Nakhale, GM HR Admn Mumbai on 23/09/2021 at 1630 hrs in his chamber and discussed different pending HR issues and genuine individual cases of executives in Maharashtra Circle. 29 SEP 21: AD Admn Mumbai issued orders for withdrawal of earlier order creating compulsions to BSNL employees to purchase Medicines only from M/S Apollo or any other medical shop giving 12% Discount.  Letter <<<>>>  Order dated 07/07/2018 <<<>>>   Order dated 23/07/2018 <<<>>> 

·        These orders were issued by then CGMT MH on name of saving money of BSNL with indirect approach to increase sale of M/S Apollo Pharmacy on name of 12% discount.

·        Many employees faced difficulties as it was not possible to procure the medicines only from M/S Apollo and getting discount and all other medical shops were not giving this much discount.

·        Certain officers in Admn Section that time have created wrong picture that BSNL Money will be saved but it was indirect attempt to support M/S Apollo Pharmacy. The certain officers in the chain worked very ruthless Lesly and made compulsory deductions from the Medical bills submitted by the employees regardless of the fact that the employees has received any discount or not and it was direct loss to executives and non-executives.

·        This matter was raised by SNEA and mainly by Shri. Ankit Gangar, DS SNEA Mumbai and continuously pursued it in different meetings with CGMs/GMs and important point is that each and every time the concerned expressed by association was accepted by all CGMs and GMs HR/Admn but the withdrawal order was not issued for reasons known to these officers. ·        In last four to five meeting with Shri. Ramakant Sharma CGMT MH and Shri. S.V. Nakhale GM HR Admn Mumbai, this issue was raised by SNEA delegation and in last meeting on 23/09/2021, GM HR Admn Mumbai has firmly assured to issue orders as per discussions by SNEA delegation with CGMT MH on 09/09/2021.

·        Finally, this black order issued in July 2018 is withdrawn and about all executives and Non Executives in Mumbai will get relief from the compulsory deduction which was illegally operated only for Circle Office Mumbai.

·        SNEA MH conveys sincere thanks to Shri. Ramakant Sharma CGMT MH and Shri. S.V. Nakhale GM HR Admn Mumbai for giving conclusive shape to discussions and finally withdrawing this order.

·        SNEA MH specially congratulate Shri. Ankait Gangar, DS SNEA Mumbai and his team SNEA Mumbai in active support of Shri. Abhay Kesarkar, JS CE SNEA MH who have put their tireless efforts and finally successful in withdrawal of this black order.

 

28 SEP 21: AGM Pers BSNL CO issued orders considering requests of SDEs working at All India Tenure stations and three SDEs at J&K Circle are transferred and posted to CNTxW Circle but under Territory of Maharashtra Telecom Circle and only one substitute is posted from MH Circle. Letter <<<>>>

 

27 SEP 21: DGM Legal Mumbai issued transfer order of AGMs wherein request for change of SSA of two AGMs is given consideration at Own cost and history is created by issuing fourth transfer order at company cost in respect of AGM Jalna. Letter <<<>>>

·        SNEA MH has pursued all these requests for change of SSA submitted by Shri. V.R. Choudhary AGM Pune under transfer to Goa and now posted to Raigad SSA and Shri. S.R. Chandorikar AGM Aurangabad from Kalyan to Parbhani SSA and request by both these AGMs is now given consideration. Both the officers earlier relived through ERP are now restored at their earlier SSA and will be relived fresh to new place of posting and last date for their relieving will be 04/10/2021.

·        SNEA MH conveys sincere thanks to Shri. Ramakant Sharma CGMT MH and Shri. S.V. Nakhale, GM HR Admn Mumbai for giving consideration of request of both these AGMs and saving cost of transfers and filling two vacant post of TDMs without any cost to BSNL.

·        While two request are given consideration new discrepancy is created by posting Shri. S.N. Jirvankar AGM Jalna as substitute to Shri. R.N. Chavan TDM Buldhana whose request is given consideration for Amaravati.

·        SNEA MH is continuously pursuing for issuing all pending request transfers from Non-Tenure to Non-Tenure SSAs and same has been firmly assured by CGMT MH on our last meeting on 09/09/2021, by GM HR Admn Mumbai on our last meeting on 23/09/2021 and we have also confirmed that the data for consideration of these pending request transfers is ready with AD Staff A and B Mumbai, but only hurdle in entire process is DGM Legal Mumbai who has illegally occupied the chair of DGM HR Mumbai when separate DGM HR is posted and misguiding GM HR Admn Mumbai by giving such false and biased proposals on request  transfers and making all out efforts to delay the request transfer orders from non-tenure SSAs.

·        All the officers in the process of transfer posting except DGM legal Mumbai have agreed for considering all pending requests and DGM legal is creating hurdles in issuing these pending request transfer orders to run his agenda to create unrest among the SNEA Members and mainly projecting that these request transfers are delayed by SNEA by raising objections on the transfer order dated 22/05/2021. 

·        Same has been replied by DGM legal Mumbai to many executive calling him asking status of his/her pending request transfer that all pending transfer orders will be issued in March 2022 and these transfers are stopped by objection of SNEA, but fact is that the objections raised by SNEA have been accepted and corrective orders are also issued and only pending work is about request transfers from non-tenure stations and nothing special is required to consider these orders.

·        In our meeting with CGMT MH also DGM legal tried to project CGMT MH that all pending request transfers may be issued in March 2022 but CGMT MH has overruled his idea and firmly assured to SNEA that all the pending request transfers will be issued and has directed GM HR Admn Mumbai to process the cases.

·        GM HR Admn Mumbai has issued directions to DGM Legal Mumbai who has always shown reluctance rather totally negative approach towards the genuine issues and difficulties faced by the executives waiting for restoration of their transfer orders. DGM legal continues to give such malafide ideas to GM HR Admn Mumbai and unfortunately GM HR Admn Mumbai is also believing on his such wrong and biased ideas and processing it for approval of CGMT MH and orders are issued in such biased and pick and choose manner.

·        Though it is easy to issue all pending orders as entire data is ready and only substitute are to be revised in few cases but instead of issuing all pending orders in one stroke, such pick and choose orders are being issued by violation of transfer policy guidelines and with malafide intention to create unrest among the executives who are waiting for restoration of their Request transfers kept in abeyance.

·        In present case, Shri. S. N. Jirvankar AGM Jalna is being targeted by issuing one after another transfer orders and this is his fourth transfer order issued by DGM Legal Mumbai.

·        First Transfer order of Shri. S.N. Jirvankar AGM Jalna was issued on 22/05/2021 wherein his own cost request transfer was issued from Jalna to Aurangabad, but he was not relieved and his order was kept in abeyance. Order I <<<>>>

·        Then in second transfer order dated 31/07/2021, Shri. S.N. Jirvankar AGM Jalna was transferred from Jalna to Kalyan SSA at Company cost. Order II <<<>>>

·        Then in third order on 24/08/2021, the transfer order of Shri. S.N. Jirvankar AGM Jalna to Kalyan was changed and he was posted to Raigad SSA at Company cost. Order III <<<>>>

·        And now as per this fourth order the posting of Shri. S.N. Jirvankar AGM Jalna is changed from Raigad to Buldhana at Company cost and now he is posted as substitute to Shri. R.N. Chavan TDM Buldhana whose request is given consideration to Amaravati on pick and choose basis as none of other about 70 requests pending are given consideration.

·        Most important point is that Shri. S.N. Jirvankar is having stay at Jalna since 06/05/2019 and Shri. R.N. Chavan is having stay at Buldhana since 06/07/2018 and in no way Shri. S.N. Jirvankar can be substitute to Shri R.N. Chavan on his own cost transfer to Buldhana.

·        The stay particulars of AGMs can be confirmed from the long stay list published by DGM HR Mumbai on 03/04/2021. Stay Particulars <<<>>>

·        There are AGMs in Amravati who are having stay at Amravati and highest stayed AGM at Amravati is working in Amravati since 29/12/2009 and as per transfer policy guidelines substitute should have been posted on one to one basis from Amravati. If not substitute should have been posted from Circle long stay list.

·        But here attempts are made to trouble Shri. S.N. Jirvankar by issuing transfers after transfers and he is being harassed by issuing such odd transfers and his request for Aurangabad is not given consideration.

·        Most important point is that one of AGM with stay of one year is posted to Aurangabad at own cost request transfer, but Shri. S.N. Jirvankar who has completed three years in Jalna and who transfer order was issued for Aurangabad on 22/05/2021 is denied his request by issuing such flimsy orders due to some officers who are playing with transfer policy guidelines to rune the self-agenda of creating unrest among executives.

·        Not only Shri. S.N. Jirvankar, but Shri. V.K. Dhore and Shri. A.D. Badhe both AGMs at Wardha are being harassed in similar manner by not giving consideration to their request from Wardha to Amravati and Shri. A.D. Badhe is posted to Gadchiroli SSA at company cost and Shri. V.K. Dhore he is posted to Nanded SSA at company cost and now on pick and choose basis only request of Shri. R.N. Chavan is given consideration to Amravati and in master mind idea to save the transfer of long styed AGM at Amaravati Shri. S.N. Jirvankar is harassed by posting substitute at Buldhana.

·        We are sorry to see that such biased ideas by DGM legal Mumbai are being blindly accepted by GM HR Admn and CGMT MH without understanding the transfer policy and biased mind approach in submitting such proposals by DGM legal Mumbai.

·        If these are not the ideas of DGM legal Mumbai, then we have to find out who is creating all such biased ideas and dares to violate the transfer policy guidelines and creating wrong picture about biased working of Circle management and making efforts to create mass unrest among the executives who are waiting for transfers.

·        In our last meeting with GM HR Admn Mumbai on 23/09/2021, he has assured to issue the all pending transfer orders by end of this month, but with such biased actions which as per our observations are from the biased mind of DGM legal Mumbai, we do not find that the assurance given by CGMT MH and GM HR Admn Mumbai will be kept and followed and pending transfer orders will be issued by end of this month.

·        SNEA MH assures all the affected comrades who are waiting for restoration of their own cost request transfers from Non-tenure stations that SNEA MH will again take up this matter with CGMT MH to see that all pending request transfers are given consideration at the earliest by overcoming hurdles being created by DGM Legal Mumbai.

·        We appreciate the prolonged patience shown by these executives and appeal them to keep some more patience for consideration of their request transfers as we are still confident that CGMT MH and GM HR Admn will keep their word of restoration of all pending request transfers from Non-tenure stations.       

 

27 SEP 21: DGM Legal Mumbai continue to follow tradition started since creation of post of DGM Legal Mumbai for issuing corrigendum to each and every order and now issues corrigendum is issued to the order  dated issued for IFA LA arrangements. From present working style of DGM Legal Mumbai it is seen that he and his officers in staff section keeps scope for corrigendum while issuing original order so that workload of post can be justified and new record can be created by issuing total number of corrigendum. If this tradition continued in this manner, very shortly DGM Legal may create record of issuing corrigendum to office orders which may written in golden words in the history of Maharashtra Circle. ·        Sr CEE Mumbai further informed that due to this development the uncertainty on considering transfers continues. He directed SEE Mumbai to send all options received by his office along with information of vacant post to GM HR Admn Mumbai and let the matter decided by him where to continue with the options called by Electrical wing or call for fresh options. He directed us to discuss this issue with GM HR Admn Mumbai for final course of action.

·        Earlier while giving responsibility of IFAs, the AOs were given posting as DGM and now all IFAs are given posting as CAO on where it is as it basis.

·        It has been reported that someone has complained that AOs in Maharashtra Circle are directed promoted as DGMs and hence all are now given responsibility as CAO.

·        Out of 18 AOs given responsibility as IFA, 17 AOs are given responsibility as CAO and only one AO is given responsibility as DGM.

·        If it was matter of complaint about giving posting to AOs as DGMs, then no one should be given AO to DGM LA and all should be given IFA responsibility as CAO, but here on pick and choose basis only one AO is given responsibility of IFA in DGM cadre, which is nothing but favoritism to on individual for known reasons.

·        Recently on 31/08/2021, DGM Legal Mumbai has called for willingness from AO in Pay Scale of E3/E4 for the post as DGM Finance Planning at Circle Office Mumbai, but same also not given consideration in this order even though options are received for same. Calling options <<<>>>

·        This shows that calling options for post of DGM Fin Plg Mumbai was unwanted action on part of DGM Legal Mumbai as there was no post of DGM Fin Plg Vacant and the requirement was of CAO level officer.

·        Nowadays, officers in Staff Section dares to violate rules as if they are not bothered about rule and guidelines or equal HR approach to all, but bothered about directions given by someone to do something regardless of guidelines on the subject.

·        It is natural if rule is to be violated for giving DGM post to one AO, then it can be violated for all other AOs and all are equally given either CAO or DGM LA but not as done now.

·        It was also not matter of concern if only senior most AO is given responsibility as DGM, but here many seniors will work as CAO and junior will work as DGM.

·       SNEA MH will take up matter for equal treatment for all AOs and following equal criteria for giving higher responsibility to all IFAs in DGM Cadre or give it in CAO Cadre to all and this pick and choose criteria of giving DGM LA depriving others from powers and benefits of DGM post cannot be accepted.

16 SEP 21: DGM Legal Mumbai issued posting order AOs/JAOs who have joined Circle Office Mumbai on their transfer and majority of JAOs are posted to EB Unit. Letter <<<>>>

·        Shri. Bhupedndra Singh then JAO Nagpur who has joined Maharashtra Circle after completion of deputation under Rule 9 from UPW Circle is posted at Circle Office Mumbai as per his request.

·        Shri. Sameer Chavan, JAO is posted as JAO HR in staff section and he will look into HR issues of Account Finance wing of then FC section.

·        It is important that the works of FC section were not taken care since VRS and then JAO FC has been posted to Admn/Estate section and there was dispute going on between the officers in Staff section and Finance section and no one was taking care of HR issues of Account wing.

·        SNEA MH has taken up these issues with GM Fin, DGM Fin, DGM Legal GM HR Admn and CGMT MH and every time stand was taken by DGM legal that the files are not officially handed over to his section by Account wing. But fact is that keys of the FC section are with Staff section and none of the issues of Account wing Officers were taken care except any special case and persuasion from higher level.

·        Due to this dispute, the important works like confirmation of JAOs who have completed Probation period of two years is also not given consideration.

·        Finally the efforts of SNEA MH in resolution of dispute between Staff and Account section was settled by CGMT MH and it was decided to spare one JAO by Finance wing for HR activities of Account wing under staff section.

·       Accordingly Shri. Samir Chavan, JAO is posted as JAO HR and he will take care of all HR activities of Account wing and executives in Account will not suffer further as happened for last one and half year and even the work of confirmation of JAOs will speed up.

15 Sep 21: Meeting with Shri. Rohit Sharma CGM CNTxW Circle at Mumbai: Delegation of SNEA led by Shri. M.N. Kotambe, ACS SNEA MH and consisting Shri. Abhay Kesarkar, JS CE SNEA MH, Shri. I. A. Ansari, DS SNEA WTR Mumbai and Shri. M. S. Adasul, CS SNEA MH, had meeting with Shri. Rohit Sharma, CGMT CNTxW Mumbai on 04/09/2021 at 1715 hrs in his chamber and discussed different HR and development issues of CNTXW Circle. Shri. Prashant Takalikar, GM HQ CNTxW Circle was present in the meeting has shared his views on different issues as per directions of CGM CNTxW Circle.

At the very outset we have conveyed CGM CNTxW Circle for his special initiatives for giving steady and Stable OFC Network since his joining as CGM CNTxW Circle. We also conveyed thanks for initiatives taken by CNTxW Circle with firm assurances to executives transferred to Gujarat Circle for returning back on completion of two years and also for partial implementation of Rule 8 transfers in CNTxW Circle.

Thereafter we have lengthy discussions on different HR issues of executives in CNTxW Circle and also the issues related to Development and growth of BSNL in CNTxW Circle. The details of discussions are as follows.

A.   HR issues :

1.     FTTH facilities to all Offices for effective working in digital era: We have drawn attention of CGM CNTxW Circle about the issues faced by the executives in CNTxW in carrying out office works in absence of non-availability of FTTH connections. The majority of works of these executives are depending on the speed of internet connectivity and the present BB connections provided are not sufficient to meet requirements in changed scenario and specially while working on e files and SAP, quality of speed matters. We requested to provide FTTH connections in all Offices up to JTO Level so that they can work efficiently. CGM CNTxW Circle agreed to our concern that speed matters in digital era, but added that the FTTH connections cannot be provided to all offices up to JTO Level till such guidelines are issued by BSNL CO. We have added that issue can be settled by one FTTH connection and it’s sharing via Wi-Fi /LAN network to other officers in the said office. CGM CNTxW Circle was of the opinion that even there are no orders for provision of FTTH Connections up to DGM Level and now only GMs are eligible for office FTTH Connections. We have brought to his notice that in Maharashtra Circle DGMs are allotted FTTH Office connections recently and same can be followed in CNTXW Circle. CGM informed us to share the copy of the order but insisted that as policy matter, the association should take up matter with BSNL Corporate Office for provision of FTTH Office Connections in place of BB connections being provided as on today. He added that he has no issue in provision of FTTH connections once guidelines are issued by BSNL CO. We requested to make possible efforts to provide LAN/BB Connectivity in all offices of CNTxW Circle and he assured it is provided in all offices and if not stable connectivity will be provided to all offices for smooth working of SAP, e files and all other works depending on connectivity.  

2.     Consideration of AGM/DE LA as per Circle seniority: We have narrated that in DE LA arrangements the Circle seniority is not followed by CNTxW Circle and look after orders are issued on pick and choose basis. CGM CNTxW Circle firmly informed that seniority is followed by his office in giving DE/AGM LA arrangements. We have categorically brought to his notice that seniority is not followed in giving DE/AGM LA arrangements and quoted certain examples. He informed that DE LA is given on Local arrangements and hence Circle seniority is not followed but local seniority at station is followed. We have brought to notice of CGM CNTxW Circle the violation of seniority criteria even on local seniority and how some junior SDEs are given AGM/DE LA on pick and choose basis and how seniors are deprived from it even by reverting them from earlier AGM/DE LA posts. CGM CNTxW Circle asked the details from GM HQ CNTxW and he informed that the local arrangements were done as per working in WTP and WTR Circle and accordingly LA Orders are being continued on need basis and confirmed that seniority criteria is not followed. GM HQ further added that though seniority is not followed care is taken that no senior SDE is compelled to work under junior SDE as DE/AGM. After understanding the issues, finally CGM CNTxW Circle agreed to concern expressed by association and assured to have review of the DE/AGM LA arrangements as per Circle seniority, but added that concerned officers should be ready and willing to take higher responsibility as DE/AGM LA which is missing now days. We added that once matter is decided as policy matter and options are called willing will definitely come forwards and one who is not willing will not have any right to complain about his seniority. Finally CGM CNTxW Circle directed to have review of the DE/AGM LA orders as per seniority.

3.     Filling vacant posts of DGMs CNTxW at Nagpur and Goa: We brought to the notice of issues related to counting of seniority in issuing DGM and DE LA in CNTxW Circle and how the guidelines on counting seniority are not given consideration in CNTXW Circle. In reciprocation CGM CNTXW Circle informed that he is having sufficient DGMs in CNTxW Circle and there is no need of DGMs under LA arrangements. We have brought to his notice that post of DGM/DE/SDE are vacant in Goa and post of DGM is vacant at Nagpur since death of then DGM. CGM CNTxW Circle informed that there is no need of DGM at Goa and assured to fill vacant post of DGM at Nagpur, but reacted that no one is willing to take over charge as no one wants transfer. We insisted that if options are called definitely many will come forward as Nagpur is most popular place and finally CGM CNTxW Circle assured for same and to fill vacant post of DGM at Nagpur through LA Arrangements.

4.     Publication of correct stay particulars and updated long stay list: We have drawn attention of CGM CNTxW Circle towards the wrong counting of stay particulars of some of executives in CNTxW Circle and requested for its corrections and its publication. CGM CNTxW Circle informed that he details were published long back and corrections were called from all, and all requests for corrections of stay particulars were incorporated. If anyone has not represented then same may not be corrected. We have narrated few such cases, but CGM CNTxW Circle was of the opinion that each and every case should not directly come to association and the individuals should write to DGM Admn Mumbai for same and till issue is not resolved then may be reported by Association. He was of the opinion that when such issues are agreed by the administration, no need of intervention by association. He directed us to instruct concerned executives to take up it with DGM Admn Mumbai and assured to get it corrected if represented by individual officers.

5.     Confirmation of Tenure stations and facilities while posted under CNTXW Circle: We have narrated that the Maharashtra Circle has declared certain SSAs as Circle Tenure stations and the executives of CNTxW working at these stations also should get the tenure facilities if posted at any of these stations. We added that recently one JTO was posted by MH Circle to CNTxW Ratnagiri and he was insisting for tenure facilities as his earlier posting was to Ratnagiri SSA and he was eligible for transfer after completion of two years and but when is posting is changed to CNTXW Circle, and he is not sure about it. Earlier also one of JTO at Gadchiroli was not given consideration of Tenure facility and Maharashtra Circle has issued orders on completion of tenure by crossing jurisdiction of Circle and posted for to five substitutes who have not joined due to different reasons. Also important issues is that the executives in CNTxW circle with more stay are retained at same place and not used as substitute for Circle tenure stations, but executives in Maharashtra Circle with much less stay than the concerned executives in CNTxW are compelled to join at these tenure stations under CNTxW Circle and it is injustice to executives in Circle. We requested that either combined stay of the JTOs in CNTxW and MH Circle should be given consideration while posting at Tenure station by Maharashtra Circle or CNTxW Circle should post CNTxW Circle level long stayed substitute as substitute to these tenure completed executives. CGM CNTxW Circle was of the opinion that there are no tenure facilities applicable in CNTxW Circle and hence question does not arose for granting facilities. We have narrated that if there are no tenure stations as per CNTxW Circle, then why Maharashtra Circle is issuing transfer orders of JTOs from Circle Tenure station on completion of two years and why JTOs from Maharashtra Telecom Circle long stay list are posted to Tenure stations , needs to be confirmed. We have discussed this issue with CGMT MH Circle and matter has been cleared by issuing orders that executives of CNTxW Circle working at Goa, Sindhudurg, Ratnagiri, Raigad (except Panvel), Nandurbar District in Dhule SSA and Gadchiroli are  given facilities of Circle tenure stations. CGM CNTxW Circle informed that he is not aware of any such order issued by MH Circle. We have informed that order has been issued by end of Aug 21 and its copy has been marked to CGM CNTxW Circle. But he expressed that same is not received by his office and confirmed same from GM HQ and he also informed that no such letter is received and requested us to provide it copy. Copy <<<>>>. CGM CNTxW Circle informed that if orders are issued by Maharashtra Circle then his office will surely grant facilities of Circle tenure station to all executives from CNTxW Circle working at the stations referred by Maharashtra Circle.

6.     Stand on deputation from Telecom Circles to CNTXW Circle: We narrated some cases of SDE deputation issued by Maharashtra Circle as well as MP Circle to CNTxW Circle and dual stand taken by the CNTxW Circle. SDEs are deputed to CNTxW by Circle to meet urgency and their deputation is to be either regularized by issuing covering orders by BSNL CO or they should be returned back to Circles on certain period of deputation. But in recent past CNTxW Circle has taken dual stand as the SDE from MP Circle is transferred to Gujrat Circle stating that he is in long stay list and the SDE from MH Circle is already transferred under long stay list of MH Circle, but he is not released and retailed and much junior SDEs in stay are being transferred to other non-popular stations including stations within CNTxW Circle. The deputation is purely temporary order and once concerned Circles have canceled deputation, then CNTxW Circle has to relieve them. CGM CNTxW Circle informed that SDEs joins CNTxW Circle on deputation to safeguard themselves from long stay lists and if deputation is not cancelled in fixed period they are permanent SDEs of CNTxW Circle and they cannot be released back from CNTxW to concerned recruiting Circle. We have stressed about double stand by CNTxW Circle in implementation of Circle long stay list in MP and MH Circle territory, he informed that decision is taken as per the long stay in case of Shri. Malviya SDE MP Circle and he is transferred by CNTXW Circle to Gujrat Circle and about Shri. Hete SDE from MH Circle to deputation to CNTxW, he informed that he has requested for retention to GM CNTxW Nagpur for retention at Nagpur till his request is given consideration to J&K Circle. We have informed that there is waiting list of SDEs in J&K Circle and chances of consideration of all request in near future are less. Hence CNTxW Circle cannot retain him at Nagpur for ample period as other SDEs/JTOs with less stay from Nagpur SSA are transferred and his order issued by MH Circles needs to be respected by CNTxW Circle. This is favoritism to particular SDE by CNTxW Circle and injustice to others. We requested for relieving both the SDEs on deputation to concerned Circle and resolve the issue. We have also added that MP Circle has already referred matter to BSNL CO and hence it is better that issue is closed. CGM CNTxW Circle informed that he is having shortage of SDEs in CNTxW Circle and till substitute are posted he cannot relieve them and let the matter decided by BSNL CO.

7.     Injustice on Transfer of JTOs/SDEs from MH Circle with less stay and retention of SDEs/JTOs in CNTXW Circle: During discussions, we have elaborated CGM CNTxW Circle how the disparity is being created among JTOs/SDEs in territory of same circle and how CNTxW Circle is not following any criteria for rearrangements of Executives and asking executives from Maharashtra Circle for specific locations and how Maharashtra Circle is transferring JTOs to fill vacant post at CNTXW Circle. We have added that there is no issue if requests at same stations are given consideration or even if anyone is willing out of SSA territory, there is no issue, but if JTOs with less stay from Maharashtra Circle are transferred and JTOs from CNTxW Circle with much more stay are retained at same Station and it is matter of concern. We specifically narrated the posting of JTOs at Akola and Pandharpur in Solapur SSA, wherein JTOs/JEs from Nagpur with 4-5 years of stay at Nagpur are transferred but JEs/JTOs/SDEs at CNTXW Nagpur with stay of more than 15-20 years are not dislocated. This has created much unrest among the executives in MH Telecom circle and requested for operation of combined long stay list of JTO in CNTxW Circle and MH Circle as per station seniority. We have drawn attention of CGM CNTxW Circle towards fact that some JTOs at Ahmednagar and Aurangabad are willing to join CNTxW Ahmednagar, Aurangabad but there is issue in joining of JTOs at Akola and Pandharpur and requested for posting the JTOs at both these station by outing combined stay of the JTOs from CNTxW and MH Circle. CGM CNTxW Circle assured to discuss this issue with CGMT MH Circle and decided accordingly. He further informed that his office has already decided some action plan for rearrangements within CNTxW Circle and directed GM HQ CNTxW Mumbai to take further necessary action on this issue.

8.     Consideration of JTO Rule 8 transfers from CNTxW Circle: While we conveyed thanks to CGM CNTxW Circle for consideration of partial request of JTOs under Rule 8 transfer and requested for relieving of JTO Shri. At CNTxW Circle by local arrangements. CGM CNTxW Circle informed that it is to be decided by GM CNTxW Nagpur and he has no issue. But he expressed his reluctance in consideration of Rule 8 request transfer till substitute is posted by Maharashtra Circle. He added that his office has already written to MH Circle for posting substitute or guidelines thereof, but till replay is awaited. He added that but during discussions it has been informed that rule 8 transfers will not be given consideration due to shortage. We have elaborated CGM CNTxW Circle that there are only two cases in CNTxW Circle and out of which one is already approved by MH Circle and another is pending for recommendations and hence it is to be taken care by CNTxW Circle with local arrangements. We added that we are also pursuing with CGMT MH where only five rule 8 cases are pending and our discussions are going in positive directions to relieve these JTOs with local arrangements. Further substitute is not possible as there is no recruitment of JTOs and hence local arrangements is only solution for considering Rule 8 requests. Finally CGM CNTxW Circle informed that he will once again discuss matter with Maharashtra Circle and decided on left pout cases of Rule 8 transfers.

9.     Consideration of Time Bound Promotions of executives in CNTxW Circle:  We have requested CGM CNTxW Circle for consideration of Time Bound Promotions of executives in CNTxW Circle as same are not being given consideration in time bound manner. CGM CNTxW Circle informed that action is being taken for same and recently few orders have been issued. We informed that the action is taken only for Executives CGM Office, but as per e-DPC guidelines TBP of all executives is to be completed at Circle level. CGM CNTxW Circle informed that he is not aware about such guidelines and asked GM HQ about the said guidelines. GM HQ informed that he also has not seen these guidelines and asked us to give details. We have informed that such guidelines are rightly available and same are already implemented in Maharashtra Telecom Circle and activities are started, but till we will check and give copy of order. CGM CNTxW Circle informed that if there are guidelines for Circle Level e DPC, then same will be taken care and TBP orders of all executives will be issued centrally otherwise same will be taken care as per earlier guidelines , but firmly assured that all due TBP orders will be surely issued at the earliest.

B.    Individual Request:

1.     Request of Smt. Swati Pushpak JTO Pune under rule 8: We have requested for recommendation of Rule 8 Request transfers pending at CNTxW Circle. CGM CNTxW Circle asked GM HQ CNTxW Mumbai about pendency of such case and he informed that no such case is received by his office. We shared that we have details of it and if required same will be shared to GM HQ Mumbai and he assured to forward it to MH Circle.

2.     Request of Shri. Hardsesh Patel JTO Sindhudurg: We have requested to give consideration of genuine request on family grounds by posting him to nearby station to take care of family issues and it was assured to ascertain possibilities to given consideration to his request. 

3.     Request of Shri. P.R. Patil JAO Pune to Kolhapur recommendation without substitute: We conveyed thanks for forwarding request of Shri. P.R. Patil to MH Circle. We further requested to recommend it without substitute as it is informed that he can be relieved by rearrangements at CNTXW Pune. CGM CNTxW Circle assured to look into possibilities and directed GM HQ to check it.

4.     Request of Shri. S. A. Mali SDE Mumbai to Change posting from Gadchiroli to any place under GMM Mumbai or Pune: We have elaborated the issues created due to posting of Shri. S. A. Mali at Gadchiroli when he is retained in CNTxW Circle by cancellation of his transfer order to MP Circle. But CGM CNTxW Circle was of the opinion that though Shri Mali is again posted in CNTxW Circle, there was shortage of executives at Gadchiroli and hence he is posted to Gadchiroli. We reminded that as per our last discussions, MH Circle has posted substitute to Gadchiroli and substitute has taken over the Charge and now the request of Shri. S. A. Mali needs to be given consideration to any of his choice station. We added that he is facing financial issues and not taking conclusive decision on his long pending request is further injustice to him. We also added that Shri. S. A. Mali is not insisting for retention at Mumbai and has requested for Own cost posting at Goa, Ratnagiri, Chiplun or Panvel wherein post of SDEs are vacant for long time. We elaborated that CNTxW Circle has recently issued some company cost transfer orders on these vacant posts, but no one has joined and when Mali is willing at Own cost, his request is not given consideration. Further CNTxW Circle has issued deputation order of one newly promoted SDE and he also is not willing to join at Goa. Further when Shri. S. A. Mali is ready to work at Goa at own cost, issuing deputation order with TA/DA it is wastage of BSNL Money. We also narrated that Shri. S. A. Mali is senior and he can be given charge of DE Goa. But in strange arrangements CNTxW Circle has issued orders with TA DA and charge of DE Goa is looked after by SDE under DE LA arrangements. The said SDE is having charge of DE Pune, DE Kolhapur and DE Goa and he is overloaded by works of CNTxW Pune to Goa and good amount of BSNL Money is being wasted in TA/DA and the arrangements. Even after we have elaborated all valid points and justified all the guidelines in support of posting of Shri. S. A. Mali at any of the vacant post of choice he has submitted, CGM CNTxW Circle did not agree for consideration of request of Shri. S. A. Mali and was insisting for change of station under GMM Nagpur. We have further requested that he may be posted at any of the place under GMM Pune or Mumbai as it will be convenient to him to some extent. But CGM CNTxW Circle informed that both the GMs have conveyed their unwillingness to accept Shri. S. A. Mali in their area and hence he cannot post him to any of these area. He also added that Shri. S. A. Mali has worked in these areas and hence he cannot be posted to these areas. We have categorically mentioned that he has worked as JTO/SDE and not as GM and his area as SDE cannot be compared with GM area and till there are many SDE stations are vacant where Shri. S. A. Mali has not worked. We brought to notice of CGM CNTxW Circle that the post of SDE are vacant at Sangli, Pune, Kolhapur, Kalyan, Panvel where Shri. S. A. Mali has never worked, but it was also not agreed by CGM CNTxW Circle and he insisted for any choice station by Shri. S. A. Mali under GMM Nagpur. We have elaborated that there are good number of SDEs/JTOs willing to work at station under GMM Nagpur as many JTOs/SDEs from Nagpur are posted at odd locations and it is convenient for them to work at own cost at any of station under GMM Nagpur. CGM CNTxW Circle informed that there certain issues in posting Shri. S. A. Mali at sensitive posts due to some issues in his past works which he did not want to share it and association should not stress much on such individual issues. We have elaborated if there is any mistake on his part , then action should be taken against him, but not giving choice posting that to be at any of the vacant posts at own cost on such biased information is not correct. After understanding reluctance on part of CGM CNTxW Circle to post Shri. S. A. Mali in field units under GMM Pune or Mumbai, we have requested CGM CNTxW Circle to post Shri. S. A. Mali at any non-sensitive post in Mumbai, but CGM CNTxW Circle did not agree on any of the proposal. He finally conveyed that he do not want to discuss this issue anymore and conveyed that to some connivance of Shri. Mali, he has decided to change posting of Shri. S. A. Mali from Gadchiroli to Akola as two DEs from Akola are under long stay transfer and there is shortage of executives. We have elaborated that already one executives is posted by MH Circle to Akola and one more SDE has opted for CNTxW Akola under OTP and his transfer order is expected shortly and hence there is no need of posting of Shri. S. A. Mali to Akola. CGM CNTxW Circle further directed us to convince Shri. S. A. Mali to join at Akola and not to make an issue as being done now. We have informed that we strongly believe that CNTxW Circle is making injustice to Shri. S. A. Mali for long time and this is occasion to give him opportunity to forget all past wrong actions against him and give him opportunity to continue with positive energy. Shri. S. A. Mali is not insisting for any specific post or any specific location, but has shown readiness for working at any sensitive or non-sensitive post except under GMM Nagpur which is far away for him. We added we firmly know that Shri. S. A. Mali may not join at any place under GMM Nagpur which is being done on pick and choose basis and he will continue his struggle for justice. CGM CNTxW Circle once again advised us that let Shri. S. A. Mali join at Akola and show his efficient working for period of two years and then his request may be given consideration. We conveyed that we will try our level best, but we cannot assure firmly where he will be joining at Akola or not as it is his decision. We further requested to forward his request for Own cost Transfer to MH Circle, CGM CNTxW Circle agreed for it but put condition that he will have to join at Akola and send request through GMM Nagpur. CGM CNTxW Circle informed that he cannot extend more support to Shri. S. A. Mali and requested us not to stress further on this issue and association should advise Shri. S. A. Mali to follow the orders. We finally conveyed that if Shri. S. A. Mali do not join at Akola and opts to continue struggle against known injustice to him, as association, SNEA will stand behind him and we will endorse issues and concern in his support as per BSNL guidelines and entire responsibilities of any issues developed later will be with management. CGM CNTxW Circle informed that association should not support such issues and think of BSNL works and we have made it clear that we have always requested to consider his genuine request which is well within transfer policy guidelines of BSNL and also in the interest of BSNL, but same is not given consideration after our repeated requests and substitute arrangements at Gadchiroli and Akola also. In conclusion CGM CNTxW Circle conveyed that transfer order of Shri. S. A. Mali will be changed from Gadchiroli to Akola and nothing more is possible on his side in this matter and assured that on completion of two years at Akola, request of Shri. S. A. Mali will be given consideration.

5.     Request for retention at Nashik by Shri. D. R. Aher DE CNTxW Nashik: We narrated that association is pursuing the injustice to Shri. D. R. Aher by transfer after 58 years of the age against the transfer policy guidelines. Further, Shri. D. R. Aher and team SNEA Nashik led by Shri. S. A. Bhadane DS SNEA Nashik had elaborated issues and difficulties faced by Shri. Aher to him during his visit to Nashik, wherein he has directed to discuss the issue with DGM Admn Mumbai and assured to settle grievances of Shri. D R Aher to better extent but nothing has been done. CGM CNTxW Circle informed that he has not given any assurance during his visit to Nashik and nothing wrong has been done in case of Shri D. R. Aher as he is posted at just 100 Kms of distance as there is no vacancy in Nashik. We insisted that as per norms for Projects there is vacancy at Nashik which existed till last month and one DE along cannot handle the works of Projects and Maintenance at Nashik and Dhule. CGM CNTxW Circle informed that Shri. S. A. Bhandne DE CNTxW Nashik is capable of handling all these charges alone and hence there is no need of one more DE at Nashik. We requested to consider request of Shri. D R Aher for posting at Dhule, but CGM CNTxW Circle informed that when this post was offered to Shri. D. R. Aher he has not accepted it and hence his request cannot be considered at this stage and it is better that Shri. D. R. Aher joins at Ahmednagar and he can enjoy the works as he is posted to nearby location. We conveyed difficulties faced by Com. D. R. Aher in joining at Ahmednagar and injustice to him just because some is capable of handling charge of DE CNTxW Nashik with works of Projects. WE narrated that Shri. S. A. Bhadane, DE CNTxW is also DS SNEA Nashik and CNTxW has created very awkward position for him by transferring his member against transfer policy guidelines. Shri. Bhadane has already conveyed his difficulties in handling charge of three DEs together, and hence Shri. D. R. Aher may be posted at any of the three charges hold by Shri. Bhandane. But CGM CNTxW Circle continued with his stand that as Shri. Bhadane is excellent Officer and he is handling all there charges of DEs efficiently, he will not post Shri. D. R. Aher either at Nashik or Dhule. When we stressed matter further, CGM CNTxW Circle informed that if Shri. D. R. Aher is willing he can be posted as DGM at Nagpur and we have conveyed it will create further difficulties for him. We narrated that Shri. D. R. Aher is not demanding any promotion as DGM and his only request is he should be retained at Nashik as he has completed 58 years of age and as per transfer policy he is not due for transfers as being done by CNTxW Circle. We added that Shri. D. R. Aher is ready work even as SDE under his junior, but he wants posting at Nashik to overcome issues during fag end of his long and highly successful services. Shri. D. R. Aher has conveyed that if he is not being retained at Nashik, then his request for transfer to MH Circle may be given consideration and CGM CNTxW Circle informed that if he joins at Ahmednagar, his OTP request will be forwarded to BSNL CO. We have narrated that Shri. D. R. Aher is having serious family issues and he cannot join at Ahmednagar and even he is ready to submit resignation from BSNL services and only request is that his resignation should be accepted from Nashik. CGM CNTxW Circle informed that he is free to submit his resignation through proper channel on joining Ahmednagar and he will forward it to BSNL. We conveyed that in this case management has taken stand to harass one DE level officers just with some assumptions and BSNL guidelines are not respected as Shri. D. R. Aher has handed over his JTOs and infrastructure to Maintenance team at Nashik and due to his such good behavior he is being declared surplus at Nashik as well as Dhule, which is totally wrong. Then CGM CNTxW Circle added that request of Shri. D. R. Aher cannot be considered and if required and Shri. D. R. Aher is willing, then he can be posted to Mumbai against vacant posts. WE requested for posting at Kalyan which is nearby Nashik and on train route, CGM CNTxW Circle was of the opinion that DE post is important and he cannot leave HQ. We conveyed that he may not leave HQ, but whenever he has any work at Nashik, he can travel with comfort as compared to Ahmednagar and we are stressing it as CNTxW Circle is making injustice by transferring him out of Nashik. We conveyed that we are not sure where Com. D. R. Aher will opt for Kalyan /Mumbai and will go ahead with his resignation. CGM CNTxW Circle informed that his resignation can be accepted if he submits through proper channel from Ahmednagar. We have narrated that in case of resignation from services due to transfer at odd location, the officer is retained and allowed to get retired from working place. In support of our say we have quoted case of Shri. Sayyad SDE Solapur to J&K Circle and his transfer was cancelled with one condition that he will not withdraw resignation and in same lines the resignation of Shri. D. R. Aher may be accepted from Nashik.  CGM CNTxW Circle asked for said orders and assured to look into it. He further informed that he is not assuring firmly but will ascertain the possibilities of change of station of Shri. D. R. Aher from Ahmednagar to Mumbai/Kalyan subject to vacancies. We informed that we discuss with Shri. D. R. Aher and let him know but in case he is not willing for Mumbai, then his request for resignation may be considered from Nashik and CGM CNTxW Circle informed that he will go through the case and decide accordingly.

C.  Technical Issues:

1.     Up gradation of all CPAN present B1/B2 to C1/C2: We have narrated need of upgradation of CPAN Equipments as there is heavy increase in traffic all over Maharashtra. Each and every SSA is facing congestion due to increases in number of FTTH Customers. CGM CNTxW Circle informed that it is difficult task to upgrade all CPAN Equipments as there is huge demand but efforts are being taken in this directions. Maharashtra Circle has given huge requirement and due to financial conditions it is difficult to procure entre requirement. We have added that it is interlinked as till we upgrade CPANs there will be no increase in traffic and uses and no revenue can be generated and hence investment on such crucial equipment is must. CGM CNTxW Circle informed that matter has been under active consideration and tender is floated by BSNL CO and very shortly CPAN Equipments will be supplied and efforts will be taken for its optimum utilization.

2.     Providing view access Backbone Link to One Network team: We informed that as on today One Network team has been formed at all BAs and they are being activated. But it is seen that they are not getting exact position of CNTXW network and hence unable to convey details to the officers in field units and customers calling them. Hence if all these One Network teams are provided with view Link of Backbone access, the team members will have update information and can pass on the correct information about restoration of network. CGM CNTxW Circle was of the opinion that the CNTxW teams are sharing updates about network failure via sms on concerned groups and are also updating information as and when required. As such view link may not be that much useful. We insisted that many places, the information is not shared for different reason and the officers at One Network team are also not available about real issues and what will be time required for restoration of network. CGM CNTxW Circle informed that the failure on one route does not mean that failure of entire route and Equipments. CNTxW Circle is maintaining the standby arrangements for all routes. If one route is failed for any reason, the traffic of that route is automatically or manually diverted to another route on ring and as such failure is not for much more period which needs immediate attention of one network team. We agreed to view of CGM CNTxW, but added that in such cases there is congestion reported in this diverted route and hence there are customer complaints. Specifically FTTH customers, BSNL Partners immediately take note of it and starts asking to officers in filed units and One Network teams and pleaded that if view access sis given to One Network team matter can be better reported to all concerned. CGM CNTxW Circle informed that there is no issue on part of CNTxW Circle and if required and requested by Maharashtra Circle same can be provided starting with few BAs and if required then to all BAs. 

3.     Providing view access of CPAN and OTNM monitoring to One Network teams: We have further narrated need of view access of CPAN and OTNM monitoring to One Network teams as this will help in keeping track by one Network team and accordingly corrective actions can be taken by BAs. CGM CNTxW informed that there is no need of any such link for OTNM Monitoring as it is specialized work by CNTxW Circle and there is nothing much to monitor or review by One Network teams. He further added that for CAPN Monitoring one special CPAN Nodal Centre is being setup by Maharashtra Circle at Nagpur and it will be coordinating with all including CNTxW Circle. He was optimistic that all the issues and concern expressed by association will be taken care by this CPAN Nodal Centre and hence special view link will not be required by BA One Network teams. He informed that by this time Maharashtra Circle may have set up the CPAN Nodal Centre and appointed nodal team. We informed that though orders have been issued for formation of CPAN Nodal Centre, till team members are not appointed, but will be nominated very shortly. CGM CNTxW Circle informed that establishing such view link at all BAs will be costly work and it may not solve any purpose as projected by Association. He added that there will not be any need of such review link once the CAPN Nodal Centre is fully established at Nagpur and the One Network teams from all BAs can take support from CPAN Nodal Centre and issues faced by field units can be resolved to better extent.

a.     Providing Uplink to redeployed SCR (Super Core Router) at Chinchwad: We have narrated that at newly set up SCR at Chinchwad is facing issues as Uplink from Model Colony and MHS SCR are not provisioned on WTR media and there are certain issues faced by WTR Team. CGM CNTxW Circle informed that there are no such issues and if any issues he is not aware about it. All these issues can be taken care by GMM Pune. We added that both the links are to be provided on WTR Media and the uplinks from Model Colony to Chinchwad SCR is not available and MHS to Chinchwad SCR is not provided as its administrative approvals awaited. CGM CNTxW Circle informed that there is no need of intervention from his side and matter will be taken care by GMM Pune and issue will be resolved very shortly and till any issue, it may be brought to his notice. We informed that we will take fresh updates from Pune team and confirm the issues pending and if required will again update him.

4.     Backhaul improvement for certain SSAs : We have drawn attention of CGM CNTxW Circle on issues faced by certain SSAs like Yavatmal about the poor backhaul and need of upgradation of backhaul of such affected SSAs in particular and all SSA in general. CGM CNTxW informed that the issues as and when reported by SSAs and Maharashtra Circle are being taken care and his office is having regular interaction with CGMT MH Circle and his transmission team. He further added that all such works are routine works and are being taken care by GMM CNTxW Circle in respective area. The SSAs have to write them and accordingly augmentation orders are issued by SDE Techs in concerned area. He firmly assured that all such requests from SSAs are being taken care and he himself is monitoring overall traffic and no such specific issue is observed and assured if any such case is pending it will be taken care by concerned GMs. 

5.     Effective Communication and Coordination between Mtce Team and NOC: We have informed that earlier there were issues with NOC team and it was reported by some units of WTR that NOC team is not responding calls from filed units. Though there is improvement over the period, there is need of effective communication. CGM CNTxW Circle informed that the NOC team is very active and they are responding very promptly and there is no such issue. He added that for more effective communication between filed units and NOC, one separate what’s app group is formed and all executives in CNTxW field units and NOC team are members of this group. He added that whatever issues are reported by field unit Mtce teams, all are being responded by the members of NOC team and being member of group, he is keenly monitoring it.

6.     Monitoring of Escalation Matrix of faults: We informed that though there is much improvement in monitoring of pending faults since his takeover as CGM CNTxW, there are certain issues and there is need of monitoring Escalation Matrix of pending faults so that prolonged pendency in faults is reduced. There are certain faults which are not given priority by filed units for different reasons on their part and if monitoring is done from higher level and required support is extended then the pendency of faults will be surely reduced which will finally result in improvement of uptime. CGM CNTxW Circle informed that all the officers in CNTxW including all GMs are regularly monitoring faults. He added that he is also monitoring progress of important faults. As such pendency of faults as pointed out by association is not there. Also issues faced by filed unit Maintenance Teams are being settled on priority and assured that total support is being extended and will continued to be extended to CNTxW teams for clearing old faults.

7.     Instead of Patchwork if possible increase OTN ILA to improve Span loss: We informed that we have received suggestion from field units of CNTxW Circle for use of ILAs on all routes having higher fibre loss instead of repeated patch works. We elaborated that though CNTxW Circle is taking efforts for reducing fibre loss by attending faults is being done by CNTxW Circle, it is not effective in certain cases and the fibre loss is being improved effectively. We suggested that it will be more effective if instead of repeated Patchworks, OTN ILA is installed on such routes, it will help in improving Span loss on many routes. CGM CNTxW Circle informed that though it is good suggestion there are certain issues in installation of IILAs like there is shortage of ILAs, need of specie on route to install Equipments and hence it cannot be provided on all routes. He added that for utilization of ILAs, there is need of arrangements of Battery and Power plants with 24X 7 power supply, which is difficult task as there is always shortage of Battery and Power plants. He elaborated that there are issues in getting proper space for installation of ILA on said any route and if BSNL space is available then it is being used for ILAs. He added that it has been observed that Battery of such routes is needs security arrangements as the chances of thefts are more as majority of ILAs are normally provided on routes and all such locations are mainly at remote places which are prone to thefts. Hence it is not easy and advisable to install ILAs on all lossy fibre routes. CGM CNTxW Circle further added that it may not be effective if losses in repeated joints are not taken care by patchworks even though ILA is installed. He elaborated that the patchwork reduces number of joints on particular routes and hence reduces the fibre losses effectively. He also cleared that till if any route it is ascertained by GMMs of that area, the decision on installation of ILAs is being taken in consultation with SSA/BA Heads concerned and Maharashtra Telecom Circle. 

8.     Requirement of 80 Km SFP for C-Pan: Delegation narrated that as on today CNTxW Circle procuring and using 40 Km SFP and as per feedback from Maintenance teams it will be more effective if BSNL is procuring and utilize the 80 KMs SFPs, which will help in building strong and stable OFC routes by CNTxW Circle. CGM CNTxW Circle responded that the concern expressed by association is correct and action has been already taken by his office by sending requirement received from field units to BSNL Corporate Office. He informed that BSNL CO also has taken steps for procurement of 80 KMs SFPs and after finalization of tender for same, the work order of its supply is being placed by end of this month. He was hopeful that the supply of 80 Km SFPs will be made by end of this month and hence concerned expressed by association will be fully taken care.

9.     Procurement of Armored OFC: We requested for action on part of BSNL for procurement of Armored OFC for better fault location and more life of OFC routes. We narrated that nowadays due to frequent road widening activities, it is difficult to locate OFC, also the unarmored OFC is more damage prone as compared to armored OFC. CGM CNTxW Circle informed that steps are being taken by BSNL for supply of armored OFC. Though it is not possible to use 100% armored OFC, steps are being taken to increase armored OFC in network. As per last procurement order for OFC, Maharashtra Circle is allotted 600 Kms of 24 F armored OFC and by now 400 Kms has been received. Ge further added that the received armored OFC, is allotted to all Area GMs for patch works and each area is allotted about 60 to 80 Km armored OFC. 

10.            Clearing Vendor Payment for continued support to filed units: We have requested CGM CNTxW Circle to look into issues of delayed payments of Vendors for OFC Mtce works as it is adversely affecting on maintenance works. CGM CNTxW Circle informed that there is certain delay in releasing vendor payment but CNTxW Circle is regular in clearing payments. The claims made by the vendors up to March 2021 are cleared and further also funds are being released but till some bills are pending. He added that his office is continuously taking follow up of the pending payments and concerned Vendors are being updated on the issues. He further added that funds are allotted for bills as per pendency and old bills are given priority. As such there are no such issues and payments of few months are pending and he was optimistic that pending payments will also be released within period of two months.

11.            Co-ordination with Highway authorities for future OF Cable planning: We have narrated that State Government is planning new Express Roads like Samrudhee Highway, Kokan Highway and BSNL has to take up matter for keeping duct for BSNL OFC routes as future planning. We also narrated that some existing highways are being expanded and it is seen in the past that in such activities BSNL OFC is totally damaged and hence as prior planning, BSNL has to take up matter with concerned authorities for new OFC routes and to having stable OFC Network. CGM CNTxW Circle responded that it is need of time and to have proper planning and efforts are being taken for planning of new routes. He also added that CNTxW Circle has already taken u matter with concerned authorities and such proposals.

12.            Circle level support by Proper Co-Ordination with NHAI, PWD higher authority to save BSNL OFC: We have narrated that on many routes of OFC, there are frequent road widening and repairing activities are going on by local authorities and there is need of co-ordination between BSNL and concerned authorities. We added that such coordination should not be left only to JTOs/SDEs in filed units as the concerned authorities are not responding properly. The contractors are damaging BSNL OFC ruthlessly and requests by BSNL officers are not given proper attention and BSNL OFC is damaged frequently. We added that if issues are taken at higher level i.e. at GM and CGM level with higher level officers of NHAI, PWD and take up mater of co-ordination and support to BSNL existing OFC , then support extended at lower level will be good and damages to BSNL Cables will be less . CGM CNTxW Circle informed that there are certain issues and these issues are being taken care by Area GMs by regular meetings and at Circle level he also has taken up matter with different authorities and issue is being pursued for better co-ordination at all levels.

13.            Use of apprenticeship to meet Shortage of Manpower: We have shared difficulties faced by executives in field units due to non-availability of supporting manpower after VRS. We also narrated that there are many works which can be taken care by such supporting hands. But as SSAs are facing shortage of manpower there is reluctance in giving supporting hands to CNTxW teams and it is directly affecting working of Maintenance team. CGM CNTxW Circle was f the opinion that as majority of works are outsourced, there should not be need of supporting manpower and works can be managed through outsourced agencies. We have elaborated that there are many works which are not directly outsourced and the manpower of agencies are not fixed to understand the technical works. Hence we suggested that CNTxW Circle should think on utilization of apprenticeship manpower available as per special directives of Government of India. CGM CNTxW Circle asked that where such use has been started by Maharashtra Circle, we have narrated that though association has raised concern, no such action is yet taken and we are pursuing for it, but guidelines are available and same can be effectively utilized by CNTxW Circle. CGM informed that he is aware about guidelines and he has utilized such manpower while he was working earlier in Punjab Circle, and conveyed that this is good source for getting technical manpower with less expenditure. CGM CNTxW Circle assured that his office will also ascertain possibilities of apprenticeship manpower after getting requirement from Area GMs. He asked us to give the copies of orders if available with us so that prompt action can be initiated and we have assured to share the copies of the guidelines on the subject.  

14.             Action on restoration /replacement of unofficially abandoned routes: We have once again informed CGM CNTxW Circle that many of OFC routes are unofficially abandoned by the executives in field units due to non-availability of resources. We also informed that if patch works are taken care on this routes by extending support to the Maintenance teams, these routes can be successfully energized. We also narrated that if required certain length can be replaced with new Cable, but these routes must be brought in use. We have quoted certain examples of important routes how they are useful but neither officially abandoned nor faults are attended and OFC is restored. CGM CNTxW Circle informed that he is aware about the issues and already instructions are issued to field units for same. He further added that his office has already identified such routes and matter is taken with Circles for further coordination and finalization of routes to give stability to local network. He added that the list of routes which are to be restored is already handed over to Circles and response from Circles is awaited. He directed us to take up matter with Maharashtra Circle and SSA for early restoration of these works and assured to take care of issues in CNTxW Circle.

15.             Repairs of faulty splicing machine/OTDR: We have requested for centralized action for repairs of faulty Splicing Machines and OTDR throughout CNTxW Circle. But CGM CNTxW Circle informed that this is well within the powers of GMM concerned and there is no need of intervention from his office. He assured that the concerned executives in field units should take up matter with their GM offices and assured all such issues will be surely taken care.

16.             Life expired battery sets and Power plants: We have requested for replacement of all life expired Battery sets and Power plants as it is affecting the uptime of network. CGM CNTxW Circle informed that action has been taken to replace it but it is not possible to replace all at a time, but all life expired Battery sets and Power Plants will be replaced in time bound manner after ascertaining requirement from filed units.

17.             Shortage of Joint Closure and OFC for maintenance works: On our say about shortage of OFC Joint Closures for maintenance works CGM CNTxW Circle informed that there is no shortage of joint Closures in CNTxW Circle. There are about 10000 Joint Closures available in the Circle and this stock is for use for three months and there should not be any shortage of joint closure till Oct 2021. He further assured that his office is taking care and additional requirement of joint Closures is being taken up with BSNL CO at regular interval and assured that sufficient joint closures are rightly available now and will be made available in days to come.

18.             Action for restoration of Critical routes and new OF routes for Stable OFC Network in Maharashtra Circle: WE have shared the issues in proper functioning of IFC network and how the certain routes like Satara -Pune, Goa-Kolhapur, Kolhapur-Sangli-Solapur, Goa-Mumbai, Ratnagiri –Goa, Aurangabad- Nagpur, Aurangabad-Jalna, Aurangabad-Latur-Buldhana-Akola needs special attention for stable network. We also shared that since he has taken over as CGM, there is much progress on stability of these routes, but till efforts are required to have totally stable network to meet the highly growing FTTH demand for fault free services. CGM CNTxW Circle was kind enough to inform that all these routes are being personally monitored by him and he is confident that in few months all these routes will be fully functional as the works are going on this routes. The works on some routes are on the way of completion and he was optimistic about stability of these routes. He shared that for Goa-Mumbai route works on Ratnagiri –Goa part are in progress and will be functional by next three months. The second part of this Mumbai-Goa route is Ratnagiri- Panvel route and its work is being taken care. He added that the works on Satara –Pune are also on way of completion and it will be functional by end of Sep 2021. On Goa-Kolhapur route there is no such issue and with restoration of issues on Satara-Pune route it will be stable route, the issues of this route will be resolved. He elaborated that the works on Kolhapur-Sangli-Solapur route also completed except few locations and firmly assured that this route will be functional by 15th October 2021. He informed that Pune –Lonavala Route which in one of important routes for traffic on Mumbai-Pune, will be functional by end of October 2021. He also added that issues on Aurangabad- Nagpur, Aurangabad-Jalna, and Aurangabad-Latur-Buldhana-Akola are also being taken care and will be made stable with time frame and matter for swapping of fibre with defense on critical routes is under consideration. He further added that the new routes on Kalyan-Karjat route, Sion Mumbai - Panvel Route, Khardi-Igatpuri (Nashik) route , Kalyan –Murbad Route are going on all these routes will be functional within few months. He added that the NFS works will be taken over by the Defense and BSNL will have to take care of its routes working on NFS routes if any. On sharing of OFC Network in MYNL area, CGM CNTxW Circle informed that in MTNL area BSNL has ample OFC laid in ducts of MTNL and as such there is no issue. On adding new OFC routes at different locations as per requirements, CGM CNTxW Circle informed that there is shortage of OF Cables and hence his office is facing issuing proposing and finalizing new routes. He further informed that his office is taking up matter with BSNL CO for additional allotment of OFC and sincere efforts are being made to make all OFC routes of CNTxW Circle stable in days to come. We have seen CGM CNTxW, very firm on completion of these works in time bound manner and hence we are hopeful that with such large works on critical routes, very stable OFC network will be available by CNTxW Circle throughout Maharashtra Circle.

With very positive approach from CGM CNTX Circle except few individual cases, we had very fruitful discussions and response from CGM CNTXW Circle. The discussions started at 1715 hrs lasted for two hours and concluded at 1915 hrs.

In conclusion of meeting CGM CNTxW Circle informed that his office is fully working for Stable OFC network and assured to take care of suggestion given by association. We also have conveyed sincere thanks and gratitude to CGM CNTxW Circle and GM HQ CNTxW Circle and once again requested to look into undecided individual request and assured to give the guidelines on corresponding subjects as

It is unfortunate that BSNL has cleared Crores of dues of vendors, but has given last priority to the Cash awards which is in just few thousands of rupees to its own Officers and Employees who have proved their excellence in Office working in Year 2017 and 2018 and same is already certified and acknowledged by BSNL. Let us hope at least this time the Cash of these awardees is released and paid to them respecting their contribution.  

 

 9 Sep 21: AGM Pers SEA BSNL CO writes to CGMT MH Circle about over action by Maharashtra Circle in granting NOC to AO for joining other PSUs at Circle Level whereas it is within the powers of Director HR and requests that in future all cases of employees seeking NOC for applying to other Organizations may be forwarded to BSNL Corporate Office and NOC should not be granted at Circle level. Letter <<<>>>

·        This is one more incident confirming facts that how the issues of FC section are taken care with very casual approach and in some cases action is taken by using the powers of Director HR and in some cases issues which are well within CGMT MH Circle are not given consideration for years together by creating dispute by the officers of Staff Section and FC section on taking over and making over of files of FC section and this poor and casual approach is continued for last one and half years i.e. since implementation of VRS 2019 in January 2020.

·        Let us hope , serious note of these instructions are taken by Maharashtra Circle and all pending issues , manmade problems created by officers in Staff and FC section are taken care as per BSNL guidelines and not as per will and wish of the officers as observed and underlined by BSNL Corporate office vide this special letter to CGMT MH Circle.

Ankit Ganagr DS SNEA Mumbai, Shri. Anil Dubey Ex DS SNEA Mumbai, Shri. Rakesh Roshan, DT SNEA Mumbai, Shri. Sandeep Masurkar, ADS SNEA Mumbai, Shri. Sagar Mate ADS SNEA Mumbai, Shri. Pravin Koli, CECM SNEA Mumbai, Smt. Uma Nargunde OS SNEA Mumbai and active comrades of SNEA Mumbai Shri. P.R. Desai, Smt. Shilpa Bhatkar, Shri. Anil Yadav, Shri. Kishor Patil Shri. The meeting started with a warm welcome of Director CM to Mumbai and discussion on various Development related points for Mobile Service in MH Circle were discussed. Director CM emphasized on giving 100% for at least next 1.5 Years as BSNL will start becoming profitable and growing if this 1.5 Years is passed in positive direction. SNEA MH team assured Director CM that the workforce is with you only necessary support in terms of supply of equipment, timely payment of dues and effective policies is needed from Top Management.

Delegation specially highlighted about huge demand of FTTH in Mumbai and same can be extended through enrolling Franchisees/TIPs and extending ​​Backhaul to identified OLTs. Director CM appreciated concern of SNEA delegation and asked to CGM MH to work out it at the earliest.

Delegation has also discussed the issues related to Takeover of Operation and Maintenance of Mobile service by BSNL from MTNL Mumbai and gave suggestions to increase revenue by improving GSM network in Maharashtra Circle and also in MTNL Mumbai areas. The meeting ended with a positive note and firm assurance by Director CM BSNL Board for positive drive from Top Management to support the workforce.

 6 SEP 21: DGM Legal Mumbai issued orders for ERP relieving of all executives under transfer but not yet relieved by the SSA Heads or controlling Officers. Telecom <<<>>> Account <<<>>> Change of SSA <<<>>>

·        All these executives are under transfer to fill vacant post in SSAs having shortage of executives and some are under transfer as per their own cost request transfers.

·        The executives who were under own cost request transfers were pressing hard for their relieving while some of executives who are under transfer to SSAs having shortage of executives have represented their grievances and have requested either for change of SSA, Cancellation of transfer order, retention at same SSA and were waiting for favorable action on their representations.

·        The requests were processed in file and finally CGMT MH has considered only one request of Mrs. S. S. Kondeti, SDE Pune for change of SSA on medical grounds and she is posted to Kolhapur SSA and all other requests are not given consideration.

·        Accordingly, all the executives who were not relieved by SSAs/BAs or their controlling officers or even some of them are relieved by SSA are now relieved through ERP w.e.f. Saturday, 04/09/2021.

·        SNEA MH has submitted proposal how the requests of these officers for change of SSA can be given consideration in Chain or one to one transfers to GM HR Admn Mumbai, but the same has not reached in total to CGMT MH in file and the requests were processed in normal casual approach and not in HR approach as required to give sympathetic consideration to such requests.

·        As the proposal has not reached to CGMT MH in total, many genuine requests with saving of lakhs of rupees of BSNL Money are not given consideration.

·        SNEA MH will once again draw attention of CGMT MH on need of special HR approach by officers in staff section to deal with the requests of executives and approach towards save BSNL Money by giving consideration of own cost request transfers over company cost transfers.

·        SNEA MH appeals all the executives under transfers to have analysis of self-issues and join the transferred SSA accordingly and if one is not having any serious issue should join at transferred place and till anyone is having any genuine issues which is not given consideration as per the transfer policy guidelines, he/she should keep patience for few days.

·        SNEA MH is consolidating, such genuine requests received from DS concerned and all such requests will be once again brought to notice of CGMT MH for review and sympathetic consideration and review of own cost requests instead of company cost requests.

·        This ERP relieving of all executives under transfer is firm step towards third and last phase review of own cost request transfers from Non-tenure to Non-tenure SSAs which are kept in abeyance since 02/06/2021 and now these requests will be given consideration which are expected to be given consideration during this month.

 2 SEP 21: Status of transfers of JTOs/SDEs in Electrical wing: SNEA MH is continuously pursuing for consideration of pending requests and filling vacant posts by calling options willingness. Accordingly for Telecom, Civil and Account wings the willingness were called but the proposal for Electrical wing was moved without calling for options and publication of data related to justified, working, excess/shortage of executives of Electrical wing in particular SSA/BA.

SNEA MH has raised concern about it and now it is decided to call for options for consideration of transfers in Electrical wing as done by Civil and other wings. This the proposal for transfers processed earlier has been kept aside and process will start fresh starting with publication of Executive strength and Excess/shortage thereof and by calling options for filling vacant posts. As total number of executives working in Electrical wing are less as compared to Telecom/ Account wing i.e. about 100, SNEA MH will pursue for calling for options for filling vacant posts as well as for posting substitute to the executives who have completed three years of stay at working station and have submitted own cost request for transfers. Let us hope for best.
