Finance wing was not inclined for this, citing no improvement in the revenue.

GS writes to Hon Prime Minister regarding implementation of 3rd PRC with full 15% fitment for BSNL employees ---. Benign intervention solicited to relax affordability clause to enable implementation of 3rd PRC, with 15% fitment, so as to enable BSNL, which has entered crucial threshold revival mode and is on a perceptible upward growth trajectory, to make complete turnaround. Considering huge strategic significance of BSNL, implementation of 3rd PRC with 15% fitment will be decisive to its full revival. 7th CPC report is implemented for all the Central Govt employees without considering profitability or affordability.
Other sectors like Banking, Insurance etc, profitability or affordability are not at all criteria to decide their pay revision. Even for loss making banks, wage revision taken place. After BSNL formation, BSNL has paid about 1.76 lakh Crores as salary to its employees from its own resources, without Govt support and saved that much money for the Govt exchequer.

21 Aug‘17:  Meeting with DGM (HR) on 19.08.17 : CS & Com. N S Harpalkar Circle Treasurer SNEA MH metShri. B A Patil  Dy. General Manager ( HR ) on dated 19/08/2017 & held discussion on Rule-8 cases & other issues.

 

The process of Rule-8 cases was stuck off due to the objection raised by the Telangana Circle for sending the concurrence of some cases based on the letter issued by CO ND on dated 19/12/2016.

 

We have discussed the issue in detail with DGM HR & informed him that the Corporate Office has already issued the clarification on 14/2/2017 after the intervention of SNEA CHQ. The letter written by GS SNEA CHQ to Director HR is also shown to DGM HR & the copy of the clarification letter issued by CO ND on dated 14/2/2017 is also makeover to him.

 

DGM HR is convinced about the issue. The rest of the Rule-8 files will be processed immediately after the discussion with GM HR/Admin who was busy in the meeting & could not meet on the day. However we will meet him soon.

We have informed her about the discussion held with Sr. GM (Finance) & discussed all the issues with DGM (FC).

 

In reply she told us that Sr. GM Finance had a discussion with her, the file is in process but Sr. GM (Finance) is not feeling well & the charge is with Shri. Vivek Mahawar GM (Finance) Pune.We have requested her to discuss with him for early resolution of the issues.

If required, CS SNEA MH will speak to GM (Finance) Pune.

 

Regarding preparation of separate waiting list of Rule-8 & Rule-9 of account & finance executives , it is informed by Shri. Patro CAO (FC) that the work of Rule-8 is already completed & the work of Rule-9 is in process.

We have also discussed other issues including the fixation case of the comrades of Nagpur SSA. DGM (FC) told the the file is marked to Sr. GM HR/Admin

Congratulations Comrades----

In a major breakthrough, the draft proposal on CPSU Cadre Hierarchy presented by PGM and Jt GM(Pers) to CMD and DIR(HR). It is understood that CMD almost agreed to the proposal and directed to process it further.

It will be a great breakthrough for all the cadres. On implementation, it will bring uniformity in promotional avenues to all the cadres in different wing upto AGM/CAO equivalent grades.

In the intervening period of processing the CPSU Hierarchy, the ongoing promotions upto 2015-16 vacancy years will be completed to the extent possible for the smooth change over to CPSU Hierarchy. JTO to SDE(T) promotion may reach maximum upto 2013-14.

In another major breakthrough, management agreed to our demand for increasing the DGM(T) posts from the present 1303. Mgt agreed to increase the number from 1303 to 1900, almost 50% hike. Still we are trying for some more increase in the number to maintain a ratio with the number of AGMs in CPSU Hierarchy. Telecom Engg side is having very less number of posts comparing to other streams.

17 Aug‘17:  Yesterday SNEA delegation was at Nagpur for the preparation of our forthcoming Circle Conference.

We met to Shri Manish Shukla , Principal RTTC Nagpur & had a discussion on the availability of seats for LICE passed JTOs for Phase I training at RTTC Nagpur.

After detail discussion, he has agreed to accommodate 20 female candidates with hostel facility & 10 male candidates with out hostel.

Earlier , CS has already discussed with Shri Kumar Manoj Sr. GM (HR/Admin) to accommodate some candidates in Maharashtra instead of Gaziabad training centre. Sr. GM HR/Admin agreed for & assured us that the candidates will be accommodated based on the availability of seats.

 

SNEA MH extends sincere thanks to Sr. GM HR/Admin, Principal RTTC Nagpur& entire team of RTTC Nagpur for accepting our request

 

Hence, those who are interested for RTTC Nagpur instead of Gaziabad may represent to AGM Establishment , CO Mumbai by today itself since the work of allotment of training centre is at final stage...

Meeting with PGM(Pers) on 16.08.17: JF leaders met PGM(Pers) and held discussions on the DPC process. As per the information provided by the lawyer, judgment is awaited in JTO to SDE promotion case. However further delay is occurring, MA will be filed which may expedite the judgment, PGM informed. The MA filing delayed as indications received that Hon Court will not give the interim relief by vacating the say.

On SDE to DE promotion, the interim direction of the Hon SC on 11.08.17 to give DE promotion maintaining Quota and Rota as mentioned in the DoT reply may delay the promotions which were in the advanced stage. DoT in its reply submitted to Hon SC stated that Quota and Rota are envisaged in the statutory SDE RR and seniority was fixed correctly as per DoPT guidelines. The SC order may reopen the case for LDCE candidates, unfortunately lost their seniority, even vacancy year seniority. Management is taking legal opinion how to proceed about the SC orders since earlier SC judgment and the present interim orders are contradictory. We are pressing hard to get the promotions as there is no stay on promotions. Similarly in SDE(C) to EE(C) promotion case also, the recent court order against reservation will further delay the promotion to EE(C).

Since situations are worsening day by day, JF demanded to complete the promotions at the earliest.  

As a final solution for uniform promotions and the deadlock situations, we demanded that the CPSU Hierarchy also to be processed in parallel. It is moving forward and the presentation to CMD will be made today.

Wearing black badges and holding Protest demonstration on 17.08.2017 against the DPE OM linking affordability for 3rd Pay Revision.

The NCOA meeting held at Chennai on 06.08.2017 decided to wear black badges and hold Lunch Hour demonstration in protest against the affordability clause for 3rd Pay Revision. According to NCOA, more than 160 CPSUs will not be eligible for 3rd Pay Revision due to the affordability clause. NCOA demands that Pay revision should be implemented without the affordability clause.

All Branch/SSA/Circle Secretaries, Office bearers at all levels and activists are requested to make the programme successful.

14 Aug‘17:  SNEA MH’s meeting with Sr. GM (HR/Admin)-

After receipt of the queries from the DSs/ members regarding Rule-8 cases of Telangana & AP Circle, CS & Com. Om Prakash Jangir Joint Secretary (Account & Finance ) met Shri. Kumar Manoj Sr. General Manager (HR/Admin) on 11/8/2017.

We have discussed about all the Rule-8 cases & issuing of their orders for whom concurrence has been received.

 

Sr. GM (HR/Admin) told that some of the files are already approved.

 

We had a detail discussion on rest of the files.

 

Sr. GM HR/Admin informed that the rest of the files are also in process & will be approved after the address of the queries raised by some of the Executives. The issue will get resolved shortly.

 

CS has also requested Sr. GM ( HR/Admin) about the correction in the stay particulars of SDEs ( Civil ) working in the west zone of MH.

Sr. GM HR/Admin has informed to Shri. Govindrajan concern Assistant Director & assured us that the it Will be corrected immediately..

 

We have also discussed about the order of DE L/A for the next spell, for which the work is in progress.

District secretaries are requested to intimate the missing cases if any, so that care will be taken before issuing of the order.

 

14 Aug‘17:  DGM(Admn), CO Mumbai  declares the names of Executives/non-Executives in MH Circle for Vishista  Sanchar Seva Padak Award for the year 2016. The award consists of Cash award of Rs 21,000/- , 50 grams Silver medal and citation. These awards will be presented to the concerned winners by the concerned SSA clubbing with the with the previous years awards for the year 2015. SNEA delegation comprising Com V B Kokate CS, Com. M A Wase Joint Secretary ( NRU), Com. Om Prakash Joint Secretary ( A/F) & Com. Sameer Shinde District Secretary ( C/E) met Shri. Rajeev Soni, Chief Engineer (Electrical) Mumbai.

We have discussed about the pending request cases of Electrical wing & other issues.

CE Electrical told that the cases will be considered at appropriate time.

We have brought to his notice that how a single case has been considered without considering other cases discussed in the formal meeting held on 25/7/2017.

He has explained about the reason behind issuing of order for single person.

After detail discussion, CE Electrical has assured to look into the cases discussed in the formal meeting.

We have also asked about the minutes of the formal meeting. It is intimated by the Chief Engineer (Electrical) that the minutes are under preparation & will be issued...

AGM(A-II), CO Mumbai  endorses the letter of BSNLCO , Convenor, Joint Forum writes to Secretary/DoT and CMD, BSNL regarding reconsideration of the PO issued by DoT on 28.03.2017, lowering the pay scales from E1A to E1 and E2A to E2 and approval of BSNL proposal for standard pay scales of E2 and E3, replacing the intermediary pay scales of E1A and E2A w.e.f 01.01.2007. Inordinate delay in resolving the issue created large scale resentment among thousands of Executives which is blowing out of proportion. As per the appeal made by CMD, BSNL to give more time to resolve the issue, the trade union programmes are once again postponed for 6 weeks, till 17.09.2017.

In case the BSNL proposal of standard pay scales of E2 and E3 are not approved by 17.09.2017, Joint Forum will be compelled to resume the INDEFINITE RELAY HUNGER STRIKE and other Trade Union Programmes from 18.09.2017 without any further notice till the standard pay scales of E2 and E3 are notified.

10 Aug‘17:  Meeting of SNEA MH with Sr. GM (Finance) Mumbai-

 

SNEA MH had a meeting with Shri. M N Punde  Sr. General Manager (Finance) Circle Office Mumbai on 8th August 2017 and to discussed the pending agenda points with respect to HR & other issues.

At the very beginning CS has extended thanks for the consideration of most the issues raised by SNEA MH Circle.

We apprised Sr. GM Finance about the formal meeting held with CGMT MH Circle on dated 15/7/2017. We have also discussed about the decisions taken in the meeting about transfer policy & copy of the minutes of the formal meeting is given to him.

 

During the discussion, Sr. GM Finance has informed that the tenure stations for Account wing was approved by the then CGMT MH Circle. CS has informed about the decision taken in the formal meeting& important point mentioned in the minutes that the Tenure stations should be at par with Telecom only & there should not be different set of tenure stations. Then Sr. GM Finance informed us that it will be discussed with CGMT MH & will be reviewed.

 

CS has also informed that the posting of the Executives at the tenure stations is not done as per any criteria and as such disturbing any Executives working at tenure stations is of no use.  It needs to be corrected as per the decision in the formal meeting. The policy for posting at Tenure station should be at par with telecom for all the wings including Accounts, Civil & electrical. CS has also insisted that there should be total transparency while issuing of any kind of transfers.  Sr. GM Finance agreed our views & informed us that all such cases will be reviewed.

 

As per the request of SNEA MH, the waiting list of Rule-8 & Rule-9 is prepared and published on MH Intranet portal. We have extended our thanks to entire team of FC section in the Circle Office Mumbai. The present waiting list prepared is mix for Rule-8 & 9 cases, during the meeting Com. Om Prakash Jangir requested to Sr. GM Finance for the preparation of separate waiting list. It is agreed by Sr. GM Finance & assured for the preparation of separate waiting list.

 

We have also discussed about the transfer of Account Executives by the name of CA/CS & requested to review. We have quoted examples of some SSAs & informed Sr. GM Finance that it is not at all required & justified. Sr. GM Finance informed us that the cases will be re-examined & reviewed.

 

The issue of closing & issuing of Temporary advance was also discussed; It is informed by Sr. GM Finance that the funds was allotted by the Corporate Office under particular head of Account. Secondly the closing of Temporary advance manually is possible but it increases the work & hence the work for online settlement of Temporary Advance is in progress & will be completed in this month. It is due to introduction of GST.

 

We have requested to consider the request transfer of those Executives who have completed more than two years & discussed some individual cases for change of station /cancellation. Sr. GM Finance responded very positively, agreed our views & assured for the issuing of such orders.

 

We have also requested to review the orders which are issued based on immunity but are not as per the guidelines. Sr. GM Finance agreed & assured for necessary corrections.

 

The meeting was very fruitful.

 

 

10 Aug‘17:   CHQ News:

Meeting with Shri Anupam Shrivastava, CMD, BSNL: JF leaders met CMD, BSNL on 08.08.2017 and held discussions on the following issues.

1) Approval of E2 and E3 pay scales w.e.f 01.01.2007 by DoT: JF expressed its strong resentment over the undue delay in resolving the issue eventhough DoT and BSNL management repeatedly assured positive action. On the firm assurance of DoT and BSNL management, JF postponed the agitation programmes for almost 3 months in order to resolve the issue. Now 3rd PRC order has come and we are not able to contain the resentment of all the Executives, especially the JTO/JAOs recruited after 01.01.2017, till recently. All are getting less pay, by thousands of rupees.

CMD told that he requires some more time to pursue with DoT and he is in regular touch with Secretary, DoT to settle the issue. Minister assured that lowering of pay scales will be reviewed and BSNL proposal will be considered. JF informed CMD that on his assurance, JF may consider to postpone the agitation for some more time but if it is not resolved by that time, we will be forced to start the agitation once again, in the near future.

2)   3rd PRC and the DPE OM dated 03.08.2017: We discussed the various options before us and the strategies to get 3rd PRC implemented in BSNL. CMD informed that, Hon Minister pleaded for pay revision for the BSNL employees in the Cabinet meeting. As per affordability clause, BSNL is out of the purview of 3rd PRC. However, we have to make all out efforts to convince DoT and Govt for relaxation/exemption for BSNL considering the social obligation, important role played by BSNL in tariff regulation, improvements in BSNL revenue, implementation of Govt projects by BSNL etc. The demonetization, entry of Jio and the implementation of GST put more stress on BSNL and revenue is going down which is a serious issue at this crucial time. We all have to ensure that our revenue is improving, otherwise it will become more difficult.

On fitment, we told CMD that full 15% fitment has to be extended as fitment is having long term impact on pensionary benefits (pension and superannuation benefits). There cannot be any compromise on this. Anything less than 15% fitment will have an adverse impact on pension revision also as DoT will try to link it.

3) Implementation of CPSU Cadre Hierarchy w.e.f 01.01.2017: We requested CMD to spare some time to finalise the draft CPSU proposal prepared by Pers section so that it can be taken forward. It will give promotion to all categories of Executives. Now promotions are held up mainly due to reservation issue. The ongoing promotions will be completed by September and immediately after that, BSNL should be in a position to implement it. CPSU Hierarchy only can give uniform promotional avenues to all the streams which are suffering for years together. CMD assured to examine it by next week.

4) HR plan finalization: We requested CMD to finalize the HR plan at Corporate Office itself as all data is available here. If data has to be taken from field units, it will be delayed so much and approval of all the HR issues pending in the BSNL Board also will get delayed. CMD assured to discuss with DIR(HR).

 

5)Meeting with PGM(Pers) on 08.08.2017: JF leaders met PGM(Pers) and held detailed discussions on the ongoing DPC related works. PGM informed that they are in constant touch with Kerala to get the updates on the court cases. Meanwhile all the preparatory work is getting completed for promotion to SDE, DE and EE(C ) cadres. Similarly promotions to AO and CAO also is in progress.
